What is a labour card in Uttar Pradesh?

A labour card in Uttar Pradesh is the beneficiary registration of the Uttar Pradesh Building and Other Construction Workers Welfare Board, Uttar Pradesh Bhawan Evam Anya Sannirman Karmkar Kalyan Board: set up under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and the state's Regulation of Employment and Conditions of Service Rules, 2009. The board runs its public portal at upbocw.in and its worker registration system at labour.upbocw.in, and sits on the 2nd floor, A & D Block, Kisan Mandi Bhawan, Vibhuti Khand, Gomti Nagar, Lucknow 226010.

The board is careful about what the card is. The identity card it issues carries a printed note that the card is only proof that the holder is registered as a beneficiary worker with the board. The second note is the one workers forget: a construction worker must deposit a contribution of Rs 20 every year to keep the registration continuous and remain able to take benefits under the board's schemes. The third note tells the worker to contact the local district labour office for more information.

Section 2(d) of the 1996 Act defines building or other construction work broadly, and the UP board reproduces that definition: buildings, streets, roads, railways, tramways, airfields, irrigation, drainage, embankments, navigation, flood control works, storm water drainage, generation, transmission and distribution of electricity, water works including channels for distribution of water, oil and gas installation works, electric lines, wireless, radio, television, telephone, telegraph and overseas communications, dams, canals, reservoirs, tunnels, bridges and culverts, pipelines, towers, cooling towers and transmission towers, plus construction, alteration, repair, maintenance and demolition connected with them.

Who can and who cannot apply?

You can register with UPBOCW if you work in the building and construction processes covered by the 1996 Act and can produce an employment certificate or self-declaration, in the prescribed format, of having worked at least 90 days during the last 12 months. The board publishes the self-declaration format. The Swa Praman Patra, for download on upbocw.in, precisely because many construction workers have no employer willing to sign anything.

You cannot claim the board's scheme benefits without a live registration: the board's scheme conditions repeatedly require that the worker be "up-to-date registered", with Aadhaar number and bank account details available in the database. A worker who has stopped paying the Rs 20 annual contribution is not eligible to apply for a scheme until the registration is brought up to date. Workers whose occupation falls outside building and construction work are not covered by this board at all.

What documents are required?

  • Aadhaar card, because the board pays benefits only into the Aadhaar-linked account and uses Aadhaar to prevent duplicate registration.
  • Employment or self-declaration certificate in the prescribed format for at least 90 days of construction work in the last 12 months.
  • Bank passbook, so account details sit in the board's database before a scheme is applied for.
  • Family register or ration card, self-attested, the board's scheme forms repeatedly ask for it.
  • Working mobile number, since registration, renewal and certificate download are all OTP-verified.
  • Passport-size photograph for the identity card.

How to apply for a labour card in Uttar Pradesh

  1. Open upbocw.in and choose worker registration. The board's menu carries "Shramik Panjiyan / Sanshodhan" (worker registration and amendment), which opens the registration system at labour.upbocw.in.
  2. Create your login and verify the OTP sent to your mobile number. Registration, profile access and certificate download on the board's site are all confirmed by OTP to that number.
  3. Fill the worker profile, name, father's or husband's name, district, block or ward, address, trade, Aadhaar number and bank account.
  4. Attach the 90-day employment certificate or the self-declaration downloaded from upbocw.in in the prescribed format.
  5. Pay the registration fee shown on the payment screen. The board's payment flow ends at the SBI payment page, from which the worker saves and prints the receipt; the user then logs in again, clicks "Pay Registration Fee", opens "Payment Details", enters the payment particulars, uploads the challan, receipt or bank slip and submits.
  6. Note the application number and track it using the board's "know your application / registration number" tool.

How to check status, download the card and renew

The board's own site carries the tools, and all of them are free:

  • Registration status, the labour establishment detail page shows where the worker's registration stands.
  • Shramik certificate. The certificate download page issues the worker certificate after OTP verification.
  • Worker lists, district-wise and block-wise lists of registered workers, useful when a worker has lost the registration number.
  • Renewal status; checked at labour.upbocw.in/worker/renew, which also shows the contribution amount, renewal date and next due date for each period.
  • Scheme application status — a separate search shows how a scheme application is progressing.

The renewal table on the portal is the practical proof of the Rs 20 rule: it lists each period, the contribution amount paid, the renewal date and the next due date in red. Workers who let the next due date pass find their scheme applications refused.

What does a registered UP worker actually get?

The board's schemes are where the card earns its value:

  • Maternity benefit. A lump sum of Rs 6,000 to registered male workers; for female workers, three months of minimum wage plus a Rs 1,000 medical bonus on institutional delivery, six weeks of minimum wage on abortion and two weeks on sterilisation; Rs 20,000 for a male infant and Rs 25,000 for a female infant as a lump sum; and a fixed deposit of Rs 25,000 for a first or second daughter, or Rs 50,000 for a girl child with disability since birth, payable at maturity only if she remains unmarried till 18.
  • Sant Ravidas Education Incentive, Rs 2,000 for classes 1 to 5, Rs 2,500 for classes 6 to 10, Rs 3,000 for classes 11 and 12, Rs 12,000 for graduation and for ITI, polytechnic and vocational courses, Rs 24,000 for post-graduation, the course fee or Rs 60,000 (whichever is less) for professional degrees, Rs 1,00,000 for research, and full fee reimbursement for MBBS and for IIMs, IITs, NITs, NIFT and National Law Universities. Benefits are limited to two children.
  • Daughter's marriage assistance, Rs 65,000, or Rs 75,000 for an inter-caste marriage, and Rs 85,000 where at least 11 couples marry together at one venue, with Rs 15,000 per couple paid to the organiser.
  • Mahatma Gandhi Pension: Rs 1,000 a month, rising by Rs 50 every two years to a maximum of Rs 1,250, continuing to the spouse after the worker's death.
  • Death and disability, Rs 25,000 as a lump sum for funeral expenses, plus a benefit amount of Rs 5 lakh paid as roughly Rs 9,395 a month for 60 months on accidental death, or Rs 2 lakh paid as roughly Rs 8,736 a month for 24 months on normal death. For an unregistered construction worker who dies in a workplace accident, Rs 1.25 lakh is sanctioned as a lump sum by the District Magistrate. Permanent disability is compensated on a scale, Rs 4 lakh for 100 per cent disability, Rs 3 lakh above 50 per cent, Rs 2 lakh above 25 per cent, again paid as monthly instalments.
  • Toilet assistance, Rs 12,000 in two equal instalments through the District Panchayati Raj Officer.
  • Annual financial assistance; Rs 1,000 paid directly into the bank accounts of up-to-date registered workers.

Why are UP registrations and claims rejected?

  • The 90-day employment or self-declaration certificate is missing or not in the prescribed format.
  • The registration is not up to date because the Rs 20 annual contribution was not deposited.
  • The Aadhaar number or bank account details are absent from the board's database, so the payment cannot be made.
  • The bank account is not Aadhaar-linked. The board states plainly that workers get benefits only in their Aadhaar-linked account.
  • A self-declaration that no similar benefit has been received from a state or central scheme is not attached, where the scheme requires it.

What does it cost, and what about agents?

The only amounts the board publishes for a worker are the registration fee displayed on its own payment screen and the Rs 20 annual contribution. Both are paid on the portal, through the board's SBI payment route, and both generate a receipt the worker keeps. Nobody at a cyber café or a private "labour card agent" is entitled to a fee beyond the government charge, and no agent can move the file faster. The same district labour office verifies it. For any question about registration, renewal or a scheme, call the board's toll-free number 1800-180-5412 or visit the district labour office.
