Post-Matric Scholarship and Fee Reimbursement Scheme, Uttar Pradesh
Uttar Pradesh state government scheme
The Post-Matric Scholarship and Fee Reimbursement Scheme of Uttar Pradesh pays maintenance allowance and reimburses course fees for students in Class 11 and above. Family income must be within Rs 2,50,000 for SC and ST students and Rs 2,00,000 for General category students. Apply free at scholarship.up.gov.in after One Time Registration.
What is the Uttar Pradesh Post-Matric Scholarship Scheme?
The Post-Matric Scholarship and Fee Reimbursement Scheme of Uttar Pradesh is the state's main student support programme for education after Class 10. It is run through a single platform, the Scholarship and Fee Reimbursement Online System at scholarship.up.gov.in, which is jointly maintained by four departments: the Department of Social Welfare (for scheduled castes and the General category), the Backward Class Welfare Department, the Minority Welfare Department and the Tribal Development Department.
The scheme has two components in one application. The fee reimbursement component covers the prescribed fee of the course, and the maintenance allowance component gives the student a cash sum towards living and study costs. According to the Department of Social Welfare, the complete process of applying for the scholarship by students until disbursement of the amount is online through scholarship.up.gov.in, and the amount is transferred to the bank accounts of students through PFMS.
The portal divides post-matric applicants into four streams, and choosing the wrong one is a common first mistake:
- Post Matric Inter (Class 11-12): students in intermediate classes.
- Post Matric Other than Inter, undergraduate, postgraduate, diploma and professional courses inside Uttar Pradesh.
- Post Matric Out Side State β Uttar Pradesh domicile students studying in an institution located in another state.
- Sanskrit Scholarship. A separate login for Sanskrit vidyalayas, mahavidyalayas and Sampurnanand Sanskrit University.
The scale is large. The Social Welfare Department's own figures for post-matric scholarship and fee reimbursement for scheduled castes record a budget provision of Rs 1,811.30 crore in 2018-19 covering 10,78,258 beneficiaries, with a further Rs 1,830 crore provided for 2019-20.
Who is eligible for the UP post-matric scholarship?
You can apply if:
- You are a domicile of Uttar Pradesh.
- You are studying in Class 11 or any higher class or course at a recognised institution registered on the portal.
- Your family income is within the limit for your category. The Social Welfare Department fixes it at Rs 2,50,000 a year for scheduled castes and Rs 2,00,000 a year for the General category under the post-matric rules. OBC and minority applicants are governed by their own departments' niyamavali, the most recent being 2021 for backward classes and 2023 for minorities.
- You have completed One Time Registration (OTR) on the portal.
- You hold a bank account in your own name that is Aadhaar-seeded.
You cannot apply, or are not eligible, if:
- Your family income exceeds the category limit stated in the applicable niyamavali.
- Your institution appears on the portal's list of blacklisted institutes. The list is published district-wise on the home page and includes institutions debarred as far back as 2015 and as recently as 2023.
- You have not completed OTR. The portal blocks the application form entirely until OTR is done.
- Your bank account is not in your own name or is not Aadhaar-seeded, since PFMS cannot credit it.
- You are studying in a class below Class 11, in which case the pre-matric scheme for Classes 9 and 10 applies instead.
- Your institution is not registered on the portal, because there is then no one to verify and forward your application.
What documents are required?

How to apply for the UP post-matric scholarship online
- Open scholarship.up.gov.in and complete OTR (One Time Registration) first. The portal states that from session 2025-26 OTR is compulsory and that students can apply for a scholarship only after completing it.
- Check your Aadhaar seeding status using the link on the home page. The portal advises every student who has not yet seeded Aadhaar in their operating bank account to do so immediately.
- Under Students β New Registration, register and choose the correct stream: Post Matric Students (Class 11-12), Post Matric Other than Inter, or Post Matric Other State.
- Log in with the registration number and password, then fill the application: personal details, category, family income, institution and course details, fee particulars and bank account number with IFSC.
- Upload the income certificate, caste certificate where applicable, the previous mark sheet, the fee receipt and your photograph.
- Final submit the form. An application that is saved but not finally submitted is not counted; the portal reports "Final Submitted Applications" as a separate statistic.
- Print the submitted application and hand the hard copy with photocopies to your institution, which then verifies and forwards it online.
- Track the file through the Status menu and track the money through the PFMS Know Your Payment link.
How does verification work?
Verification happens at two levels and neither is under the student's control. The institution first checks the enrolment, course, fee and category and forwards the application. The district welfare officer of the relevant department: District Social Welfare Officer, District Backward Class Welfare Officer, District Minority Welfare Officer or District Scheduled Tribes Officer; then approves it. Universities and affiliating agencies have their own logins to confirm that a college is genuinely affiliated.
This is why the portal reports three separate counts every session: total OTR, final submitted applications, and applications forwarded from institutions. If your application is submitted but not forwarded, the problem lies with the college office, not with the district.
