Character Certificate (Character Verification) in Uttar Pradesh
Uttar Pradesh state government scheme
Character Certificate in Uttar Pradesh is obtained through the service UP Police calls "Character Verification", filed on the CCTNS Citizen Portal at cctnsup.gov.in/citizenportal/login.aspx. UP Police lists it on its Janhit Sevayen (citizen services) page alongside tenant, domestic help and employee verification, and the police station covering your declared address carries out the enquiry.
What is a character certificate in Uttar Pradesh?
A character certificate in Uttar Pradesh is UP Police's written statement that its records show nothing adverse against a named person at the address that person declared. Uttar Pradesh Police lists the service on its Janhit Sevayen (citizen services) page under the name Character Verification, and directs applicants to the CCTNS Citizen Portal at cctnsup.gov.in/citizenportal/login.aspx for all its online citizen services.
CCTNS stands for Crime and Criminal Tracking Network and Systems, the national police records platform, and Uttar Pradesh runs its citizen-facing verification services on the state's instance of it. The same login also carries UP Police's tenant and PG verification, domestic help verification, employee verification, event and performance requests, protest and strike requests, procession requests and postmortem report requests. One registration covers all of them.
The certificate is a police document, not a revenue one. Uttar Pradesh's e-District and e-Sathi platforms issue income, caste, domicile and similar certificates through the revenue side of the administration, but a tehsildar or SDM does not issue a character certificate, only the police hold the criminal records the certificate speaks to. Applying on the wrong portal is the most common wasted week for UP readers.
Employers running background checks, passport and visa processes, arms licence applications, private security agency registrations, contractor and tender empanelment, and several UP recruitment boards ask for this certificate.
Who can and who cannot apply?
You can apply for UP Police character verification if you reside in Uttar Pradesh and can identify the district and police station covering your residential address. There is no income limit, no caste criterion and no age bar, this is a records check, not a welfare benefit, so none of the eligibility tests attached to UP's income or caste certificates apply.
You cannot apply to UP Police for an address outside Uttar Pradesh. A previous address in another state has to be verified by that state's police, and UP Police reports only on the period and area within its own jurisdiction. You are also not eligible for a clean certificate while an FIR or criminal case is pending against you. The certificate reports what the register holds.
Applicants who have lived at more than one UP address are eligible, but should expect a longer enquiry, because more than one police station then has to report. Applicants who need a certificate for foreign immigration should check first whether the consulate wants a Regional Passport Office PCC instead; the two are different documents with different issuing authorities.
What documents are required?
The CCTNS Citizen Portal flow is built around identity, address and a working mobile number:
- Proof of identity. A government photo ID in the applicant's name.
- Proof of the Uttar Pradesh address to be verified, ration card, electricity bill, rent agreement or property tax receipt.
- A passport-size photograph in the size and format the upload screen states.
- A mobile number you actually hold, the citizen account is created against it and it carries the OTP and every later update.
- The acknowledgement the portal generates on submission, carrying the service request number.
Keep the originals of the identity and address documents at home as well as uploading them. The officer who comes from the local police station asks to see something physical that ties you to that address, and producing it on the first visit is the single thing that shortens the enquiry most.
How to apply for a character certificate in Uttar Pradesh online
- Open cctnsup.gov.in/citizenportal/login.aspx and register. Create a citizen account against your mobile number and verify it with the OTP. UP Police's citizen services page links to this portal directly, so reach it from uppolice.gov.in if you want to confirm you are on the genuine site rather than a lookalike.
- Log in and select Character Verification. The citizen services list carries several verification types: character verification, tenant and PG verification, domestic help verification and employee verification. Pick character verification; the others produce a different document and will not satisfy an employer asking for a character certificate.
- Fill the application. Enter your name exactly as it appears on your identity document, father's name, date of birth, the complete UP residential address with district, tehsil or ward and the police station covering it, and the purpose — employment, passport, visa, licence or tender. List every UP address you have lived at, not only the current one.
- Upload the documents and pay whatever fee the portal displays. The amount shown on your payment screen is the entire government charge for the service. Save the receipt.
- Submit and save the service request number from the acknowledgement. It is what you quote in every follow-up.
- Stay available for the police enquiry. The file goes to the police station covering the address you entered. Keep the registered mobile switched on and be present at the address through this stage.
