What is the Uttar Pradesh Free Computer Training Scheme?

The Uttar Pradesh Free Computer Training Scheme is officially titled the "O" Level and C.C.C. Computer Training Scheme and is run by the Backward Class Welfare Department (Pichhda Varg Kalyan Vibhag), Government of Uttar Pradesh. Its stated objective on the departmental portal is to give better employment chances to young people of the Other Backward Classes by raising their skills.

The scheme has a statutory backbone. It operates under the 'O' Level Computer Training Scheme Rules 2007, the First Amendment Rules 2016 and the Second Amendment Rules 2017, and was moved fully online from the financial year 2018-19 by Government Order number 26/2018/1231/64-2-2018-1(68)/2006 dated 28 November 2018, which amended the earlier order of 27 February 2018. The online portal is obccomputertraining.upsdc.gov.in, content owned by the State Backward Welfare Department and hosted by the National Informatics Centre.

Under the scheme, a selected candidate takes either CCC (Course on Computer Concepts) or the O Level course at an empanelled training institute, and the government pays the prescribed training cost. The candidate pays nothing: no training fee, no registration fee.

The Backward Class Welfare Department runs four schemes in parallel, and it helps to know which is which so you apply on the right portal: the Online Marriage Grant Scheme (shadianudan.upsdc.gov.in), the Scholarship and Fee Reimbursement System (scholarship.up.gov.in), the Hostel Construction Scheme, and this Online Computer Training Scheme.

Who is eligible for free computer training in Uttar Pradesh?

According to the department's student directions for 2026-27, the conditions are:

You can apply if:

  • You belong to an Other Backward Class recognised in Uttar Pradesh and hold a valid caste certificate.
  • Your age is between 18 and 35 years.
  • You have passed Class 12 (Intermediate) or hold a higher qualification.
  • Your family annual income does not exceed Rs 1,00,000.
  • You are not receiving a scholarship from any other training institution.

You are not eligible if:

  • You are below 18 or above 35 years of age.
  • You have not passed Class 12.
  • Your family income is above Rs 1,00,000 a year, as shown on the income certificate.
  • You belong to a category other than OBC, Scheduled Caste, Scheduled Tribe, minority and general-category candidates cannot apply under this scheme, because it is funded from the Backward Class Welfare Department's own budget. Those groups have separate departmental schemes.
  • You are already drawing a scholarship from another training institution for the same purpose.

Selection among eligible applicants is on Class 12 marks. Where a district receives more applications than the seats sanctioned at its empanelled institutes, the merit list on Intermediate marks decides admission, and a waiting list is drawn up behind it.

How to apply for the Uttar Pradesh Free Computer Training Scheme

  1. Open https://www.obccomputertraining.upsdc.gov.in when the registration window is open and complete the online registration as a student.
  2. Fill every field of the application form carefully. The department places the full responsibility for the accuracy of the entries on the applicant, so a wrong caste or income entry is your own risk, not a correctable clerical slip.
  3. Upload scanned copies of the Class 10 marksheet, Class 12 marksheet, caste certificate, income certificate, Family ID and any other document asked for.
  4. Choose your course — CCC or O Level.
  5. Submit the form online and take a printout.
  6. Sign the printout and submit the hard copy, along with all the supporting documents, at your District Backward Class Welfare Office within the prescribed time limit. An application that exists only online, with no signed hard copy filed in time, is not processed.
  7. Watch the portal for the selection list and the name of the institute allotted to you, then report there on the date given.

What happens during the training

Uttar Pradesh Free Computer Training Scheme is attendance-driven, and this is where most trainees lose the benefit.

  • 75 percent attendance is compulsory, recorded through Aadhaar-based facial authentication at the institute. A paper register is not enough.
  • A trainee who stays absent for 15 days or more without a proper reason or intimation can be replaced by a candidate from the waiting list. Once replaced, the absent trainee has no valid claim on the seat.
  • The training must be taken at the institute allotted, within the institute timelines the department publishes for that year on the portal.

How is the money paid, and to whom?

No cash reaches the student. Under the guidelines annexed to the 2018 Government Order, the Director, Backward Class Welfare transfers the training fee by e-payment directly into the training institute's bank account, on the following basis:

  • CCC: the institute claims payment after the training of the trainees is complete. The District Backward Class Welfare Officer verifies the claim at the district level, and payment is then released to the institute's account by e-payment.
  • O Level: the amount payable to the institute is released in three instalments. The first instalment of 25 percent follows registration of the trainees and verification one month after the training begins, with further instalments released as the training progresses and at least the prescribed proportion of trainees appear in and complete the course.

The practical consequence for a trainee is simple: your only stake is your attendance and your examination. You should never be asked to pay the institute anything, and any demand for a fee, deposit or "admission charge" by an empanelled institute is a violation of the scheme.

Why applications get rejected

  • Income certificate above Rs 1,00,000. This is the hardest cut-off in the scheme and the most common reason for rejection.
  • Caste certificate not in the OBC list of Uttar Pradesh, or issued in a format the district office does not accept.
  • Age outside the 18 to 35 band on the date of application.
  • Hard copy not submitted at the District Backward Class Welfare Office within the time limit, even though the online form was filed.
  • Wrong entries in the online form. The department's directions state explicitly that the applicant bears full responsibility for the correctness of the particulars entered.
  • Lower Intermediate marks than the last selected candidate, where applications exceed seats. This is a merit outcome, not a defect in your file, and you can apply again in the next window.
  • Existing scholarship from another training institution.

