Bhulekh Khatauni (Land Record Extract) in Uttar Pradesh

Uttar Pradesh state government scheme

Quick answer

A Uttar Pradesh land record is the Khatauni, the record of rights published by the Board of Revenue on the Bhulekh portal at upbhulekh.gov.in. Bhulekh shows the khatauni nakal free, and has a separate link to obtain a certified copy of the khatauni through online payment. The portal lists the Computer Cell, Board of Revenue, Lucknow on 0522-2217144.

What is Bhulekh in Uttar Pradesh?

Bhulekh is the name Uttar Pradesh gives to its computerised land records, and the document itself is the Khatauni. The record of rights for a revenue village. The Board of Revenue (Rajasva Parishad), Uttar Pradesh owns and maintains the portal at upbhulekh.gov.in, with technical support from the National Informatics Centre, UP State Unit.

A Uttar Pradesh khatauni entry carries:

  • the khata number, the account grouping everything one khatedar holds in that revenue village
  • the gata (khasra) numbers inside the khata, plot by plot
  • the area of each gata, in hectares
  • the khatedar's name with father's name
  • the share where the holding is joint
  • the class of land and the nature of the khatedari right
  • remarks, where mortgages, court orders and restrictions appear

Bhulekh is more than a viewer. The portal's own service list includes:

  • खतौनी (अधिकार अभिलेख) की नक़ल देखे, view the khatauni nakal, free
  • a link to obtain a certified copy of the khatauni through online payment
  • भूखण्ड/गाटे के विक्रय की स्थिति जाने: check whether a plot/gata is under sale
  • भूखण्ड/गाटे के वाद ग्रस्त होने की स्थिति जाने: check whether a plot is subject to litigation
  • the unique code of a revenue village khatauni and of each gata
  • सरकारी भूमि खोजें, search government land
  • links to igrsup.gov.in (stamps and registration), vaad.up.nic.in (revenue cases), edistrict.up.gov.in and jansunwai.up.nic.in

Those two "status" services are the ones buyers should use first, and almost nobody does.

Who can get a Uttar Pradesh land record?

You can view or apply if:

  • You are the khatedar recorded in the khatauni.
  • You are a co-sharer in a joint khata.
  • You are a prospective buyer verifying a gata before paying advance money.
  • You are a farmer who needs the khatauni for a Kisan Credit Card, crop insurance, PM-KISAN verification, or a state agriculture scheme.
  • You are a legal heir of a deceased khatedar, before applying for varasat.
  • You are a bank, co-operative society or advocate verifying title.
  • You are any member of the public. The Bhulekh public view is open, needs no login and asks no reason.

You cannot apply, or cannot get what you want, if:

  • You cannot search without the revenue village and an identifier: khata, gata or the recorded name. Bhulekh has no address search.
  • You cannot get flat or urban plot records this way. Apartments and development authority plots are held under registered deeds and authority records, not a revenue khatauni.
  • You cannot change an entry online. Namantaran, varasat and correction are decided by the Tehsildar on an application.
  • You cannot use the free view as an authenticated document where a certified khatauni is demanded.
  • You cannot treat the khatauni as conclusive title. It is presumptive evidence; the deed chain at igrsup.gov.in and the mutation orders matter too.

What details and documents are required?

How to get a Uttar Pradesh khatauni online

  1. Open upbhulekh.gov.in, the Board of Revenue's Bhulekh portal.
  2. Choose "खतौनी (अधिकार अभिलेख) की नक़ल देखे" to view the record of rights.
  3. Select district, then tehsil, then pargana, then the revenue village. Each list loads from the one above it, and the village must be picked from the list rather than typed.
  4. Search by khata number, gata (khasra) number, or the khatedar's name. Khata gives the whole holding; gata gives a single plot.
  5. Read the whole entry; area, share, land class and remarks. In a joint khata, confirm your fraction rather than assuming the full area.
  6. Note the unique code of the gata and of the village khatauni, using the Bhulekh service that publishes them. That code removes ambiguity when two plots share a number across villages.
  7. Print or save the free nakal for personal checking.
  8. Use the certified-copy link on Bhulekh when an office or a bank wants an authenticated khatauni. Pay only the amount the portal's payment screen shows, keep the transaction receipt, and download the copy from the same session.

