UP EV Subsidy — Uttar Pradesh Electric Vehicle Purchase Subsidy Scheme
Uttar Pradesh state government scheme
The UP EV Subsidy (Uttar Pradesh Electric Vehicle Purchase Subsidy Scheme) reimburses 15 percent of the ex-factory cost of an electric vehicle, capped at Rs 5,000 for a two-wheeler, Rs 1 lakh for a four-wheeler and Rs 20 lakh for an e-bus. Buyers claim it online at upevsubsidy.in after registering the vehicle in Uttar Pradesh.
What is the Uttar Pradesh Electric Vehicle Purchase Subsidy Scheme?
Uttar Pradesh Electric Vehicle Purchase Subsidy Scheme is the demand-side incentive built into the Uttar Pradesh Electric Vehicle Manufacturing and Mobility Policy 2022, notified on 14 October 2022. The policy is framed by the state's Department of Industrial Development through Invest UP, while the money actually reaches buyers through the Transport Department and its Regional Transport Offices. Claims are filed on a single dedicated portal, upevsubsidy.in.
The scheme works as a reimbursement, not a discount at the showroom. You pay the full price to the dealer, register the vehicle with an Uttar Pradesh RTO, and then file a claim online. The subsidy is credited by direct bank transfer to the account of the person named on the registration certificate.
Two things about the scheme are commonly misunderstood and worth stating plainly at the outset. First, the subsidy percentage is applied to the ex-factory cost of the vehicle, not to the on-road price, so the amount is smaller than buyers usually expect. Second, each category has a hard cap on the number of vehicles that will ever be subsidised, so the benefit is genuinely first-come-first-served.
How much subsidy does Uttar Pradesh give on an electric vehicle?
According to the upevsubsidy.in portal, the purchase subsidy under the 2022 policy is:
| Vehicle category | Subsidy | Cap per vehicle | Total vehicles covered |
|---|---|---|---|
| Electric two-wheeler | 15% of ex-factory cost | Rs 5,000 | First 2,00,000 vehicles |
| Electric four-wheeler (car) | 15% of ex-factory cost | Rs 1,00,000 | First 25,000 vehicles |
| E-bus (non-government) | 15% of ex-factory cost | Rs 20,00,000 | First 400 buses |
| E-goods carrier | 10% of ex-factory cost | Rs 1,00,000 | First 1,000 carriers |
A vehicle purchased without a battery receives only 50 percent of the figure above. This clause exists because battery-swapping and battery-leasing models separate the battery cost out of the vehicle invoice, and the state does not want to subsidise the same battery twice.
Beyond the cash subsidy, the policy grants 100 percent exemption from registration fee and road tax on electric vehicles bought and registered in Uttar Pradesh within three years of the 14 October 2022 notification. This exemption is applied automatically at the RTO when the vehicle is registered, you do not file a separate claim for it, and it is often worth more than the purchase subsidy itself on a mid-priced electric car.
Who is eligible for the Uttar Pradesh EV subsidy?
You can claim the subsidy if:
- You have purchased an electric vehicle and registered it with a Regional Transport Office in Uttar Pradesh.
- The vehicle falls in one of the four subsidised categories; electric two-wheeler, electric four-wheeler, e-bus or e-goods carrier.
- The category's vehicle-number cap has not yet been exhausted.
- You have a bank account in the same name as the registration certificate.
Limits on the number of vehicles per applicant:
- An individual buyer may claim on one two-wheeler, one four-wheeler, one e-bus or one e-goods carrier during the policy period.
- An aggregator or fleet operator may claim on up to ten two-wheelers or four-wheelers, or up to five e-buses or e-goods carriers.
- The subsidy is available once per applicant during the policy period, so a second purchase in the same category does not qualify.
You are not eligible if:
- The vehicle is registered outside Uttar Pradesh. Residence in the state is not enough; the registration must be with a UP RTO.
- The vehicle category's cap has already been filled.
- You are a government department or state undertaking buying e-buses. The 400-bus e-bus allocation is described as being for non-government buyers.
- You have already drawn the subsidy once in that category.
Hybrid vehicles, CNG vehicles and conventional petrol or diesel vehicles do not qualify under any circumstance.
What documents are needed for the Uttar Pradesh EV subsidy?
| Document | Mandatory | Notes |
|---|---|---|
| Vehicle registration certificate | Yes | Registration number doubles as the portal login ID |
| Dealer purchase invoice | Yes | Must show ex-factory cost separately |
| Cancelled cheque / bank passbook | Yes | Account name must match the RC name |
| Aadhaar card | Yes, for individuals | Identity proof for individual applicants |
| GST registration certificate | Yes, for firms | Replaces Aadhaar for institutional and fleet buyers |
| Passport photograph and signature | Yes | Uploaded as scanned images |
Keep the ex-factory cost figure handy before you start. Many dealer invoices show only the on-road price, and applicants who enter the on-road figure have their claims sent back for correction. Ask the dealer for a price break-up if the invoice does not carry it.
How to apply for the Uttar Pradesh EV subsidy
- Open the official portal at upevsubsidy.in and select the option to register as a vehicle buyer.
- Create your login using your vehicle registration number and mobile number, and verify the OTP sent to that number.
