Mukhyamantri Khet Suraksha Yojana (Uttar Pradesh)
Uttar Pradesh state government scheme
Mukhyamantri Khet Suraksha Yojana is Uttar Pradesh's announced support for solar fencing that protects standing crops from stray cattle and nilgai. No separate application module for it appears on agriculture.up.gov.in, where the 2 live farmer modules are solar pump booking and agricultural equipment booking, so verify the window before paying anyone.
What is Mukhyamantri Khet Suraksha Yojana?
Mukhyamantri Khet Suraksha Yojana is the name Uttar Pradesh has used for support towards solar fencing around farm land, intended to stop stray cattle, nilgai and wild boar from destroying standing crops. The department that would run it is the Department of Agriculture (Krishi Vibhag), Government of Uttar Pradesh, which handles farmer subsidies through the portal agriculture.up.gov.in.
The problem the scheme addresses is real and large. Across much of Uttar Pradesh, a farmer with a standing wheat or pulse crop spends nights guarding the field, and a single night's grazing by a herd of stray cattle can wipe out a season. Compensation after the event is slow and partial. A fence prevents the loss instead of paying for it, which is why fencing support has repeatedly been proposed as a state intervention.
Readers must know the current position before spending money. No separate Khet Suraksha application module is listed on agriculture.up.gov.in. The two farmer-facing booking modules currently live on that portal are solar pump booking under PM-KUSUM and agricultural equipment booking, alongside seed booking and farmer registration. This guide therefore does not print a subsidy percentage, a per-hectare ceiling or an application deadline for Khet Suraksha Yojana, because none can be traced to a current official page.
How solar farm fencing works
A solar farm fence is not an electric fence in the sense people fear. A small solar panel charges a battery, and an energiser sends a short, low-current pulse down a wire strung around the field boundary. An animal touching the wire gets a sharp but harmless shock and turns away. After a few contacts, the herd learns the boundary and stops approaching.
The practical value for a farmer is that the fence works at night, without a person present, which is exactly when stray cattle enter. The practical cost is the wire, posts, energiser, battery and panel, plus periodic maintenance of the wire line and clearing of vegetation touching it, an unmaintained fence that shorts to earth stops working entirely.
Who would be eligible, and who cannot apply now?
The intended group is:
- Farmers resident in Uttar Pradesh with land recorded in their own name.
- Farmers holding a registration on agriculture.up.gov.in, which is the prerequisite for every Department of Agriculture subsidy in the state.
- Farmers whose land is in an area with documented crop damage by stray cattle or nilgai.
- Farmers with an Aadhaar-seeded bank account in their own name, since the department pays only by DBT.
- Groups of adjoining farmers, where a scheme allows a shared boundary fence across contiguous plots — a shared fence is far cheaper per hectare than individual ones.
You cannot apply today, and would not be eligible, if:
- You are looking for a live Khet Suraksha application form. None is published on the department portal, so there is nothing official to fill.
- You are not registered on the agriculture DBT portal. Register first; nothing else in the department's system works without it.
- The land is not recorded against you, or the boundary is under dispute.
- Your bank account is not Aadhaar-seeded, or is a joint or third-party account.
- You want the money for something other than farm protection: subsidy under a fencing scheme is released against a fence that exists and can be inspected.
How to apply for farm protection support in Uttar Pradesh
- Register on agriculture.up.gov.in if you have not already, using your Aadhaar, khatauni and an Aadhaar-seeded bank account. Registration is free and takes one sitting.
- Open the portal and check the live module list yourself. If a Khet Suraksha booking module has been launched since this page was checked, it will appear on agriculture.up.gov.in before it appears anywhere else.
- Ask your district agriculture officer (Jila Krishi Adhikari) directly whether a fencing window has opened for your district and what the current subsidy pattern is. District offices receive scheme circulars before they reach farmers.
- Call the department's registration and DBT helpline on 7839883124, or write to dbt.validation@gmail.com, to confirm what the officer tells you.
- If a window is open, book online against your registration number, keep the acknowledgement, and complete the installation only through the route the scheme specifies.
- Photograph the installed fence and retain the vendor invoice. Subsidy under equipment-style schemes in Uttar Pradesh is released against verified installation, not against the booking alone.
What documents will be asked for?
| Document | Mandatory | Notes |
|---|---|---|
| Agriculture DBT registration number | Yes | Prerequisite for every department subsidy |
| Aadhaar card | Yes | Identity and base of the registration |
| Land records (khatauni/khasra) | Yes | Boundary and area of the plot to be fenced |
| Bank passbook | Yes | Aadhaar-seeded, in the farmer's own name |
| Vendor quotation or invoice | No | Where subsidy is released against actual expenditure |
Cautions specific to this scheme
Because Khet Suraksha Yojana is a widely publicised name without a live official application page behind it, it attracts two kinds of trouble.
The first is advance-taking vendors who quote a fence price, collect money, and promise the subsidy will come later. Do not pay against a subsidy that is not sanctioned in writing against your registration number.
The second is look-alike websites. The Department of Agriculture carries a public notice on its own home page that a look-alike domain is fraudulent. Reach the portal only by typing agriculture.up.gov.in yourself, and never through a link forwarded on a messaging app.
Help and grievance redressal
- Registration and DBT helpline: 7839883124, with dbt.validation@gmail.com for written queries.
- District Agriculture Officer at your district headquarters, for scheme windows, targets and installation disputes.
