Birth Certificate in Uttar Pradesh

Uttar Pradesh state government scheme

Quick answer

Birth Certificate in Uttar Pradesh is obtained through e-Nagar Sewa at e-nagarsewaup.gov.in for urban births, and through the gram panchayat or primary health centre registrar for rural births. UP district administrations, including Kanpur Nagar, now direct citizens to the national Civil Registration System at dc.crsorgi.gov.in for the birth certificate itself.

Benefit
An official record of a birth registered under the Registration of Births and Deaths Act 1969, issued from the Civil Registration System and accepted across India as proof of date and place of birth
How to apply
Both — online through e-Nagar Sewa or the Civil Registration System portal, or in person at the municipal office, nagar panchayat, gram panchayat or CSC / Jan Seva Kendra

What is a birth certificate in Uttar Pradesh?

A birth certificate in Uttar Pradesh is the certified copy of an entry in the register of births maintained under the Registration of Births and Deaths Act 1969. It records the child's name, the date and place of birth, the sex and the parents' names, and it is the first legal identity document an Indian citizen holds.

Uttar Pradesh splits the process along the urban–rural line, which is the single thing most applicants get wrong. In towns, the registrar of births and deaths is the urban local body. The nagar nigam, nagar palika parishad or nagar panchayat, and the state runs those services on e-Nagar Sewa at e-nagarsewaup.gov.in, the citizen services portal of UP's urban local bodies. e-Nagar Sewa handles birth and death certificates alongside water and sewerage connections, property tax payment, trade licences and building plan approvals. In villages, the registrar is the gram panchayat or the primary health centre, and the report goes there instead.

Above both sits the national Civil Registration System. UP district administrations now point citizens straight to it: the Kanpur Nagar district site's birth certificate service page consists of a single instruction: visit dc.crsorgi.gov.in. That portal is where the register entry lives and where the digitally issued certificate comes from, whichever registrar made the entry. Uttar Pradesh also publishes its birth certificate service documentation under e-District at edistrict.up.gov.in, with the citizen login at esathi.up.gov.in.

Who can and who cannot apply?

You can apply for a birth certificate in Uttar Pradesh if the birth took place inside Uttar Pradesh. The applicant is normally the father, the mother, a legal guardian, the head of the household in which the birth occurred, or the adult whose own birth is being certified. For an institutional birth, the hospital carries the statutory duty to report the event, but the parents remain responsible for confirming that the entry was made. A hospital discharge slip is not a birth certificate.

You cannot apply in Uttar Pradesh for a birth that took place in another state. Civil registration is territorial: only the registrar of the place of birth can make the entry, and UP cannot convert or reissue another state's record. You are also not eligible for the ordinary route where the birth was never registered and is now more than one year old. The registrar has no independent power to enter the event that late, and a magistrate's order has to come first.

A birth certificate carries no income limit, no caste criterion and no domicile test. Residence matters only in deciding whether the file belongs to an urban local body or to a panchayat, and to which ward.

How to apply for a birth certificate in Uttar Pradesh

  1. Work out which registrar has jurisdiction. If the birth took place inside a nagar nigam, nagar palika parishad or nagar panchayat area, the urban local body is the registrar and e-Nagar Sewa is the portal. If it took place in a village, the gram panchayat or the primary health centre is the registrar.
  2. Check whether the birth is already registered. Ask the hospital for the registration number it reported, or search the record on the Civil Registration System portal at dc.crsorgi.gov.in — the site UP district administrations themselves link to. The certificate is only a printout of an existing entry.
  3. Register on the portal. For an urban birth, open e-nagarsewaup.gov.in and create a citizen account with your mobile number, then open the birth certificate service. For the certificate copy of an entry already on the Civil Registration System, register on dc.crsorgi.gov.in instead.
  4. Fill the application form. Enter the child's name, the exact date and place of birth, the hospital or house address, the district, the tehsil and the ward, nagar panchayat or gram panchayat, and both parents' names spelt exactly as they appear on Aadhaar.
  5. Upload the documents, the hospital birth report, both parents' Aadhaar, the address proof and the applicant's identity proof, each within the size limit the upload screen states.
  6. Pay the fee shown on the payment screen, where one is charged, and keep the receipt.
  7. Save the application number from the acknowledgement, and use it to track the file and download the certificate once the registrar approves it.

