Property Registration (Sale Deed) in Uttar Pradesh
Uttar Pradesh state government scheme
Property registration in Uttar Pradesh is done through the Stamp and Registration Department portal igrsup.gov.in, where the buyer files a Lekhpatra Panjikaran (deed registration) application, pays stamp duty and a 1 per cent registration fee through the treasury, and then presents the deed with the seller and two witnesses at the Sub-Registrar office of the tehsil in which the property lies.
What is property registration in Uttar Pradesh?
Property registration in Uttar Pradesh is the process of presenting a sale deed before a Sub-Registrar under the Registration Act 1908, paying the stamp duty due under the Indian Stamp Act 1899 as applied in Uttar Pradesh, and having the deed admitted, endorsed and copied into the government record. Section 17 of the Registration Act makes registration compulsory for every transfer of immovable property worth more than Rs 100, which covers effectively every sale of land, a plot, a house, a shop or a flat in the state. An unregistered agreement to sell does not transfer ownership in Uttar Pradesh; it only creates a contractual claim that a court may or may not enforce.
The Stamp and Registration Department, Government of Uttar Pradesh runs the process through IGRSUP, its citizen portal at igrsup.gov.in. That portal carries the Lekhpatra Panjikaran (deed registration) application module, the stamp-and-registration fee calculator, e-stamp verification, the list of authorised e-stamp collection centres, geo-mapping of rural and urban properties, certified copies of registered deeds, the bharmukta (debt-free) certificate service, marriage registration and digital stamping of rent agreements up to 12 months. A buyer can therefore complete every paper step online and reserve the physical visit only for execution.
Who can register a sale deed in Uttar Pradesh, and who cannot?
Any competent adult can register a sale deed in Uttar Pradesh. The seller must be the lawful owner shown in the khatauni or in the previous registered deed, and the buyer must be a person or entity legally able to hold property in India. Both must be 18 or older, of sound mind, and must produce original identity and residence documents before the Sub-Registrar. Two witnesses with their own identity proof are compulsory.
Several categories of party cannot apply or cannot complete registration without prior permission:
- A minor cannot execute a sale deed as seller. A natural or court-appointed guardian must act, and a court order is required to sell a minor's share.
- A person who is not physically present, and has not appointed an attorney under a properly stamped and registered Power of Attorney, cannot complete execution, because Uttar Pradesh captures live photographs and thumb impressions of every executant and witness.
- A seller of a leasehold plot or flat allotted by a development authority such as LDA, GDA, Noida or Awas Vikas Parishad who has not obtained the authority's No Objection Certificate or transfer permission is not eligible to register the transfer.
- A buyer of agricultural land in excess of the ceiling permitted by the UP land laws, or barred by a restriction recorded against that khasra, cannot register the purchase.
- A foreign national who is neither an NRI nor an OCI cannot buy immovable property in Uttar Pradesh without Reserve Bank of India approval.
- Any party to a property under attachment, stay or a registered mortgage that has not been released cannot register a clean transfer until the encumbrance is cleared.
What does registering a sale deed cost in Uttar Pradesh?
Uttar Pradesh charges two separate amounts on a sale deed, and both are computed on the consideration stated in the deed or the value of the property, whichever is higher.
Stamp duty. The Stamp and Registration Department's published stamp duty table places a conveyance (sale deed) of immovable property at Article 23 and charges it at Rs 50 per thousand for a male buyer. For a female buyer the rate is Rs 40 per thousand on value up to Rs 10 lakh, with value above Rs 10 lakh charged at Rs 50 per thousand. The same table carries an explicit note that the rates shown do not include the 2 per cent stamp duty levied as development fee, which is charged over and above them. That is why the total shown by the calculator on a normal urban purchase is higher than the headline figure in the table.
Registration fee. Note 1 of the same departmental table states that a registration fee of 1 per cent is payable on the valuation adopted for stamp duty purposes, for documents of every kind. On a property assessed at Rs 40 lakh, the registration fee alone is therefore Rs 40,000.
Because the exact liability depends on the circle rate for the locality, the buyer's gender and the property's location, use the department's own stamp-and-registration fee calculator on igrsup.gov.in rather than a broker's estimate. The calculator is free, and nothing on igrsup.gov.in charges the citizen for viewing circle rates, downloading forms or checking status. Deed writers and advocates may legitimately charge for drafting, but no one may charge you a fee to "arrange a slot", "get the Sub-Registrar to sign" or "clear the file". The only money the government takes is the stamp duty and the 1 per cent registration fee, paid through the treasury.
How to register a sale deed in Uttar Pradesh (online steps)
- Check the circle rate and calculate the duty. Open igrsup.gov.in and use the stamp-and-registration fee calculator with the property's district, its locality circle rate, the consideration and the buyer's gender. Note both the stamp duty and the 1 per cent registration fee it returns.
- Verify the property is clean. From the same portal, apply for a bharmukta (debt-free) certificate or a search of registered transactions against the property, and for rural land pull the current khatauni to confirm the seller's name, khasra number and area.
- Get the deed drafted. The deed may be prepared by a licensed deed writer, an advocate or the parties themselves. Describe the property exactly as it appears in the revenue record. A mismatch in khasra number, plot number, area or boundaries is the most common reason a deed is sent back.
- Create a new application. On igrsup.gov.in, open the Lekhpatra Panjikaran module and choose "नवीन आवेदन" (New Application). The portal generates an application number and asks you to set a password. Save both; every later step, including status checks and corrections, needs them.
- Fill the application under user login. Log in with the application number and password, enter the parties, the witnesses, the property details and the Sub-Registrar office of the tehsil where the property lies, and upload what the form asks for.
