Uttar Pradesh Divyangjan Sashaktikaran Yojana
Uttar Pradesh state government scheme
Uttar Pradesh Divyangjan Sashaktikaran Yojana is the state disability department's package of benefits for persons with 40 percent or more certified disability, built around a Rs 1,000 monthly pension released quarterly, plus a marriage incentive award, aids and appliances and education support. Applications are free online on sspy-up.gov.in and divyangjan.upsdc.gov.in.
What is Uttar Pradesh Divyangjan Sashaktikaran Yojana?
Uttar Pradesh Divyangjan Sashaktikaran Yojana is the working name for the set of benefits run by the Department of Empowerment of Persons with Disabilities, Government of Uttar Pradesh, the department Hindi speakers know as Divyangjan Sashaktikaran Vibhag. It is not a single form with a single benefit. It is a package, and a person with a disability in Uttar Pradesh usually qualifies for more than one part of it at the same time.
The department's own portal is divyangjan.upsdc.gov.in, which carries the online application and status-tracking links for its components, and the pension component runs on the state's integrated pension portal sspy-up.gov.in. The common thread across every component is a certified disability of 40 percent or more, evidenced by a disability certificate from a competent medical authority or a UDID card.
The main components
- Divyang (disability) pension. The core benefit, Rs 1,000 per month, released in quarterly instalments through the Aadhaar Based Payment System.
- Marriage incentive award, a one-time award (शादी-विवाह प्रोत्साहन पुरस्कार) for couples where one or both partners have a disability, applied for online on divyangjan.upsdc.gov.in.
- Aids and appliances; tricycles, wheelchairs, hearing aids, crutches, callipers and artificial limbs, distributed through district camps.
- Education support: scholarship and coaching support for students with disabilities, including Braille and reader support where applicable.
- Certification and identification, assistance in obtaining the disability certificate and UDID card, which unlocks every other benefit including central concessions.
Who is eligible under the Uttar Pradesh divyangjan schemes?
You can apply if:
- You are a permanent resident of Uttar Pradesh.
- Your disability certificate or UDID card shows 40 percent disability or more, issued by a competent medical authority.
- For the pension component, you are 18 years of age or above, and your annual family income is within the state's below-poverty-line limits. The departmental page cites Rs 46,080 a year in rural areas and Rs 56,460 a year in urban areas.
- You hold a bank account in your own name, seeded with your Aadhaar number.
You cannot apply, or will be found not eligible, if:
- You are already drawing another Uttar Pradesh state pension — old age pension or widow pension. The state allows one such pension per person, and a second claim is caught at the duplicate check.
- Your disability certificate shows less than 40 percent, or has expired where it was issued for a limited period.
- Your family income crosses the rural or urban ceiling, for the income-linked components.
- You are under 18 and applying for the pension. Children with disabilities are served by separate departmental and education-department schemes.
- You are not a permanent resident of Uttar Pradesh, even if you live and work in the state.
A structural point deserves emphasis. Meeting every condition establishes entitlement, but the department's rules provide that payment to new pension applicants follows the availability of budget on a first-come-first-served basis in the district. Applying early in a financial year is materially better than applying late.
What documents are required?
| Document | Mandatory | Notes |

How to apply for Uttar Pradesh divyangjan benefits
- Get the disability certificate or UDID card first. Apply through the UDID system and attend the medical board at the district hospital. Nothing else in this package moves without a certificate showing 40 percent or more.
- For the pension, open sspy-up.gov.in, choose the Divyang Pension section, and select the new application form.
- Fill the personal block; name, father's or husband's name, date of birth, category, district, tehsil, block and full address: then the disability details exactly as printed on your certificate: type, percentage, certificate number and issuing authority.
- Enter bank details, bank name, branch, account number and IFSC. Check every digit of the IFSC; a wrong IFSC is the commonest cause of a failed credit after sanction.
- Upload the photograph, disability certificate, income certificate, age proof and bank passbook page, then submit and save the registration number shown on screen.
- For the marriage incentive award and the department's other components, register separately on divyangjan.upsdc.gov.in, file the online application there, and use the same portal's status and reprint links.
- If you cannot use a portal yourself, take your originals to a Jan Suvidha Kendra, Lokvani centre or Common Service Centre, or to the District Divyangjan Kalyan Adhikari at the collectorate, and collect the printed acknowledgement before leaving.
How much does Uttar Pradesh pay and when?
The disability pension is Rs 1,000 per month, which is Rs 12,000 over a full year, and the departmental page notes the rate is subject to revision by the state government. Payment is not made as twelve separate monthly credits, the department releases it in quarterly instalments, so a beneficiary generally sees one credit covering three months.
