Atal Awasiya Vidyalaya Yojana, Uttar Pradesh
Uttar Pradesh state government scheme
Atal Awasiya Vidyalaya Yojana runs 18 free residential schools, one in each division of Uttar Pradesh, for children of registered construction workers and children orphaned during COVID-19. Boarding, lodging, uniforms and books are provided free from class 6 onwards, and admission is through an entrance test announced by the Labour Department.
What is Atal Awasiya Vidyalaya Yojana?
Atal Awasiya Vidyalaya Yojana is Uttar Pradesh's free residential schooling programme for the children of construction workers. The schools are set up and funded by the Uttar Pradesh Building and Other Construction Workers Welfare Board under the Labour Department, using the cess collected on construction projects across the state.
Uttar Pradesh has established 18 Atal Awasiya Vidyalayas, one in each administrative division (mandal) of the state. They were inaugurated by the Chief Minister on 22 June 2023. The design follows the Jawahar Navodaya Vidyalaya model. A residential campus where selected children live, study and board at no cost to the family, with the state meeting the entire expense.
The reasoning behind the scheme is specific to construction labour. Construction workers migrate between sites and between districts, and their children's schooling is the first thing that breaks when the family moves. A residential school removes that dependency: the child stays in one school through the year regardless of where the parent is working.
Two groups were named as beneficiaries when the scheme was announced. The first is children of construction workers registered with the Welfare Board. The second is children orphaned during the COVID-19 period, who were brought into the same residential schools rather than being given a separate arrangement.
Who is eligible for Atal Awasiya Vidyalaya admission?
A child can be considered for admission if:
- A parent is a construction worker registered with the Uttar Pradesh Building and Other Construction Workers Welfare Board, and that registration is live at the time of admission.
- The family is resident in Uttar Pradesh. Children are normally admitted to the vidyalaya of their own division.
- The child has completed the class below the one being applied for: in practice class 5, for admission into class 6.
- The child falls within the age band notified for that class in the admission notification for the season.
- Alternatively, the child was orphaned during COVID-19, supported by the death certificates of the parents.
A child is not eligible if:
- No parent is a registered construction worker and the child does not fall under the COVID-19 orphan category.
- The parent's board registration has lapsed for non-renewal. Renewing after the admission season has closed does not restore eligibility for that season.
- The child is outside the notified age band for the class applied to.
- The family is not resident in Uttar Pradesh.
- The child has not completed the qualifying class below the one applied for.
The registration condition is the one that decides most cases. Parents who work in construction but have never registered with the board are outside the scheme entirely, however genuine their circumstances, because the scheme is funded from the board's own cess and is meant for its registered members. Registering at upbocw.in, which requires a certificate of 90 days of construction work in the last 12 months: is the first step for such a family, and it needs to be done well before an admission season, not during it.
What does the scheme actually provide?
Atal Awasiya Vidyalaya provides free residential schooling. The Welfare Board bears the cost of:
- Tuition and schooling on the campus.
- Boarding and lodging in the residential hostel.
- Uniforms for the child.
- Books and study material.
Because the schools are residential and fully funded, the family's out-of-pocket cost is close to nil. There is no tuition fee, no hostel fee and no capitation or donation of any kind. Any demand for money in exchange for a seat is improper and should be reported to the Labour Department.
The teaching runs on the CBSE pattern that the Navodaya-style residential model follows, with the intent that a construction worker's child gets the same standard of schooling as a child in a well-resourced urban school.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Parent's labour registration card | Yes | From the UP BOCW Welfare Board, must be live |
| Birth certificate of the child | Yes | Establishes age for the class applied to |
| Previous class marksheet / TC | Yes | Usually class 5 for class 6 admission |
| Aadhaar of child and parent | Yes | Identity and linkage to the board registration |
| Residence proof in UP | Yes | Determines the division and school |
| Passport photographs | Yes | For the form and the school record |
| Parents' death certificates | No | Only for the COVID-19 orphan category |
The item to check first is the parent's registration card. Take it to the district Labour Office and confirm on the portal that it shows as live, not lapsed, before filling any admission form. A lapsed card is the reason admission forms are most often returned at verification.
How to apply for Atal Awasiya Vidyalaya admission
- Watch for the admission notification issued each admission season by the Labour Department. It is published on upbocw.in and displayed at district Labour Offices, and it carries the class, the age band, the test date and the last date for forms.
- Confirm that the parent's construction worker registration is live by checking the registration status on upbocw.in or at the district Labour Office. Renew it first if it has lapsed.
- Collect the admission form from the district Labour Office, or download it from upbocw.in where an online form is offered for that season.
- Fill the form with the child's details, the class applied for, the parent's registration number, and the division in which the family lives.
- Attach the documents, registration card, birth certificate, previous class marksheet or transfer certificate, Aadhaar of child and parent, residence proof and photographs.
- Submit the completed form to the district Labour Office before the last date in the notification, and keep the receipt or acknowledgement.
- Appear for the entrance test on the notified date, at the centre shown on the admit card.
- Attend document verification if selected, carrying originals of everything attached, and complete the admission formalities at the allotted vidyalaya.
When are admissions held?
Admission runs on an annual cycle tied to the school session, with the notification, the form window and the entrance test all announced together by the Labour Department for that season. Because the exact dates change from year to year, the reliable way to track them is to check upbocw.in and to ask at the district Labour Office rather than relying on dates from a previous year.
