Domicile / Residence Certificate in Uttar Pradesh (Niwas Praman Patra)

Uttar Pradesh state government scheme

Quick answer

A Uttar Pradesh domicile certificate, called Niwas Praman Patra, is issued by the Tehsil under the Revenue Department through the e-District portal at edistrict.up.gov.in. The official e-District service list shows a fee of Rs 15 for the residence certificate, Aadhaar e-KYC is now mandatory, and applications are filed either on the e-Sathi citizen login or at a Jan Seva Kendra.

A Uttar Pradesh domicile certificate, printed in Hindi as निवास प्रमाण पत्र (Niwas Praman Patra) and shown on the official service list as अधिवास प्रमाणपत्र; is the state's proof that you are a permanent resident of Uttar Pradesh. It is not a benefit or a subsidy. It is a civic document that unlocks other things: state-quota seats in UP medical, engineering and university admissions, most Uttar Pradesh Subordinate Services Selection Commission and UPPSC recruitments, state scholarships for SC, ST, OBC and general-category students, and eligibility screening for dozens of state welfare schemes.

Which department issues the domicile certificate in Uttar Pradesh?

The Revenue Department of the Government of Uttar Pradesh issues the certificate, and the signing authority sits at the Tehsil. The application itself does not go to the Tehsil counter first. It goes through the e-District Uttar Pradesh platform at edistrict.up.gov.in, whose citizen-facing front end is branded e-Sathi. e-District is run for the state by the department's Centre for e-Governance helpdesk, which the portal lists with the phone number 0522-2304706 and the email ceghelpdesk@gmail.com.

Once an application is submitted, it is pushed down the revenue chain for field verification. The Lekhpal for your revenue village or ward physically checks the residence claim and reports upward through the Kanungo or Registrar Kanungo to the Tehsildar or the designated officer, who then approves and digitally signs the certificate. Because the signature is digital, the downloaded PDF is itself the valid certificate, you do not need to collect a paper copy from the Tehsil.

Who can and cannot apply for a UP residence certificate?

You can apply if you ordinarily and permanently reside in Uttar Pradesh at the address you are claiming, and you can support that claim with a document tying you to that address, a ration card, an electricity bill in the household's name, or a voter ID issued from that constituency. Adults apply in their own name. For a school or college student, the application is normally made in the student's name using the parents' address proof plus the current academic certificate, which the official service list specifically names as a document "if currently studying".

You cannot apply if you live in Uttar Pradesh only temporarily: on a work posting, a rented room taken for a coaching year, or a hostel stay — while your family's permanent residence is in another state. A residence certificate certifies permanence, not presence. You also cannot hold a UP domicile certificate and a domicile certificate of another state simultaneously for the same purpose; recruitment boards treat that as a false declaration. Applications also fail where the address proof names a different person and no relationship document connects the applicant to that person.

What documents are needed for the UP niwas praman patra?

The official e-District Uttar Pradesh service list names a short, specific set against the residence certificate:

  • a self-attested declaration by the applicant
  • a copy of the ration card or the electricity bill
  • a copy of the voter ID card
  • an academic certificate, if the applicant is currently studying

To that, the portal adds a mandatory Aadhaar e-KYC step. The e-District notice states plainly that Aadhaar e-KYC verification is mandatory for these applications as per government orders, that the identity information is used only for issuing the certificate, and that no biometric data is stored or shared. You will also need a passport-size photograph in digital form and a working mobile number, because the acknowledgement number and status messages go there.

A notarised affidavit on stamp paper is not part of the official document list. If a middleman tells you an affidavit is compulsory, that is an upsell.

How much does the certificate cost?

The Uttar Pradesh e-District service list shows the fee for the residence certificate as Rs 15, revised downward from Rs 30 with effect from 13 January 2021. That is the same fee the portal shows for the income certificate and the caste certificate. Rs 15 is payable online during the e-Sathi application, or across the counter at a Jan Seva Kendra.

Nothing beyond that goes to the government. A Jan Seva Kendra or CSC operator is separately entitled to a small counter service charge, which should be stated up front and receipted. Any agent quoting several hundred rupees to "get the file cleared at the Tehsil" is charging you for something the state already guarantees at Rs 15 to pay the listed fee on the official portal instead, and keep the receipt.

How to apply online for a UP domicile certificate on e-Sathi

  1. Open edistrict.up.gov.in and choose the citizen login (e-Sathi). If you do not have an account, register with your name, district, mobile number and email; the portal sends a login ID and password to the registered mobile.
  2. Log in and complete Aadhaar e-KYC. The portal now requires this before the certificate form opens. Enter the Aadhaar number and authenticate with the OTP sent to the Aadhaar-linked mobile.
  3. Select "Niwas Praman Patra" (residence certificate) from the list of certificate services under the Revenue Department.
  4. Fill the application form: applicant name, father's or husband's name, complete address with district, tehsil, block, village or ward, and the purpose for which the certificate is needed. Take care with the tehsil and village fields, because they decide which Lekhpal receives the file.
  5. Upload the documents, the self-declaration, ration card or electricity bill, voter ID, academic certificate if you are studying, and the photograph. Keep each scan legible; unreadable uploads are the most common reason a file bounces back.
  6. Pay Rs 15 online through the payment gateway and submit.
  7. Save the acknowledgement number. It is the only key you have for tracking status and for downloading the certificate later.

