Shop & Establishment Registration in Uttar Pradesh

Uttar Pradesh state government scheme

Quick answer

Shop & Establishment Registration in Uttar Pradesh is granted by the state Labour Department under Uttar Pradesh's shops and commercial establishments law, and is filed online rather than at a counter; through the Labour Department's own system and, for businesses taking several clearances together, through the Nivesh Mitra single-window portal. Confirm the current fee and time limit on the department's payment screen before you pay anyone.

Benefit
An official registration certificate for a shop or commercial establishment in Uttar Pradesh, accepted by banks for a current account and by other departments as proof that the business legally exists
How to apply
Online through the Uttar Pradesh Labour Department's registration system, with single-window filing via Nivesh Mitra and assisted filing at Jan Seva Kendras and CSCs

What is Shop & Establishment Registration in Uttar Pradesh?

Shop & Establishment Registration in Uttar Pradesh is the basic legal registration that a shop, office, hotel, restaurant or other commercial establishment takes from the Labour Department, Government of Uttar Pradesh under the state's shops and commercial establishments law. It puts the establishment on the department's rolls for working hours, weekly off, leave and wage records, and it is the document a bank asks for before opening a current account in the business's name.

Uttar Pradesh runs the registration online. The Labour Department's own site at uplabour.gov.in is the department's home, and businesses that are setting up and need several departmental approvals together file through Nivesh Mitra, the state's single-window platform, which routes labour approvals to the Labour Department rather than making an investor walk between offices. Either way the certificate is granted by the Labour Department, and either way the money is paid on a government payment screen; not in cash to anyone.

Why the registration matters in practice:

  • Bank current account. Banks in Lucknow, Kanpur, Noida, Varanasi and Agra accept the shop registration certificate as constitution proof for a proprietorship current account.
  • Existence and address proof. Landlords, marketplaces, payment gateways and delivery aggregators ask a UP seller for it during onboarding.
  • Labour-law compliance. Registration is how the department knows the establishment exists and how many workers it employs, which is what triggers every downstream obligation on hours, leave and wages.
  • Other approvals. Municipal, excise, food and professional formalities routinely ask to see the shop registration first.

Shop registration is not GST registration, not a Nagar Nigam trade licence and not Udyam/MSME registration. Those are separate filings with separate authorities.

Who can and cannot apply in Uttar Pradesh?

You can apply if:

  • You run a shop anywhere in Uttar Pradesh, retail or wholesale sale of goods, or premises where services are rendered to customers.
  • You run a commercial establishment: an office, a trading, banking, insurance or broking office, an IT or consultancy firm, or a godown attached to a business.
  • You run a hotel, eating house, restaurant, café, cinema or other place of public entertainment in the state.
  • You are the employer, proprietor, partner, director, or a person formally authorised to act as employer for the establishment.
  • Your establishment has just commenced business, in which case apply straight away rather than waiting for an inspection.

You cannot apply, or should not apply through this route, if:

  • Your unit is a factory covered by the Factories Act. Factories take a factory licence under a different Labour Department service, not a shop registration.
  • Your activity is domestic or non-commercial — a household employing domestic help is not a commercial establishment.
  • You are an employee of the shop. Only the employer registers the establishment; workers have no application of their own here.
  • Your establishment falls in a class the Act or a state notification exempts from registration, such as government offices and other notified categories.
  • You cannot show possession of the premises, since the premises proof is what ties the registration to a verifiable address in a specific district.

What documents are required?

Document Mandatory Notes
Employer's identity proof (Aadhaar / PAN / voter ID / passport / DL) Yes Name must match the online application
PAN of the firm or proprietor Yes Entity PAN where the business has one
Premises proof (ownership deed, house-tax receipt, electricity bill, rent agreement) Yes Rented premises usually need the landlord's consent
Photograph of the establishment with its name board Yes Board name should match the declared establishment name
Employee details and date of commencement Yes Male/female counts drive the category and the fee slab
Partnership deed / incorporation certificate / LLP agreement For firms, companies, LLPs Constitution proof for non-proprietors
FSSAI licence, drug licence or other trade NOC Sometimes Asked of food, chemist and similar trades

Read the document checklist that the application screen itself displays for the service you have selected before you start scanning anything. The Labour Department updates that list inside its own system, and it is more current than any checklist copied onto a private website.

How to apply for Shop & Establishment Registration in Uttar Pradesh

  1. Start from the Labour Department at uplabour.gov.in and open the shops and commercial establishments registration service. If you are setting up a new business and need several clearances together, start instead from Nivesh Mitra, the single-window platform, and pick the Labour Department approval from its list.
  2. Create your login with a mobile number and email address you actually operate. Every OTP, query notice and status alert goes to those two, and a wrong mobile number is the most annoying mistake to fix later.
  3. Fill the application with the establishment's name exactly as it appears on the name board, the full address with district and city/block, the nature of business, the date of commencement, and the number of workers with male and female counts stated separately.
  4. Upload the documents in the formats and size limits the upload boxes show. Scan each one as a clear PDF or JPEG, an illegible premises proof is the single commonest cause of a query being raised against a file.
  5. Pay the government fee on the portal's own payment screen, by net banking, card or UPI. Read the fee shown for your declared worker count before paying, and save the transaction reference.
  6. Note the application number and track the file from your login. Where an officer raises a query, answer it through the same login rather than by visiting the office.
  7. Download the certificate once approved, print it, and display it at the establishment, where an inspecting officer expects to see it on the wall.