Key dates for the 2026-27 session
The UP scholarship portal publishes a timetable for each session rather than a single deadline. For the 2026-27 session the portal's timetable table records that the schedule for Postmatric (2026-27) covering SC, ST, General, Minority and OBC categories was issued on 20 July 2026, with the pre-matric timetable issued the same day. The timetable lists separate start and last dates for each stage: student registration, form filling, hard copy submission to the institution, institution forwarding, and district-level correction windows.
Because these windows shift every year and differ between the Class 11-12 stream and the "other than inter" stream, always open the Timetables block on the home page and read the schedule for your own stream before assuming a date. The portal also keeps a Previous Year Time Tables page for reference.
Why UP scholarship applications fail
- OTR not completed, so the application form never opens.
- Aadhaar not seeded in the bank account, which makes the PFMS credit fail even after sanction.
- Bank account not in the student's own name, or closed or dormant.
- Income certificate expired or above the limit for the category claimed.
- Application not finally submitted, saved as draft and left there.
- Institution did not forward the hard copy within the timetable window.
- Institution blacklisted, in which case no application from it is processed.
- Name or date of birth mismatch between Aadhaar, the mark sheet and the bank record.
Corrections are possible only inside the correction window shown in that session's timetable. The portal has run dedicated correction logins for the General, OBC and Minority categories in past sessions.
Where to complain
The portal has a Grievance Redressal System link in the main menu and a separate Feedback page. Department-wise contacts published on the Contact Us page are:
- Social Welfare Department (scheduled castes and General category): 0522-3538700, toll free 14568.
- Backward Class Welfare Department (OBC): 0522-2288861, toll free 1800-180-5131.
- Minority Welfare Department: 0522-2286150 and 0522-2286470.
- Tribal Development Department for scheduled tribe applicants.
Complaints about a specific file are best routed to the district welfare officer of the department that handles your category, since that is the officer whose login holds your application. Applying is free at every stage.
How to check your application status
The portal keeps three separate trackers, and each one answers a different question, so checking only one can give a misleading picture.
- Application status on scholarship.up.gov.in: Log in with your registration number and password, then open the Status menu. This tells you the stage your file is at: submitted, forwarded by the institution, verified by the district welfare officer, sanctioned, or rejected with a stated reason. If you cannot log in, use the public status link on the home page and enter your registration number, roll number and date of birth.
- Institution forwarding status: The same Status page shows whether the institution has forwarded your hard copy application online. If the status has been stuck at "submitted" for weeks without moving to "forwarded", the delay is at the college office, not the district.
- Payment status through PFMS: Sanction by the department does not mean the money has moved. Use the Know Your Payment link on the PFMS website (also linked from the scholarship portal) and enter your bank account number or Aadhaar number to see whether the fee reimbursement or maintenance allowance has actually been credited.
For a status query that the portal itself cannot answer, for example a file that has not moved for an unusually long time, call the helpline for your category: 0522-3538700 or toll free 14568 for Social Welfare (SC/ST and General), 0522-2288861 or toll free 1800-180-5131 for Backward Class Welfare, or 0522-2286150 / 0522-2286470 for Minority Welfare. Have your registration number ready before calling, since the operator will ask for it to pull up your file.
Check status again after every session's correction window closes, since the district office batches approvals around that date rather than clearing files continuously through the year.

Frequently asked questions
What is the income limit for the UP post-matric scholarship?
Rs 2,50,000 a year for scheduled caste students and Rs 2,00,000 a year for General category students. The Department of Social Welfare states both figures on its scholarship scheme page; OBC and minority applicants are governed by their own departments' rules issued in 2021 and 2023.
Do I need One Time Registration before applying?
Yes. The portal notice states that from academic session 2025-26 OTR has been made compulsory on the UP scholarship portal, and a student can apply for a scholarship only after completing OTR.
Which classes does the post-matric scholarship cover?
Class 11 and above. The portal splits it into "Post Matric Inter Class 11-12", "Post Matric Other than Inter" for higher and professional courses, and "Post Matric Out Side State" for UP students studying in another state.
How is the scholarship money paid?
Through PFMS directly into the student's own Aadhaar-seeded bank account. The Social Welfare Department confirms that the amount is transferred to students' bank accounts through PFMS, so a joint or parent's account will not work.
How do I check my UP scholarship payment status?
Use the "Know Your Payment" link on the PFMS portal, reachable from scholarship.up.gov.in, using your bank account number or Aadhaar number. The application status pages on the portal show the session-wise stage of your file.
Why was my UP scholarship application rejected?
The most frequent causes are a missing or failed Aadhaar seeding of the bank account, an income certificate above the limit or expired, the institution not forwarding the application within the timetable, and a mismatch between the name on Aadhaar and on the bank account.
Can I apply if my college is blacklisted?
No. The portal publishes a district-wise list of blacklisted institutions, and applications routed through an institution on that list are not processed. Check the list before you take admission.
Is there any fee for applying?
No. Applying on scholarship.up.gov.in is free. A cyber cafe may charge only for typing and scanning, and no institution is entitled to collect money for "forwarding" your scholarship application.