How to apply offline or through a Jan Seva Kendra

Uttar Pradesh has no purely paper channel left for this certificate: every application is entered into e-District. What exists instead is an assisted channel:

  1. Visit a Jan Seva Kendra or CSC in your block or town with originals and photocopies of the documents above and your Aadhaar.
  2. Give the operator your details; the operator files the same e-Sathi form on your behalf and completes the Aadhaar e-KYC with your OTP.
  3. Pay the Rs 15 government fee plus the counter service charge and insist on the printed acknowledgement slip carrying the application number.
  4. Return to the same counter once the status shows "certificate issued" to print the digitally signed PDF, or download it yourself from the portal.

The Tehsil office remains relevant for follow-up: if the Lekhpal has not filed a verification report, the Tehsil sadar or the Tehsildar's office is where you chase it.

How do I check the status and download the certificate?

Go to edistrict.up.gov.in, choose the application status option, and enter your acknowledgement number. The status trail shows whether the file is with the Lekhpal, the Kanungo or the Tehsildar. Once approved, the same portal's certificate download option produces the digitally signed PDF, which carries a certificate ID and a QR or verification code. Any office can verify authenticity by entering that certificate ID on the portal's verification page, so a printout of the PDF is enough, and you do not need to have it attested again.

How long is a UP residence certificate valid?

Uttar Pradesh does not stamp a routine expiry date on the niwas praman patra, and for most purposes it is treated as a standing document. The practical constraint comes from whoever is asking for it: many UPPSC and UPSSSC advertisements, university admission notices and scholarship portals require a certificate issued within the last six months, one year or three years. Read the advertisement, and if your copy is older than the window it names, apply again. It is a fresh Rs 15 application, not a renewal.

Why do UP domicile applications get rejected?

The commonest causes are all avoidable. A mismatch between the address on the form and the address on the ration card or electricity bill will fail verification. Illegible or partial scans get returned. A missing academic certificate for an applicant who is clearly a student stalls the file. A wrong tehsil or village entry sends the application to a Lekhpal who has no record of you. And where the address proof stands in a parent's or spouse's name with nothing connecting the applicant to them, the Lekhpal cannot certify the claim. If your application is rejected, the rejection reason is shown against the acknowledgement number; fix that single point and re-apply rather than starting a parallel file.

Where do I complain if the certificate is delayed?

Start with the e-District helpdesk on 0522-2304706 (Monday to Saturday, 10 AM to 5 PM, government holidays excluded) or by email at ceghelpdesk@gmail.com, quoting your acknowledgement number. If the file is stuck at field verification rather than at the portal, escalate in person to the Tehsildar, and then to the Sub-Divisional Magistrate. Uttar Pradesh also runs the Jansunwai / IGRS grievance system at jansunwai.up.nic.in, where a complaint against a delayed tehsil-level service can be lodged and tracked with a reference number.

A final caution: the certificate is a Rs 15 government service delivered on the state's own portal. Nobody needs to be paid to "arrange" it, and no genuine officer asks for money outside the portal's payment gateway or the Jan Seva Kendra receipt.

Frequently asked questions

How much does a domicile certificate cost in Uttar Pradesh?

The official Uttar Pradesh e-District service list shows a fee of Rs 15 for the residence certificate, revised from Rs 30 with effect from 13 January 2021. The same Rs 15 fee applies to the income and caste certificates. A Jan Seva Kendra operator may charge a separate service charge on top of the government fee, so ask for the receipt.

Which department issues the domicile certificate in Uttar Pradesh?

The Revenue Department issues it through the Tehsil, and the application is routed on the e-District portal at edistrict.up.gov.in. The Tehsildar or the designated Revenue officer signs the certificate digitally after the Lekhpal and Kanungo report.

Can I apply for a UP residence certificate from home?

Yes, through the e-Sathi citizen login on edistrict.up.gov.in, which lets an individual register with a mobile number, complete Aadhaar e-KYC, fill the Niwas Praman Patra form, upload documents and pay online. The alternative is a Jan Seva Kendra or CSC counter.

Is Aadhaar compulsory for a UP niwas praman patra?

Yes. The e-District Uttar Pradesh portal states that Aadhaar e-KYC verification is mandatory for these certificate applications as per government orders, and that the identity information is used only to issue the certificate.

How do I check my UP domicile certificate application status?

Use the "Application Status" option on edistrict.up.gov.in and enter the application number printed on the acknowledgement slip. The same acknowledgement number is used later to download the digitally signed certificate.

Is a UP residence certificate valid forever?

Uttar Pradesh does not print a routine expiry on the niwas praman patra, but many recruiting boards and universities insist on a certificate issued within the last six months to three years. Check the specific advertisement before you reuse an old copy.

What is the helpline for e-District Uttar Pradesh?

The e-District Uttar Pradesh portal lists 0522-2304706, available Monday to Saturday from 10 AM to 5 PM excluding government holidays, along with the email ceghelpdesk@gmail.com.
