What is Mukhyamantri Awas Yojana (Gramin)?

Mukhyamantri Awas Yojana (Gramin); commonly written as Mukhyamantri Gramin Awas Yojana or simply CM Awas Yojana Gramin, is a housing scheme funded by the Government of Uttar Pradesh and implemented by the Rural Development Department (Gramya Vikas Vibhag) through District Rural Development Agencies, Block Development Offices and Gram Panchayats.

The scheme's purpose is narrow and specific. Pradhan Mantri Awaas Yojana - Gramin picks its beneficiaries from the deprivation criteria of the Socio-Economic and Caste Census of 2011. That list, however carefully drawn, left out rural Uttar Pradesh families who were genuinely houseless: households that were missed by the census enumerator, households from communities that had no fixed settlement in 2011, and households pushed into destitution afterwards by a death, a disease or a natural disaster. Mukhyamantri Awas Yojana (Gramin) is the state's answer to that gap, it houses the residual, using state money, on the same unit-cost pattern.

According to district administrations in Uttar Pradesh, assistance is fixed at:

  • Up to Rs 1.20 lakh per house in plain areas.
  • Up to Rs 1.30 lakh per house in areas the state has declared difficult, which covers hilly, forest-fringe and access-constrained blocks.

The beneficiary builds the house himself or herself. The money is not paid to a contractor and no agency constructs the house on the family's behalf. That design choice is deliberate: it keeps the beneficiary in control of design and materials, and it is why the money arrives in instalments tied to construction stages rather than as a single lump sum.

Who is eligible for Mukhyamantri Awas Yojana (Gramin)?

A household can be selected if:

  • It is a permanent resident of a rural area in Uttar Pradesh, within the Gram Panchayat where the house will be built.
  • It has no pucca house anywhere, the family lives in a kutcha or semi-pucca dwelling, or has no shelter at all.
  • It has not received assistance under PMAY-Gramin or any other government housing scheme, in this or an earlier year.
  • It holds the land on which the house will stand, or has been allotted a homestead patta by the revenue administration.
  • It belongs to the economically weaker or below-poverty-line section, as recorded in the village survey and approved by the Gram Sabha.

Priority within the eligible list is given to the most vulnerable households. District administrations in Uttar Pradesh report that the priority groups include widows and destitute women, persons with disabilities, elderly people living alone, Scheduled Caste and Scheduled Tribe families, and minority households. Sapera and Jogi community households were added to the priority list in September 2025.

A household is not eligible if:

  • It already owns a pucca house, in the village or anywhere else.
  • It has already been sanctioned a house under PMAY-Gramin, an earlier Indira Awaas Yojana sanction, or any other central or state housing scheme. One house is sanctioned once per family.
  • It lives in an urban local body area — Nagar Panchayat, Nagar Palika or Nagar Nigam. Urban households come under separate urban housing schemes.
  • It has no land and no homestead patta, in which case the land allotment must be settled first before a housing sanction can be issued.
  • Its economic status places it outside the weaker-section bracket the district's survey applies.

Note that you cannot apply online for a personal sanction. Mukhyamantri Awas Yojana (Gramin) is a survey-driven scheme. Names come from a village-level list that the Gram Sabha approves, not from an open application window. Any website offering to "apply online" for this scheme against a fee is not a government site.

How to apply for Mukhyamantri Awas Yojana (Gramin)

Because selection is by survey, "applying" here means getting your household correctly recorded and then following the file. The steps below are the real route.

  1. Approach your Gram Pradhan or Panchayat Secretary and ask that your household be entered in the survey for houseless and kutcha-house families. Do this in writing and keep a copy, so there is a record of the date.
  2. Attend the Gram Sabha meeting where the draft list is read out. The list must be approved in an open Gram Sabha, and objections; including your own claim to be added, are recorded there. This is the single most important step, and the one most often missed.
  3. Submit your documents at the Block Development Office, Aadhaar, bank passbook, residence proof and land or patta papers, once your name is in the approved list. Take a dated acknowledgement.
  4. Allow the field verification. The Panchayat Secretary, Gram Rozgar Sevak or Junior Engineer visits your existing dwelling to confirm that it is kutcha and that you own no pucca house. Be present with your originals.
  5. Wait for the sanction order from the District Rural Development Agency, which fixes your unit cost at Rs 1.20 lakh or Rs 1.30 lakh depending on the area category.
  6. Start construction after the first instalment is credited, and inform the block office at each stage so the next release can be verified.
  7. Complete the house within the period allowed, usually about twelve months from the first instalment, and get the completion verified so the final instalment is released.

