Technical Input Facility to Milk Producers for Milk Production Enhancement (General/SCP)
Uttar Pradesh state government scheme
The Technical Input Facility scheme of the Uttar Pradesh Dairy Development Department gives free animal health and breeding support to milk producer members of village dairy cooperatives. Dewormer and medicines for mastitis and tick control are distributed to all producer members, along with vaccination, artificial insemination, breed improvement, extension and calf rallies, through the district milk union.
What is the Technical Input Facility scheme?
The Technical Input Facility to Milk Producers for Milk Production Enhancement is a district-sector scheme of the Dairy Development Department, Government of Uttar Pradesh. According to the department's listing of district-sector schemes, the scheme provides technical input facilities: "animal breeding and animal health program, viz, deworming, vaccination, breed improvement program, extension, calf-rally": to all producer members of the societies in the state, so that milk production rises through better animal health and better breeding.
The department states the practical core of the scheme in one sentence: "dewormer and medicines for mastitis and tick control is distributed to the all milk producer members of the cooperative society of the state to keep their animals healthy and protect them from diseases under technical input program."
This is a scheme worth understanding correctly because it is one of the few Uttar Pradesh dairy interventions where the benefit reaches an ordinary milk producer directly, in kind, without any capital investment on the producer's part. There is no loan, no subsidy application and no cash transfer. What the producer gets is medicine for her animals and access to breeding and veterinary services, because she is a member of the village society.
Why deworming, mastitis and tick control?
Each of the three inputs the department names targets a specific and measurable loss in a small dairy holding:
- Deworming. Internal parasites cut feed conversion, so a wormed animal produces more milk from the same fodder. Regular dosing is the cheapest yield intervention available to a smallholder.
- Mastitis medicine. Mastitis is udder infection, the largest single cause of discarded and rejected milk at the collection point. It also permanently damages quarters of the udder if untreated, so the loss carries into later lactations.
- Tick control. Ticks transmit tick-borne disease and cause anaemia and stress, both of which suppress yield.
The scheme also runs vaccination, breed improvement, extension work and calf rallies. The department separately notes that it is increasing milk production through the breed improvement programme by establishing Artificial Insemination Centres and implementing animal health programmes such as deworming, vaccination and AI for the milch animals of society milk producers.
Who is eligible for the technical input facility?
You can receive the benefit if:
- You are a milk producer member of a registered village dairy cooperative society (Dugdh Utpadak Sahkari Samiti) in Uttar Pradesh. The department states the input goes to all producer members of the societies in the state.
- You are an active pourer: your milk appears in the society's pouring register, which is how the society identifies members at distribution.
- You keep milch animals: cows or buffaloes, for which the dewormer, medicines, vaccination or artificial insemination is being provided.
You cannot apply, or are not eligible, if:
- You are not a member of a cooperative society. A producer who sells milk only to a private dudhiya or a private dairy is not covered, because the entire delivery chain runs through the society and the union. Joining the village society, or getting one organised under the companion strengthening scheme, is the route in.
- You keep no milch animals, since the benefit is animal health and breeding input.
- You are seeking cash, a loan or a capital subsidy. This scheme carries no cash component at all. Individual capital assistance for buying indigenous cattle or setting up a small dairy unit sits in other Uttar Pradesh schemes, Nandini Krishak Samridhi Yojana, Mukhyamantri Pragatisheel Pashupalak Protsahan Yojana and Swadeshi Gau Samvardhan Yojana under the Nand Baba Milk Mission.
- You are a private dairy or commercial milk trader. The scheme is a cooperative-sector programme.
The scheme runs in two budget streams, General and SCP. SCP is the Special Component Plan, the earmarked allocation for Scheduled Caste beneficiaries. The medicine and services are the same; only the budget line and the record-keeping differ, and a caste certificate is asked for only where the benefit is counted against the SCP allocation.
What documents do I need?
| Document | Mandatory | Notes |
|---|---|---|
| Society membership record | Yes | Membership of a registered village dairy cooperative |
| Milk pouring record | Yes | Establishes you as an active producer |
| Aadhaar or identity proof | No | Commonly asked for the camp distribution register |
| Animal details | No | Number and type of milch animals, for dose and AI planning |
| Caste certificate | No | Only where the benefit is booked against the SCP allocation |
Because the benefit is in kind and routed through the society, most members never file a document set at all โ the society secretary's member register is the document.
