Income Certificate (Aay Praman Patra) in Uttar Pradesh
Uttar Pradesh state government scheme
Income Certificate in Uttar Pradesh is applied for on the e-Sathi citizen portal at esathi.up.gov.in, part of the e-District programme reached from edistrict.up.gov.in. The Tehsildar issues it after Lekhpal verification, the online service charge is a nominal Rs 15, and the e-District helpline is 0522-2304706.
Income Certificate in Uttar Pradesh, the Aay Praman Patra, is the Revenue Department's certified statement of a family's annual income from all sources. UP delivers it through e-District, the state programme overseen by the Information Technology and Electronics Department with technical support from the National Informatics Centre, and citizens apply on the e-Sathi portal at esathi.up.gov.in. Scholarships under the state social welfare departments, EWS certificates, fee reimbursement, hostel admission and a long list of UP welfare schemes ask for it first.
What is the UP income certificate and who issues it?
Uttar Pradesh separates the two roles cleanly. The Revenue Department issues the certificate. The area Lekhpal verifies the income declared, the report goes up through the tehsil, and the Tehsildar issues the digitally signed certificate. The IT and Electronics Department, with NIC, runs the e-District platform that carries the application and returns the certificate. Understanding that split explains why the online part is fast and the verification part is not: no amount of portal activity moves a file that is sitting with the Lekhpal.
UP's platform is large. The e-District system serves over 1.5 lakh registered Common Service Centres and handles applications at crore scale each year across departments. It is also integrated with DigiLocker, so a certificate issued through e-District can be pulled into a DigiLocker account and produced from there.
Who can and cannot apply for an income certificate in Uttar Pradesh?
Any resident of Uttar Pradesh can apply, in any district, rural or urban. There is no caste requirement, no age bar and no income ceiling for the certificate itself, the document records verified income at whatever level it stands, and a family above an EWS or scholarship threshold still gets a certificate, simply stating the higher figure. Students apply on the family's income, not on their own.
You cannot apply in UP if you are not a resident of the state; residence is what gives the Lekhpal jurisdiction to verify. You will not obtain a usable certificate if the income you declare cannot be reconciled with what the revenue machinery can see, a salaried job with no salary slip offered, or agricultural land in the khatauni that the declaration ignores. And an application submitted without the self-declaration will not proceed, because that declaration is the document the entire verification is conducted against.
What documents are required for a UP income certificate?
The mandatory set is short: a signed self-declaration of income (स्वप्रमाणित घोषणा पत्र) setting out income from each source for each earning member, the applicant's Aadhaar, a passport-size photograph, a Uttar Pradesh residence proof such as a voter ID or ration card or electricity bill, and a working mobile number for the application number and status SMS. Add a salary slip or Form 16 where a family member is salaried, and the khatauni where agricultural land is an income source.
Note one procedural wrinkle specific to UP: after submitting online, applicants in many districts are asked to submit physical copies, the photograph, the self-declaration certificate and the supporting documents, at an authorised Common Service Centre. Check the instruction shown for your district rather than assuming the upload is the end of it.
How to apply for an income certificate in Uttar Pradesh online
- Open esathi.up.gov.in (reachable from edistrict.up.gov.in) and register a citizen account with your name, mobile number, email and district. Registration is free.
- Log in with the user ID sent to your mobile and set your password, then open the citizen services dashboard.
- Choose आय प्रमाण पत्र (Income Certificate) from the list of certificate services.
- Fill the online form: applicant and father's or husband's name, complete address with tehsil and district, occupation and employment details, income from every source for each earning member, and the purpose the certificate is needed for.
- Upload the scanned documents — the self-declaration, photograph, Aadhaar, residence proof, and the salary or land records that apply to your family.
- Pay the Rs 15 service charge at the payment step using UPI, card or net banking, and save the payment receipt.
- Submit and record the application number displayed and sent by SMS. Every status check, download and complaint runs on that number.
- Track the application until the Tehsildar issues it, then download the digitally signed certificate from your e-Sathi account, or pull it into DigiLocker.
