What is the Chief Minister Yuva Udyami Vikas Abhiyan?

Chief Minister Yuva Udyami Vikas Abhiyan, usually written as CM-YUVA and often transliterated as Mukhyamantri Yuva Udyami Vikas Abhiyan, is Uttar Pradesh's flagship self-employment credit programme for young people. It is run by the Micro, Small and Medium Enterprises and Export Promotion Department through the Directorate of Industries and the district industry centres, and it is delivered on the ground by scheduled banks that sanction the actual loan.

CM-YUVA offers something the state's earlier self-employment schemes did not: a loan that carries no interest at all and no collateral security. The borrower repays only the principal; the interest liability is met by the state government. On top of that, the scheme adds a margin money grant of 10 percent of the project cost, which reduces the amount the entrepreneur has to bring in from their own pocket.

The stated ambition is large. The programme is designed to help one lakh youth every year for ten years set up their own micro enterprise, which would mean around ten lakh new units across the state over the life of the abhiyan.

CM-YUVA sits alongside, rather than replaces, the department's older schemes. The Mukhyamantri Yuva Swarozgar Yojana still offers larger margin money for bigger projects, up to Rs 25 lakh in the industry sector and Rs 10 lakh in services, with margin money of 25 percent capped at Rs 6.25 lakh and Rs 2.5 lakh respectively, but it requires a high school pass and does not make the loan interest-free. CM-YUVA is the smaller, easier-entry door.

Who is eligible for CM-YUVA?

You can take a CM-YUVA loan if:

  • You are a permanent resident of Uttar Pradesh, supported by a residence certificate from your municipal body or gram panchayat.
  • You are between 21 and 40 years of age on the date of application.
  • You have passed at least class 8.
  • You hold a skill or training certificate from a recognised institution, an ITI trade certificate, a polytechnic diploma, a certificate from a government skill development mission course, or an equivalent recognised training credential.
  • You are setting up a new micro enterprise in the industry or service sector.
  • You are not a defaulter of any bank or financial institution.

You are not eligible if:

  • You are below 21 or above 40. The age band is applied strictly against the age proof you upload.
  • You have no recognised skill or training certificate. Education alone does not substitute for it.
  • You want funding for an existing, already-running business rather than a new unit.
  • You have already drawn benefit under a comparable state self-employment subsidy scheme, which the notarised affidavit asks you to declare.
  • You are a defaulter with any financial institution, or an existing loan of yours has been classified as a non-performing asset.
  • You are not a resident of Uttar Pradesh.

The affidavit matters more than applicants expect. A false declaration about a past subsidy or a defaulting loan is grounds for the sanction being cancelled and the assistance recovered, even after disbursement.

How much money does CM-YUVA actually give?

CM-YUVA has two distinct money components, and it helps to keep them separate:

1. The loan; up to Rs 5 lakh. This is a composite loan covering capital expenditure and working capital for the new unit. It is 100 percent interest-free and collateral-free. The bank sanctions and disburses it; the state government meets the interest.

2. The margin money grant to 10 percent of project cost. This is a grant, not a loan, and it reduces the borrower's own contribution. On a Rs 5 lakh project this works out to Rs 50,000.

Because the loan carries no interest, the effective saving over a typical five-year repayment is substantial compared with an ordinary bank term loan at market rates. The credit guarantee cover attached to the scheme is what allows the bank to lend without security.

What documents are required for CM-YUVA?

Document Mandatory Notes
Skill / training certificate Yes From a recognised institution. The defining requirement
Educational certificate Yes Minimum class 8 pass
Age proof Yes Must show age between 21 and 40
Residence certificate Yes From municipal body or gram panchayat
Project report Yes Cost, machinery, working capital, expected turnover
PAN card Yes For the loan account
Bank passbook copy Yes First page with account number and IFSC
Notarised affidavit Yes Non-defaulter and no-duplicate-benefit declaration
Photograph and signature Yes Scanned images
Udyam / GST registration No Obtained after the unit starts

The project report is the document that decides the outcome more than any other. Banks reject applications where the report does not show a credible market, a realistic machinery cost or a repayment capacity. The scheme's own helpdesk portal provides a project report creation tool for exactly this reason, and district industry centres will help you prepare one free of charge.

How to apply for CM-YUVA in Uttar Pradesh

  1. Open the MSME Department's official site at msme.up.gov.in and go to the applicant registration and login section for departmental schemes.
  2. Register with your name, mobile number and email, and verify the OTP to create your applicant account.
  3. Log in and select the Chief Minister Yuva Udyami Vikas Abhiyan scheme from the list of departmental schemes.
  4. Fill the application form with your personal details, education, skill certificate details, proposed activity, project cost and the bank branch where you want the loan.
  5. Upload the scanned documents โ€” skill certificate, education certificate, age proof, residence certificate, PAN, bank passbook, affidavit, photograph and signature; along with your project report.
  6. Submit the form and save the application number. Take a printout of the acknowledgement.
  7. The application is forwarded to your District Industries and Enterprise Promotion Centre for scrutiny, then to a district-level task force committee, and then to the selected bank branch.
  8. Attend the bank interview when called, carrying originals of every uploaded document. The bank sanctions the loan and disburses it directly to the unit.