Families should treat the notification date as the point at which everything else must already be ready. Getting a birth certificate corrected, obtaining a transfer certificate from the previous school, or renewing a lapsed labour registration all take longer than the form window usually allows.
Why do admission applications fail?
- Parent's board registration lapsed or never made.
- Form submitted after the last date in the notification.
- Child's age outside the notified band for the class.
- Qualifying class not completed, or no transfer certificate from the previous school.
- Mismatch between documents β a different date of birth on the birth certificate and the school record is a routine cause of rejection at verification.
- Not selected in the entrance test, since seats in each division are limited and the test is competitive.
The first four are avoidable with preparation. The last is not, and families should have an alternative school arrangement in mind rather than treating admission as assured.
Where do I ask questions or complain?
Ask at the district Labour Office first. That office issues and receives the admission forms, verifies the parent's registration, and can tell you the status of a submitted application.
The Uttar Pradesh Labour Department toll-free helpline is 1800-180-5160, and it handles questions about board registration and board-funded schemes including this one.
For a written, tracked grievance, for example a form wrongly rejected, or a demand for money, file on jansunwai.up.nic.in against the Labour Department. Jansunwai issues a complaint number and records the reply against a deadline.
Key points to remember
- Atal Awasiya Vidyalaya provides completely free residential schooling from class 6 in 18 schools, one per division of Uttar Pradesh.
- Eligibility rests on a live construction worker registration with the UP BOCW Welfare Board, or on the COVID-19 orphan category.
- Admission is by entrance test notified each season through upbocw.in and the district Labour Offices.
- Nothing is payable; no fee, no donation, and the Labour Department helpline 1800-180-5160 is the place to report any demand for money.
How to check your Atal Awasiya Vidyalaya application status
Atal Awasiya Vidyalaya admission does not run through a single online tracking dashboard the way a scholarship or a subsidy portal does. The form is submitted at the district Labour Office, and status has to be checked in stages that match that offline process.
1. Check the parent's registration status first, separately from the admission form. Before and after submitting the admission form, log in at upbocw.in with the parent's registration number to confirm the construction worker registration still shows as live. If the admission form is stuck at verification, a lapsed registration underneath it is the most common reason, and this is the one thing a family can check from home without a visit.
2. Confirm receipt of the admission form at the district Labour Office. Since the form itself is handed in on paper (or submitted online only where that season's notification offers it), the acknowledgement or receipt number given at submission is the reference to quote when asking about status. Visit or call the same district Labour Office that accepted the form and ask them to confirm it is logged and under process.
3. Watch for the admit card. For every applicant who clears the initial document check, the Labour Department issues an admit card for the entrance test, published through the district Labour Office and on upbocw.in closer to the test date. Receiving (or not receiving) an admit card by the date given in the original admission notification is itself a status signal, if none arrives by then, follow up at the district office rather than waiting.
4. Result and selection are announced after the entrance test. Selection lists for each Atal Awasiya Vidyalaya are put out by the district Labour Office and on upbocw.in once the test is evaluated. A selected child is then called for document verification, so being called for verification is the confirmation that the application has succeeded, not a separate step to worry about.
5. Use the helpline for anything that does not move. The Uttar Pradesh Labour Department toll-free helpline, 1800-180-5160, can be called with the registration number and the child's application details to ask where a form currently stands, whether the registration is showing as active, or why an admit card has not arrived.
6. Escalate a stuck or wrongly rejected application on Jansunwai. If the district office cannot resolve a status query, or a form has been rejected on a ground the family disputes, filing on jansunwai.up.nic.in against the Labour Department creates a complaint number and a tracked reply, which is a firmer record than a verbal answer at the counter.

Children of construction workers registered with the Uttar Pradesh Building and Other Construction Workers Welfare Board are the primary beneficiaries, along with children orphaned during COVID-19. Admission is granted through an entrance test conducted by the Labour Department.
How many Atal Awasiya Vidyalayas are there in Uttar Pradesh?
Eighteen schools have been established, one in each administrative division (mandal) of Uttar Pradesh. They were inaugurated by the Chief Minister on 22 June 2023 and are modelled on the Jawahar Navodaya Vidyalaya pattern.
Is the education free at Atal Awasiya Vidyalaya?
Yes. Boarding, lodging, uniform, books and schooling are provided free of cost, funded by the Building and Other Construction Workers Welfare Board from the construction cess. Parents do not pay tuition or hostel fees.
From which class does admission start?
Admission begins at class 6, in line with the residential school model these vidyalayas follow. Admission to a higher class is possible only where the Labour Department specifically notifies vacancies in that class for a particular admission season.
Who is not eligible for Atal Awasiya Vidyalaya admission?
A child whose parent is not a registered construction worker, and whose case does not fall under the COVID-19 orphan category, is not eligible. A child whose parent's board registration has lapsed, and a child outside the notified age band for the class, also cannot apply.
How is admission decided?
Admission is decided by a written entrance test conducted by the Labour Department, followed by document verification. The test and its dates are notified each admission season through upbocw.in and the district Labour Offices.
Where do I get the admission form?
The form and the admission notification are published on upbocw.in and are available at the district Labour Office. Approaching the district Labour Office is the most reliable route, because the office also verifies the parent's registration at the same visit.