- Keep the documents ready as scanned files — passport photograph, signature, Aadhaar or GST certificate, purchase invoice and a cancelled cheque.
- Fill the online subsidy claim form with your vehicle details, the ex-factory cost from the invoice, and your bank account details.
- Upload the documents and submit the form. Note down the unique application number shown on screen. This is your only tracking reference.
- Wait for dealer verification followed by Regional Transport Office verification. Both are done inside the system; you do not need to visit either in person unless a discrepancy is raised.
- Track the claim by logging back into upevsubsidy.in with your registration number. Once approved, the subsidy is transferred within 30 days.
There is no offline application form for this scheme. Any agent offering to "get your EV subsidy sanctioned" for a fee is not part of the official process.
How do I check my EV subsidy application status?
Log in to upevsubsidy.in with the vehicle registration number and mobile number you used at registration, and open the claim you filed. The status screen shows which stage the claim is at; submitted, dealer-verified, RTO-verified, approved or paid.
The portal now carries an important operational note: subsidy processing and payment for every vehicle type except e-buses happen at the respective RTO office. If your claim has been sitting at the verification stage for weeks, the effective escalation point is the RTO where the vehicle is registered, not the state portal helpdesk. For written queries the portal lists the email address atc.revenue-up@nic.in.
Why do Uttar Pradesh EV subsidy claims get rejected?
- On-road price entered instead of ex-factory cost, which makes the claimed amount exceed the permitted 15 percent.
- Name mismatch between the registration certificate and the bank account, which blocks the direct transfer.
- Vehicle registered outside Uttar Pradesh, which puts it outside the scheme entirely.
- Duplicate claim. A second vehicle in the same category by the same individual buyer.
- Battery-less purchase not declared, where the system later applies the 50 percent reduction and the claim has to be revised.
- Category cap exhausted before the claim was filed.
Most of these are correctable. A name mismatch or an invoice error can be fixed by re-uploading the corrected document through the same application number; a category cap being exhausted cannot.
Where do I complain about a delayed EV subsidy in Uttar Pradesh?
Start with the Regional Transport Office that registered the vehicle, since that office now processes and pays the claim. Carry a printout of the application number and the acknowledgement.
If the RTO does not resolve it, file a written grievance on the Uttar Pradesh integrated grievance portal jansunwai.up.nic.in, selecting the Transport Department. Jansunwai issues a complaint number and a time-bound response, and it is the route the state itself recommends for departmental delays.
For e-bus claims, which are handled centrally rather than at the RTO, the portal's listed contact address atc.revenue-up@nic.in is the correct first point of contact.
Key points to remember
- The subsidy is 15 percent of ex-factory cost, capped at Rs 5,000 for two-wheelers and Rs 1 lakh for cars.
- Registration in Uttar Pradesh is mandatory, and the caps of 2 lakh two-wheelers and 25,000 cars are real limits, not targets.
- The road tax and registration fee exemption is automatic at the RTO and is separate from the cash subsidy.
- Claims are filed only at upevsubsidy.in, and payment is due within 30 days of approval.

Frequently asked questions
How much subsidy do I get on an electric two-wheeler in Uttar Pradesh?
You get 15 percent of the ex-factory cost, capped at Rs 5,000 per vehicle, under the Uttar Pradesh Electric Vehicle Manufacturing and Mobility Policy 2022. The cap applies to the first 2 lakh electric two-wheelers registered in the state. Note that the calculation base is ex-factory cost, not the on-road price you paid.
Where do I apply for the Uttar Pradesh EV subsidy?
Apply online at upevsubsidy.in — there is no offline route. You create a login using your vehicle registration number and mobile number, fill the claim form, upload documents, and receive a unique application number for tracking.
How many electric vehicles can one person claim subsidy on?
An individual buyer can claim the subsidy on only one two-wheeler, one four-wheeler, one e-bus or one e-goods carrier during the policy period. Aggregators and fleet operators are allowed up to ten two-wheelers or four-wheelers, or up to five e-buses or e-goods carriers.
Do electric vehicles pay road tax in Uttar Pradesh?
No. Electric vehicles purchased and registered in Uttar Pradesh get 100 percent exemption from registration fee and road tax for three years from the policy notification date of 14 October 2022, with further concessions announced for EVs manufactured in the state.
What happens if I buy an electric vehicle without a battery?
You receive only 50 percent of the applicable subsidy. The portal states that vehicles bought without batteries, typically under a battery-swapping or battery-leasing arrangement, get half the amount that the same vehicle with a fitted battery would attract.
How long does the Uttar Pradesh EV subsidy take to reach my account?
The portal says the subsidy is transferred within 30 days of the application being complete and approved. Delays are usually caused by the dealer or the Regional Transport Office verification step still being pending.
Who processes my EV subsidy claim now?
Regional Transport Offices process and pay subsidy claims for all vehicle categories except e-buses. The upevsubsidy.in portal directs applicants with status or payment questions to their local RTO rather than to the state headquarters.
Is the subsidy available to buyers from outside Uttar Pradesh?
No. The vehicle must be purchased and registered with an Uttar Pradesh Regional Transport Office. A vehicle registered in another state does not qualify, even if the buyer lives in Uttar Pradesh.
