Uttar Pradesh Warehousing and Logistics Policy 2022 Subsidy
Uttar Pradesh state government scheme
Uttar Pradesh Warehousing and Logistics Policy 2022 gives front-end stamp duty exemption of 50 to 100 percent and back-end capital subsidy of 15 to 25 percent, worth up to Rs 50 crore for a logistics park in a designated logistics zone. Developers of warehouses, silos, cold chains, dry ports and cargo terminals apply online through Nivesh Mitra.
What is the Uttar Pradesh Warehousing and Logistics Policy 2022?
Uttar Pradesh Warehousing and Logistics Policy 2022 is the state's incentive framework for building storage and freight infrastructure, warehouses, silos, cold chains, logistics parks, truckers parks, dry ports, cargo terminals, berthing terminals and inland vessels. The nodal agency named by Invest UP is the Uttar Pradesh State Industrial Development Authority (UPSIDA), under the Infrastructure and Industrial Development Department, Government of Uttar Pradesh.
The policy divides its support into two clean halves. Front-end subsidies are given before commercial operations begin and reduce the cost of acquiring and developing land. Back-end subsidies are paid once commercial operations start and reduce the cost of the asset itself.
Uttar Pradesh's performance under this policy is reflected in the central LEADS logistics rankings. According to Invest UP, the state attained the "Exemplar" category in LEADS 2025, having held "Achiever" status from 2022 to 2024.
Like the state's other industrial policies, this is not a citizen benefit scheme. The lowest entry threshold anywhere in the policy is a cold chain facility with INR 15 crore of investment and 20,000 sq ft of space.
Who is eligible for the Uttar Pradesh Warehousing and Logistics Policy 2022?
Eligibility is set by project type, with a minimum investment and a minimum size that must both be met.
| Project type | Minimum investment | Minimum size |
|---|---|---|
| Logistics park | , | 25 acres |
| Truckers park | , | 10 acres |
| Warehousing facility | INR 20 crore | 1 lakh sq ft |
| Silos | INR 30 crore | 4 acres |
| Cold chain facility | INR 15 crore | 20,000 sq ft |
| Dry port; CFS or ICD | INR 50 crore | : |
| Cargo terminal Type A | Projects approved under the Government of India GCT Scheme 2021 | : |
| Cargo terminal Type B | : | 10 acres |
| Berthing terminal | , | Minimum capacity of at least 5,000 tons |
| Inland vessel | , | Minimum capacity of at least 500 tons |
Who cannot apply:
- Individuals and households are not eligible. There is no personal or household benefit anywhere in this policy.
- Small warehouses below the size and investment floors cannot apply. A godown of, say, 40,000 sq ft with Rs 8 crore of investment misses both the warehousing and the cold chain thresholds.
- Transport operators without a qualifying fixed asset are not eligible. The policy funds storage and terminal infrastructure and inland vessels, not fleets of road vehicles.
- Projects outside Uttar Pradesh cannot apply, and location within the state matters, since designated logistics zones carry higher ceilings.
What front-end subsidies does the policy give?
Front-end incentives are offered to eligible projects before commencement of commercial operations:
- Stamp duty exemption for storage facilities to 100 percent in Bundelkhand and Purvanchal, 75 percent in Madhyanchal and Paschimanchal excluding Gautam Buddh Nagar and Ghaziabad, and 50 percent in Gautam Buddh Nagar and Ghaziabad.
- Stamp duty exemption for dry ports, logistics parks and truckers parks to 100 percent, without regional variation.
- Land use conversion, a 75 percent concession for all eligible projects.
- Exemption of development charges.
- Ground coverage โ up to 60 percent for storage facilities and dry ports, and an overall ground coverage of 60 percent for a logistics park. Higher ground coverage is a substantial commercial benefit, since it allows more built area on the same plot.
What back-end subsidies does the policy give?
Back-end incentives are paid on commencement of commercial operations:
| Incentive | Rate | Ceiling anywhere in UP | Ceiling in a designated logistics zone |
|---|---|---|---|
| Capital subsidy, storage facilities | 15 percent | INR 5 crore | INR 10 crore |
| Capital subsidy; dry ports and logistics parks | 25 percent | INR 25 crore | INR 50 crore |
| Capital subsidy; berthing terminals | 25 percent | INR 15 crore, maximum 6 terminals | , |
| Capital subsidy: cargo terminals, GCT approved and non-approved each | 20 percent | INR 15 crore | ; |
| Purchase subsidy; inland vessels | 25 percent | INR 5 crore, maximum 50 vessels | ; |
Alongside the capital subsidy the policy provides:
- Electricity duty exemption at 100 percent for 10 years.
- Quality certification cost reimbursement for storage facilities, up to INR 5 lakh per project.
