Senior Citizen ID Card in Uttar Pradesh

Uttar Pradesh state government scheme

Quick answer

Uttar Pradesh does not issue a separate senior citizen ID card through its e-District portal. The Directorate of Social Welfare recognises residents aged 60 and above through the Integrated Pension Portal at sspy-up.gov.in, which pays Rs 1,000 a month, and through Aadhaar or voter ID as age proof. No fee is charged for the pension application.

What is a senior citizen ID card in Uttar Pradesh?

A senior citizen ID card is a document that proves the holder has crossed 60 years, the age at which Indian law treats a person as a senior citizen. Uttar Pradesh does not issue one as a distinct citizen service. The Government of Uttar Pradesh's own senior citizens page lists two programmes for the elderly — the old age and farmer pension scheme, and old age homes in all 75 districts. It does not mention an identity card. The e-District UP portal, which delivers income, caste, residence and other departmental certificates through tehsil-level Citizen Service Centres in all 75 districts, does not carry a senior citizen certificate either.

That is worth knowing before you pay anyone. Several private websites advertise a "UP senior citizen card" application. What actually exists in Uttar Pradesh is age proof you already hold, plus the Directorate of Social Welfare's pension records that establish your status in government files.

Who counts as a senior citizen in Uttar Pradesh, and who cannot claim it?

Anyone aged 60 years or above who resides in Uttar Pradesh is a senior citizen. That threshold comes from the Maintenance and Welfare of Parents and Senior Citizens Act, 2007, which Uttar Pradesh implements through its own Maintenance and Welfare of Parents and Senior Citizens Rules, 2014, published by the Department of Social Welfare.

You cannot be recognised as a senior citizen in Uttar Pradesh if you are below 60 years on the date of application, or if you hold no document that establishes date of birth. Early retirement, ill health or dependency do not lower the age bar.

For the old age pension specifically, you are not eligible if:

  • Family income exceeds Rs 46,080 a year in a rural area or Rs 56,460 a year in an urban area.
  • You already draw another government pension of the same kind, since the state does not allow duplicate social security pensions.
  • Your bank account is not in your own name or is not Aadhaar-seeded, which blocks the direct benefit transfer even after sanction.

Which documents does Uttar Pradesh ask for?

For age proof, Uttar Pradesh offices accept a birth certificate, a school leaving certificate, a PAN card, a passport, or the date of birth on the Aadhaar card. For the pension you additionally need the Aadhaar card, an income certificate from the tehsil, residence proof such as a voter ID or ration card, a bank passbook copy in the applicant's own name, and a recent passport-size photograph.

The income certificate is the piece most applicants are missing. It is issued by the Tehsildar or Sub-Divisional Magistrate through e-District UP, and the certificate carries their Digital Signature Certificate, which makes it valid across India in courts, educational institutions and government offices.

How to apply for senior citizen benefits in Uttar Pradesh

  1. Get an income certificate on e-District UP. Visit edistrict.up.gov.in, register as a citizen, log in, and apply for the income certificate (आय प्रमाण पत्र). Upload the self-declaration, identity proof and address proof, pay the portal fee, and note the application number. The certificate is delivered digitally signed. A Common Service Centre or the tehsil Citizen Service Centre can do this for you.
  2. Open or check an Aadhaar-linked bank account. The pension is paid quarterly by direct benefit transfer, so the account must be single-name, active and Aadhaar-seeded. Check the seeding status at the bank branch before applying.
  3. Apply for the old age pension at sspy-up.gov.in. Open the Integrated Pension Portal of the Uttar Pradesh Social Welfare Department, choose the old age pension (वृद्धावस्था पेंशन) option, and open the new application form. Fill personal details, Aadhaar number, income certificate number, bank details and address, upload the photograph and documents, and submit.
  4. Print the acknowledgement and submit the hard copy where asked. Note the registration number. In many districts the printed form with attached documents has to reach the District Social Welfare Officer for rural applicants or the District Probation Officer or municipal body for urban applicants, depending on the local practice.
  5. Track the status on the same portal. The Integrated Pension Portal shows the application status and, once sanctioned, the beneficiary list and instalment history against the registration number or account number.

The Uttar Pradesh government states that the entire process is online from application through to disbursement of the amount.

What does a senior citizen in Uttar Pradesh receive?

Under the old age pension scheme, persons aged 60 and above with limited income are paid Rs 1,000 a month, released quarterly as Rs 3,000, made up of Rs 500 from the central government and Rs 500 from the state government. The rural income limit is Rs 46,080 a year and the urban limit is Rs 56,460 a year.

