What is a trade licence in Uttar Pradesh?

A trade licence in Uttar Pradesh is the written permission of an urban local body to carry on a stated trade at a stated premises inside its limits. The state's Nagar Nigams, Lucknow, Kanpur, Varanasi, Agra, Prayagraj, Meerut, Ghaziabad, Gorakhpur, Bareilly, Moradabad, Aligarh, Saharanpur, Jhansi, Firozabad, Mathura, Ayodhya, Shahjahanpur and others: together with its Nagar Palika Parishads and Nagar Panchayats, grant the licence each for its own area. The Directorate of Local Bodies under the Nagar Vikas Vibhag (Urban Development Department) administers the whole tier.

Two statutes sit behind the licence. Inside corporation areas, licensing runs under the Uttar Pradesh Municipal Corporation Adhiniyam, 1959. In Nagar Palika Parishad and Nagar Panchayat towns, the older United Provinces Municipalities Act, 1916 still governs. Both empower the local body to require a licence before specified trades are carried on, to attach conditions on hygiene, safety and nuisance, and to charge a licence fee the body itself fixes.

Uttar Pradesh delivers municipal citizen services through e-Nagar Sewa at e-nagarsewaup.gov.in, the Directorate of Local Bodies' common platform covering property tax, water charges, birth and death certificates and municipal grievances for participating urban local bodies. Whether the trade licence itself is enabled online for your particular Nagar Nigam or Nagar Palika varies from body to body, so check your municipality's own page on the platform rather than assuming the service is there.

One clarification saves a lot of wasted effort. A trade licence is not an e-District service. The UP e-District platform at edistrict.up.gov.in handles district administration certificates; caste, income, domicile and similar; while the trade licence is a municipal matter handled by the urban local body. Nor does the trade licence replace a business registration: it sits alongside GST registration, shop and establishment registration under the Uttar Pradesh Dookan Aur Vanijya Adhishthan Adhiniyam, 1962, FSSAI registration for food businesses, and Udyam registration for MSME identity. The trade licence is the one that certifies your premises may lawfully host that trade.

Who can and cannot apply for a Uttar Pradesh trade licence?

Any person aged 18 or above who runs, or intends to run, a trade or business from a fixed premises inside a Uttar Pradesh urban local body may apply. Sole proprietors, partnership firms, LLPs, private limited companies, societies and trusts are all valid applicants, provided they lawfully occupy the premises named in the form.

You cannot apply, or will not be granted a licence, where:

  • You hold no lawful right over the premises: no deed, allotment letter or house-tax record, no valid rent or lease agreement, and no owner's consent.
  • The property is in arrear of house tax or property tax, which the licence branch checks before examining the rest of the file.
  • The premises fall outside every Nagar Nigam, Nagar Palika Parishad and Nagar Panchayat limit. In that case the gram panchayat, or an industrial development authority in areas such as Noida and Greater Noida, is the relevant authority rather than a municipality — confirm before filing.
  • The building's sanctioned use does not permit that trade at that address, or the colony's zoning bars commercial activity there.
  • The trade is regulated and you lack the prior approval it needs; FSSAI registration or licence for a food business, a drug licence for a chemist, a fire NOC for a larger or hazardous premises, or Uttar Pradesh Pollution Control Board consent for a polluting process.
  • The activity is mobile street vending, which is dealt with under separate street-vendor provisions rather than as a fixed-premises trade licence.

How to apply for a trade licence in Uttar Pradesh

  1. Identify the urban local body covering the shop address. Establish whether the shop sits in a Nagar Nigam, a Nagar Palika Parishad or a Nagar Panchayat, and note that body's licence or tax branch. A file lodged with an office that has no jurisdiction over the address cannot be decided and has to be started again.
  2. Open e-Nagar Sewa and check your municipality's services. Go to e-nagarsewaup.gov.in, select your urban local body, and see which citizen services it has enabled. Register with a mobile number you will keep, because every OTP, status update and query notice goes to it.
  3. Clear the house tax on the premises. Use the property tax service on e-Nagar Sewa, pay anything outstanding and keep the receipt. An unpaid property is the commonest reason a licence file stops before it is examined.
  4. File the trade licence application, on the portal if your municipality has the service enabled there, otherwise at the licence or tax branch counter. Enter the trade name, the exact nature of the trade, the constitution of the business, the full premises address with the house or property number, the floor area used for the trade, the number of workers, and the proprietor's or partners' details exactly as they appear on the identity proof.
  5. Attach or upload the documents. Identity proof, premises proof, the latest house tax receipt, the owner's NOC where the shop is rented, constitution documents for a firm or company, photographs, and any sector approval the trade needs. Scan each page legibly and keep files inside the size limit the portal states.
  6. Pay the fee the municipality demands and keep the receipt. The amount comes from that body's own schedule, usually by trade category and area. Pay on the official payment screen or at the official cash counter, never as cash to an individual, and always against a receipt you can produce later.
  7. Note the acknowledgement number and track the file. Use it to follow progress, answer any objection raised by the licence branch, and finally collect or download the licence. Check the trade description, address and validity printed on it before you accept it.

How do I apply offline at the municipal office?

  1. Go to the licence or tax branch of the Nagar Nigam, Nagar Palika Parishad or Nagar Panchayat in whose area the shop stands.
  2. Collect the trade licence application form and fill it in full.
  3. Attach self-attested copies of identity proof, premises proof, the latest house tax receipt, the owner's NOC where the shop is rented, and any trade-specific approval.
  4. Submit at the counter and insist on a dated, stamped acknowledgement carrying a diary or application number.
  5. Pay the fee at the cash counter and keep the printed receipt.
  6. Be present at the premises when the sanitary inspector or licence inspector verifies the trade and the area you declared.
  7. Collect the licence from the same branch once it is granted.