- Download the certificate once approved, logging back in with the same credentials.
How do you check the application status?
Log in to the CCTNS Citizen Portal with the credentials used to file, and open the request by its service request number. Because the substantive steps are police-side: allocation to a station, the officer's visit, the station's report, an application that appears static for several days is normally sitting with the police station rather than stuck in the software.
If nothing moves, escalate in writing to the Superintendent of Police or the Police Commissioner for your district, quoting the service request number and the date of filing. That written escalation, not a repeat application, is what restarts a stalled file: filing a second application usually just creates a duplicate for the same station to dispose of.
Why do character verification applications get delayed in Uttar Pradesh?
- The applicant was not found at the declared address when the officer visited, and no neighbour could confirm residence.
- The address entered falls under a different police station than the one selected, so the file waits to be reallocated.
- Name, father's name or date of birth on the form does not match the uploaded identity document.
- A previous UP address was left off the form and surfaced during enquiry.
- Uploaded scans are unreadable, cropped or in the wrong file format.
- The wrong verification type was chosen. An employee or tenant verification does not produce a character certificate.
- A pending FIR or criminal case exists, which the certificate then has to record.
How long is a UP character certificate valid?
A character certificate is a statement about police records on the date it was issued, so it has no open-ended validity. Employers, licensing authorities and consulates in practice set their own acceptance window; commonly six months from the date of issue, and will ask for a fresh one after that rather than renewing an old one. There is no renewal procedure: you file a fresh character verification application on the CCTNS Citizen Portal when you need a current certificate.
What does it cost, and what about agents?
Uttar Pradesh charges the fee the CCTNS Citizen Portal displays at the payment step, and a Jan Seva Kendra or CSC may add its notified service charge if you file through one. Those amounts are the entire legitimate cost. Nobody at a police station is entitled to a rupee beyond them, and the portal-generated receipt is your proof of exactly what the government charged.
Agents who promise a UP character certificate "in two days" for a few thousand rupees are selling a queue position that does not exist, the file still reaches the same police station and the same verifying officer. A demand for money on the side belongs in a written complaint to the Superintendent of Police or Police Commissioner for the district. For online-service queries UP Police publishes the e-FIR helpline 0522-2390261, and the UP 112 emergency control room handles emergencies rather than service enquiries, so use the district police office for anything about a pending application.

Frequently asked questions
Who issues a character certificate in Uttar Pradesh?
Uttar Pradesh Police issues it, under the service name "Character Verification" listed on the UP Police citizen services page. The application is filed on the CCTNS Citizen Portal at cctnsup.gov.in/citizenportal/login.aspx and the police station covering your declared address does the enquiry.
Which portal do I use for a UP character certificate?
The CCTNS Citizen Portal at cctnsup.gov.in/citizenportal/login.aspx, which the UP Police website links to as the route for all its citizen verification services. A citizen login on that portal also covers tenant and PG verification, domestic help verification and employee verification.
Is character verification the same as a police clearance certificate?
Not always — a PCC needed for foreign immigration is usually issued by the Regional Passport Office rather than the state police, while UP Police's character verification serves employment, licence and tender purposes. Ask the employer or consulate which document they actually require before applying.
What does a UP character verification cost?
Check the amount displayed on your own payment screen on the CCTNS Citizen Portal, because that displayed figure is the entire government charge. A Jan Seva Kendra may add its notified service charge on top, and nothing beyond those two amounts is legitimate.
Can UP Police verify an address in another state?
No — UP Police verifies only addresses within Uttar Pradesh, and a previous address in another state has to be verified by that state's police. Declare the out-of-state address on the form rather than omitting it, because it surfaces at the enquiry stage anyway.
Will a pending FIR appear on the certificate?
Yes — character verification reports what the police record shows, so a pending FIR or criminal case appears on it. Concealing it on the form is itself a ground for rejection.
What if my application sits without movement?
Escalate in writing to the Superintendent of Police or Police Commissioner for your district, quoting the service request number, because the substantive step is a police enquiry rather than anything in the software. UP Police publishes 0522-2390261 as its e-FIR helpline for online-service queries and runs the UP 112 emergency line separately.
Do I need to visit the police station in person?
Usually not to file — the CCTNS Citizen Portal takes the application online — but you must be present at the declared address when the verifying officer visits. Not being found at the address is the single most common cause of delay.
