What is Mukhyamantri Yuva Udyami Vikas Abhiyaan?

Mukhyamantri Yuva Udyami Vikas Abhiyaan, written in official English documents as the Chief Minister Yuva Udyami Vikas Abhiyan and abbreviated MYUVA or CM-YUVA, is Uttar Pradesh's flagship credit programme for young first-time entrepreneurs. MYUVA is run by the Micro, Small and Medium Enterprises and Export Promotion Department through the Directorate of Industries and Enterprise Promotion, and delivered on the ground by the district industry centres together with scheduled commercial banks.

MYUVA does something the state's earlier self-employment schemes did not do. The loan it arranges carries no interest at all and requires no collateral security. The young borrower repays only the principal, and the interest liability is met by the Government of Uttar Pradesh. Layered on top of that is a margin money grant of 10 per cent of the project cost, which cuts the amount of own capital the entrepreneur has to bring to the table.

The programme is designed at scale. The stated ambition is to help around one lakh youth every year for ten years set up a micro enterprise, which would add up to roughly ten lakh new units across Uttar Pradesh over the life of the abhiyaan. Because the scheme runs against an annual district-wise target, sanctions in a particular district can slow down once that year's allocation has been committed.

MYUVA sits alongside rather than replaces the department's older programme. The Mukhyamantri Yuva Swarozgar Yojana supports larger projects, up to Rs 25 lakh in the industry sector and Rs 10 lakh in services, with margin money of 25 per cent capped at Rs 6.25 lakh and Rs 2.50 lakh respectively, but it needs a high school pass and the loan carries ordinary bank interest. MYUVA is the smaller, cheaper, easier-entry door for someone starting from nothing.

Who is eligible for MYUVA?

You can take a MYUVA loan if:

  • You are a permanent resident of Uttar Pradesh, evidenced by a residence certificate from your nagar nigam, nagar palika or gram panchayat.
  • You are between 21 and 40 years old on the date of application.
  • You have passed at least class 8.
  • You hold a skill or training certificate from a recognised institution, an ITI trade certificate, a polytechnic diploma, a certificate from a government skill development mission course, or an equivalent recognised trade credential.
  • You are setting up a new micro enterprise in the industry or service sector.
  • You are not a defaulter of any bank or financial institution.

You are not eligible if:

  • You are below 21 or above 40 years on the application date.
  • You hold no recognised skill or training certificate. Education alone does not substitute for it, and this is the most common single disqualifier.
  • You want funding for an existing, already-running business instead of a new unit.
  • You have already taken benefit under a comparable state self-employment subsidy scheme, which the notarised affidavit specifically asks you to declare.
  • You are a defaulter with any bank or financial institution, or an existing loan in your name has been classified as a non-performing asset.
  • You are not a resident of Uttar Pradesh.

The affidavit carries more weight than most applicants expect. A false declaration about an earlier subsidy or a defaulting loan is grounds for the sanction to be cancelled and the assistance recovered, even after the money has been disbursed.

How much money does MYUVA actually give?

MYUVA has two separate money components and it helps to keep them apart.

The loan: up to Rs 5 lakh. This is a composite loan covering both capital expenditure and working capital for the new unit. It is fully interest-free and collateral-free. The bank sanctions and disburses it; the state government pays the interest on the borrower's behalf.

The margin money grant to 10 per cent of project cost. This is a grant, not a loan. It reduces the borrower's own contribution to the project. On a Rs 5 lakh project that is Rs 50,000 the entrepreneur does not have to find.

Because the loan carries zero interest, the saving over a typical repayment period of four to five years is large compared with an ordinary bank term loan at market rates. The credit guarantee cover attached to the scheme is the mechanism that lets a bank lend to a first-time borrower without security.

What documents are required for MYUVA?

Document Mandatory Notes
Skill / training certificate Yes From a recognised institution, the defining requirement
Educational certificate Yes Minimum class 8 pass
Age proof Yes Must show age between 21 and 40
UP residence certificate Yes From nagar nigam, nagar palika or gram panchayat
Detailed project report Yes Machinery, working capital, turnover, repayment capacity
PAN card Yes For the loan account
Bank passbook copy Yes First page with account number and IFSC
Notarised affidavit Yes Non-defaulter and no-duplicate-benefit declaration
Photograph and signature Yes Scanned images
Udyam / GST registration No Obtained after the unit starts

The project report decides the outcome more than any other paper in the file. Banks return applications where the report shows no credible market, an inflated machinery cost, or no demonstrated capacity to repay. The scheme helpdesk portal offers a project report creation tool for exactly this reason, and district industry centres will help you build one free of charge.

