What is Jyotiba Phule Shramik Kanyadan Yojana?

Jyotiba Phule Shramik Kanyadan Yojana is a marriage assistance scheme of the Uttar Pradesh Labour Welfare Board. The Uttar Pradesh Shram Kalyan Parishad, which functions under the state Labour Department. On the Parishad's own portal, skpuplabour.in, it is listed as "ज्योतिबा फुले श्रमिक कन्यादान योजना".

The scheme answers a very ordinary problem. A factory worker earning at or below the Labour Welfare Fund's wage ceiling has almost no capacity to absorb the cost of a daughter's wedding without borrowing. Jyotiba Phule Shramik Kanyadan Yojana provides a single grant of Rs 51,000 so that the family has a documented, interest-free source of money instead of a moneylender.

One point of confusion is worth settling at the start. Jyotiba Phule Shramik Kanyadan Yojana is not a scheme of the UP Building and Other Construction Workers Welfare Board. It is financed from the Labour Welfare Fund set up under the Uttar Pradesh Labour Welfare Fund Act, 1965, whose rules came into force in 1972, and it serves workers in registered factories. Construction workers who hold a UPBOCW labour card have a parallel but separate scheme, Kanya Vivah Sahayata Yojana, on upbocw.in. A person cannot draw both for the same marriage.

Who is eligible for Jyotiba Phule Shramik Kanyadan Yojana?

You can claim the grant if:

  • You are employed in an establishment registered under the Factories Act, 1948 in Uttar Pradesh.
  • Your monthly wage: basic pay plus dearness allowance, does not exceed Rs 24,000.
  • The marriage is that of your daughter, or your own marriage if you are a registered woman worker.
  • The daughter is at least 18 years old on the date of the marriage.
  • You are applying within the permitted window: from 3 months before the fixed wedding date, and up to 1 year after the marriage.
  • You have not already used the benefit for 2 daughters.

You cannot apply, or are not eligible, if:

  • Your monthly basic pay plus DA is above Rs 24,000.
  • You work in a central or state government establishment, which the Uttar Pradesh Labour Welfare Fund Act, 1965 excludes from its coverage.
  • You are a registered construction worker under the UPBOCW Board, in which case Kanya Vivah Sahayata Yojana applies instead.
  • The bride was under 18 on the wedding date. The Parishad treats the statutory minimum marriage age as a hard eligibility condition, not a formality.
  • You have already received the grant for 2 daughters.
  • You apply more than 1 year after the marriage — a late file is time-barred.

How much does the scheme pay, and how?

Jyotiba Phule Shramik Kanyadan Yojana pays a flat Rs 51,000 as financial assistance. Unlike the education schemes of the same board, there are no slabs or grades here. The figure is the same for every sanctioned application.

The money is credited directly to the bank account recorded in the application, which may be the daughter's account or the worker's own. The Parishad sends an SMS to the registered mobile number when the transfer is made. The benefit is a one-time grant per marriage, capped at 2 daughters for the same worker.

When should you apply?

The window is generous but strict at both ends.

  • Earliest: 3 months before the fixed date of the marriage. This matters because a family that starts the file early can have the establishment verification completed before the wedding, which shortens the wait for money.
  • Latest: 1 year after the marriage has taken place.

Filing before the wedding does not remove the need for evidence. The wedding card copy is a required document precisely because it fixes the date the Parishad will check against.

What documents are required?

Document Mandatory Notes
Verified printout of the online application Yes Attested by the factory or establishment
Bank passbook copy of the daughter or worker Yes Legible, showing the IFSC code
Age proof of the daughter Yes Aadhaar, or a local-body document carrying the date of birth
Copy of the wedding invitation card Yes Legible copy establishing the marriage date

Keep two things in mind while assembling this set. First, the passbook copy must be readable. An unreadable IFSC code is one of the most common reasons a sanctioned payment fails. Second, the age proof must show a date of birth, so a document that only records an age in years is not accepted.

How to apply for Jyotiba Phule Shramik Kanyadan Yojana

The Shram Kalyan Parishad publishes the following ten-step route on skpuplabour.in.

  1. Open a browser and go to www.skpuplabour.in.
  2. Click "श्रमिक आवेदन" (Worker Application).
  3. New users click "न्यू यूजर रजिस्टर करें" (Register New User), complete the registration form and submit it. The user ID and password are sent to the mobile number by SMS.
  4. Log in with the user ID and password received.
  5. Select Jyotiba Phule Shramik Kanyadan Yojana, fill the form, upload the photograph and submit.
  6. Print the submitted application.
  7. Get the printout verified and attested by the factory or establishment where you work.
  8. Log in again, open "योजना के आवेदन का विवरण" (Details of Scheme Application), upload the scanned attested application along with the bank passbook copy, the daughter's age proof and the wedding card, and save.
  9. After successful verification the amount is transferred to the beneficiary's bank account and an SMS confirmation is sent.
  10. Check progress at any time under "आवेदन की स्थिति" (Application Status).

There is no separate paper application route for this scheme. The single physical step is the workplace attestation at step 7, which is what converts your online declaration into a verified claim the Parishad can act on.

How do you check the status of your claim?

Log in to skpuplabour.in with the same credentials and open "आवेदन की स्थिति". The screen indicates whether the establishment verification is recorded, whether the file has moved to the sanctioning officer, and whether payment has been released. If the status has not moved for several weeks, the usual cause is a document upload the establishment or the district office has marked deficient, and re-uploading a clean scan through the same login clears it.

Why do Kanyadan claims get rejected?

  • The bride was under 18 on the wedding date, or the age proof does not show a date of birth.
  • Application filed more than 1 year after the marriage.
  • Wage above Rs 24,000 basic plus DA, putting the worker outside the Labour Welfare Fund's beneficiary definition.
  • The printout was never attested by the factory, so the uploaded copy is unverified.
  • Third daughter, the benefit stops at 2 daughters per worker.
  • Duplicate claim where the same marriage has already been assisted, or where the family is drawing the UPBOCW Kanya Vivah Sahayata Yojana instead.
  • Illegible bank passbook copy or a missing IFSC code, which stops the transfer even after sanction.

Where do you get help or file a grievance?

  • Labour Department toll-free helpline: 1800-180-5160
  • Labour Welfare Commissioner, Uttar Pradesh: 0512-2219001, email lcup@uplabourdeptt.com
  • Deputy Labour Welfare Commissioner: 0512-2225119
  • Assistant Labour Commissioner: 0512-2295173
  • Accounts, Shram Kalyan Parishad: 0512-2295174

The Uttar Pradesh Shram Kalyan Parishad has its office in the Labour Commissioner's office campus at Kanpur, and the Labour Commissioner of the state is its Chief Executive Officer. Applying is free. No agent, contractor or middleman is authorised to charge a fee for filing a Kanyadan claim, and no official will ask for the OTP sent to your mobile number.
