Uttar Pradesh processes more caste certificates than any other state in India, simply because of scale; UPPSC and UPSSSC recruitment, admissions across dozens of state universities, and the state's scholarship programme all turn on the document. The whole flow sits on e-District Uttar Pradesh, a State Mission Mode e-governance project, and the citizen-facing entrance to it is the e-Sathi login.

What is a caste certificate in Uttar Pradesh and which department issues it?

A caste certificate in Uttar Pradesh certifies that you belong to a caste notified for the state as Scheduled Caste, Scheduled Tribe or Other Backward Class. The Revenue Department issues it: the Lekhpal of your halka verifies the caste and residence entry on the ground, the Kanungo endorses it, and the Tehsildar approves and digitally signs.

Delivery runs through the e-District portal at edistrict.up.gov.in. The portal describes e-District as a State Mission Mode project computerising citizen-centric services across certificates, complaints, public distribution, pensions, revenue records and employment registration, with a citizen portal carrying 24 or more services. Its login options include an e-District login for departmental users, "Citizen Login (eSathi)" for individuals, GAV registration and SSDG login. For an individual applying for their own caste certificate, e-Sathi is the door.

Uttar Pradesh also runs the same service through more than a lakh and a half of registered Common Service Centres, plus Lokvani and Jan Seva Kendras, for people who would rather hand the job to an operator.

Who can and cannot apply for a caste certificate in Uttar Pradesh?

You can apply if you are a resident of Uttar Pradesh and your caste appears in Uttar Pradesh's own notified SC, ST or OBC list. Parents apply for minor children, which is the normal route for school admission and scholarship purposes. There is no age limit and no income condition for a plain caste certificate.

You cannot apply, or will not have the certificate issued, in the following situations. A person not resident in Uttar Pradesh is not eligible, because the Lekhpal certifies residence within a specific halka. A caste notified in another state but not in UP's list is not eligible. This trips up families near the Bihar, Madhya Pradesh, Rajasthan, Haryana and Uttarakhand borders, and it also means a UP OBC caste is not automatically OBC for central government purposes unless it is in the central list too. A person who cannot produce a caste record from the paternal line will stall at verification, since caste is traced through the father. And the OBC non-creamy-layer certificate. A separate e-District service: is not issued to a family above the creamy-layer threshold, even though the plain caste certificate can still be.

Which documents does Uttar Pradesh ask for?

Assemble: Aadhaar, a UP residence proof such as voter ID, ration card or electricity bill, a caste proof of your father or paternal grandfather, the signed self-declaration (swaghoshna patra) that the form carries, and a passport-size photograph. A date of birth proof and ration card are commonly attached. Income details are needed only for the non-creamy-layer service.

Pay attention to file sizes before you start. The e-District portal states that photographs may be a maximum of 50 KB and documents a maximum of 100 KB. That is tighter than most state portals, and an oversized upload is the single most common reason an e-Sathi form fails halfway. Compress your scans first. The portal also notes that supporting documents should be submitted at the CSC or Lokvani service centre where that route is used.

What does a caste certificate cost in Uttar Pradesh?

A small user charge applies, and it is displayed on the e-District payment screen before you pay. Payment is made through the PayGov gateway using UPI, net banking or a debit card, directly on the portal. If you file through a CSC or Jan Seva Kendra instead, the operator adds the notified counter service charge for filling and uploading the form on your behalf, and that rate is displayed at the centre.

That is the entire legitimate cost. e-District UP is open to any citizen who registers on e-Sathi with a mobile number, so an agent quoting several hundred rupees to "arrange" a caste certificate is charging you for something you can do from your phone. Pay only what the payment screen or the centre's displayed rate card shows, and keep the receipt with the application number on it.

How to apply for a caste certificate in Uttar Pradesh online

  1. Open edistrict.up.gov.in and click "Citizen Login (e-Sathi)". Register with your name, mobile number and email if you are new, and verify the OTP.
  2. Log in and choose the caste certificate service (jati praman patra) from the list of revenue services in the citizen portal.
  3. Fill the application form: applicant name, father's name, caste and sub-caste exactly as spelled in the UP notified list, family details, tehsil, village or ward, and the purpose of the certificate.
  4. Upload Aadhaar, residence proof, the paternal caste proof, the signed self-declaration and your photograph: photograph under 50 KB and each document under 100 KB.
  5. Submit the form and pay the user charge through the PayGov gateway. Note the application number the portal generates; it is your only reference.
  6. Wait for the Lekhpal's field verification and the Tehsildar's digital signature.
  7. Download the certificate from your e-Sathi login once the status shows as issued, and use the verification option on the portal to confirm it reads correctly.