- Skill development subsidy for eligible projects.
- Land on a PPP basis under a 35-year BOOT model for developers of cargo and berthing terminals.
What non-financial benefits matter most?
Three structural changes in the policy often matter more to a developer than the cash:
- Industry status is granted to units defined in terms of land use, so a warehouse is treated as industrial rather than commercial.
- No land use change is required from commercial to industrial, and industrial FAR applies to such projects. Industrial land rates apply for land allotment in areas reserved for industrial activity in industrial areas.
- Fast track land allotment is available to logistics parks with a minimum capital investment of INR 500 crore. Where direct allotment is permitted, the Industrial Development Authority allots the plot directly to the investor, and the highest investor wins if there are multiple applications. Where land is normally auctioned, it is allotted directly at the base rate plus 15 percent. In areas outside any IDA, development authority or urban local body, the state acquires 1.25 times the land the eligible unit needs, so that at least four more industrial or logistics units can be established on the surplus and a logistics cluster can develop.
What are designated logistics zones?
Designated logistics zones are strategic areas notified by the state near key infrastructure, the Western and Eastern Dedicated Freight Corridors, expressways and Jewar Airport are the examples Invest UP gives. A project inside one of these zones qualifies for the higher capital subsidy ceilings: INR 10 crore instead of INR 5 crore for storage facilities, and INR 50 crore instead of INR 25 crore for dry ports and logistics parks. Confirming whether a proposed site falls inside a notified zone is therefore one of the first checks a developer should make.
How to apply under the Uttar Pradesh Warehousing and Logistics Policy 2022
- Open niveshmitra.up.nic.in and run the Know Your Approvals and Incentives wizard, selecting the Logistics and Warehousing sector, to confirm the clearances and incentives applicable to the project type.
- Register on Nivesh Mitra, activate the account and complete the Common Application Form, which captures the developer's details once for all later applications.
- Upload the Detailed Project Report with the project type, capital investment and size clearly stated, plus land documents and, for a Type A cargo terminal, the GCT Scheme 2021 approval.
- Apply for the front-end incentives, stamp duty exemption, land use conversion concession and development charge exemption, before construction, as these are designed to be claimed ahead of commercial operations.
- Obtain the required licences and NOCs through the same portal and pay the consolidated fee.
- Commence commercial operations, then file the back-end claim for capital subsidy with the chartered accountant's certificate of capital investment, an architect's certificate of built-up area or acreage, and invoices.
- Track the file on the Nivesh Mitra dashboard and answer the single departmental query, which must be raised within seven days of submission.
The Transport Department has separately issued a Standard Operating Procedure for the provisions that fall to it, and Invest UP publishes an "Implementation Procedures for Application under W&L Policy" document that applicants should read before filing.
Common reasons claims fail
- Only one of the two thresholds met. Both the minimum investment and the minimum size must be satisfied for the project type claimed.
- Wrong project category claimed, for example a facility of 60,000 sq ft claimed as a warehouse when the floor is 1 lakh sq ft.
- Front-end incentive claimed after construction is complete, when it was designed to be availed before commercial operations begin.
- Site not inside a notified designated logistics zone, so the higher ceiling does not apply and the sanction comes through at the lower one.
- Capital investment not certified by a chartered accountant, leaving no verified base for the 15, 20 or 25 percent computation.
- Berthing terminal or inland vessel claim filed after the numerical cap of six terminals or 50 vessels has been exhausted.
Key dates and current status
Invest UP records the English policy document for the 2022 policy as last updated on 28 December 2022. Subsequent government orders cover stamp duty exemption and permissible land cover in April 2023, Transport Department provisions in September 2023 and a Transport Department SOP in March 2024. Invest UP has since published an Uttar Pradesh Warehousing and Logistics Policy 2023 document, last updated on 7 November 2025, so developers should check which policy their project is being assessed under before filing. No last date for applications has been announced.

How to check your application status
Every application under this policy, whether it is a front-end incentive claim filed before construction or a back-end capital subsidy claim filed after commercial operations begin, moves through the same Nivesh Mitra case-management system, so status tracking works the same way for both.
- Log in to niveshmitra.up.nic.in with the credentials created at registration and open the applicant dashboard rather than the public wizard.
- Open the case history for the Common Application Form reference number. Each incentive or clearance applied for under that CAF shows as a separate line item with its own status label, since a single developer's file can carry a stamp duty claim, a land use conversion request and a capital subsidy claim all moving at different speeds.
- Read the status label carefully. A file sitting at "under departmental scrutiny" is with UPSIDA or the concerned line department for verification; a file marked "query raised" needs the applicant to respond before it can move further; a file marked "approved" or "sanctioned" has cleared that stage.
