What is UP Atmanirbhar Krishak Samanvit Vikas Yojana?

UP Atmanirbhar Krishak Samanvit Vikas Yojana is a state-funded agriculture programme of the Department of Agriculture, Government of Uttar Pradesh, approved by the state cabinet on 3 December 2021. The scheme's core purpose is to form and support Farmer Producer Organisations (FPOs), roughly 1,475 of them, about one in every development block of the state, so that small and marginal farmers can buy, store, process and sell collectively instead of individually.

The scheme carries an outlay of Rs 1,220.92 crore spread across the financial years 2022-23 to 2031-32. It is often written in Hindi as Atmanirbhar Krishak Samanvit Vikas Yojana, and "samanvit vikas" means integrated development, which is the point: the scheme tries to connect input supply, credit, storage, processing and marketing into one chain rather than funding each separately.

Why FPOs rather than direct payments

Uttar Pradesh has among the smallest average landholdings in India. A farmer with one or two bighas cannot negotiate on fertiliser price, cannot afford a cold store, cannot meet a bulk buyer's minimum lot size, and usually sells to the nearest trader at whatever rate is offered. An FPO is a company owned by its farmer members that does those things at scale on their behalf. The scheme pays for the formation, professional management and initial working support of these companies, because a farmer group without a paid CEO and working capital typically collapses within two seasons.

Implementing agencies

Formation of the FPOs is handled through partner agencies rather than directly by the department:

  • NABARD; National Bank for Agriculture and Rural Development.
  • NAFED, National Agricultural Cooperative Marketing Federation of India.
  • SFAC: Small Farmers' Agri-Business Consortium.
  • NCDC, National Cooperative Development Corporation.

Each agency is allotted blocks, forms the FPO there, registers it as a producer company, appoints a Cluster Based Business Organisation to hand-hold it, and enrols member farmers.

Who benefits under this scheme, and who cannot apply?

This is not an individual-benefit scheme. No farmer receives cash, a subsidy cheque or an instalment under UP Atmanirbhar Krishak Samanvit Vikas Yojana. The money funds institutions. Understanding this saves a lot of wasted trips to the block office.

You can benefit if you:

  • Are an active farmer cultivating land in Uttar Pradesh, in a block where an FPO has been formed under the scheme.
  • Are a permanent resident of the state.
  • Hold land records; khatauni or khasra, or can otherwise satisfy the FPO that you cultivate in its operational area.
  • Have generated your 12-digit Farmer ID at upfr.agristack.gov.in, which Uttar Pradesh has required since 2025 for farm scheme benefits.
  • Are willing to buy shares in the FPO and take on the obligations of membership, such as routing part of your produce through it.

You cannot apply, in the sense of a personal claim, if you expect:

  • A direct cash transfer to your account under this scheme name. There is none. If you want direct income support, PM-KISAN is the scheme for that.
  • A subsidy on an individual machine or input under this scheme name. Individual subsidies in Uttar Pradesh run through separate schemes on the upagriculture.com and agriculture department portals.
  • Membership in a block where no FPO has yet been formed. Formation is staggered over the scheme period, so some blocks are covered later than others.
  • To join more than one FPO for the same landholding. Duplicate membership is not the intent and creates problems at procurement stage.

What documents do you need to join a block FPO?

Document Mandatory Notes
Aadhaar card Yes Identity of the member farmer
Land record (khatauni/khasra) Yes Proves cultivation in the FPO's block
Farmer ID (Agristack) Yes 12-digit ID from upfr.agristack.gov.in
Bank passbook Yes For share capital and produce payments
Residence proof Yes Establishes the block or cluster
Photographs No Usually asked for the membership form

How to join an FPO under this scheme

  1. Find out which FPO covers your block. Ask at the block agriculture office, the Rajkiya Krishi Beej Godam (government seed store), or the District Agriculture Officer. Ask specifically which agency: NABARD, NAFED, SFAC or NCDC — formed the FPO and who its chief executive is.
  2. Generate your Farmer ID at upfr.agristack.gov.in if you have not already. Keep the 12-digit number safe; it is now the standard identifier for Uttar Pradesh farm schemes.
  3. Collect your papers, Aadhaar, khatauni or khasra, bank passbook, residence proof and photographs.
  4. Meet the FPO board or its Cluster Based Business Organisation and fill the membership application. Ask for the share value, the minimum shareholding and what obligations membership carries.
  5. Pay the share capital and obtain a share certificate in your name. Insist on the certificate; it is your proof of ownership in the producer company.
  6. Use the FPO. Buy inputs through it, route produce through it, and attend the general body meetings, because an FPO whose members do not transact with it has no turnover and does not survive.

What a member farmer actually gets

  • Cheaper inputs. Seed, fertiliser and pesticide bought in bulk by the FPO cost less per unit than the same items bought individually at a retail shop.
  • Better prices for produce. Aggregated lots reach buyers, processors and government procurement agencies that will not deal with a single small farmer.
  • Storage and grading. FPOs under the scheme are meant to develop warehousing and primary processing infrastructure, reducing distress sales immediately after harvest.
  • Credit access. A registered producer company with audited accounts can borrow from banks and NABARD on terms unavailable to individual smallholders.
  • Training and extension. Cluster Based Business Organisations provide crop advisory, book-keeping and market linkage support funded under the scheme.
  • Licences. Many FPOs hold seed, fertiliser and pesticide licences, so members buy from their own company.

