Both — self-registration online at upfr.agristack.gov.in, or assisted at a Common Service Centre, panchayat bhawan camp or lekhpal

What is the Uttar Pradesh Farmer Registry?

The Uttar Pradesh Farmer Registry is the state's implementation of AgriStack, the Government of India's digital public infrastructure for agriculture. Run by the Department of Agriculture, Government of Uttar Pradesh, the registry issues every land-holding farmer in the state a unique Farmer ID, also called the Kisan Pehchan Patra, and stores it against a verified profile built from three sources: the farmer's Aadhaar, the plots recorded in their name in the Uttar Pradesh khatauni, and their contact and bank details.

The Farmer Registry is not a benefit scheme. No money is paid for registering. What the registry does is replace the repeated paperwork that a farmer in Uttar Pradesh has had to produce separately for each scheme, the same Aadhaar, the same khatauni copy, the same bank passbook, photocopied afresh for PM-KISAN, then for crop insurance, then for a Kisan Credit Card, then again at the procurement centre. Once a Farmer ID exists, the scheme portal reads the verified profile instead of asking the farmer to prove the same facts again.

Uttar Pradesh runs the registry on its own portal at upfr.agristack.gov.in, where UPFR stands for Uttar Pradesh Farmer Registry. The state has pushed enrolment through village-level camps in panchayat bhawans, staffed by lekhpals, panchayat sahayaks and agriculture department field staff, alongside self-registration on the portal and assisted registration at Common Service Centres.

What does the Farmer ID actually get you?

  • PM-KISAN continuity. Uttar Pradesh verifies PM-KISAN beneficiaries through the Farmer Registry, and unregistered farmers have found instalments held for verification.
  • Faster crop insurance. Pradhan Mantri Fasal Bima Yojana enrolment and claim processing draw on the registered plot data instead of fresh land papers.
  • Kisan Credit Card processing against an already-verified holding.
  • MSP procurement registration at government purchase centres, where the registry links the farmer to the sown area being sold.
  • Input subsidies and state schemes run by the Department of Agriculture, including the ones administered through upagriculture.com.
  • Disaster and crop-loss relief, which is assessed plot by plot and is far quicker where the plots are already mapped to a verified farmer.

The single practical point is this: the Farmer ID is becoming the default key for agriculture scheme delivery in Uttar Pradesh. A farmer who has not registered does not lose entitlement in law, but increasingly finds each individual scheme asking for verification that the registry would have supplied automatically.

Who is eligible to register in the UP Farmer Registry?

You can register if:

  • You are a farmer resident in Uttar Pradesh.
  • You hold agricultural land recorded in your name in the Uttar Pradesh revenue records. The khatauni or khasra entry is what the portal matches against.
  • You have an Aadhaar number and the mobile number linked to it is working, because the portal authenticates by OTP.
  • You are an adult, since the land record and the Aadhaar must be in the registering person's own name.

You cannot register; or cannot complete registration — if:

  • You have no agricultural land recorded in the Uttar Pradesh khatauni. The registry as currently built is land-linked, so landless agricultural labourers, sharecroppers and oral tenants without a recorded holding are not eligible.
  • Your land lies outside Uttar Pradesh; register in that state's own farmer registry instead.
  • Your Aadhaar has no mobile number linked to it. This is not a permanent bar, but you cannot self-register online. Update the mobile number at an Aadhaar Seva Kendra, or register at a camp or CSC where biometric authentication is available.
  • Your name in the khatauni differs materially from your Aadhaar name. The match will fail and the revenue record has to be corrected first.

What documents are required for UP farmer registration?

Document Mandatory Notes
Aadhaar card Yes Basis of identity and of the OTP authentication
Aadhaar-linked mobile number Yes The portal sends the OTP only to this number
Khatauni or khasra number Yes Used to pull your plots from the UP revenue database
Bank passbook No Useful for keeping the direct benefit transfer link accurate
Smartphone with camera No Only for face-authentication registration in the app

There is no requirement to upload scanned land papers in most cases. The portal fetches the plot details from the state revenue database once you enter the khatauni number, which is why the khatauni must already be correct.