How to apply offline in Uttar Pradesh

  1. For an urban birth, visit the birth and death registration counter of the nagar nigam, nagar palika parishad or nagar panchayat with originals and photocopies of the hospital record, both parents' Aadhaar and the address proof.
  2. For a rural birth, go to the gram panchayat secretary or the ANM at the primary health centre, who acts as the registrar or sub-registrar for the area, and get the birth reported.
  3. Alternatively, use a CSC or Jan Seva Kendra, which files the same online application on your behalf for the notified service-centre charge.
  4. Collect the acknowledgement with the application number, and collect the certificate from the same office or download it from the portal once issued.

What are the time limits under the 1969 Act?

The Registration of Births and Deaths Act 1969 applies the same ladder of time limits in Uttar Pradesh as everywhere else:

  • Within 21 days of birth: registered free by the local registrar on the ordinary report. This is the only window with no permission and no penalty.
  • After 21 days and up to 30 days: the registrar may register the event on payment of a late fee.
  • After 30 days and up to one year: written permission of the District Registrar or the officer he authorises is required, together with an affidavit and a late fee.
  • After one year: registration is possible only on an order under Section 13(3) of the Act. The registrar first issues a Non-Availability Certificate confirming that a register search found no entry, and the magistrate authorised for the district passes the order after examining the affidavit, sibling school records, the school transfer or high school certificate and witness statements.

Uttar Pradesh is the largest state in the country by population, and the volume of delayed birth registration files it handles is correspondingly large. That is exactly why the 21-day report matters: the fast route and the slow route diverge permanently at that point.

How do you check the application status?

For an urban application, use the tracking option on e-nagarsewaup.gov.in with the application number on your acknowledgement. For an entry on the Civil Registration System, log in at dc.crsorgi.gov.in and check the record there. Where the application was filed at a municipal counter, a panchayat office or a CSC, the same point can tell you what stage the file has reached, and the district administration's public grievance cell is the escalation route when a file stalls.

Why are Uttar Pradesh birth certificate applications rejected?

  • The birth was never reported to the registrar, leaving no entry to certify.
  • The application went to the wrong registrar. An urban local body for a village birth, or the wrong ward for an urban one.
  • The parents' names on the hospital record, on Aadhaar and on the form do not match.
  • The birth is more than one year old and no magistrate's order or Non-Availability Certificate has been produced.
  • Uploaded scans are unreadable or a document has gone into the wrong slot.
  • A correction to an existing entry was filed as a fresh certificate application instead of being taken to the registrar who made the entry.

What does it cost, and what about agents?

Registration of a birth reported within 21 days is free under the Registration of Births and Deaths Act 1969. Everything beyond that: certificate copies, late registration, corrections: costs only the amount e-Nagar Sewa or the municipal or panchayat office displays, plus the notified charge if a CSC or Jan Seva Kendra files on your behalf. No clerk, dealing hand, panchayat secretary or middleman is entitled to a rupee beyond that. Agents outside UP municipal offices who promise a birth certificate "in 24 hours" for a few thousand rupees are selling a queue position they do not control; the file still reaches the same registrar and the same Civil Registration System entry. Keep every receipt and the application number, and take a demand for extra money to the district magistrate's public grievance cell.

Why the first three weeks decide everything

A birth certificate is the document that school admission, Aadhaar enrolment, a passport application, a driving licence, a government job form and most scholarship applications fall back on for proof of date of birth. Reported inside 21 days, the birth is registered free in a single visit, and for a hospital birth often without the parents doing anything at all. Recovered twenty years later, the same record needs a Non-Availability Certificate, an affidavit, corroborating school records, witnesses and a magistrate's order. Before leaving the hospital, ask for the registration number; within three weeks, confirm on the Civil Registration System that the entry exists.