How to check a plot before buying in Uttar Pradesh

  1. Open the khatauni for the gata and confirm the seller's name, share and the land class.
  2. Run "भूखण्ड/गाटे के विक्रय की स्थिति जाने" on Bhulekh to see the sale status of the plot.
  3. Run "भूखण्ड/गाटे के वाद ग्रस्त होने की स्थिति जाने" to see whether the plot is under litigation. This single check has saved more UP buyers than any other.
  4. Check the registered deed record at igrsup.gov.in for the property, and the revenue case position at vaad.up.nic.in.
  5. Confirm it is not government land using the "सरकारी भूमि खोजें" service before paying anything.

How to get a khatauni offline in Uttar Pradesh

  1. Go to the Lekhpal of the halka, who maintains the village record, or to the tehsil record room.
  2. Apply for a certified khatauni, giving the village, khata or gata number and the year.
  3. Pay only the notified fee at the counter or the Jan Seva Kendra, and take a printed receipt.
  4. Collect the certified copy and check the gata numbers, area and share against your own deed before leaving.
  5. For a correction or mutation, file the application with the Tehsildar rather than asking the Lekhpal to alter a figure informally.

How do I get a mutation done in Uttar Pradesh?

A registered sale, gift, partition or an inheritance reaches the khatauni only through namantaran, and after a death, through varasat. Apply at the tehsil with the registered deed, or with the death certificate and the heirship details. The Lekhpal reports, notice goes to co-sharers and interested parties, objections are heard, and the Tehsildar or Naib Tehsildar passes the order.

Until that order is passed and posted, the khatauni still shows the previous khatedar. That is exactly why a bank refuses a loan against a freshly purchased gata, and why you should re-open Bhulekh after the order to confirm the entry actually changed.

What does it cost, and what should you refuse to pay?

Viewing the khatauni on upbhulekh.gov.in is free and needs no login. A certified copy costs only the amount the Bhulekh payment screen displays, or the notified counter fee at the tehsil or Jan Seva Kendra, against a receipt.

Agents outside UP tehsils charge several hundred rupees to open a free public web page, and some promise to "get the namantaran done". Filing costs the notified fee only, the Tehsildar decides after notice, and no payment buys a faster sanction. If money is demanded to pass a mutation, that is a bribe, not a fee — take the case number to the Sub Divisional Magistrate or file on jansunwai.up.nic.in. Never share your Aadhaar OTP or a payment OTP with a middleman.

Why do Uttar Pradesh land record checks go wrong?

  • Wrong pargana or village selected where names repeat in a tehsil.
  • Name search failing because the khatauni carries an older spelling.
  • Skipping the litigation and sale-status checks that Bhulekh offers for free.
  • Ignoring the share fraction in a joint khata.
  • Assuming registration completed the transfer without namantaran.
  • Using the free nakal where a certified khatauni was required.
  • Missing that the land is government land or has a restricted land class.

Grievance and helpline route in Uttar Pradesh

  • Computer Cell, Board of Revenue, Lucknow; 0522-2217144, for Bhulekh portal issues; the land records computerisation page lists bhulekh-up[at]gov[dot]in
  • Lekhpal of the halka, entries and field-level issues
  • Tehsildar / Naib Tehsildar; mutation, varasat and correction orders
  • Sub Divisional Magistrate; appeals against tehsil orders
  • District Magistrate, district revenue head
  • vaad.up.nic.in; revenue court case status
  • jansunwai.up.nic.in, the state's public grievance registration and tracking system, linked from Bhulekh

Carry the khata number, gata number, revenue village name and any case or application number to every office. Without the gata number, no UP revenue office can identify the land you mean.