How to apply for UP farmer registration online

  1. Open the official portal at upfr.agristack.gov.in on a phone or computer.
  2. Choose Farmer registration / Create new user account and enter your Aadhaar number.
  3. Enter the OTP sent to the mobile number linked to your Aadhaar, and set a password for the account.
  4. Log in and open the farmer registration form. Your name, date of birth and address are pre-filled from Aadhaar, check them rather than retyping them.
  5. Enter your district, tehsil and village, then your khatauni or khasra number. The portal lists the plots recorded against it.
  6. Select the plots that belong to you and confirm your share where the khata is jointly held.
  7. Fill in the remaining details: category, mobile number, and bank account details if the form asks for them.
  8. Review the complete form, tick the declaration, and submit.
  9. Save or screenshot the temporary Farmer ID shown immediately on screen.
  10. Wait for verification by the lekhpal and the revenue side. The permanent Farmer ID is issued after that check, and you can log in again to download it.

How to register offline through a camp or CSC

  1. Find out from your gram panchayat, lekhpal or block agriculture office when the Farmer Registry camp is being held in your panchayat bhawan. The Department of Agriculture runs these camps village by village.
  2. Carry your Aadhaar card, the phone with your Aadhaar-linked number, and your khatauni.
  3. Ask the operator to register you. Where your mobile number is not linked to Aadhaar, ask for biometric authentication, which camp and CSC operators can do with a fingerprint scanner.
  4. Collect the printed acknowledgement carrying your temporary Farmer ID.

A Common Service Centre (Jan Seva Kendra) offers the same service outside camp dates. Registration itself is free; a CSC may charge a small service fee for assisted data entry, and the departmental camp does not charge at all.

How to check your Farmer ID status

  1. Open upfr.agristack.gov.in and log in with your Aadhaar number and the OTP sent to your registered mobile.
  2. Open your profile or application status screen. It shows whether the record is pending verification, approved, or returned with an objection.
  3. Once approved, download the Farmer ID and keep both a soft copy and a printout.
  4. If the status has not moved for several weeks, ask your lekhpal, the pending step at that stage is almost always revenue-side verification of the plots, not anything on the portal.

Common problems and how to fix them

  • OTP does not arrive. The mobile number in your Aadhaar is out of date. Update it at an Aadhaar Seva Kendra, or register at a camp using biometrics.
  • Name mismatch between Aadhaar and khatauni. Get the revenue record corrected through the tehsil, then re-attempt registration; the portal cannot override the revenue record.
  • Land does not appear against the khatauni. Usually a wrong village or tehsil selection, or a khatauni that has not been updated after partition or inheritance. The lekhpal is the person to see.
  • Plot claimed by another co-sharer. Joint khatas need each co-sharer to claim their own share; overlapping claims are referred to the revenue department.
  • Registration stuck at temporary ID. The temporary ID is normal for the first days or weeks. Follow up with the lekhpal or block agriculture office only if it persists well beyond that.
  • Duplicate registration. A farmer who registers once at a camp and again online creates a conflict. Register once, and correct the existing record rather than filing a fresh one.

Where to get help with the UP Farmer Registry

The registry is administered by the Department of Agriculture, Government of Uttar Pradesh. At village level the lekhpal and the panchayat sahayak are the working contacts; at block level the Block Agriculture Officer and the Rajkiya Krishi Beej Bhandar handle farmer queries; at district level the District Agriculture Officer is the escalation point. The department's own farmer portal, upagriculture.com, carries scheme registration and token services alongside the registry.

A grievance that stalls locally can be raised on Jansunwai, the Uttar Pradesh integrated grievance portal at jansunwai.up.nic.in, against the Department of Agriculture or the Revenue Department depending on whether the block is at the registry or in the land record itself.

Registration in the Uttar Pradesh Farmer Registry is free, and no officer, camp operator or agent is authorised to charge a farmer for issuing a Farmer ID.

Common reasons for rejection

A UP Farmer Registry submission is not rejected outright the way a benefit application can be. Instead the record comes back from lekhpal and revenue-side verification marked with an objection, and the Farmer ID stays at the temporary stage until the objection is cleared. The reasons that verification actually returns an objection are narrower than the general sign-up problems above, and each has a specific fix.