How to check the status of the FPO in your block

There is no online status tracker for an individual farmer, because there is no individual application. What you can check is the institution:

  1. Ask the District Agriculture Officer for the list of FPOs formed in your district under the scheme, with block names and contact numbers.
  2. Look up the FPO's registration on the Ministry of Corporate Affairs records, since a producer company is a registered company with a CIN.
  3. Consult upagripardarshi.gov.in, the Uttar Pradesh agriculture transparency portal, and upagriculture.com for departmental scheme notices and district-level information.

Common problems and what to do

  • No FPO exists yet in your block. Raise it with the District Agriculture Officer. Formation is phased across the scheme period to 2031-32.
  • Farmer ID not generating, usually because of an Aadhaar or land-record mismatch. Get the land record corrected at the tehsil first.
  • FPO exists on paper but does no business. This is the real failure mode of FPO programmes. Attend the general body meeting, ask for the audited accounts, and escalate to the implementing agency: NABARD, NAFED, SFAC or NCDC, whose Cluster Based Business Organisation is paid to support it.
  • Someone asking for money to enrol you. Share capital goes into the company against a share certificate. Any payment without a certificate is not legitimate.
  • Land record in a parent's name. Many members face this. Ask the FPO what proof of cultivation it accepts, and get the mutation done at the tehsil.

Key facts and dates

  • 3 December 2021, Uttar Pradesh cabinet approved the scheme.
  • Rs 1,220.92 crore: total outlay.
  • 2022-23 to 2031-32: scheme period.
  • About 1,475 FPOs: target, roughly one per development block.
  • Since 2025, the 12-digit Farmer ID from upfr.agristack.gov.in is required for Uttar Pradesh farm scheme benefits.

Where to ask for help

  • Block agriculture office or the government seed store in your block, for the FPO contact in your area.
  • District Agriculture Officer, for the district FPO list and for a block with no FPO yet.
  • upagripardarshi.gov.in and upagriculture.com, the Department of Agriculture portals, for scheme notices.
  • Jansunwai portal at jansunwai.up.nic.in, the Uttar Pradesh Integrated Grievance Redressal System, for a written and trackable complaint.

Because this is an institutional scheme rather than a personal benefit, the single most useful thing a farmer can do is find the FPO in their own block and become an active member of it. Waiting for a payment under this scheme name will not produce one.

Frequently asked questions

Can an individual farmer apply for UP Atmanirbhar Krishak Samanvit Vikas Yojana?

No. There is no individual application form and no cash benefit paid to a farmer under this scheme. The scheme funds the formation of Farmer Producer Organisations at block level, and a farmer benefits by becoming a shareholder member of the FPO in his or her own development block.

What is the scheme's outlay and period?

The Uttar Pradesh cabinet approved an outlay of Rs 1,220.92 crore spread across the financial years 2022-23 to 2031-32, with approval given on 3 December 2021. The scheme was designed to support the formation and running costs of about 1,475 Farmer Producer Organisations across the state.

How many FPOs will be formed under the scheme?

About 1,475 Farmer Producer Organisations, roughly one for each development block in Uttar Pradesh. Formation is handled by implementing agencies including NABARD, NAFED, the Small Farmers' Agri-Business Consortium (SFAC) and the National Cooperative Development Corporation (NCDC).

How do I join the FPO in my block?

Ask at your block agriculture office or the Rajkiya Krishi Beej Godam which agency has formed the FPO for your block, then contact the FPO's chief executive or board and complete the membership form with your Aadhaar, land record, Farmer ID and bank details. You pay a small share capital amount and receive a share certificate.

What does an FPO actually do for a member farmer?

An FPO buys inputs such as seed and fertiliser in bulk at lower prices, aggregates members' produce so it can be sold in larger lots at better rates, arranges storage and grading, and in many cases takes up primary processing. Members also get access to institutional credit and to government procurement that a single small farmer cannot reach alone.

Do I need a Farmer ID for FPO benefits in UP?

Yes, in practice. Since 2025 Uttar Pradesh has required the 12-digit Farmer ID generated on upfr.agristack.gov.in for farm scheme benefits, and it has become the standard identifier used by the Department of Agriculture. Generate it before approaching the FPO so that your record links cleanly.

Is there a fee to join an FPO?

You contribute share capital, which is a genuine investment that makes you a part-owner of the FPO, not a fee. Amounts vary by FPO and are usually modest. No one may charge you a separate commission or bribe to enrol you as a member.

Is this scheme the same as the central 10,000 FPO scheme?

No, though they work in parallel. The central Formation and Promotion of 10,000 FPOs scheme runs nationally through the same implementing agencies. UP Atmanirbhar Krishak Samanvit Vikas Yojana is a separate state-funded programme that adds block-level coverage inside Uttar Pradesh.

What if my land record is still in my parent's name?

Ask the FPO what proof of cultivation it accepts for membership, and get the land record mutation done at the tehsil. This is a common issue many members face and does not necessarily block joining if the FPO accepts alternative cultivation proof in the meantime.