Is there an offline or assisted route?

Uttar Pradesh's working route is the online one. The realistic alternative for anyone without a computer or a scanner is the assisted route: take your documents to a Jan Seva Kendra or a Common Service Centre, where the operator files the same online application on your behalf for the notified service charge on top of the government fee. For anything the system cannot resolve, a failed payment, a wrongly rejected file, a correction after issue, the office of the Labour Enforcement Officer or the Deputy Labour Commissioner for your region, under the Labour Commissioner, Uttar Pradesh, is where the file physically sits and where an in-person follow-up belongs.

How do I check status, renew or amend?

Status. Track the application from the login you created, using the application number issued at submission. Keep the number written down separately from the phone that receives the SMS.

Renewal. Where the certificate carries a validity period, renew it through the same login before that date passes. A lapsed certificate is treated as operating without registration rather than as a late filing, and it is usually a bank or a licensing authority that notices the lapse first.

Amendment and closure. A change in the establishment's name, address, nature of business, employer or worker strength should be intimated through the same system, and so should closure. Employers routinely skip the closure filing and then discover, years later, that an old registration still shows as live against their PAN.

Why do applications get rejected in Uttar Pradesh?

  • Premises proof that does not match the address typed into the application, or a rent agreement without the landlord's consent.
  • Blurred or partial uploads, especially the electricity bill and the photograph of the shop front.
  • Name mismatch between the name board photograph, the PAN and the establishment name in the application.
  • Wrong date of commencement, conflicting with the rent agreement or the GST registration.
  • Under-declared worker count, which puts the fee in the wrong slab and makes the whole declaration unreliable.
  • A factory filed as a shop. Manufacturing units are licensed under the Factories Act, on a different service.
  • An establishment that cannot be found at the declared address when an officer checks.

What does it cost, and what about agents?

The only money you owe the government is the fee shown on the department's own payment screen, and it is payable directly on that screen. If you file at a Jan Seva Kendra or a CSC, add only the notified service charge for assisted filing. Agents around district labour offices and municipal offices in Uttar Pradesh routinely quote several thousand rupees for a "shop licence" and present it as unavoidable; it is not. No agent has a faster channel into a government portal than you do, and the certificate is downloaded from your own login rather than collected by anybody on your behalf. Before you pay a rupee to anyone, open the payment screen yourself and read the figure the government is asking for.

Where do I complain if the application is stuck?

Uttar Pradesh runs a single, powerful grievance route: the Jansunwai-Samadhan portal at jansunwai.up.nic.in, operated by the Chief Minister's Office. Citizens register complaints there using mobile OTP verification, and the portal accepts grievances "at every level of government". Once registered you can track the complaint through the registered mobile number or email, send a reminder if the case is not resolved within the designated timeframe, and give feedback on the resolution, which supervisors review and may reopen. Jansunwai is also available as an Android app and pushes notifications through Sandes. Note what it does not handle: RTI matters, cases under court review, requests for jobs or financial assistance, and government employees' own service matters unless internal departmental options are exhausted.

Alongside that, take the application number, the date of payment and the transaction reference to the Labour Enforcement Officer or Deputy Labour Commissioner for your region. Almost every escalation that moves quickly begins with dated proof that the government fee was actually paid.

Frequently asked questions

Which department registers shops and establishments in Uttar Pradesh?

The Labour Department, Government of Uttar Pradesh, registers them under the state's shops and commercial establishments law. The department runs the registration online through its own system, and businesses taking several clearances at once file through the Nivesh Mitra single-window portal instead of approaching each department separately.

Is shop registration in UP the same as Nivesh Mitra clearance?

Not quite — Nivesh Mitra is the single-window platform through which UP routes departmental approvals, including labour approvals, to the department that actually grants them. The registration itself is still a Labour Department act; Nivesh Mitra is the counter you file it at when you are setting up a business with multiple clearances.

How much does shop registration cost in Uttar Pradesh?

Only the government fee shown on the department's own payment screen for your declared category and worker count, which is why you should read that figure before agreeing to pay anyone anything. Fees under shops and establishments law vary with the number of workers declared, so check the slab that applies to you rather than accepting a quoted lump sum.

Can I get help filing the UP application?

Yes, Jan Seva Kendras and Common Service Centres across Uttar Pradesh file online government applications for citizens without a computer or scanner, charging only the notified service fee on top of the government fee. Carry the same documents you would otherwise upload yourself.

Do I have to display the certificate at the shop?

Yes, the registration certificate is meant to be displayed at the establishment where an inspecting officer can see it. Print the downloaded certificate rather than keeping it only on a phone.

What if my UP application is stuck with no response?

File the grievance on the UP Jansunwai-Samadhan portal at jansunwai.up.nic.in, the Chief Minister's Office grievance system that accepts complaints "at every level of government" using mobile OTP verification. Track the complaint on the same registered mobile number and send a reminder if it is not resolved in the designated timeframe.

Is a factory registered as a shop in Uttar Pradesh?

No, a manufacturing unit covered by the Factories Act takes a factory licence from the Labour Department under a different service. Shops, offices, hotels, restaurants and other commercial establishments take shop and establishment registration, and filing a factory on the shop form is a standard reason for rejection.

Do I still need GST and a municipal trade licence in UP?

Yes, shop registration under the Labour Department is separate from GST registration, the Nagar Nigam trade licence and Udyam/MSME registration. Each is a different authority with its own application, even though a new business usually needs several of them in the same month.