A Jan Seva Kendra or Common Service Centre operator can fill and submit the papers for you. Any charge for that is the centre's own service charge, separate from and additional to the municipal fee: ask the amount beforehand and insist on a receipt.

How do I check my trade licence application status in Uttar Pradesh?

Log in to e-Nagar Sewa with the credentials you applied with and open the application-tracking or grievance screen for your urban local body, using the reference number issued at submission. Where the application went in at the counter, take the acknowledgement number back to the same licence branch and ask specifically whether an objection has been raised, because an unanswered objection is the commonest reason a file sits still. If the branch will not answer, put the question in writing to the Municipal Commissioner of the Nagar Nigam or the Executive Officer of the Nagar Palika Parishad or Nagar Panchayat.

Renewal, validity and changes

A Uttar Pradesh trade licence is an annual permission tied to the financial year. Renew it before it expires rather than after: municipalities levy late fees on delayed renewals, and running a licensable trade on an expired licence exposes you to penalty and sealing proceedings under the Municipal Corporation Adhiniyam, 1959 or the Municipalities Act, 1916.

Apply to amend the licence, rather than waiting for the next renewal, whenever a material detail changes. The trade actually carried on, the floor area used, the constitution of the firm, or the ownership. Moving the shop to a new address needs a fresh application, because the licence attaches to one premises.

Why Uttar Pradesh trade licence applications get rejected

  • House tax or property tax arrear on the premises.
  • Wrong urban local body, or an address that in fact falls under a gram panchayat or a development authority rather than a municipality.
  • Address mismatch between the deed or rent agreement and the address typed into the form.
  • Expired rent agreement, or no owner's NOC for commercial use.
  • Missing sector approval: no FSSAI registration for a food business, no drug licence for a chemist, no pollution board consent for a polluting process.
  • Trade not permitted by the building's sanctioned use or the colony's zoning.
  • Illegible uploads, especially tax receipts where the house number cannot be read.
  • Objection left unanswered, after which the licence branch closes the file.

Grievance route, and a warning about agents

Use the municipal grievance service on e-Nagar Sewa first, quoting the acknowledgement number and naming the office holding the file. If that does not move it, write to the Municipal Commissioner of the Nagar Nigam, or the Executive Officer of the Nagar Palika Parishad or Nagar Panchayat, and then escalate to the Directorate of Local Bodies under the Nagar Vikas Vibhag, which administers every urban local body in Uttar Pradesh. Keep a copy of every letter you send.

Pay only the fee your municipality officially demands, on the official payment screen or at the official counter, and take a receipt every single time. No agent or "licence consultant" can make a municipal file move faster than it moves, and nobody in the licence branch is entitled to cash on the side for granting a licence. Apply yourself on e-nagarsewaup.gov.in or at the branch counter, keep copies of everything you submit, and complain the moment somebody asks you for money that no receipt will cover.

Frequently asked questions

Who issues a trade licence in Uttar Pradesh?

The urban local body covering the premises issues it — a Nagar Nigam such as Lucknow, Kanpur, Varanasi, Agra, Prayagraj, Meerut, Ghaziabad, Noida's neighbouring bodies, Gorakhpur or Bareilly, or the Nagar Palika Parishad or Nagar Panchayat of a smaller town. The Directorate of Local Bodies under the Nagar Vikas Vibhag administers all of them.

Which law requires a trade licence in Uttar Pradesh?

The Uttar Pradesh Municipal Corporation Adhiniyam, 1959 governs licensing inside Nagar Nigam areas, and the United Provinces Municipalities Act, 1916 does the same for Nagar Palika Parishads and Nagar Panchayats. Both empower the local body to require a licence for specified trades, attach conditions to it, and charge a fee the body fixes itself.

What is e-Nagar Sewa and can I apply on it?

e-Nagar Sewa at e-nagarsewaup.gov.in is the Uttar Pradesh Directorate of Local Bodies' common online platform for municipal citizen services such as property tax, water charges, birth and death certificates and municipal grievances. Whether your own Nagar Nigam or Nagar Palika has the trade licence enabled on it varies by body, so check your municipality's page on the platform before relying on the online route.

Is a trade licence available on UP e-District or e-Sathi?

No — the UP e-District platform at edistrict.up.gov.in handles district administration services such as caste, income and domicile certificates, not municipal trade licences. A trade licence is a municipal matter and is obtained from the urban local body or its own online module.

How much does a trade licence cost in Uttar Pradesh?

The fee is fixed by each Nagar Nigam, Nagar Palika Parishad or Nagar Panchayat from its own schedule, normally by trade category and floor area, so there is no single statewide amount. Pay only the amount shown on the official demand or portal payment screen, and take a receipt every time.

How long does a Uttar Pradesh trade licence stay valid?

A Uttar Pradesh trade licence is an annual permission tied to the financial year and must be renewed rather than left to lapse. Renew before expiry, because municipalities charge late fees on delayed renewals and an expired licence gives no protection during an inspection.

Is a trade licence the same as a shop and establishment registration?

No — a trade licence is municipal permission to carry on a trade at a premises, while shop and establishment registration under the Uttar Pradesh Dookan Aur Vanijya Adhishthan Adhiniyam, 1962 is a labour department registration about working hours and employment conditions. Most Uttar Pradesh shops need both, plus GST registration once turnover crosses the GST threshold.

Do I need a separate trade licence for each shop in Uttar Pradesh?

Yes — a Uttar Pradesh trade licence attaches to one premises and one trade, so a branch at another address needs its own application even when the owner and the trade are the same. Shifting the shop to a new address also needs a fresh application rather than a correction on the old licence.
