UPBOCW — Uttar Pradesh Building and Other Construction Workers Welfare Board (Nirman Shramik) Schemes
Uttar Pradesh state government scheme
The Uttar Pradesh Building and Other Construction Workers Welfare Board (UPBOCW) registers construction workers aged 18 to 60 who have worked at least 90 days in the past 12 months, and gives registered nirman shramik families maternity, education, marriage, medical, accident and death benefits. Registration is free to start online at upbocw.in and must be renewed to stay live.
What is the UP Building and Other Construction Workers Welfare Board?
The Uttar Pradesh Building and Other Construction Workers Welfare Board is the statutory body that registers construction workers in the state and runs welfare schemes for them and their families. It was set up under the central Building and Other Construction Workers legislation, functions under the Labour Department, Government of Uttar Pradesh, and maintains its portal at upbocw.in.
The board is funded mainly by a cess collected on construction cost from builders and construction projects across the state. That cess is what pays for the welfare schemes, which is why board benefits are available only to workers who are formally registered with it, registration is what converts an informal construction labourer into a recorded beneficiary of that fund.
Everything the board does runs off one thing: a live registration. A worker who is registered and whose registration has been renewed can claim across a whole set of schemes. A worker who is not registered, or whose registration has lapsed, is outside the system entirely, no matter how many years they have spent on construction sites. This single point explains most of the disappointment families experience with nirman shramik schemes.
What does the board actually cover?
The Uttar Pradesh board runs an umbrella of welfare schemes for registered construction workers. Broadly they fall into these groups:
- Education assistance for the children of registered workers, from school classes through to higher and technical education. The state also runs the Atal Awasiya Vidyalaya residential schools for children of registered construction workers.
- Marriage assistance towards the wedding of a registered worker's daughter, and for women workers marrying.
- Maternity and child benefit for registered women workers and, in some schemes, for the wife of a registered male worker.
- Medical assistance towards treatment costs and hospitalisation.
- Accident and disability assistance where a worker is injured, including permanent disability support.
- Death and funeral assistance paid to the family of a registered worker who dies, including a specific mrityu or antyeshti component.
- Pension and old age support for workers who reach the end of their working life while registered.
- Skill development and tool assistance to help workers upgrade their trade.
The board revises scheme amounts and conditions by resolution from time to time, and the current figure for each scheme is published on upbocw.in. Because the amounts change, the right habit is to check the scheme page on the portal, or ask at the district Labour Office, before assuming an amount you heard from another worker still applies.
Who is eligible to register as a nirman shramik?
You can register with the board if:
- You work as a construction worker in Uttar Pradesh, mason, beldar or helper, carpenter, bar bender, painter, plumber, welder, electrician on construction sites, stone cutter, road, bridge, canal or building worker, and similar trades.
- You are between 18 and 60 years old.
- You have completed at least 90 days of construction work in the previous 12 months, certified by your employer, contractor, a registered trade union or the gram pradhan.
- You have an Aadhaar card and a live bank account that can receive direct benefit transfer.
- You are resident in the district where you are registering.
You cannot apply for board registration, and are not eligible for its schemes, if:
- You are below 18 or above 60 years of age.
- You cannot produce a 90-day work certificate for construction work in the last year. This is not a formality. It is the substantive test of whether you are a construction worker at all.
- Your work is in a factory or another establishment that is not construction. Factory workers in Uttar Pradesh are covered by the Labour Welfare Board and its own schemes, not by the construction workers board.
- You are not working in Uttar Pradesh.
- You are a contractor or employer rather than a worker.
Once registered, the scheme-level eligibility is layered on top. Almost every board scheme additionally requires that your registration is live at the time of the claim and, for family benefits, that the family member is recorded against your registration.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar card | Yes | Identity and DBT linkage |
| Ninety-day work certificate | Yes | From employer, contractor, union or gram pradhan |
| Age proof | Yes | Must show age 18 to 60 |
| Bank passbook | Yes | Live and Aadhaar-seeded account |
| Residence proof in UP | Yes | Ration card, voter card or electricity bill |
| Passport photograph | Yes | For the labour registration card |
| Family details and photographs | No | Needed for family-linked benefits |
| Scheme-specific proof | No | School certificate, wedding card, hospital record, death certificate as applicable |
The 90-day certificate is the document to organise first and to keep safe. Workers who move between contractors should collect a certificate from each site rather than trying to reconstruct a year's work at the point of registration.
How to apply for registration with the UP construction workers board
- Open the board's portal at upbocw.in and choose the option for labour registration (shramik panjiyan).
- Select your district and enter your Aadhaar number and mobile number, then verify the OTP sent to that mobile.
