Dattopant Thengadi Mratak Shramik Aarthik Sahayata Yojana
Uttar Pradesh state government scheme
Dattopant Thengadi Mratak Shramik Aarthik Sahayata Yojana pays Rs 1,00,000 as one-time financial help to the family of a registered Uttar Pradesh worker who dies while in service, where the worker's basic pay plus dearness allowance was Rs 24,000 a month or less. Families apply online at skpuplabour.in within one year of the death.
What is Dattopant Thengadi Mratak Shramik Aarthik Sahayata Yojana?
Dattopant Thengadi Mratak Shramik Aarthik Sahayata Yojana is a death-benefit scheme of the Uttar Pradesh Labour Welfare Board, the body better known in Hindi as the Uttar Pradesh Shram Kalyan Parishad, which functions under the state Labour Department. The scheme pays Rs 1,00,000 in one instalment to the dependant of a registered worker who dies while still in service.
The scheme is named after Dattopant Thengadi, the trade unionist who founded the Bharatiya Mazdoor Sangh. According to the Labour Welfare Board portal at skpuplabour.in, the purpose is narrow and practical: when a wage earner in a factory or a shop dies suddenly, the household loses its entire income overnight, and the Rs 1,00,000 is meant to carry the family through the months before other settlements such as provident fund, gratuity or ESIC dues are released.
Three points define the scheme and separate it from the many other death-related benefits an Indian family may be entitled to:
- The death must occur while the worker is still in service. A retired worker's death is not covered.
- The worker must have been employed in an establishment registered under the Factories Act, 1948 or the Uttar Pradesh Shops and Commercial Establishments Act, 1962.
- The worker's basic pay plus dearness allowance must have been Rs 24,000 a month or less.
Dattopant Thengadi Mratak Shramik Aarthik Sahayata Yojana is funded from the Labour Welfare Fund, into which employers and employees of covered establishments contribute. It is not an insurance policy, there is no premium, and no separate enrolment is required beyond the worker having been employed in a covered unit.
Who is eligible for Dattopant Thengadi Mratak Shramik Aarthik Sahayata Yojana?
The following dependants are eligible to claim:
- The spouse of the deceased worker, who has the first claim.
- A dependent son or unmarried daughter, where there is no surviving spouse.
- The dependent parents, where the deceased worker was unmarried.
The underlying conditions the deceased worker must have met:
- Employment in a unit registered under the Factories Act, 1948 or the Uttar Pradesh Shops and Commercial Establishments Act, 1962.
- Monthly basic salary plus dearness allowance of Rs 24,000 or less.
- Death occurring during the period of service, not after leaving the job.
- The applicant filing the claim within one year of the date of death.
You cannot apply, or the claim will be held not eligible, in these situations:
- The worker had retired, resigned or been terminated before the death. Death after service has ended falls outside the scheme.
- The worker's basic plus DA exceeded Rs 24,000 a month.
- The employer was a unit not registered under either of the two Acts, for example purely domestic employment, agricultural labour, or an unregistered informal workshop.
- More than one year has passed since the death.
- The applicant is not a spouse, dependent child or, in the case of an unmarried worker, a dependent parent. A sibling, nephew or in-law is not eligible.
- A claim under this scheme has already been paid for the same deceased worker. The Rs 1,00,000 is paid once per worker, not once per surviving relative.
Registered construction workers are a separate category. Anyone whose worker was registered with the Uttar Pradesh Building and Other Construction Workers Welfare Board should claim that board's own death benefit through upbocw.in instead, and should not file here.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Printed online application verified by the employer | Yes | Signed and stamped by the factory or establishment, then scanned and uploaded |
| Death certificate | Yes | Issued by the Registrar of Births and Deaths |
| Proof of relationship | Yes | Ration card, family register extract, or equivalent government record |
| Bank passbook copy of the applicant | Yes | Must show account number, name and IFSC |
| Aadhaar card of the applicant | Yes | Identity, and matching against the relationship proof |
| Salary or wage record of the deceased | Yes | To establish that basic plus DA was Rs 24,000 or less |
Every uploaded document should be self-attested. Scans must be legible; a blurred death certificate or a passbook page where the IFSC is cut off is one of the more common causes of a claim being sent back.
How to apply for Dattopant Thengadi Mratak Shramik Aarthik Sahayata Yojana
- Open the Uttar Pradesh Labour Welfare Board portal at skpuplabour.in and choose the worker application option.
- Register as a new user. The portal sends the user ID and password by SMS to the mobile number entered, so use a number that is currently in use.
- Log in with those credentials and select Dattopant Thengadi Mratak Shramik Aarthik Sahayata Yojana from the list of Labour Welfare Board schemes.
- Fill the application with the deceased worker's employment details, the establishment's registration particulars, the applicant's relationship to the deceased, and the applicant's bank account number and IFSC code.
- Submit the form and print the filled application.
- Take the printout to the factory or establishment where the worker was employed and get it verified, signed and stamped by the authorised officer there.
- Log back in and upload the scanned verified form along with the death certificate, relationship proof, bank passbook copy, Aadhaar and salary record.
- Note the application number displayed on screen and track the claim from the dashboard.
How to apply offline
Dattopant Thengadi Mratak Shramik Aarthik Sahayata Yojana is designed as an online-first scheme, and there is no purely paper route that bypasses the portal. Families without internet access have two practical options:
- Visit the office of the Labour Welfare Commissioner or the district Labour Office and ask for help with the online submission.
- Use a Jan Seva Kendra or Common Service Centre, which can complete the registration, form filling and document upload on the family's behalf.
In both cases the employer verification step still applies, because the establishment is the only party that can certify the worker's service and salary.
