Uttar Pradesh Bijli Bill Rahat Yojana (UPPCL One Time Settlement)
Uttar Pradesh state government scheme
Uttar Pradesh Bijli Bill Rahat Yojana was UPPCL's one-time settlement offer that waived 100 per cent of the late payment surcharge on pending electricity bills and gave up to 25 per cent rebate on the principal. The scheme ran in three phases from 1 December 2025 to 28 February 2026 and registration was free on consumer.uppcl.org.
What is Uttar Pradesh Bijli Bill Rahat Yojana?
Uttar Pradesh Bijli Bill Rahat Yojana is the one-time settlement (OTS) offer run by the Uttar Pradesh Power Corporation Limited (UPPCL) under the state's Energy Department. Under the 2025-26 edition, announced by Urban Development and Energy Minister A K Sharma, consumers with unpaid electricity bills got a 100 per cent waiver of the late payment surcharge and, on top of that, a rebate of up to 25 per cent on the principal arrears.
The scheme ran from 1 December 2025 to 28 February 2026. It is often called UPPCL OTS, Bijli Bill Mafi Yojana or simply "bijli bill rahat" in local usage: all refer to the same settlement offer.
The logic of an OTS is straightforward. A consumer who stops paying accumulates a late payment surcharge that compounds until the arrear becomes larger than anything the household can clear. UPPCL periodically writes off that surcharge so that the consumer pays only the electricity actually consumed, at a discount, and returns to the paying fold. The corporation recovers cash it had written off as doubtful; the consumer gets the connection restored.
How much relief did the scheme give?
The 2025-26 scheme was structured in three phases, with the principal rebate falling in each successive phase to reward early registration.
| Phase | Window | Waiver of late payment surcharge | Rebate on principal |
|---|---|---|---|
| Phase 1 | 1β31 December 2025 | 100% | Up to 25% |
| Phase 2 | 1β31 January 2026 | 100% | Up to 20% |
| Phase 3 | 1β28 February 2026 | 100% | Up to 15% |
The principal rebate applied where the consumer paid the full settled amount in a lump sum within 30 days of registration. Consumers who could not pay at once were offered an instalment route with the surcharge waiver but a reduced or no principal rebate. The phase-wise instalment terms were shown on the OTS form for each consumer number.
A worked example makes the difference concrete. A domestic consumer carrying Rs 20,000 of principal arrears and Rs 8,000 of accumulated surcharge would, in Phase 1, pay roughly Rs 15,000 and clear a Rs 28,000 liability. The same consumer registering in February 2026 would pay about Rs 17,000. Waiting cost Rs 2,000.
Who is eligible for Bijli Bill Rahat Yojana?
You could take the settlement if:
- You are an electricity consumer in Uttar Pradesh supplied by one of the UPPCL distribution companies; PVVNL, PuVVNL, MVVNL, DVVNL or KESCO.
- You carry arrears on your connection as on the date fixed in the scheme order.
- You hold a domestic (LMV-1) or small commercial (LMV-2) connection. Rural and urban consumers were both covered.
- Your connection has been disconnected for non-payment, you could settle and then apply for reconnection.
- You are a private tube well or small load consumer, categories which UPPCL routinely includes in its settlement rounds.
You are not eligible or the terms differ if:
- Your dues arose after the arrears cut-off date fixed in the scheme order. Current bills are payable in full and are never part of a settlement.
- You are a large industrial or bulk supply consumer β heavy-load categories are normally either excluded or given different terms from the LMV-1 and LMV-2 relief.
- Your dues are the subject of litigation or an assessment under Section 126 or 135 of the Electricity Act relating to theft or unauthorised use, unless the scheme order expressly brings such cases in on separate terms.
- You have no arrears, a consumer who is fully paid up has nothing to settle, and the scheme gives no rebate on future consumption.
- You registered but did not pay within the stated period, in which case the rebate lapses and the original arrears revive.
How to apply for Bijli Bill Rahat Yojana online
These are the steps UPPCL used in the 2025-26 window, and the same flow is used whenever the corporation reopens a settlement.
- Open consumer.uppcl.org and go to the OTS / Bijli Bill Rahat Yojana registration form, or use the UPPCL Consumer App.
- Enter your electricity consumer number, the 10 or 12-digit account number printed at the top of your bill, and your registered mobile number, then verify the OTP.
- Check the arrears breakup shown on screen. The portal displays the principal, the late payment surcharge and the settled amount payable under the current phase. Do not proceed if the consumer name or address does not match your connection.