Where to get help

  • District Backward Class Welfare Office of your district is the first point of contact for application, document verification and selection queries.
  • The portal's Notices section carries the year's Student Directions, Institute Timelines, Instructions for Institutes, the Affidavit Form and the Government Orders; read the student directions before you register, because the eligibility figures are restated there each year.
  • The portal also carries a helpdesk email address for registration problems; the department's public notice asks applicants to email for any type of issue regarding the registration process rather than call.
  • Directorate of Backward Class Welfare, Uttar Pradesh, Lucknow for escalations, and jansunwai.up.nic.in for a formal grievance.

Registration on obccomputertraining.upsdc.gov.in is free. No agent can secure a seat, and selection is decided only by Intermediate marks against the seats sanctioned in your district.

How to check your application status

The scheme does not run a separate "track your application" page with a status dropdown. Status information appears in a few real, specific places, and an applicant has to know which one applies at each stage.

  1. Log back into the portal with your registration credentials. After you register at obccomputertraining.upsdc.gov.in, your login shows whether your online form was accepted for processing. This confirms only that the online step went through, not that you have been selected.
  2. Watch the Notices section for the selection list. The department publishes the district-wise selection list, drawn up on Class 12 merit, on the same portal once the registration window closes and hard copies have been verified. Your name appearing on this list, along with the institute allotted to you, is the actual confirmation of selection, not the online submission receipt.
  3. Confirm your hard copy was received. Since the seat is finalised only after the signed printout and documents reach the District Backward Class Welfare Office, the safest status check at this stage is to ask that office directly whether your hard copy has been logged against your online application, rather than assuming the online submission alone is enough.
  4. Check with the institute once allotted. After the selection list is out, the training institute named against your name is the point of contact for joining dates, batch timing and attendance rules. If your name is on the list but the institute has no record of you, raise it with the District Backward Class Welfare Office immediately rather than waiting for the institute to follow up.
  5. Use the portal's helpdesk email for registration-stage problems. The department's own notice asks applicants to email the helpdesk address published on the portal for issues with the registration process itself (form not submitting, upload errors), rather than call, since this scheme has no published helpline number for phone status checks.
  6. Escalate through the District Backward Class Welfare Office or jansunwai.up.nic.in if you have submitted a hard copy within the deadline, appear eligible on paper, but your name does not show up on the selection list or waiting list after it is published. Since selection is a one-time annual merit exercise, a genuine omission needs to be raised before the training cycle starts, not after institutes have already begun classes.

Documents required

Class 10 (High School) marksheet

Must establish that the applicant belongs to an Other Backward Class recognised in Uttar Pradesh.
Income certificate
Family annual income must not exceed Rs 1,00,000.
Family ID
The Family ID (Parivar ID) is listed among the required documents in the department's student directions.
Signed printout of the online application
The hard copy must be submitted with all supporting papers at the District Backward Class Welfare Office within the prescribed time.

Frequently asked questions

Who can apply for the Uttar Pradesh Free Computer Training Scheme?

An unemployed young man or woman of an Other Backward Class in Uttar Pradesh, aged between 18 and 35 years, who has passed Class 12 or holds a higher qualification, and whose family annual income does not exceed Rs 1,00,000, can apply. The applicant must not already be receiving a scholarship from another training institution.

Which courses are covered?

Applicants choose one of two courses — CCC (Course on Computer Concepts) or the O Level computer course. The state government bears the prescribed training cost and pays it directly to the training institute, so the trainee pays no training or registration fee.

How are candidates selected?

Selection is made on the marks scored in Class 12 (Intermediate). Where applications exceed the seats available at a district's empanelled institutes, a merit list on Intermediate marks decides who gets in and a waiting list is prepared.

Is attendance compulsory during the training?

Yes. The department requires 75 percent attendance recorded through Aadhaar-based facial authentication. A trainee absent for 15 days or more without a proper reason or intimation can be replaced by a candidate from the waiting list, and the absent trainee's claim is then not valid.

Is the application fully online?

No, it is two-step. You apply online at obccomputertraining.upsdc.gov.in and upload scanned documents, then take a printout, sign it, and submit the hard copy with all supporting documents at your District Backward Class Welfare Office within the prescribed time limit.

Does the trainee receive any money?

No. The trainee receives no cash. Under the department's guidelines the Director, Backward Class Welfare transfers the training fee by e-payment straight into the bank account of the training institute, in instalments linked to verified progress of the training.

Can a Scheduled Caste or general-category student apply?

No. This particular scheme is run by the Backward Class Welfare Department for Other Backward Class youth only, so applicants from other categories are not eligible under it and cannot apply. Other departments run their own training schemes for their target groups.

Is registration open right now?

As of the last check on 2 August 2026, both student registration and institute registration showed as closed on the portal. The department opens a window once a financial year and publishes institute timelines and student directions on the same site before it opens.