Documents required

Hospital birth report or discharge summary
For an institutional birth, the record issued by the hospital or nursing home showing the date, time and place of birth and the mother's name. The institution is also required to report the birth to the registrar.
Parents' Aadhaar cards
Used to match the mother's and father's names on the register entry. A spelling mismatch between Aadhaar and the hospital slip is the commonest reason a UP file is returned.
Proof of the parents' address at the time of birth
Ration card, voter ID, electricity bill or rent agreement, establishing which nagar nigam ward, nagar palika, nagar panchayat or gram panchayat registrar has jurisdiction.
Identity proof of the applicant
Aadhaar, voter ID, driving licence, PAN or passport of the parent, guardian or adult applying.
Affidavit stating the date, time and place of birthoptional
Needed for a home birth, or where the report is being made after the 21-day reporting window.
Non-Availability Certificate from the registraroptional
Needed for a birth more than one year old, recording that a search of the register found no existing entry.
Magistrate's order for delayed registrationoptional
Mandatory where the birth is more than one year old. No registrar in Uttar Pradesh can make the entry without it.
School transfer certificate or high school certificateoptional
Used as corroborating proof of date of birth in a delayed registration file, alongside sibling records and witness statements.

Frequently asked questions

Which portal issues a birth certificate in Uttar Pradesh?

Uttar Pradesh runs urban birth and death certificate services on e-Nagar Sewa at e-nagarsewaup.gov.in, the citizen services portal of the state's urban local bodies, which also handles water and sewerage connections, property tax and trade licences. For the certificate itself, UP district administrations such as Kanpur Nagar now link citizens directly to the national Civil Registration System at dc.crsorgi.gov.in.

How do I get a birth certificate for a village birth in UP?

For a birth in a rural area of Uttar Pradesh, the registrar is the gram panchayat or the primary health centre, and the report goes there rather than to e-Nagar Sewa, which covers urban local bodies. The entry still lands on the Civil Registration System, from which the certificate is issued.

Is birth registration free in Uttar Pradesh?

Registration of a birth reported within 21 days is free everywhere in India under the Registration of Births and Deaths Act 1969, and Uttar Pradesh follows that rule. Certificate copies, delayed registration and corrections carry only the fee the portal or the municipal office displays — pay that, take a receipt, and pay nothing to anyone else.

What if the birth is more than one year old?

A birth more than one year old can only be registered on an order under Section 13(3) of the Registration of Births and Deaths Act 1969, so the online route will not complete on its own. Get a Non-Availability Certificate from the registrar first, then take the affidavit, school records and witness statements to the magistrate authorised in your district.

What is eSathi and can I use it for a birth certificate?

eSathi at esathi.up.gov.in is the citizen login for Uttar Pradesh's e-District services, which is where UP publishes its certificate service information and forms, including the birth certificate service PDF hosted at edistrict.up.gov.in. Birth registration itself is handled by the registrar — the urban local body or the panchayat — with e-Nagar Sewa and the Civil Registration System as the online layers.

Who actually makes the birth entry in Uttar Pradesh?

The registrar of births and deaths for the area makes the entry — the nagar nigam, nagar palika parishad or nagar panchayat in an urban area, and the gram panchayat or the primary health centre in a rural area. Hospitals and nursing homes are required to report institutional births to that registrar.

How do I correct a name or date on a UP birth record?

Take the documentary proof of the correct particulars to the registrar who made the entry — the municipal office or the panchayat — and ask for the register entry to be corrected, rather than applying for a fresh certificate. A certificate printed after the correction carries the amended particulars.

Is a Uttar Pradesh birth certificate valid outside the state?

Yes, a birth certificate issued under the Registration of Births and Deaths Act 1969 is valid throughout India whichever registrar issued it. A birth that occurred in Uttar Pradesh must always be registered in Uttar Pradesh — no other state's registrar has jurisdiction over it.