  • Mutation not updated after sale, gift or inheritance. If land changed hands but the khatauni still shows the previous owner, the verifying lekhpal cannot match your claim to the record and returns the entry. Get the mutation (dakhil-kharij) completed at the tehsil first, then re-submit; the registry cannot register a plot against a name the revenue record does not yet show.
  • Share not apportioned in a partitioned holding. Where a joint khata has been informally divided among heirs but the formal batwara (partition) was never recorded, each claimant's share in the portal does not add up to what the khatauni shows, and verification is held pending a proper partition order.
  • Plot under litigation or dispute flag. Land marked as contested in the revenue record, including cases pending in a revenue court, is typically not cleared at the verification stage until the dispute is resolved or the flag is removed by the court or tehsil.
  • Conflicting claim from a second registrant. If two people separately register against overlapping plot numbers, most often family members who were not aware the other had already applied, both entries are held until the revenue department determines which claim matches the current record and rejects or corrects the other.
  • Category or personal details inconsistent with Aadhaar. Where the category, date of birth or address entered in the form does not match the underlying Aadhaar record closely enough for the verifying official to reconcile it, the entry is sent back for correction rather than approved with a mismatch on file.
  • Digitised khatauni error. Older records digitised with a typo in the khata or khasra number, a wrong village code, or a missing plot occasionally fail to match even when the paper record is correct. This is a data-entry fault in the revenue database itself and has to be corrected by the lekhpal or tehsildar before the registry can pick it up.

In every case above, the fix runs through the revenue side (lekhpal, tehsil or revenue court), not through the UPFR portal itself; the portal only reflects what the khatauni says, so no amount of re-submitting the online form clears an objection rooted in the land record.

Documents required

Aadhaar card
The registration begins with Aadhaar and an OTP sent to the Aadhaar-linked mobile number. Without a linked mobile you must register at a camp or CSC with biometrics.
Aadhaar-linked mobile number
The portal authenticates only by OTP on the mobile number seeded in Aadhaar. Update it at an Aadhaar Seva Kendra first if it has changed.
Khatauni or khasra number
The land record in the farmer's name. The portal pulls plots from the UP revenue database once the khatauni number is entered.
Bank account passbookoptional
Not always asked for during registration, but the Farmer ID is most useful when the account is Aadhaar-seeded for direct benefit transfer.
Mobile phone with cameraoptional
Needed only for face-authentication registration through the AgriStack mobile app.

Frequently asked questions

What is a Farmer ID in Uttar Pradesh?

A Farmer ID is a unique digital identity number, also called Kisan Pehchan Patra, issued to a farmer under the Uttar Pradesh Farmer Registry. The ID links the farmer's Aadhaar, land records and contact details into one verified profile that state and central agriculture schemes read from.

Is Farmer Registry registration free?

Yes, registration at upfr.agristack.gov.in is completely free. A Common Service Centre operator may charge a small service fee for assisted data entry, but registration at a departmental camp in the panchayat bhawan costs nothing at all.

Is Farmer ID compulsory for PM-KISAN in Uttar Pradesh?

The Uttar Pradesh Department of Agriculture has made the Farmer Registry the route through which PM-KISAN beneficiaries are verified, so farmers without a Farmer ID have found instalments held up. Registering is the practical way to keep PM-KISAN payments flowing.

Who cannot register in the UP Farmer Registry?

A person with no agricultural land recorded in the Uttar Pradesh khatauni cannot complete registration, because the system must match at least one plot to the applicant. Landless labourers, sharecroppers and tenant farmers without a recorded holding are not covered by the land-linked registry.

How long does it take to get the Farmer ID?

A temporary Farmer ID is generated on screen as soon as you submit the form. The permanent ID follows after the lekhpal and the revenue side verify the land record, which typically takes one to a few weeks depending on district workload.

What documents do I need for UP farmer registration?

You need your Aadhaar card, the mobile number linked to that Aadhaar, and your khatauni or khasra number. Keeping a bank passbook handy is sensible because the ID is most useful once the account is Aadhaar-seeded.

What if my land is jointly held with brothers?

Jointly held khatauni entries can be registered, and each co-sharer registers separately against the same khata, claiming their own share. Disputes over shares are settled by the revenue department, not by the registry portal.

Can I correct a mistake after getting the Farmer ID?

Yes. Log back in at upfr.agristack.gov.in with your Aadhaar and OTP and edit the profile, or take the correction to your lekhpal or the block agriculture office. Land-record errors must be fixed in the revenue record first, after which the registry picks up the corrected entry.
