What is Dr APJ Abdul Kalam Shramik Pravidhik Shiksha Sahayata Yojana?

Dr APJ Abdul Kalam Shramik Pravidhik Shiksha Sahayata Yojana is a technical education assistance scheme of the Uttar Pradesh Labour Welfare Board, the Uttar Pradesh Shram Kalyan Parishad, which functions under the state Labour Department. On the Parishad's portal skpuplabour.in it is listed in Hindi as "डॉ० ए०पी०जे० अब्दुल कलाम श्रमिक प्राविधिक शिक्षा सहायता योजना", named after the former President and aerospace engineer.

The scheme addresses the single largest reason children of low-wage workers drop out of technical courses: the annual fee arrives every year, not once. Dr APJ Abdul Kalam Shramik Pravidhik Shiksha Sahayata Yojana therefore pays per year, for the full duration of the course, Rs 25,000 for a degree, Rs 15,000 for a diploma and Rs 10,000 for a certificate course.

The scheme is financed from the Labour Welfare Fund constituted under the Uttar Pradesh Labour Welfare Fund Act, 1965, whose rules came into force in 1972. The Act applies to factories in the private and public sector, plantations, and establishments carrying on trade, commerce or allied work where 20 or more employees work, and it excludes establishments of the central and state governments. It is not a UPBOCW scheme: children of registered construction workers are covered by Sant Ravidas Shiksha Protsahan Yojana at upbocw.in instead.

Which courses does the scheme cover?

The Parishad groups eligible technical education into three categories, and the category decides the amount.

I. Degree courses: B.Tech, M.Tech, BCA, MCA, BBA, MBA, MBBS or another technical degree course.

II. Diploma courses — polytechnic, PGDM or another diploma course.

III. Certificate courses, ITI or another certificate course.

The common thread is that the course must be technical or professional. A general BA, B.Sc or B.Com is not listed here; a student in that position should look instead at the Ganesh Shankar Vidyarthi merit award of the same board, which rewards results in Arts, Science, Commerce and Agriculture.

Who is eligible for the technical education assistance?

A claim can be made if:

  • The parent works in an establishment in Uttar Pradesh registered under either the Shops and Commercial Establishments Act, 1962 or the Factories Act, 1948.
  • The parent's monthly basic pay plus dearness allowance does not exceed Rs 24,000.
  • The son or daughter has taken admission in, or is studying in, one of the listed degree, diploma or certificate courses.
  • Admission or enrolment can be evidenced by a fee receipt or an equivalent certificate.

A claim cannot be made, or is not eligible, if:

  • The parent's monthly basic plus DA is above Rs 24,000.
  • The parent works in a central or state government establishment, which the Uttar Pradesh Labour Welfare Fund Act, 1965 excludes.
  • The parent is a registered construction worker covered by the UPBOCW Board.
  • The course is a general, non-technical degree that falls outside the three listed categories.
  • The student has only applied for admission and cannot yet show a fee receipt or enrolment certificate.
  • The establishment employing the parent is not registered under either of the two Acts, for example a wholly informal workplace with no registration.

How much is paid, and how often?

Course type Assistance per year
Degree course (B.Tech, M.Tech, BCA, MCA, BBA, MBA, MBBS and similar) Rs 25,000
Diploma course (polytechnic, PGDM and similar) Rs 15,000
Certificate course (ITI and similar) Rs 10,000

The Parishad describes these amounts as payable per year for the duration of the course. In practical terms a four-year B.Tech can therefore attract assistance in each of its years, and a one-year ITI certificate course attracts a single year's assistance.

Payment is made by direct transfer to the bank account named in the application, which may be the student's or the worker's, and an SMS goes to the registered mobile number when the amount is released. Because the benefit is annual rather than automatic, treat each academic year as a fresh application supported by that year's fee receipt.

What documents are required?

Document Mandatory Notes
Verified printout of the online application Yes Attested by the institution and the employer
Bank passbook copy of the student or the worker Yes Legible, showing the IFSC code
Proof of admission or enrolment in technical education Yes Fee receipt or equivalent certificate

The fee receipt does more work than families expect. It establishes three things at once: that the student is enrolled, which category of course this is, and which academic year the claim relates to. A receipt without a course name or an academic year is the most common reason a file is returned for correction.

How to apply for Dr APJ Abdul Kalam Shramik Pravidhik Shiksha Sahayata Yojana

The Shram Kalyan Parishad publishes a ten-step online route on skpuplabour.in.

  1. Open a browser and go to www.skpuplabour.in.
  2. Click "श्रमिक आवेदन" (Worker Application).
  3. If you are a new user, click "न्यू यूजर रजिस्टर करें" (Register New User), complete the registration form and submit it. Your user ID and password arrive by SMS on the mobile number you entered.
  4. Log in with that user ID and password.
  5. Select Dr APJ Abdul Kalam Shramik Pravidhik Shiksha Sahayata Yojana, fill the form, upload the photograph and submit it.
  6. Print the submitted application.
  7. Get the printout attested by the educational institution and by the factory or establishment where the parent works. Both signatures are required.
  8. Log in again, open "योजना के आवेदन का विवरण" (Details of Scheme Application), upload the scanned attested application along with the fee receipt or enrolment certificate and the bank passbook copy, and save.
  9. After successful verification the assistance is credited to the beneficiary's bank account, and an SMS is sent to the registered mobile number.
  10. Track the file under "आवेदन की स्थिति" (Application Status) on the portal.

There is no separate offline form. The two attestations at step 7 are the only physical part of the process, and they are what allows the district labour office to treat the claim as verified.

How do you check the status of your application?

Sign in to skpuplabour.in with the same credentials and open "आवेदन की स्थिति". The screen shows whether the institution and employer verifications have been recorded, whether the file has moved to sanction, and whether payment has been released. Since the benefit repeats each year, keep the same login rather than registering afresh, the portal ties the year-on-year history to that account.

Why do technical education claims get rejected?

  • Course outside the three listed categories. A general degree rather than a technical or professional one.
  • Only one attestation obtained, where both the institution and the employer must sign.
  • Fee receipt missing or undated, so the academic year cannot be established.
  • Wage above Rs 24,000 basic plus DA for the parent.
  • Establishment not registered under the Shops and Commercial Establishments Act, 1962 or the Factories Act, 1948.
  • Illegible bank passbook copy or a missing IFSC code, which stops the transfer after sanction.
  • Duplicate claim for the same academic year, including one already settled under a construction workers' education scheme.

Deficiencies are usually curable through the same login. Upload a clean, readable scan under "योजना के आवेदन का विवरण" and save it again.

Where do you get help or file a grievance?

  • Labour Department toll-free helpline: 1800-180-5160
  • Labour Welfare Commissioner, Uttar Pradesh: 0512-2219001, email lcup@uplabourdeptt.com
  • Deputy Labour Welfare Commissioner: 0512-2225119
  • Assistant Labour Commissioner: 0512-2295173
  • Accounts, Shram Kalyan Parishad: 0512-2295174

The Uttar Pradesh Shram Kalyan Parishad has its office inside the Labour Commissioner's office campus at Kanpur, and the state Labour Commissioner is its Chief Executive Officer. Applying is free of charge. No agent, college intermediary or supervisor is authorised to charge a family for filing a technical education assistance claim.