How much does the scheme pay and when?
The scheme pays Rs 1,00,000, once, per deceased worker. There is no proportional reduction for shorter service and no enhancement for longer service.
Payment is made by direct transfer to the bank account entered in the application. The Labour Welfare Board sends an SMS to the registered mobile number when the claim is sanctioned. Families should therefore keep the mobile number active for the whole period between application and payment, and should avoid closing the bank account named in the form.
How to check the status of a claim
- Log in to skpuplabour.in with the user ID and password issued at registration.
- Open the application dashboard, which lists every scheme applied for.
- Read the status against the application number, which will show whether the claim is pending employer verification, pending departmental scrutiny, sanctioned or rejected.
If a first login is being made, the portal forces a password change before the dashboard opens. Families who lose the SMS credentials can regenerate them from the login screen using the registered mobile number.
Why claims get rejected, and how to fix them
- Filed after one year. The single most common failure. The one-year clock runs from the date of death shown on the registrar's certificate, not from the date the family learned about the scheme.
- Salary above the ceiling. Applicants sometimes enter gross salary instead of basic plus dearness allowance, which pushes the figure past Rs 24,000. Enter basic plus DA only, exactly as the establishment's records show.
- Employer verification missing. An application uploaded without the signed and stamped printout does not proceed.
- Establishment not covered. If the unit is not registered under the Factories Act or the Shops and Commercial Establishments Act, no claim lies under this scheme.
- Bank details mismatched. A name on the passbook that does not match the Aadhaar name, or a wrong IFSC, causes the transfer to fail even after sanction. Correct the detail and resubmit rather than filing a fresh application.
- Relationship proof weak. A ration card that does not name the applicant, or a family register extract that is years out of date, is a frequent objection. Obtain a current extract from the gram panchayat or nagar nigam.
What other Labour Welfare Board schemes can the same family use?
Because the Rs 24,000 salary ceiling and the same skpuplabour.in login apply across the board's schemes, a family often qualifies for more than one:
- Raja Harishchandra Mratak Shramik Anteysti Sahayata Yojana pays Rs 10,000 towards funeral expenses, also claimable within one year of death.
- Jyotiba Phule Shramik Kanyadan Yojana pays Rs 51,000 towards the marriage of a worker's daughter aged 18 or above.
- Dr A P J Abdul Kalam Shramik Pravidhi Shiksha Sahayata Yojana pays Rs 25,000 a year for degree courses, Rs 15,000 for diplomas and Rs 10,000 for certificate courses taken by a worker's children.
- Ganesh Shankar Vidyarthi Shramik Puraskar Rashi Yojana pays Rs 5,000 for scoring 60 to 74.99 per cent and Rs 7,500 for 75 per cent or above.
A surviving family should check the full scheme list on the portal rather than assuming the Rs 1,00,000 is all that is available.
Key dates to remember
- Date of death starts the one-year limitation period.
- Employer verification should be obtained within weeks, not months, since it is the slowest step and sits inside the same one-year window.
- Applications are accepted through the year; there is no annual application season for this scheme.
Help and grievance redressal
- Uttar Pradesh Labour Department toll-free helpline: 1800-180-5160
- Labour Department landlines: 0512-2295176 and 0512-2297142
- Portal: skpuplabour.in, which carries a help desk link for written queries
- District Labour Office, for disputes over employer verification or establishment registration
Applying under Dattopant Thengadi Mratak Shramik Aarthik Sahayata Yojana is free. No fee is charged by the Labour Welfare Board at any stage, and no agent can charge for getting a claim sanctioned. A Common Service Centre may charge only its notified service fee for assisted form filling.

Frequently asked questions
How much money does Dattopant Thengadi Mratak Shramik Aarthik Sahayata Yojana pay?
Dattopant Thengadi Mratak Shramik Aarthik Sahayata Yojana pays a single lump sum of Rs 1,00,000 to the dependant of a worker who dies while still in service. The amount is not split into instalments and is credited directly to the applicant's bank account after the Labour Welfare Board approves the claim.
Who can claim the money after a worker dies?
The spouse of the deceased worker has first claim, followed by dependent children, which means a son or an unmarried daughter. Where the worker was unmarried, the dependent parents may claim instead. Only one claim per deceased worker is paid.
Is there a time limit for applying?
Yes, the application must be filed within one year of the worker's date of death. Claims submitted after that window are rejected on limitation grounds, which is the single most common reason families lose the benefit.
What is the salary limit for this scheme?
The deceased worker's basic salary plus dearness allowance must not have exceeded Rs 24,000 a month. This same Rs 24,000 ceiling applies across all Uttar Pradesh Labour Welfare Board schemes, and it is calculated on basic plus DA only, not on gross take-home pay.
Does this scheme cover construction workers registered with the BOCW Board?
No. Dattopant Thengadi Mratak Shramik Aarthik Sahayata Yojana is a Labour Welfare Board scheme for workers in units registered under the Factories Act, 1948 or the Uttar Pradesh Shops and Commercial Establishments Act, 1962. Registered construction workers claim death benefits from the separate Building and Other Construction Workers Welfare Board at upbocw.in.
Can a family claim funeral assistance as well?
Yes. The Uttar Pradesh Labour Welfare Board runs a separate Raja Harishchandra Mratak Shramik Anteysti Sahayata Yojana that pays Rs 10,000 towards funeral costs, and it is claimed on the same skpuplabour.in portal under the same Rs 24,000 salary ceiling.
Does the employer have to sign the application?
Yes, employer verification is compulsory. After filling the form online the family must print it and get the factory or establishment to certify the worker's employment and salary, then upload the scanned signed copy. An unverified form will not move past the first stage of scrutiny.