How to apply for CM-YUVA offline or with help

  1. Visit your District Industries and Enterprise Promotion Centre (DIEPC), which exists in every district of Uttar Pradesh.
  2. Ask the scheme officer for CM-YUVA assistance. The centre will help you complete the online form, since the application itself is online only.
  3. Use the scheme's helpdesk portal, cmyuva.org.in, for project report preparation and application support, or call the helpline 1800-296-2233.

There is no purely paper-based route. Anyone who tells you they can file a "manual CM-YUVA application" for a fee is not describing the official process.

How do I check my CM-YUVA application status?

Log back into the applicant account you created on the MSME Department portal and open your submitted application. The status moves through clearly labelled stages: submitted, under DIEPC scrutiny, recommended by the task force, forwarded to bank, sanctioned, and disbursed.

If the status has read "forwarded to bank" for several weeks, the delay is at the branch, not at the department. Visit the branch with your application printout and ask for the loan application reference. Banks are required to record a reason in writing when they return a task-force-recommended case.

Why do CM-YUVA applications get rejected?

  • No recognised skill certificate. This is the most frequent single reason.
  • Age outside the 21 to 40 band on the date of application.
  • Weak project report, unrealistic cost, no market assessment, or no demonstrated repayment capacity.
  • Existing default or a poor credit record picked up during bank due diligence.
  • Application for an existing business rather than a new unit.
  • Residence certificate missing or from outside Uttar Pradesh.
  • Earlier benefit under a comparable state self-employment scheme.

Most of these can be fixed and the application refiled. A missing skill certificate is worth solving properly: enrolling in a short recognised trade course converts a permanently ineligible applicant into an eligible one.

Where do I complain about a CM-YUVA delay?

Take the first complaint to the General Manager of your District Industries and Enterprise Promotion Centre, in writing, quoting your application number. The DIEPC is the nodal office for the scheme in every district.

If that does not work, file a grievance on the state's integrated grievance portal jansunwai.up.nic.in against the MSME and Export Promotion Department. Jansunwai gives you a complaint number and a tracked, time-bound reply.

For bank-side delays, a sanctioned case not being disbursed, or a branch insisting on collateral despite the scheme's collateral-free rule: escalate to the bank's regional office and mention that the loan carries credit guarantee cover under a state government scheme.

Key points to remember

  • CM-YUVA gives an interest-free, collateral-free loan up to Rs 5 lakh plus a 10 percent margin money grant.

  • The scheme funds new units only, in industry or services.
  • Applying is free, online through msme.up.gov.in, with district industry centres and the helpline 1800-296-2233 available for help.

Frequently asked questions

How much loan does CM-YUVA give and is it interest-free?

CM-YUVA provides a composite loan of up to Rs 5 lakh that is fully interest-free and requires no collateral guarantee, along with a margin money grant equal to 10 percent of the project cost. The interest is borne by the state government, not waived by the bank.

What is the age limit for CM-YUVA in Uttar Pradesh?

Applicants must be between 21 and 40 years of age. Someone below 21 or above 40 on the date of application is not eligible, and this is checked against the age proof uploaded with the form.

What is the minimum education needed for CM-YUVA?

A minimum of 8th class pass is required, which is deliberately lower than the high-school requirement of the older Mukhyamantri Yuva Swarozgar Yojana. In addition, the applicant must hold a skill or training certificate from a recognised institution.

Do I need a training certificate to apply for CM-YUVA?

Yes. A skill certificate or training certificate from a recognised institution is a mandatory document. This is the single requirement that most often stops an otherwise eligible applicant, and it is why the scheme is described as a skill-linked self-employment programme rather than a plain loan scheme.

Is collateral or a guarantor needed for a CM-YUVA loan?

No collateral security is required. The loan is covered by credit guarantee support, so banks cannot insist on property or a third-party guarantee for the amount sanctioned under the scheme.

Can I apply for CM-YUVA for an existing business?

No. CM-YUVA is meant for setting up a new micro enterprise in the industry or service sector. An already running unit, or an applicant who has taken benefit under another comparable state self-employment subsidy scheme, is not eligible.

How many youth does CM-YUVA aim to cover?

The stated target is one lakh youth per year over ten years, that is up to ten lakh new micro enterprises. Because the programme runs against an annual target, sanctions in a district can pause once that year's allocation is used.

Is there a fee to apply for CM-YUVA?

No. Applying through the MSME Department's online portal is free. District industry centres and the scheme helpdesk assist with registration and project reports without charge, and no agent is authorised to collect money for "getting a CM-YUVA loan sanctioned".