How to apply at a Jan Seva Kendra or CSC
- Visit any Jan Seva Kendra or Common Service Centre, UP has over 1.5 lakh registered CSCs, so one is within reach in nearly every block.
- Carry the self-declaration, Aadhaar, photograph, residence proof and any salary or land documents.
- The operator files the same e-District application under your details and collects the Rs 15 charge plus the notified CSC service charge.
- Take the receipt with the application number, and submit the physical document set at the counter where your district requires it.
- Collect the printed certificate at the counter after issue, or download it yourself from e-Sathi.
What does it cost in Uttar Pradesh?
The online service charge for an income certificate on UP e-District is Rs 15, paid directly on the portal through UPI, card or net banking. That is the whole government charge. A Jan Seva Kendra or CSC filing for you may add its notified service charge on top, and it must be shown on your receipt. Nothing else is payable. Because Rs 15 is the actual price, any agent asking for Rs 200, Rs 500 or "tehsil expenses" is charging entirely for their own margin, and cannot deliver what they are usually selling, since approval speed depends on Lekhpal verification and not on payment. Overcharging by a CSC is a complaint for the e-District helpline on 0522-2304706.
How do I check status and download the certificate?
Use the application status option on e-Sathi or the e-District portal with the application number from your SMS or receipt. Status typically moves from applied, to pending with the Lekhpal for verification, to pending with the Tehsildar, to certificate issued. Once issued, the digitally signed certificate is available in the e-Sathi account, through the e-District certificate verification page using the application number, and through DigiLocker. The digital signature makes the downloaded copy valid on its own; offices are not entitled to insist on a separately stamped paper version of a digitally signed e-District certificate.
Where a file sits at the Lekhpal stage for weeks, the effective step is a visit to the tehsil with the application number and the original supporting documents, not a repeat application. Filing again creates a second file and slows the first.
How long is the certificate valid?
A UP income certificate is generally treated as current for the financial year in which it is issued, and most scholarship, admission and scheme processes ask for one issued in the current or immediately preceding financial year. There is no renewal step, you simply apply again through e-Sathi with a current declaration. When the portal or institution asking for the certificate states its own recency requirement, that requirement governs, so read it before deciding whether a certificate already in hand will be accepted. UP's scholarship portal in particular is strict about the year of issue, and a stale certificate is a common reason a scholarship application fails at scrutiny.
Why do income certificate applications get rejected in Uttar Pradesh?
The dominant reason is a declared income the Lekhpal cannot verify, a figure inconsistent with the family's landholding in the khatauni, or with a known salaried job. After that come defects in the paperwork: an unsigned or incomplete self-declaration, a declaration whose figure differs from the online form, an address proof that does not establish UP residence, illegible uploads, name spellings that differ between Aadhaar and the application, and failure to submit the physical document set at the CSC where the district requires it. Most of these come back as a correction request rather than a final refusal, but each cycle adds days.
Where do I complain if the certificate is delayed?
The UP e-District helpline is 0522-2304706, available Monday to Saturday from 10 AM to 5 PM excluding government holidays, with email support at ceghelpdesk@gmail.com. Use it for portal, payment and CSC problems, quoting the application number. For a file stuck at verification, the departmental route runs from the Lekhpal to the Tehsildar and then to the Sub-Divisional Magistrate, with the District Magistrate above them; the tehsil's own public grievance day is often the fastest of these in practice. Keep the application number, the payment receipt and the date of submission: every route asks for all three.

What does an income certificate cost in Uttar Pradesh?
The online service charge for an income certificate on the UP e-District / e-Sathi system is a nominal Rs 15, payable at the portal's payment step through UPI, card or net banking. A Jan Seva Kendra filing on your behalf may add its own small notified charge, which should appear on the receipt.

UP e-District is integrated with DigiLocker, so the certificate can also be pulled into a DigiLocker account.

How long is a UP income certificate valid?