- jansunwai.up.nic.in, the Uttar Pradesh integrated grievance portal, for a written complaint with a trackable number.
This page will be updated with subsidy rates, eligibility conditions and application steps as soon as the Uttar Pradesh Department of Agriculture publishes a Khet Suraksha scheme page or booking module. Until then, no figure circulating for this scheme should be treated as confirmed.
How to check your application status
Because Khet Suraksha Yojana has no dedicated booking module on agriculture.up.gov.in at present, there is no scheme-specific status tracker to check. What you can and should check is the status of the underlying steps that any future fencing subsidy would run through, since these are already live on the portal.
- Check your farmer registration status. Log in to agriculture.up.gov.in with your registration number and mobile number, and confirm your profile shows as verified, with land records and Aadhaar seeding both marked complete. A pending or rejected registration is the first thing to fix, since it blocks every subsidy module the department runs, not just fencing.
- Check DBT and bank seeding status separately. The registration status and the Aadhaar-bank-seeding status are shown as two different fields on the farmer dashboard. A farmer can be "registered" while the bank seeding still shows pending, in which case no payment can reach the account regardless of what scheme it is for.
- Call the registration and DBT helpline on 7839883124 with your registration number in hand if the portal status looks stuck or shows an error. Keep a note of the date and the officer's name for any call where you are told to wait or resubmit something.
- Ask the district agriculture office for a written status note if you already submitted paperwork for a fencing subsidy through an offline or pilot route in your district. District offices track their own sanction lists separately from the state portal, and a written acknowledgement number is the only reliable proof that your case is in their queue.
- Recheck agriculture.up.gov.in periodically for a new booking module named for farm fencing or Khet Suraksha. Once such a module goes live, it will carry its own application-ID based status check, replacing the registration-status check above as the relevant one to use.
Common reasons for rejection
No live Khet Suraksha booking exists to be rejected from today, so the reasons below are the ones that actually cause rejections or holds on the department's other equipment and DBT-linked subsidy modules in Uttar Pradesh, the same checks a fencing module would almost certainly reuse.
- Aadhaar and bank account name mismatch. If the name on the Aadhaar card, the bank passbook and the farmer registration do not match exactly, the DBT payment fails validation. Fix this by correcting the mismatched record at its source (bank branch or Aadhaar centre) before resubmitting, rather than retrying the same booking.
- Land not recorded in the applicant's own name. Subsidy against a fence on disputed, ancestral-undivided, or tenant-cultivated land is held back until the khatauni clearly shows the applicant as the recorded owner or a documented co-owner. Get the land record mutated or corrected at the tehsil first.
- Bank account not Aadhaar-seeded, or a joint account. The department pays only into an account where DBT-Aadhaar seeding is active and the applicant is the sole or primary holder. A joint account or an unseeded account is rejected at the payment stage even after the application itself is approved.
- Booking made without a live registration or with an expired one. Farmer registrations on agriculture.up.gov.in need periodic renewal in some cycles. A booking filed against a lapsed registration number is rejected outright, and the fix is to renew the registration before reapplying.
- Claiming subsidy against a fence that fails physical verification. Equipment-style subsidies in Uttar Pradesh are released against a verified installation, not the booking alone. A fence that is incomplete, built with non-matching specifications, or that the inspecting officer cannot locate at the plot named in the application is rejected at the verification stage. Photograph the finished fence and keep the vendor invoice so the verification visit has something concrete to match against.
- Paying an unauthorised vendor and expecting reimbursement. Money paid to a vendor who is not on the department's approved list, or against a scheme that was never officially sanctioned in the first place, cannot be reimbursed through any grievance route. Confirm any vendor and any subsidy sanction in writing against your registration number before paying.

Frequently asked questions
Is Mukhyamantri Khet Suraksha Yojana open for applications?
No separate Khet Suraksha application module appears on agriculture.up.gov.in. The farmer-facing modules currently live on the Department of Agriculture portal are solar pump booking under PM-KUSUM and agricultural equipment booking. Ask your district agriculture officer whether a Khet Suraksha window has opened for your district before acting on any advertisement.
What does Khet Suraksha Yojana protect against?
Khet Suraksha Yojana addresses crop damage by stray cattle, nilgai and wild boar, which is one of the largest single causes of standing-crop loss in Uttar Pradesh, by supporting a solar fence around the field rather than compensating the loss after it happens.
How much subsidy does UP give for solar fencing?
No subsidy rate for solar fencing is published on the Uttar Pradesh Department of Agriculture portal at present. Percentages and per-hectare ceilings quoted on private websites cannot be traced to an official page and should not be used to plan expenditure.
Is a solar fence dangerous to animals or people?
A solar farm fence is designed to deliver a short, low-current pulse that startles an animal rather than injures it. That is the whole point of the design — it turns an animal away from the crop without harming it and without the farmer having to keep night watch.
Do I need an agriculture registration number to get any UP farm subsidy?
Yes. The Department of Agriculture pays every farmer subsidy against a registration on agriculture.up.gov.in and an Aadhaar-seeded bank account. Obtain the registration first; it is free and it is the prerequisite for solar pumps, equipment subsidy and any fencing support.
Who do I contact about crop damage by stray cattle in Uttar Pradesh?
Contact the district agriculture officer for scheme questions, and file a written grievance at jansunwai.up.nic.in if the matter is not resolved. Stray cattle management in a village also involves the gram panchayat and the district administration's cattle shelter arrangements.