How to apply at a CSC or Lokvani centre

  1. Visit a registered Common Service Centre, Lokvani centre or Jan Seva Kendra — Uttar Pradesh has more than 1.5 lakh registered CSCs.
  2. Give the operator your Aadhaar, residence proof, paternal caste proof and photograph, and tell them you need a caste certificate.
  3. The operator files the same e-District form, uploads the documents and collects the government user charge plus the notified counter service charge.
  4. Take the receipt carrying the application number, then track it online and download the digitally signed certificate when it is issued.

How do you check the status of a UP caste certificate application?

Use the application status option on edistrict.up.gov.in with the application number from your receipt, or log in to e-Sathi and open your list of applications. The portal shows which stage the file has reached. Uttar Pradesh also publishes a separate certificate verification option, enter the application number and certificate number and the issued record appears, which is how employers and admission offices check that a certificate is genuine rather than a forgery.

If the status is stuck at the verification stage, the effective step is a visit to the tehsil with the application number and a request that the Lekhpal of your halka be assigned the field check, because that is almost always where a UP caste certificate waits.

How long is a caste certificate valid in Uttar Pradesh?

A caste certificate records a fact of lineage, so a UP SC, ST or OBC caste certificate does not carry an annual expiry. Institutions may still ask for a recently issued copy, and the e-District route makes a fresh one cheap and quick to obtain.

The OBC non-creamy-layer certificate is genuinely annual in practice. UPPSC, UPSSSC, central recruitment bodies and admission authorities routinely require one issued within the current financial year, because the creamy-layer test rests on income and status in that year. Note also the difference between the state OBC list and the central OBC list, a certificate issued for state purposes is not automatically usable for a central government post, and the format asked for in a central advertisement is specific.

Why do Uttar Pradesh caste certificate applications get rejected?

The recurring failures are practical. Oversized uploads break the form before the application even registers. A caste or sub-caste spelling that does not match the UP notified list is read as a different caste. A mismatch between the father's name on Aadhaar and on the school record stops the Lekhpal's verification. A caste proof drawn from the mother's family is rejected, since caste is traced through the father. Applying at the wrong tehsil: where the family's records sit in one halka but the current address is in another; leads to rejection rather than transfer. And applying for the plain caste certificate when a recruiter actually asked for the non-creamy-layer OBC certificate wastes the application entirely, since the two are separate services on the same portal.

Where do you complain if the certificate is delayed?

Call the e-District Uttar Pradesh helpline on 0522-2304706, which runs Monday to Saturday from 10 AM to 5 PM excluding government holidays, or email the helpdesk at ceghelpdesk@gmail.com, quoting your application number. That contact handles portal and application problems.

For a file that the helpdesk cannot move, escalate through the revenue chain: the Tehsildar's office, then the Sub-Divisional Magistrate, then the District Magistrate, whose office supervises e-District delivery in the district. Uttar Pradesh also runs the Jansunwai / IGRS public grievance portal, where a complaint against a delayed certificate can be lodged and tracked to a named officer. In every case, quote the application number from your receipt, the system cannot trace anything without it.

Frequently asked questions

How do I apply for a caste certificate in Uttar Pradesh online?

Go to edistrict.up.gov.in, use "Citizen Login (e-Sathi)" to register and log in, select the caste certificate service under revenue services, fill the form, upload Aadhaar, residence proof and the caste proof, pay the user charge on the payment gateway and note the application number.

Who issues the caste certificate in Uttar Pradesh?

The Tehsildar issues the caste certificate in Uttar Pradesh under the Revenue Department, after the Lekhpal of your halka verifies the caste and residence entry and the Kanungo endorses it. The certificate is signed digitally and downloaded from e-District.

What is the e-District Uttar Pradesh helpline?

The e-District UP helpline is 0522-2304706, available Monday to Saturday from 10 AM to 5 PM excluding government holidays, with the helpdesk email ceghelpdesk@gmail.com published on the portal.

What are the file size limits on e-District UP?

The e-District portal states that photographs may be a maximum of 50 KB and documents a maximum of 100 KB. Compress your scans before uploading — oversized files are the commonest reason an e-Sathi submission fails mid-form.

What does a caste certificate cost in Uttar Pradesh?

Only the small user charge shown on the e-District payment screen applies, paid through the PayGov gateway by UPI, net banking or card. If you apply at a CSC or Jan Seva Kendra, the operator adds a notified counter service charge on top. Anything beyond that is a middleman's fee, not a government one.

How do I check my UP caste certificate application status?

Use the application status option on edistrict.up.gov.in with the application number generated when you submitted, or log in to your e-Sathi account and open your application list. The same number is used to verify the issued certificate.

Can an employer verify my UP caste certificate online?

Yes. The e-District portal carries a certificate verification option where the application number and certificate number produce the issued record, which is how employers and admission offices check authenticity.

Does a UP caste certificate expire?

A plain SC, ST or OBC caste certificate records lineage and does not lapse annually. The OBC non-creamy-layer certificate is different — it rests on a financial-year income test, so UPPSC, UPSSSC and central recruiters normally require one issued in the current financial year.