Common reasons for rejection

A khatauni view itself is never "rejected," it is either found or not found. What actually gets rejected, held up, or sent back at the tehsil is the namantaran (mutation) application after a sale, gift, exchange or partition, and the varasat application after a khatedar's death. The certified-copy request on Bhulekh can also fail at the payment or issuance stage. The real reasons are specific to those processes:

  • Objection from a co-sharer or a third party. Once the Lekhpal's report goes up and notice is issued, any co-sharer, an heir who was left out, or a party claiming the land can object. The Tehsildar has to hear that objection before passing an order, and a live objection is the single most common reason a mutation stalls for months instead of weeks. Fix: resolve the dispute or get a court order first; a contested title will not mutate on the strength of the sale deed alone.
  • Mismatch between the deed and the khatauni entry. If the gata number, area, or the seller's name in the registered deed does not match what the khatauni currently shows (an older unmutated entry, a spelling difference, or a khata that has since been subdivided), the Lekhpal's field report will flag it and the application gets returned for correction rather than passed straight through. Fix: verify the khatauni entry against the deed before filing, not after.
  • Incomplete heir details in a varasat application. If the application does not list all legal heirs, or an heir's share is left ambiguous, the Tehsildar cannot pass a clean mutation order because any omitted heir can object later. Fix: list every legal heir with their relationship to the deceased khatedar, even where shares still need to be worked out among them.
  • Land under litigation or recorded as government land. Where the gata already shows a court case (checkable at vaad.up.nic.in or through Bhulekh's litigation-status service) or is recorded as sarkari zameen, the Tehsildar will not mutate it in favour of a private buyer or heir until that status is cleared. Fix: run the sale-status and litigation-status checks on Bhulekh before filing, not after money has changed hands.
  • Missing or unpaid stamp duty and registration. A mutation application built on a deed that was not properly registered at igrsup.gov.in, or where stamp duty is short-paid, will not go through, since namantaran follows a valid registered instrument. Fix: confirm the deed's registration status before applying for mutation.
  • Certified-copy payment or download failure. On the Bhulekh payment screen, a failed or duplicate online payment for the certified copy can leave the applicant without a downloadable copy even though money was deducted. Fix: keep the transaction receipt and follow up through the Computer Cell, Board of Revenue, Lucknow (0522-2217144) rather than repeating the payment.

In every case, the fix runs through the same office: the Lekhpal for field-level facts, the Tehsildar or Naib Tehsildar for the order itself, and the Sub Divisional Magistrate if the tehsil's decision needs to be appealed.

Frequently asked questions

Which portal shows Uttar Pradesh land records?

upbhulekh.gov.in, the Bhulekh portal of the Board of Revenue (Rajasva Parishad), Uttar Pradesh, is the official source for khatauni records. The portal also lets you check whether a gata is under sale or under litigation, and gives the unique code of a revenue village khatauni and of each gata.

Is the Uttar Pradesh khatauni free to view?

Yes, viewing the khatauni nakal on upbhulekh.gov.in is free and needs no login. Bhulekh separately offers a certified copy of the khatauni through online payment, and that certified copy is the one offices and banks normally ask for.

What is a certified khatauni and when do I need one?

A certified khatauni is the fee-paid, authenticated copy obtained through the online payment link on upbhulekh.gov.in or from the tehsil, and it is what banks, courts and government offices accept. The free view is adequate for personal checking but is not an authenticated document.

What is a gata number in Uttar Pradesh?

A gata number is the plot or khasra number of a single field in a revenue village, while the khata number groups all the land one khatedar holds in that village. Bhulekh assigns each gata a unique code, so the same plot can be identified without ambiguity across services.

Can I check if a plot is disputed before buying in Uttar Pradesh?

Yes, Bhulekh has two dedicated services — one to check whether a plot/gata is under sale and one to check whether it is subject to litigation (vaad grast). Use both before paying advance money, and check the revenue case portal vaad.up.nic.in as well.

Does the khatauni prove I own the land?

No, the khatauni is a record of rights kept for revenue purposes and is presumptive evidence, not conclusive proof of ownership. A Uttar Pradesh title check also needs the registered deed chain from igrsup.gov.in and the mutation order that followed each transfer.

My name is wrong in the UP khatauni. Who corrects it?

The Lekhpal of the halka records it and the Tehsildar orders the correction, because Bhulekh only displays what the tehsil has entered. Apply at the tehsil with proof of the correct entry; contested corrections go to the revenue court and are tracked on vaad.up.nic.in.

Whom do I contact if Bhulekh UP is not working?

The portal lists the Computer Cell, Board of Revenue, Lucknow, Uttar Pradesh on 0522-2217144, and the Bhulekh land records computerisation page gives the email bhulekh-up[at]gov[dot]in. For record problems rather than website problems, go to the Lekhpal and then the Tehsildar.
