Raja Harishchandra Mritak Shramik Antyeshti Sahayata Yojana
Uttar Pradesh state government scheme
Raja Harishchandra Mritak Shramik Antyeshti Sahayata Yojana pays Rs 10,000 for the last rites of a deceased factory worker in Uttar Pradesh whose basic pay plus dearness allowance was Rs 24,000 a month or less. The dependant must apply online at skpuplabour.in within 1 year of the date of death.
What is Raja Harishchandra Mritak Shramik Antyeshti Sahayata Yojana?
Raja Harishchandra Mritak Shramik Antyeshti Sahayata Yojana is a funeral assistance scheme of the Uttar Pradesh Labour Welfare Board, the Uttar Pradesh Shram Kalyan Parishad, under the state Labour Department. On the Parishad's portal skpuplabour.in it appears in Hindi as "राजा हरिशचन्द्र मृतक श्रमिक अंत्येष्टि सहायता योजना".
The purpose is narrow and immediate. When a low-wage factory worker dies, the family faces the cost of the last rites at exactly the moment household income has stopped. Raja Harishchandra Mritak Shramik Antyeshti Sahayata Yojana pays Rs 10,000 to the surviving spouse or dependant so that the funeral does not have to be financed by borrowing.
The scheme is named after Raja Harishchandra, the king of legend associated with the cremation ground at Kashi, and the naming is deliberate. This is specifically an antyeshti, or last-rites, grant rather than general death compensation.
A distinction that trips up many claimants: this scheme belongs to the Labour Welfare Board for factory workers, not to the UP Building and Other Construction Workers Welfare Board. Its money comes from the Labour Welfare Fund constituted under the Uttar Pradesh Labour Welfare Fund Act, 1965, with rules in force since 1972. Families of registered construction workers must instead use the UPBOCW death and disability scheme at upbocw.in.
Who is eligible for the funeral assistance?
A claim can be made if all of the following hold:
- The deceased was working in an establishment in Uttar Pradesh registered under the Factories Act, 1948.
- The worker's monthly wage: basic pay plus dearness allowance, was not more than Rs 24,000.
- The claim is filed within 1 year of the date of death.
- The claimant is the husband or wife of the deceased worker, or a dependant son or unmarried daughter. Where the worker was unmarried, the mother or father may claim.
A claim cannot be made, or is not eligible, where:
- The worker's monthly basic plus DA was above Rs 24,000.
- The worker was employed in a central or state government establishment, which the Uttar Pradesh Labour Welfare Fund Act, 1965 excludes from its coverage.
- The deceased was a registered construction worker under the UPBOCW Board.
- The application is filed more than 1 year after the death.
- The claimant cannot establish the relationship — for example, a married daughter, a brother or a nephew is outside the list of recognised claimants.
- No registrar-issued death certificate is available.
How much is paid, and to whom?
Raja Harishchandra Mritak Shramik Antyeshti Sahayata Yojana pays a flat Rs 10,000. There are no slabs and no variation by cause of death, the assistance is the same whether the death was natural or accidental.
Payment is made by direct transfer to the claimant's bank account, and the Parishad sends an SMS to the registered mobile number once the amount is released. The order of claimants set out on the portal matters here: the spouse comes first, then a dependent son or unmarried daughter, and only where the worker was unmarried do the parents claim.
Families should note the difference between this scheme and Dattopant Thengadi Mritak Shramik Arthik Sahayata Yojana, a separate scheme of the same board listed on the same portal, which pays Rs 1,00,000 to the dependant of a deceased worker under identical eligibility conditions and the same one-year window. Both are listed as live schemes on skpuplabour.in. Because the two overlap in purpose, ask the district labour office in writing whether both can be sanctioned for the same death before assuming they can.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Verified printout of the online application | Yes | Attested by the factory or establishment |
| Death certificate from the Registrar | Yes | Issued by the Registrar of Births and Deaths |
| Bank passbook copy of the claimant | Yes | Legible, showing the IFSC code |
| Ration card or family register extract | Yes | Or another government record proving the relationship |
The registrar's death certificate is the single document with no substitute. A hospital summary, a police report or a cremation receipt may help establish facts, but the Parishad's list specifies the certificate issued by the Registrar of Births and Deaths, and files without it are held.
How to apply for Raja Harishchandra Antyeshti Sahayata Yojana
The Shram Kalyan Parishad publishes a ten-step online process on skpuplabour.in. The claim is filed by the surviving dependant, not by the deceased worker's employer.
- Open a browser and go to www.skpuplabour.in.
- Click "श्रमिक आवेदन" (Worker Application).
- If you are a new user, click "न्यू यूजर रजिस्टर करें" (Register New User), complete the registration form and submit it. The user ID and password are sent by SMS to the mobile number entered.
- Log in with those credentials.
- Select Raja Harishchandra Mritak Shramik Antyeshti Sahayata Yojana, fill the form, upload the photograph and submit.
- Print the submitted application.
- Get the printout verified and attested by the factory or establishment where the deceased worker was employed.
- Log in again, open "योजना के आवेदन का विवरण" (Details of Scheme Application), upload the scanned attested application together with the registrar's death certificate, the bank passbook copy and the ration card or family register extract, and save.
- Once verification succeeds, the assistance is transferred to the claimant's bank account and an SMS is sent to the registered mobile number.
- Track the file under "आवेदन की स्थिति" (Application Status) on the portal.
Note the difference from the education schemes of the same board: at step 7 only the employer's attestation is required here, because there is no educational institution involved.
How do you check the claim status?
Sign in at skpuplabour.in with the same user ID and password and open "आवेदन की स्थिति". The screen indicates whether the establishment verification has been recorded, whether the file is with the sanctioning officer, and whether payment has been released. Because the deadline is one year from the date of death, check the status every few weeks rather than waiting. A document marked deficient can be re-uploaded through the same login while time remains.
Why do funeral assistance claims get rejected?
- Filed after 1 year from the date of death.
- No registrar-issued death certificate attached.
- Claimant outside the recognised list, a married daughter, sibling or other relative rather than the spouse, dependent son, unmarried daughter or, for an unmarried worker, a parent.
- Wage above Rs 24,000 basic plus DA at the time of death.
- Employer attestation missing, so the uploaded application is unverified.
- Relationship not proved because the ration card or family register extract does not name the claimant alongside the deceased.
- Illegible bank passbook copy or a missing IFSC code, which stops the transfer even after sanction.
Where do you get help or file a grievance?
