What is Mukhyamantri Matsya Sampada Yojana?

Mukhyamantri Matsya Sampada Yojana (MMMSY) is a state fisheries scheme of the Department of Fisheries, Government of Uttar Pradesh, launched from the year 2022-23 through Government Order number 1580/सत्रह-म-2022-17-1002(009)/2/2022 Part-3 dated 30 December 2022. The scheme gives a 40 percent subsidy on first-year fish farming investment to people who hold the lease of a gram sabha or other leased pond.

The scheme exists to close a specific gap. According to the Department of Fisheries, the centrally funded Pradhan Mantri Matsya Sampada Yojana (PMMSY) permits no project on ponds allotted on gram sabha lease. That left the state's largest single category of pond. The village pond worked by a local lessee, outside the reach of central support. Uttar Pradesh created MMMSY to fill exactly that vacancy.

The department's own assessment of the problem is blunt: fish farming in gram sabha ponds is carried out by local fishers and lease-holders using traditional methods, and annual productivity in these ponds is only 25 to 30 quintals per hectare. With a subsidised first-year input package, the department states, productivity can be raised to about 50 quintals per hectare per year.

Who is eligible for Mukhyamantri Matsya Sampada Yojana?

You can apply if:

  • You are within the boundaries of Uttar Pradesh.
  • You are personally the lease-holder (pattadharak) of the pond. The lease must be in the applicant's own name.
  • The remaining period of the pond lease is at least four years.
  • The pond is a gram sabha pond or other leased pond that has been improved: either through MGNREGA convergence, by the lease-holder's own resources, or through another government department.

You cannot apply if:

  • You are not the lease-holder in your own name. A family member farming someone else's leased pond is not eligible.
  • Your lease has less than four years left to run, which is the single most common eligibility failure.
  • You are applying from outside Uttar Pradesh.
  • You are seeking support for a pond already covered by a PMMSY project, since MMMSY was designed for the category PMMSY does not reach.

The subsidy rate does not vary by social category. The department states plainly that 40 percent of project cost is payable to all categories under both projects.

What are the two projects under the scheme?

The Department of Fisheries operates MMMSY through two projects, both on improved gram sabha and other leased ponds:

  1. First-year investment for fish production. Subsidy is provided on the purchase of fish seed, supplementary fish feed, water supply resources, medicines and nets for the first year of production in the improved pond.
  2. Establishment of a fish seed bank. Subsidy is provided on the purchase of spawn, fry, supplementary fish feed, water supply resources, hapa and nets to set up a seed bank in the improved pond.

The second project exists because good fingerling supply is the binding constraint on pond productivity across much of the state. The department's stated intent is that locally produced, high-quality fish seed then becomes available to nearby fish farmers as well.

How much money does Mukhyamantri Matsya Sampada Yojana pay?

Item Amount
Unit cost fixed by the department Rs 4 lakh per hectare
Subsidy share 40 percent, that is Rs 1.60 lakh per hectare
Beneficiary share 60 percent, that is Rs 2.40 lakh per hectare
Maximum area covered 2.0 hectares
Maximum subsidy per beneficiary Rs 3.20 lakh

Both projects carry the same rate, the same unit cost and the same 2 hectare ceiling. An applicant with a 1 hectare leased pond therefore builds a Rs 4 lakh project of which the state pays Rs 1.60 lakh, while an applicant with 2 hectares or more builds against Rs 8 lakh and draws the maximum Rs 3.20 lakh.

The beneficiary's 60 percent share is real money that must be arranged before the project can proceed, either from own funds or from a bank loan. Applicants should plan for it rather than assume the state funds the whole input package.

What documents are required?

Document Mandatory Notes
Photograph of the applicant Yes Recent passport-size photo
Identity proof, Aadhaar, PAN or Voter ID Yes One of the three
Bank passbook copy or statement Yes Subsidy is credited to this account
Copy of pond lease records Yes Lease must be in the applicant's own name
Lease date and rent receipt or agreement copy Yes Establishes the four-year residual lease period
Self-attested affidavit (shapath patra) Yes In the department's published format
Antyodaya or BPL card copy No Only if the applicant holds one

The department publishes the scheme guidelines in Hindi, a model project estimate, the affidavit format and the checklist as downloads alongside the scheme page, and applicants should use the model estimate to build a project cost that matches the Rs 4 lakh per hectare norm.

How to apply for Mukhyamantri Matsya Sampada Yojana

Applications are made online on the Department of Fisheries portal. Note the current status first: the department has posted a notice that application dates have been postponed, and fresh dates will be announced.

  1. Open fisheries.up.gov.in and check the notice board on the home page to confirm that applications for Mukhyamantri Matsya Sampada Yojana are open.
  2. Select Mukhyamantri Matsya Sampada Yojana from the scheme list in the login panel, then choose new applicant or beneficiary registration to create an account.
  3. Log in with the registered credentials and open the MMMSY application form, choosing between the first-year input project and the fish seed bank project.
  4. Enter the pond details; location, area in hectares, lease date and remaining lease period, and the project cost, keeping to the Rs 4 lakh per hectare unit norm and the 2 hectare ceiling.
  5. Upload the documents from the checklist: photograph, identity proof, bank passbook copy, pond lease records, lease date and rent receipt, self-attested affidavit, and the Antyodaya or BPL card if held.
  6. Submit the application and save the acknowledgement or application number shown on screen.
  7. Track the application through the "Know the status of your application" link on the portal, or through the department's Fish Farmer's Mobile App available for Android.