If your name is left out of the list despite being eligible, the escalation order is Gram Panchayat, then Block Development Officer, then the District Development Officer at the DRDA. Take your written request and its acknowledgement with you.

How is the money released?

Assistance is paid by Direct Benefit Transfer into the beneficiary's own Aadhaar-seeded bank account, in instalments matched to construction stages. In Uttar Pradesh the usual pattern is a first release on sanction so work can start, a second at plinth or lintel level, and a final release once the roof is cast and the house is complete. The exact split is fixed by the district.

Each release is preceded by a field verification, and most blocks now require a geo-tagged photograph of the house at that stage before the next instalment is authorised. That is why construction cannot be reported as complete without the house physically existing at the recorded location.

Beneficiaries are ordinarily also entitled to unskilled labour wage days under MGNREGA for their own construction work, and to the separate toilet assistance under the Swachh Bharat Mission - Gramin. Both are claimed through the same Block Development Office, and neither reduces the Rs 1.20 lakh housing unit cost. Ask about both at the sanction stage rather than afterwards.

Common reasons a sanction stalls

  • Name absent from the Gram Sabha-approved list. Nothing moves until this is fixed, and it can only be fixed in a Gram Sabha meeting.
  • Aadhaar not seeded with the bank account, so the DBT release bounces. Get seeding done at the bank branch, not just at a CSC.
  • Land title unclear. The plot is recorded in a father's or brother's name, or is disputed. The revenue record has to be corrected first.
  • Duplicate detected against PMAY-Gramin or an older Indira Awaas Yojana sanction in the family's name.
  • Construction stalled after the first instalment, which freezes further releases. Report the reason in writing to the Block Development Office.
  • Geo-tagged photograph not uploaded by the block staff even though work is done. Follow up by sanction number at the block office.

Where to complain

  • First: the Block Development Officer of your block, quoting your sanction or survey number.
  • Then: the District Development Officer at the District Rural Development Agency, who supervises the scheme across the district.
  • Online: the Uttar Pradesh grievance portal at jansunwai.up.nic.in, which issues a tracking number and forces a dated reply.
  • Lists: block-wise beneficiary lists for Mukhyamantri Awas Yojana (Gramin) are published as PDFs on district websites such as lucknow.nic.in and prayagraj.nic.in, and must also be displayed on the Panchayat Bhavan notice board.

No fee is payable at any stage of Mukhyamantri Awas Yojana (Gramin). Neither a Pradhan, nor a block official, nor an agent is entitled to a cut from the instalments, and demanding one is a criminal offence that should be reported through Jansunwai.

How to check your application status

Mukhyamantri Awas Yojana (Gramin) has no personal login or application-tracking portal, because there is no personal application to track in the first place, your household's position depends on where it stands in the Gram Sabha-approved survey list and, once sanctioned, on which instalment has been released. Checking status therefore means checking the list and the sanction record, not a ticket number.