- Pay stamp duty and the registration fee. Pay through the treasury from within the application. The department warns explicitly that the registration fee must not be paid directly on the treasury website, it has to be paid through the deed registration application, otherwise the payment will not attach to your file.
- Attend the Sub-Registrar office. On the chosen date, the buyer, the seller and both witnesses attend in person with original identity and residence documents, the printed deed and the e-stamp. The office verifies the parties, captures photographs and thumb impressions, records admission of execution and endorses the deed.
How do I register offline if I cannot use the portal?
Uttar Pradesh has not removed the counter route, but the application and the payment now run through igrsup.gov.in. If you cannot use the portal yourself, a deed writer at the tehsil registry complex, an advocate, or a Common Service Centre operator can file the Lekhpatra Panjikaran application for you at the notified service charge. e-Stamps can also be bought from authorised collection centres listed on the portal, and Uttar Pradesh allows self-printing of e-stamps for eligible instruments. Whichever route you take, execution is always physical: the parties and witnesses must appear before the Sub-Registrar. Nobody can register a Uttar Pradesh sale deed on your behalf without a registered Power of Attorney.
How do I check the status of my registration?
Log in to the Lekhpatra Panjikaran module on igrsup.gov.in with the application number and password created at the start. The same login lets you correct the application before presentation and track its stage. After registration, use the certified-copy service on the portal to pull the registered deed, and the e-stamp verification service to confirm the stamp certificate used on your document is genuine. Then apply separately at the tehsil for dakhil-kharij, because a registered deed by itself does not change the khatauni — the mutation entry is what puts the land in your name in the revenue record.
Why do Uttar Pradesh sale deed registrations get held up?
- Stamp duty was calculated on the sale price when the circle rate for the locality was higher, so the deed is undervalued and gets impounded.
- The registration fee was paid directly on the treasury site instead of through the application, so it does not map to the file.
- The property description in the deed does not match the khatauni: wrong khasra or plot number, wrong area, or boundaries that do not tally.
- A party or a witness is absent, so photographs and thumb impressions cannot be completed.
- A required No Objection Certificate or transfer permission from a development authority or municipal body is missing on a leasehold property.
- The application names a Sub-Registrar office that has no jurisdiction over the land.
- An unreleased mortgage, attachment or stay stands against the property.
Where do I complain about a registration problem in Uttar Pradesh?
Call the Stamp and Registration Department helpline published on igrsup.gov.in, 1800 180 1476, or use the department's WhatsApp number 9235930505, for portal errors, payment failures and service questions. Where a Sub-Registrar refuses to register a document, the Registration Act 1908 provides an appeal to the Registrar of the district, who can direct registration. For an over-assessment of stamp duty, igrsup.gov.in carries a stamp duty refund service; file it with the treasury receipt rather than paying a fixer to "adjust" the valuation. Never hand cash to an intermediary at the registry complex. The government's charge is the stamp duty plus the 1 per cent registration fee shown by the department's own calculator, and nothing beyond that.

Frequently asked questions
Which portal is used for property registration in Uttar Pradesh?
Uttar Pradesh uses igrsup.gov.in, the Stamp and Registration Department portal, whose Lekhpatra Panjikaran module handles new deed registration applications. The same portal also carries the stamp and registration fee calculator, e-stamp verification, certified copies of registered deeds and the debt-free (bharmukta) certificate service.
How much stamp duty is charged on a sale deed in Uttar Pradesh?
Uttar Pradesh charges stamp duty on a conveyance (sale deed) at Rs 50 per thousand of the consideration or value, whichever is higher, for a male buyer, and Rs 40 per thousand for a female buyer on value up to Rs 10 lakh, with value above Rs 10 lakh charged at Rs 50 per thousand. The department's published fee table notes that these rates do not include the additional 2 per cent stamp duty levied as development fee, so run the calculator on igrsup.gov.in for the final figure.
What is the registration fee in Uttar Pradesh?
The registration fee in Uttar Pradesh is 1 per cent of the valuation on which stamp duty is charged, and the Stamp and Registration Department's fee table applies that 1 per cent to documents of all kinds. It is paid in addition to stamp duty, through the treasury, during the online deed registration application.
Do I pay on the sale price or the circle rate?
Stamp duty is charged on the consideration or the value, whichever is higher, which in practice means the circle rate applies whenever it exceeds the price written in the deed. Check the circle rate for the locality before drafting, because a deed valued below it will be treated as undervalued and impounded.
Can the whole registration be completed online in Uttar Pradesh?
No. Uttar Pradesh puts the application, fee payment and e-stamping online on igrsup.gov.in, but the buyer, the seller and two witnesses must appear before the Sub-Registrar with original identity and residence documents for execution. There is no fully remote registration route.
Where do I register the deed — can I use any Sub-Registrar office?
Register at the Sub-Registrar office having jurisdiction over the tehsil in which the property physically lies. A Lucknow property cannot be registered in Kanpur, and choosing the wrong office in the online application means the appointment has to be redone.
Is registration the same as dakhil-kharij (mutation)?
No. Registration records the sale deed with the Sub-Registrar, while dakhil-kharij updates the khatauni so the land stands in the buyer's name. After registration, apply separately for mutation with the tehsil so the revenue record matches your deed.
How do I get a copy of a registered deed later?
Apply for a certified copy of a registered deed through the certificate services on igrsup.gov.in, which also lets you verify an e-stamp and check the status of an application. Keep the application number and password created at the time of registration, since the portal uses them for status tracking.