How to get the technical input benefit
- Become a milk producer member of your village dairy cooperative society. If no society exists in the village, approach the district milk union to have one organised under the department's society organisation component.
- Pour milk regularly so that your name appears in the society's pouring register. That register is what the union uses to allocate doses and to call members for camps.
- Ask the society secretary for the technical input calendar, the dates on which dewormer and mastitis and tick-control medicines will be distributed, and the dates of vaccination or animal health camps in your cluster.
- Attend the distribution or camp with your animal details, collect the medicine, and sign the distribution register.
- For artificial insemination, contact the society's trained AI worker or the nearest Artificial Insemination Centre established by the department, and record the insemination date so that the follow-up and calf record can be maintained.
- Bring the calf to the calf rally when the district milk union announces one, which is where breed improvement results are shown and judged.
How does a society get the inputs allotted?
- The society submits its member list and animal numbers to the district milk union.
- The District Dairy Development Officer consolidates requirements and places them against the district's annual technical input allocation under the General and SCP streams.
- The union procures and distributes dewormer, mastitis and tick-control medicines and vaccines to societies and organises the camps.
- Utilisation is recorded in the society's distribution register and reported upward.
How do I check whether my society has received its allotment?
There is no public online tracker for individual beneficiaries. Ask the society secretary to show the distribution register and the union's allotment memo for the current year. At district level, the District Dairy Development Officer holds the allotment figures. Departmental monitoring runs on the Dairy Development MIS at dairyotddarpan.co.in.
Common problems and how to fix them
- Medicines never reached the society. Check first with the union whether an allotment was actually made for that quarter; shortages are usually allocation problems, not diversion.
- Member name missing from the register. Membership lapses where pouring stops for a long period. Ask the secretary to restore or re-enrol you.
- No AI worker in the village. Raise it with the union, AI workers are trained under the department's farmers training programme, which also trains management committee members, AI refreshers, clean milk production trainees and AMCU and BMC operators.
- Dose shortage for a large herd. Doses are allotted against declared animal numbers, so keep the society's animal record updated before the allotment cycle.
- SCP benefit not recorded. Where you are entitled under the Special Component Plan, ensure the caste certificate is on the society record so the benefit is booked correctly.
Key dates
The scheme runs on the financial year beginning 1 April, funded from the annual district-sector allocation. There is no application window and no last date. Deworming and health camps are usually clustered around seasonal disease risk, and calf rallies are announced by the district milk union.

Frequently asked questions
What does the Technical Input Facility scheme give a milk producer?
The scheme distributes dewormer and medicines for mastitis and tick control to all milk producer members of cooperative societies in Uttar Pradesh, and provides animal breeding and animal health services including deworming, vaccination, breed improvement, extension work and calf rallies. The benefit is in kind, not cash.
Who is eligible for the technical input facility?
All milk producer members of a registered village dairy cooperative society in Uttar Pradesh are eligible. The department states the input is provided to all producer members of the societies in the state, so membership of the society is the qualifying condition.
Do I have to pay for the medicines?
No charge is published for the dewormer and mastitis and tick-control medicines distributed under this scheme to society members. The department describes the material as distributed to all milk producer members to keep their animals healthy and protect them from disease.
Can a farmer who is not in a cooperative get this benefit?
No. A producer who is not a member of a registered village dairy cooperative society is not eligible under this scheme, because the input is routed through the society and the union. Joining or helping form a society in the village is the route in.
What is artificial insemination support under the scheme?
The Dairy Development Department establishes Artificial Insemination Centres and runs a breed improvement programme for the milch animals of society members. Trained AI workers, who are themselves trained under the department's farmers training programme, carry out inseminations at the village level.
What is a calf rally?
A calf rally is an extension event listed as a component of this scheme, at which calves produced through the breed improvement programme are shown and judged. It is used to demonstrate the results of artificial insemination to producers and to encourage better calf rearing.
Is this the same as Nand Baba Milk Mission?
No. The Technical Input Facility is a district-sector scheme of the Dairy Development Department for cooperative society members. Nand Baba Milk Mission is a separate Uttar Pradesh programme with its own schemes, such as Nandini Krishak Samridhi Yojana and Mukhyamantri Pragatisheel Pashupalak Protsahan Yojana, that give individual cattle rearers capital assistance.
Where do I complain if the medicines never reach my society?
Raise it first with the society secretary and the district milk union, then with the District Dairy Development Officer, then with the Milk Commissioner's office on 0522-2286927 or mcup@nic.in, and finally through jansunwai.up.nic.in.