- Respond to any query within the window shown on the dashboard. Nivesh Mitra's design requires a single consolidated departmental query to be raised within seven days of submission, so a case that has crossed that window without a query is either clean or has been missed, and either way is worth a follow-up call.
- Use the Query and Grievance Redressal module on the same portal if a case has been silent well beyond the stated processing timeline for its incentive type, rather than only refreshing the dashboard.
- Call the Invest UP call centre on 0522-3117976 or +91 522 6923000, or the direct Invest UP line +91-522-3129570, between 9:30 AM and 6:00 PM on working days, quoting the CAF reference number, if the portal status has not changed for an extended period.
- Email info@investup.org.in for a written follow-up on a stalled capital subsidy or stamp duty file, particularly useful when the developer needs a paper trail for internal approvals or for a lender who is financing the project against the expected incentive.
Because front-end and back-end claims are filed at different points in a project's life, a developer should expect to track two separate status timelines on the same Nivesh Mitra account: one for pre-construction reliefs such as stamp duty exemption and land use conversion, and a later, separate one for the capital subsidy and electricity duty exemption claims filed after the facility becomes operational.

Frequently asked questions
What is the minimum investment needed to qualify under the Uttar Pradesh Warehousing and Logistics Policy 2022?
The minimum investment depends on the project type. A warehousing facility needs INR 20 crore and 1 lakh sq ft, a silo needs INR 30 crore and 4 acres, a cold chain facility needs INR 15 crore and 20,000 sq ft, and a dry port such as a CFS or ICD needs INR 50 crore. A logistics park needs 25 acres and a truckers park 10 acres.
How much capital subsidy does the policy give?
Storage facilities get 15 percent capital subsidy up to INR 5 crore anywhere in Uttar Pradesh and up to INR 10 crore in a designated logistics zone. Dry ports and logistics parks get 25 percent up to INR 25 crore anywhere in the state and up to INR 50 crore in a designated logistics zone.
Can an individual apply for this policy?
No. An individual seeking a personal benefit is not eligible, because every component of the Uttar Pradesh Warehousing and Logistics Policy 2022 funds a logistics asset that must clear a minimum investment of at least INR 15 crore and a minimum size threshold. There is no household or citizen category in the policy.
What is the difference between front-end and back-end subsidies?
Front-end subsidies are given before commercial operations begin and back-end subsidies on commencement of commercial operations. Front-end incentives cover stamp duty exemption, land use conversion concession, exemption of development charges and higher ground coverage; back-end incentives cover capital subsidy, electricity duty exemption and purchase subsidy.
How much stamp duty is exempted?
Storage facilities get 100 percent stamp duty exemption in Bundelkhand and Purvanchal, 75 percent in Madhyanchal and Paschimanchal excluding Gautam Buddh Nagar and Ghaziabad, and 50 percent in Gautam Buddh Nagar and Ghaziabad. Dry ports, logistics parks and truckers parks get 100 percent exemption anywhere in the state.
What are designated logistics zones?
Designated logistics zones are strategic areas notified by the state near key infrastructure such as the Western and Eastern Dedicated Freight Corridors, expressways and Jewar Airport. Projects located inside these zones qualify for the higher capital subsidy ceilings of INR 10 crore and INR 50 crore.
Does the policy help with land allotment?
Yes. Logistics parks with a minimum capital investment of INR 500 crore get fast track land allotment. Where direct allotment is permitted the Industrial Development Authority allots directly, and where land normally goes to auction it is allotted at base rate plus 15 percent, with the highest investor preferred if there are multiple applications.
What benefit do inland vessels and berthing terminals get?
Berthing terminals get a 25 percent capital subsidy up to INR 15 crore, limited to a maximum of six terminals. Inland vessels with minimum capacity of 500 tons get a purchase subsidy of 25 percent up to INR 5 crore, limited to a maximum of 50 vessels.
How do I apply under the Uttar Pradesh Warehousing and Logistics Policy 2022?
Apply on niveshmitra.up.nic.in. Run the Know Your Approvals and Incentives wizard for the Logistics and Warehousing sector, register and complete the Common Application Form, upload the Detailed Project Report and land documents, claim front-end incentives before construction, and after commencing commercial operations file the back-end capital subsidy claim with a chartered accountant's certificate of capital investment and an architect's certificate of built-up area or acreage.
Why do warehousing and logistics policy claims get rejected?
Common reasons are meeting only one of the two thresholds (investment or size) instead of both, claiming the wrong project category, applying for a front-end incentive after construction is already complete, filing for a site outside a notified designated logistics zone and expecting the higher ceiling, capital investment not certified by a chartered accountant, or a berthing terminal or inland vessel claim filed after the numerical cap of six terminals or 50 vessels is already exhausted.