- Choose lump sum or instalments. Lump sum within 30 days carried the highest principal rebate; instalments carried the surcharge waiver with reduced benefit.
- Pay the registration amount online by UPI, net banking or card. The amount is calculated by the portal from your own arrears.
- Download and save the registration receipt showing your OTS registration number and the balance payable with its due date.
- Pay the balance before the due date. Missing it cancels the rebate.
How to apply for Bijli Bill Rahat Yojana offline
- Visit your division or sub-division office of the local discom, or the departmental cash counter, with your latest bill.
- Ask the counter to generate your OTS registration against your consumer number and check the settled amount printed on the slip.
- Pay the registration amount in cash or by card and collect the stamped receipt.
- Alternatively use a Jan Seva Kendra (CSC), a fintech agent or your meter reader, all of whom were authorised to register consumers and accept payment during the 2025-26 window.
Always insist on a printed receipt with your consumer number and the OTS registration number. A verbal assurance from an agent is worth nothing if the payment is later disputed.
How to check your settlement status and bill
- Open consumer.uppcl.org and log in with your consumer number, or use the UPPCL Consumer App.
- Select View / Print Bill to see the current outstanding after the settlement adjustment.
- Select Payment History to confirm that the registration and balance payments have been posted against your account.
- If the rebate has not been reflected within a few billing cycles, take the OTS receipt to your sub-division office and ask for a billing revision.
Why settlements get rejected or reversed
- Balance not paid within the stated period, the single most common reason the rebate is withdrawn.
- Wrong consumer number entered, so the payment lands on someone else's account. This is fixable but only with the payment receipt.
- Current bill left unpaid while the arrears were being settled. The settlement covers old arrears, not the running bill.
- Category mismatch, where a connection recorded as commercial or industrial does not qualify for the domestic terms the consumer expected.
- Dues under an assessment or a court case, which sit outside the ordinary settlement terms.
Where to get help
- UPPCL helpline: 1912 from any landline or mobile in Uttar Pradesh, and 1800-180-8752, both available round the clock.
- Consumer portal: consumer.uppcl.org for bills, payment history and complaint registration.
- Division or sub-division office for arrears disputes and reconnection.
- Consumer Grievance Redressal Forum of your discom for unresolved billing complaints, and the Electricity Ombudsman appointed by the Uttar Pradesh Electricity Regulatory Commission thereafter.
- Jansunwai, jansunwai.up.nic.in, for a general grievance against the department.
Registration under Bijli Bill Rahat Yojana was free. Only the settled bill amount is payable, and it must be paid through the official portal, app or a departmental counter. No meter reader or agent is entitled to a separate cash "commission" for enrolling you.

Frequently asked questions
Is Uttar Pradesh Bijli Bill Rahat Yojana open now?
No. The 2025-26 Bijli Bill Rahat Yojana closed on 28 February 2026 and UPPCL has not announced a successor window as of 2 August 2026. UPPCL re-launches one-time settlement schemes periodically, so check consumer.uppcl.org before assuming relief is available.
How much rebate did Bijli Bill Rahat Yojana give?
The scheme waived 100 per cent of the late payment surcharge and gave up to 25 per cent rebate on the principal arrears for consumers who registered and paid in the first phase. The principal rebate fell to 20 per cent in January 2026 and 15 per cent in February 2026.
Who was eligible for the scheme?
Electricity consumers in Uttar Pradesh with outstanding arrears were eligible, with the relief aimed mainly at domestic (LMV-1) and small commercial (LMV-2) connections, in both rural and urban areas. Consumers whose connections had been disconnected for non-payment could also settle and seek reconnection.
Could a disconnected connection be restored under the scheme?
Yes. Consumers whose supply had been disconnected for non-payment could settle the arrears under the scheme and apply for reconnection, which is one of the main reasons UPPCL runs these settlements.
Was there a fee to register?
Registration itself was free, but a registration or token payment against the settled amount had to be made at the time of registration, and the balance paid within the period shown on the OTS form. The exact figure was calculated by the portal from the consumer's own arrears.
What happens if I registered but did not pay in full?
The rebate lapses. Under one-time settlement rules the waiver applies only when the settled amount is paid within the stated period; if it is not, the original arrears including the full surcharge are restored and any amount paid is adjusted against the bill.
Where do I complain about a wrong arrears figure?
Call the UPPCL helpline 1912 or 1800-180-8752, or approach your division or sub-division office in writing. Unresolved billing disputes go to the Consumer Grievance Redressal Forum of your distribution company, and after that to the Electricity Ombudsman appointed by UPERC.