How to apply for MYUVA in Uttar Pradesh

  1. Open the MSME and Export Promotion Department site at msme.up.gov.in and go to the applicant registration and login section for departmental schemes.
  2. Register with your name, mobile number and email address, and verify the OTP to create your applicant account.
  3. Log in and select Mukhyamantri Yuva Udyami Vikas Abhiyaan from the list of departmental schemes.
  4. Fill the form with your personal details, education, skill certificate particulars, the proposed activity, the total project cost and the bank branch where you want the loan sanctioned.
  5. Upload the scanned documents — skill certificate, education certificate, age proof, residence certificate, PAN, bank passbook, notarised affidavit, photograph and signature, along with your detailed project report.
  6. Submit the form, note the application number shown on screen and print the acknowledgement.
  7. Wait for the file to be scrutinised at your District Industries and Enterprise Promotion Centre (DIEPC), then cleared by the district-level task force committee, and then forwarded to your chosen bank branch.
  8. Attend the bank interview when called, carrying originals of every uploaded document. The branch sanctions the loan and disburses it to the unit.

How to apply for MYUVA with offline help

  1. Visit the District Industries and Enterprise Promotion Centre in your district. Every district in Uttar Pradesh has one.
  2. Ask the scheme officer for MYUVA assistance. The centre staff will help you fill the online form, because the application itself is online only.
  3. Use the scheme helpdesk at cmyuva.org.in for project report preparation and application support, or call the helpline 1800-296-2233.

There is no purely paper-based route into MYUVA. Anyone offering to file a "manual MYUVA application" for a fee is not describing the official process.

How do I check my MYUVA application status?

Log back into the applicant account you created on the MSME Department portal and open your submitted application. The status moves through clearly labelled stages, submitted, under DIEPC scrutiny, recommended by the task force, forwarded to bank, sanctioned, and disbursed.

If the status has read "forwarded to bank" for several weeks with nothing changing, the delay sits at the branch and not with the department. Take your application printout to the branch and ask for the loan application reference number. Banks are expected to record a written reason whenever they return a case that a district task force has already recommended.

Why do MYUVA applications get rejected?

  • No recognised skill certificate; by a distance the most frequent reason.
  • Age outside the 21 to 40 band on the date of application.
  • A weak project report with unrealistic costs, no market assessment or no demonstrated repayment capacity.
  • An existing default or a poor credit record picked up in bank due diligence.
  • An application for an existing business rather than a genuinely new unit.
  • A missing residence certificate, or one issued outside Uttar Pradesh.
  • An earlier benefit taken under a comparable state self-employment scheme.

Most of these are fixable and the application can be refiled. A missing skill certificate is the one worth solving properly; enrolling in a short recognised trade course converts a permanently ineligible applicant into an eligible one.

Where do I complain about a MYUVA delay?

Take the first complaint in writing to the General Manager of your District Industries and Enterprise Promotion Centre, quoting the application number. The DIEPC is the nodal office for MYUVA in every district.

If nothing moves, file a grievance on the state's integrated grievance portal jansunwai.up.nic.in against the MSME and Export Promotion Department. Jansunwai issues a complaint number and tracks the reply against a deadline.

For bank-side problems, a sanctioned case not being disbursed, or a branch demanding collateral despite the scheme's collateral-free rule: escalate to the bank's regional office in writing and state that the loan carries credit guarantee cover under a Government of Uttar Pradesh scheme.

Frequently asked questions

How much loan does Mukhyamantri Yuva Udyami Vikas Abhiyaan give?

MYUVA gives a composite loan of up to Rs 5 lakh that carries no interest and no collateral, along with a margin money grant equal to 10 per cent of project cost. On a Rs 5 lakh project the grant works out to Rs 50,000. The state government meets the interest liability; the borrower repays only the principal.

What is the age limit for MYUVA in Uttar Pradesh?

Applicants must be between 21 and 40 years old on the date of application. Anyone below 21 or above 40 is not eligible, and the age band is checked strictly against the age proof uploaded with the form.

Do I need a skill certificate to apply for MYUVA?

Yes, a skill or training certificate from a recognised institution is a mandatory document. An ITI trade certificate, a polytechnic diploma or a certificate from a government skill development mission course all qualify. This single requirement stops more otherwise-eligible applicants than any other.

Is collateral security needed for a MYUVA loan?

No collateral and no third-party guarantor is required. The loan is backed by credit guarantee cover under the scheme, which is what allows the bank to lend without security. A branch insisting on property as security is not following the scheme rules.

What is the minimum education needed for MYUVA?

Class 8 pass is the minimum educational qualification. That is deliberately lower than the high school pass required by the older Mukhyamantri Yuva Swarozgar Yojana, because MYUVA is designed as the easier-entry door for first-time micro entrepreneurs.

Can I use a MYUVA loan for an existing business?

No. MYUVA funds a new micro enterprise in the industry or service sector only. An already-running unit is not eligible, and neither is an applicant who has already drawn benefit under a comparable state self-employment subsidy scheme.

How long does MYUVA approval take?

The file moves through three stages — scrutiny at the District Industries and Enterprise Promotion Centre, clearance by a district-level task force committee, and sanction at the bank branch. The bank stage is usually the longest, and the status of each stage is visible in your online applicant account.

Is there a fee to apply for MYUVA?

No. Applying on msme.up.gov.in is free, and District Industries and Enterprise Promotion Centres help with the form and project report at no charge. No agent is authorised to collect money for getting a MYUVA loan sanctioned.