Money moves through the Aadhaar Based Payment System, which routes the transfer to whichever account is currently seeded against your Aadhaar number. This has a practical consequence worth knowing: if you later seed a different bank account with Aadhaar, the pension follows the newly seeded account, not the account number written on your original form.
The marriage incentive award and aids-and-appliances components are one-time benefits, applied for and released separately from the pension, and receiving one does not affect the other.
How to check your application and payment status
- Open sspy-up.gov.in, go to the Divyang Pension section, and log in with your registration or application number and password.
- Read the status line, it shows whether the form is pending at the tehsil, under verification, sanctioned, or rejected with a reason.
- Use the Pensioner List option to search by district, block and gram panchayat and confirm your name is in the sanctioned list.
- For the other components, use the status and reprint links on divyangjan.upsdc.gov.in against the application number issued there.
If your name appears in the sanctioned list but no money has arrived, the problem is almost always at the bank, an un-seeded Aadhaar, a dormant account or a KYC hold. Visit the branch before filing a grievance.
Why applications get rejected
- Disability below 40 percent on the certificate, or an expired certificate.
- Income certificate above the limit, or older than the validity the tehsil allows.
- Another state pension already running in the same name.
- Aadhaar not seeded with the bank account, so the payment file fails after sanction.
- Name mismatch between Aadhaar, the bank record and the disability certificate.
- Joint or third-party bank account given instead of the applicant's own.
- Form saved but never finally submitted, so it never reached the verifying officer.
Most of these are fixable, and there is no bar on filing again once the underlying document is corrected.
Who verifies and who decides?
Field verification runs through the tehsil and block machinery, and the consolidated district proposal goes up for approval, with the District Magistrate as the deciding authority on beneficiary eligibility. Where an applicant disputes a rejection, the effective route is a representation through the District Divyangjan Kalyan Adhikari to the DM's office, rather than filing a fresh online form that will be rejected on the same ground.
Help and grievance redressal
- Directorate, Department of Empowerment of Persons with Disabilities: 0522-3511020.
- District Divyangjan Kalyan Adhikari at your collectorate, for certification, verification and sanction-stage problems.
- jansunwai.up.nic.in for a written grievance with a trackable complaint number.
Two cautions. No official will ever ask for your OTP or bank password to release a pension. And the Rs 1,000 monthly rate is described on the departmental page as subject to government revision, so confirm the current figure on sspy-up.gov.in before relying on it for a household budget.

Frequently asked questions
What does Uttar Pradesh Divyangjan Sashaktikaran Yojana provide?
Uttar Pradesh Divyangjan Sashaktikaran Yojana provides a Rs 1,000 monthly disability pension released in quarterly instalments, and alongside it the department runs a marriage incentive award for persons with disabilities, support for aids and appliances, and education and scholarship support. Each component is applied for separately.
What disability percentage is needed for UP divyangjan schemes?
A certified disability of at least 40 percent is the threshold for the department's benefits, shown on a disability certificate from a competent medical authority or on a UDID card. A certificate below 40 percent is the most common reason applications fail.
Where do I apply for the UP disability pension?
Apply on sspy-up.gov.in, the Uttar Pradesh integrated pension portal, under the Divyang Pension section. The department's other components, including the marriage incentive award, are applied for on divyangjan.upsdc.gov.in.
Who cannot apply under the UP divyangjan schemes?
A person already drawing another Uttar Pradesh state pension — old age or widow pension — is not eligible for the disability pension, because only one such pension is allowed per person. Applicants below 18, those with a certificate under 40 percent disability, those above the income limit and people who are not permanent residents of Uttar Pradesh are also not eligible.
Is the disability pension paid monthly or quarterly?
The entitlement is Rs 1,000 a month but the money is released in quarterly instalments, so a beneficiary usually sees one credit covering three months rather than twelve separate credits.
How do I get a disability certificate in Uttar Pradesh?
Apply through the UDID system and attend the assessment board at the district hospital or the designated medical facility, where a medical board assesses the disability and issues the certificate with a percentage. The district Divyangjan Kalyan Adhikari's office guides applicants through this.
What is the helpline for disability schemes in Uttar Pradesh?
The Directorate of the Department of Empowerment of Persons with Disabilities lists 0522-3511020. District-level problems go to the District Divyangjan Kalyan Adhikari at the collectorate, and written grievances to jansunwai.up.nic.in.
Is there any fee to apply for UP divyangjan benefits?
No. Applications on sspy-up.gov.in and divyangjan.upsdc.gov.in are free. A Jan Suvidha Kendra may charge only the small government-notified fee for assisted filing, and no agent can charge for getting a pension sanctioned.