  1. Check the survey list first. Ask the Panchayat Secretary or Gram Rozgar Sevak whether your household's name appears in the current Gram Sabha-approved list for the scheme. This list is also supposed to be displayed on the Panchayat Bhavan notice board, so a visit there can confirm it without needing anyone's cooperation.
  2. Check the district website for the published PDF. District Rural Development Agency websites such as lucknow.nic.in and prayagraj.nic.in publish block-wise beneficiary lists for Mukhyamantri Awas Yojana (Gramin) as downloadable PDFs. Search the relevant district site for your block and Gram Panchayat name.
  3. Once sanctioned, track it by sanction number at the Block Development Office. After a house is sanctioned, the file is identified by a sanction or survey number rather than an application ID. Quote this number at the Block Development Office to ask which instalment has been released and whether the next field verification is pending.
  4. Confirm the DBT credit through your bank, not the scheme. Since the instalment is a Direct Benefit Transfer into the beneficiary's own Aadhaar-seeded account, the fastest way to know a release has actually happened is to check the bank passbook or account SMS rather than wait for the block office to inform you.
  5. If a stage seems stuck, ask specifically what is pending. Because each instalment needs a prior field verification and, in most blocks, a geo-tagged photograph of the house at that stage, a stalled status is usually one of these two steps sitting undone rather than a rejection. Ask the Panchayat Secretary or Junior Engineer by sanction number whether the verification or the photo upload is the hold-up.
  6. Escalate in writing if the list or the sanction record does not move. As with any grievance on this scheme, the order is the Gram Panchayat or Block Development Officer first, then the District Development Officer at the District Rural Development Agency, and finally the Uttar Pradesh grievance portal at jansunwai.up.nic.in, which issues a tracking number for that specific complaint.

There is no SMS or helpline number published centrally for status checks on this state scheme, so the block office and the district website remain the two reliable sources rather than any phone-based tracking.

Documents required

Aadhaar card
Required for the beneficiary and normally for the spouse. Used for de-duplication against PMAY-G and other housing schemes.

Establishes that the applicant is a permanent resident of the Gram Panchayat concerned.
Proof of land or homestead
The house must be built on land the beneficiary holds. Landless families are normally allotted a patta first.
Income certificateoptional
Asked for in some districts to support the economically weaker section claim.
Ration cardoptional
BPL or Antyodaya card supports the claim and is used in cross-verification.
Job card under MGNREGAoptional

Frequently asked questions

How much money does Mukhyamantri Awas Yojana (Gramin) give?

Uttar Pradesh pays up to Rs 1.20 lakh per house in plain areas and up to Rs 1.30 lakh in areas the state has declared difficult. The amount is a unit assistance for construction, released in instalments as the house progresses, and it is credited directly to the beneficiary's bank account rather than paid to a contractor.

Can I apply online for Mukhyamantri Awas Yojana Gramin?

No, there is no open online application. Mukhyamantri Awas Yojana (Gramin) works from a survey list prepared at village level and approved by the Gram Sabha, so the correct step is to approach your Gram Pradhan, Panchayat Secretary or Block Development Office and ask that your household be recorded in the survey.

How is this different from PMAY-Gramin?

Mukhyamantri Awas Yojana (Gramin) is funded by the Uttar Pradesh government and exists specifically to house rural families that PMAY-Gramin's central list did not cover. A family already sanctioned a house under PMAY-Gramin is not eligible for this scheme, because both are for the same purpose and one house is sanctioned once.

Who gets priority in the selection list?

Priority goes to the most vulnerable rural households — widows and destitute women, persons with disabilities, elderly people living alone, Scheduled Caste and Scheduled Tribe families, minorities, and families from communities the state has specially notified. Sapera and Jogi community households were added to the priority list in September 2025.

Do I need to own land to get a house under this scheme?

Yes, the house has to be built on land the beneficiary holds, since the scheme funds construction and not land purchase. Landless rural families are ordinarily given a homestead patta by the revenue administration first, and the housing sanction follows once the land is recorded in their name.

How is the money paid out?

Assistance is credited by Direct Benefit Transfer in instalments tied to verified construction stages, typically at sanction, at plinth or lintel level, and on completion of the roof. Each release requires a field verification and, in most blocks, a geo-tagged photograph of the house at that stage.

How long does construction have to take?

Districts expect the house to be completed within about twelve months of the first instalment, and instalments stop if construction stalls. If work is genuinely held up — by a dispute, illness or a delayed material supply — inform the Block Development Office in writing rather than letting the file lapse.

Can I check my name in the beneficiary list?

Yes. District websites of Uttar Pradesh publish block-wise lists of Mukhyamantri Awas Yojana (Gramin) beneficiaries as downloadable PDFs, and the Gram Panchayat is required to display the approved list on the Panchayat Bhavan notice board. Ask the Panchayat Secretary for a copy if you cannot find it online.