- Fill the registration form with your personal details, trade, employer or contractor details, and family members you want recorded against the registration.
- Enter your bank account number and IFSC code. Benefits are paid only by DBT into this account.
- Upload the scanned documents; Aadhaar, the 90-day work certificate, age proof, residence proof, bank passbook and photograph.
- Pay the notified registration fee and contribution through the portal, and save the transaction receipt.
- Submit the application, note the application number, and print the acknowledgement.
- Collect or download your labour registration card once the district Labour Office approves the application.
How to register or claim offline
- Visit the district Labour Office (Shram Vibhag) in your district with originals of your Aadhaar, 90-day certificate, age proof and bank passbook.
- Ask the labour clerk for the construction worker registration form, or ask them to complete the online registration for you.
- A Jan Seva Kendra or Common Service Centre can also complete registration and scheme applications online for a small notified service charge.
For scheme claims, the same two routes apply: file online at upbocw.in against your registration number, or file at the district Labour Office with the scheme-specific proof attached.
How do I check registration and claim status?
Use the labour registration search or status option on upbocw.in. Enter your registration number, or retrieve it using the Aadhaar-linked mobile number you used at registration. The screen tells you whether the registration is live or lapsed, when it was last renewed, and where any scheme claim you have filed has reached.
Check the renewal date every year. Workers routinely discover a registration lapsed only when a claim is rejected, at which point the event they were claiming for — a wedding, a hospitalisation, a death; has already passed and cannot be reclaimed retrospectively.
Why do construction worker claims get rejected?
- Registration lapsed because the renewal or contribution was not paid. This is the single most common reason.
- No valid 90-day work certificate at the time of registration.
- Bank account not Aadhaar-seeded, dormant, or in a different name, so the DBT credit fails.
- Family member not recorded against the registration, for a family-linked benefit such as education, marriage or maternity assistance.
- Claim filed outside the scheme's time window, several board schemes have to be claimed within a defined period around the event.
- Missing scheme-specific proof, no school certificate, no wedding card, no hospital record.
- Duplicate claim already sanctioned for the same event or the same child.
Most of these are correctable. A lapsed registration can be renewed, though a claim for an event that occurred while the registration was dead is generally not revived by renewing afterwards.
Where do I complain about a BOCW claim?
Take the first complaint to the district Labour Office, in writing, with your registration number, the claim reference and the date you filed. That office sanctions most board claims at district level.
The Uttar Pradesh Labour Department toll-free helpline is 1800-180-5160, and it handles questions about registration, renewal and board schemes.
If neither route works, file a tracked grievance on jansunwai.up.nic.in against the Labour Department. Jansunwai gives you a complaint number and records the department's reply against a deadline.

Frequently asked questions
Who can register with the UP Building and Other Construction Workers Welfare Board?
Any construction worker in Uttar Pradesh aged between 18 and 60 who has worked at least 90 days on construction activity in the previous 12 months can register. Registration covers masons, helpers, carpenters, painters, plumbers, electricians on construction sites, road and bridge workers and similar trades.
What is the 90-day rule for BOCW registration?
A worker must have completed at least 90 days of construction work in the 12 months before applying, certified by the employer, the contractor, a registered trade union or the gram pradhan. Without this certificate the registration application is refused, whatever else is in the file.
What benefits does the board give registered construction workers?
The board runs a set of welfare schemes covering children's education, daughters' marriage, maternity assistance, medical treatment, accident and disability assistance, death and funeral assistance, and pension-linked support. Individual scheme amounts and conditions are published on upbocw.in and are revised by board resolution from time to time.
Do I have to renew my BOCW registration?
Yes. Registration is not permanent — it must be renewed to stay live, and a lapsed registration is the most common reason a scheme claim is rejected. Renewal can be done online at upbocw.in or at the district Labour Office.
Who cannot register with the board?
Someone below 18 or above 60, someone who cannot show 90 days of construction work in the last year, and someone who is not working in Uttar Pradesh is not eligible. Workers in factories and other establishments that are not construction are covered by other boards, not by this one.
How do I check whether my BOCW registration is active?
Use the labour registration search or status option on upbocw.in with your registration number or Aadhaar-linked mobile number. The screen shows whether the registration is live or lapsed and when it was last renewed.
How are the benefits paid?
All board benefits are paid by direct benefit transfer into the registered worker's Aadhaar-seeded bank account. Cash payment is not part of the process, and no official may collect money to release a sanctioned benefit.
Where do I complain if a claim is not settled?
Approach the district Labour Office first with your registration number and claim reference, then call the Labour Department toll-free helpline 1800-180-5160. A tracked written grievance can be filed on jansunwai.up.nic.in against the Labour Department.