Applicants who need help can take the same documents to the District Fisheries Officer (Jilaiya Matsya Adhikari) in their district, who assists with the online filing and verifies the pond and lease details.

How to check the status of an application or payment

The Department of Fisheries portal carries a dedicated "अपने आवेदन की स्थिति जानें": know the status of your application; link on the home page, and the department also publishes a Fish Farmer's Mobile App for Android. The subsidy is credited to the bank account submitted with the application, so a name mismatch between the bank account and the application is the most frequent cause of a failed credit.

Why applications get rejected, and how to avoid it

  • Lease has under four years left. This is a hard condition. Renew or extend the lease before applying rather than after rejection.
  • Applicant is not the lessee. The pond lease must be in the applicant's own name; a relative's lease will not do.
  • Rent receipt not attached. Without the lagaan deposit receipt or the lease agreement copy, the department cannot verify the lease period.
  • Bank account name does not match the identity documents, which stops the subsidy credit even after sanction.
  • Project cost inflated above the norm. The Rs 4 lakh per hectare unit cost and the 2 hectare limit cap the sanction regardless of what the applicant claims.
  • Affidavit not self-attested in the published format.
  • Application filed for a pond already benefiting under PMMSY, which duplicates central support.

Where does MMMSY sit among the state's other fisheries schemes?

The Department of Fisheries runs several parallel schemes, and applicants should pick the right one:

  • Pradhan Mantri Matsya Sampada Yojana (PMMSY) — the central scheme launched on 10 September 2020, aimed at the Blue Revolution over 2020 to 2025. It does not cover gram sabha leased ponds.
  • Nishadraj Boat Subsidy Yojana. A 40 percent subsidy up to a maximum of Rs 0.67 lakh on a wooden or FRP fishing boat, nets, life jackets and ice boxes, for fish farmers and members of the fishing community. Its application dates are currently postponed alongside MMMSY.
  • Matsya Palak Kalyan Kosh, a welfare fund for fish farmers and traditional fishing communities, including medical assistance.
  • Group accident insurance, for approved fish farmers aged 18 to 70 who are active in fisheries, covering accidental death and permanent total disability.
  • Aeration system for intensive fish farming: one 2 HP quad-wheel paddle aerator for a 0.5 hectare pond and a maximum of two aerators for a pond of 1 hectare or larger, proposed from the financial year 2024-25 for ponds with existing productivity of at least 4 tonnes per hectare.

Frequently asked questions

How much subsidy does Mukhyamantri Matsya Sampada Yojana give?

Mukhyamantri Matsya Sampada Yojana gives 40 percent of project cost as subsidy, for up to 2 hectares. The Department of Fisheries fixes the unit cost at Rs 4 lakh per hectare, of which the 40 percent subsidy is Rs 1.60 lakh and the beneficiary's 60 percent share is Rs 2.40 lakh. The subsidy rate is the same for all categories.

Who is eligible for Mukhyamantri Matsya Sampada Yojana?

An applicant within Uttar Pradesh must personally be the lease-holder of the pond, and the pond lease must have at least four years remaining. The pond must be a gram sabha or other leased pond improved through MGNREGA convergence, by the lease-holder's own resources, or through another department.

Can I apply right now?

No. The Department of Fisheries has posted a notice that the application dates for Mukhyamantri Matsya Sampada Yojana and the Nishadraj Boat Subsidy Yojana have been postponed for unavoidable reasons, and that fresh invitation dates will be issued. Applicants should watch fisheries.up.gov.in for the re-opening notice.

What are the two projects under the scheme?

The first project subsidises first-year inputs for fish production — fish seed, supplementary fish feed, water supply resources, medicines and nets. The second project subsidises establishment of a fish seed bank — spawn, fry, supplementary feed, water supply resources, hapa and nets. Both carry the same 40 percent subsidy and the same 2 hectare limit.

Why was a separate state scheme needed when PMMSY already exists?

Under the centrally funded Pradhan Mantri Matsya Sampada Yojana, no project is permissible on ponds allotted on gram sabha lease. Uttar Pradesh launched Mukhyamantri Matsya Sampada Yojana from 2022-23 specifically to fill that gap for gram sabha pond lessees.

Who cannot apply for this scheme?

A person who is not the lease-holder of the pond in their own name is not eligible, and neither is a lessee whose remaining lease period is less than four years. Owners of private ponds already covered by PMMSY projects, and applicants from outside Uttar Pradesh, also cannot apply.

How much can fish productivity improve under the scheme?

The Department of Fisheries states that gram sabha ponds worked by traditional methods yield only 25 to 30 quintals per hectare a year, and that first-year input support can raise productivity to about 50 quintals per hectare per year.

Which government order created the scheme?

Government Order number 1580/सत्रह-म-2022-17-1002(009)/2/2022 Part-3 dated 30 December 2022 launched Mukhyamantri Matsya Sampada Yojana as a new state scheme from the year 2022-23.