Uttar Pradesh also runs old age homes in all 75 districts, providing free accommodation, food, clothing, medicines, entertainment and personal care.

On transport, expectations should be realistic. UPSRTC's published concession policy does not include a senior citizen category. Free travel on ordinary UPSRTC buses is listed for persons with 40 per cent or more disability, on production of the original Aadhaar card and a disability certificate from the Chief Medical Officer. Children under five travel free, children between five and twelve get a 50 per cent concession, and students under 21 get a monthly pass covering 60 single trips at the fare of 25.

How much does this cost in Uttar Pradesh?

The old age pension application on sspy-up.gov.in carries no fee. The income certificate on e-District UP costs only the fee shown on the portal at the time of application, and nothing more. Forms at the tehsil and at the District Social Welfare Officer are free.

Do not pay a middleman for a "UP senior citizen card". Uttar Pradesh does not issue one, so anyone charging for it is selling a document that does not exist. If a Common Service Centre operator asks for more than the displayed portal charge, report it to the district administration.

How do you check status and fix problems?

Application status for the pension is checked on sspy-up.gov.in using the registration number. If the pension is sanctioned but money does not arrive, the usual cause is an Aadhaar seeding failure or a closed account, and the bank branch has to fix it before the next quarterly release.

For a stuck e-District UP application, the state helpdesk number is 0522-2304706, available Monday to Saturday between 10 am and 5 pm excluding government holidays, with email support at ceghelpdesk@gmail.com. For pension, maintenance, elder abuse or general elderly welfare issues, call Elderline 14567, the national toll-free helpline for senior citizens set up by the Ministry of Social Justice and Empowerment and implemented in every state, open all seven days from 8 am to 8 pm. UPSRTC's 24x7 helpline is 1800-180-2877.

Why applications are rejected in Uttar Pradesh

  • Family income above the rural or urban limit, the single most common ground for rejecting an old age pension claim.
  • An income certificate that has expired or was issued for a different purpose.
  • Mismatched names or dates of birth between the Aadhaar card, the bank account and the application form.
  • A joint or dormant bank account, or one not seeded with Aadhaar.
  • Duplicate applications, where the same person is already drawing a social security pension.

Frequently asked questions

Does Uttar Pradesh issue a senior citizen ID card?

Uttar Pradesh does not publish a separate senior citizen identity card as a citizen service. The state government's senior citizens page lists the old age pension and old age homes as its programmes for the elderly, not an ID card, and e-District UP lists income, caste and residence certificates rather than a senior citizen card.

What proves you are a senior citizen in Uttar Pradesh?

The date of birth on an Aadhaar card, voter ID, PAN card, passport or school leaving certificate is what offices in Uttar Pradesh actually accept as senior citizen age proof. Once the old age pension is sanctioned, the pension order itself works as recognised proof.

How much old age pension does Uttar Pradesh pay?

Uttar Pradesh pays Rs 1,000 a month to eligible persons aged 60 and above, released quarterly as Rs 3,000 into an Aadhaar-linked bank account. The amount is made up of Rs 500 from the central government and Rs 500 from the state government.

What is the income limit for the UP old age pension?

Family income must be below Rs 46,080 a year in rural areas and Rs 56,460 a year in urban areas. A person over 60 whose family income is above that limit is a senior citizen but is not eligible for the pension.

Do senior citizens get a bus fare concession in Uttar Pradesh?

UPSRTC does not list a senior citizen category in its published concession policy. Free travel on ordinary UPSRTC buses is listed for persons with 40 per cent or more disability, and concessions are listed for children, students, Members of Parliament, freedom fighters and gallantry award holders. The UPSRTC 24x7 helpline is 1800-180-2877.

Where does an elderly person in Uttar Pradesh get institutional care?

Uttar Pradesh runs old age homes in all 75 districts, offering free accommodation, food, clothing, medicines, entertainment and personal care, according to the state government's senior citizens page. Admission is arranged through the District Social Welfare Officer.

Which helpline should a senior citizen in Uttar Pradesh call?

Elderline 14567 is the toll-free national helpline for senior citizens, implemented in Uttar Pradesh as in every state and open seven days a week from 8 am to 8 pm. For a stuck e-District UP application, the state helpdesk number is 0522-2304706, open Monday to Saturday, 10 am to 5 pm.
