One District One Product (ODOP) Scheme, Uttar Pradesh
Uttar Pradesh state government scheme
One District One Product (ODOP) is an Uttar Pradesh MSME Department programme, launched on 24 January 2018, that backs the signature product of each of the state's 75 districts. Its Margin Money Scheme gives a bank-linked subsidy of 25 per cent of project cost up to Rs 6.25 lakh on projects up to Rs 25 lakh, and up to Rs 20 lakh on larger units. Apply at diupmsme.upsdc.gov.in.
What is the ODOP scheme in Uttar Pradesh?
One District One Product (ODOP) is a programme of the Government of Uttar Pradesh, launched on 24 January 2018 and administered by the Micro, Small and Medium Enterprises and Export Promotion Department through the Directorate of Industries. ODOP identifies one signature product for each of Uttar Pradesh's 75 districts and then concentrates finance, training, tooling, design and marketing support on that product, instead of spreading small amounts of assistance thinly across every trade in a district.
The logic is that Uttar Pradesh already has clusters with centuries of specialisation: Kanpur in leather, Bhadohi in hand-knotted carpets, Moradabad in brass and metalware, Firozabad in glass bangles, Varanasi in silk sarees, Aligarh in locks, Lucknow in chikankari embroidery, Meerut in sports goods. What those clusters have historically lacked is working capital, modern tools, quality certification and access to buyers outside the district. ODOP is designed to supply exactly those four things.
ODOP is not a single scheme but a family of components. The one that matters most to an individual artisan or small entrepreneur is the ODOP Margin Money Scheme, a credit-linked capital subsidy. Alongside it sit the Training and Toolkit Scheme, the Common Facility Centre scheme for cluster-level shared infrastructure, and marketing and export promotion support.
Who is eligible for the ODOP Margin Money Scheme?
You can apply if:
- You are a resident of Uttar Pradesh and the proposed unit is in the district whose ODOP product you will make.
- You are at least 18 years old on the date of application.
- Your project makes the notified ODOP product of that district. According to the state MSME portal, only units producing the district's identified product qualify.
- You are not a defaulter of any nationalised bank or government financial institution.
- The unit is new, or is being modernised or expanded; all three purposes are covered.
There is no minimum educational qualification for the Margin Money Scheme, which is deliberate: a large share of ODOP artisans learned their craft through family apprenticeship rather than formal schooling.
You cannot apply if:
- Your product is not the notified ODOP product of your district. Making Bhadohi carpets in a district whose notified product is glassware does not qualify for ODOP assistance in that district.
- You are a defaulter of a bank or a government financial institution.
- You have already taken benefit under the Pradhan Mantri Rozgar Yojana, the Prime Minister's Employment Generation Programme (PMEGP), the state's own Chief Minister's employment scheme, or any other central or state self-employment subsidy for the same purpose. Double subsidy on one project is not permitted.
- You are under 18.
- Your unit is outside Uttar Pradesh, since this is a state-funded programme.
How much financial help does ODOP give?
The ODOP Margin Money Scheme pays a share of the project cost as margin money, routed through the financing bank. The slabs published by the Uttar Pradesh MSME department are:
| Total project cost | Margin money payable |
|---|---|
| Up to Rs 25 lakh | 25 per cent of project cost, maximum Rs 6.25 lakh |
| Above Rs 25 lakh up to Rs 50 lakh | Rs 6.25 lakh or 20 per cent of project cost, whichever is higher |
| Above Rs 50 lakh up to Rs 1.5 crore | Rs 10 lakh or 10 per cent of project cost, whichever is higher |
| Above Rs 1.5 crore | 10 per cent of project cost, maximum Rs 20 lakh |
Two things follow from this table. First, the percentage falls as the project gets bigger. The state is deliberately generous at the small end, where an artisan setting up a Rs 10 lakh unit gets a full quarter of the cost covered. Second, the benefit is linked to a bank loan. Margin money is not cash handed to the applicant; it is the state's contribution to the promoter's share, and it is released to the lending bank and adjusted in the loan account. Without a sanctioned bank loan there is no margin money.
Beyond margin money, the ODOP Training and Toolkit Scheme offers a free, non-residential 10-day training programme with an honorarium of Rs 200 per day and an advanced, product-specific toolkit handed over on completion. For a working artisan that combination, paid training plus tools: is often more immediately useful than credit.

How to apply for the ODOP scheme in Uttar Pradesh
- Confirm your district's notified ODOP product on odopup.in. This is the first filter — the district product list decides whether your project is eligible at all.
- Prepare a detailed project report covering machinery, raw material, working capital and the total project cost. The margin money slab is decided entirely by this figure, so it needs to be realistic and backed by quotations.
- Create your profile on the UPMSME portal at diupmsme.upsdc.gov.in, the Directorate of Industries application system, and log in.
- Select the ODOP scheme in the beneficiary section and complete the application form with your personal, unit and project details.
- Upload the documents; Aadhaar, residence proof, project report, bank details and the trade proof, and submit the application.
- Attend the District Industries Centre verification. The DIC and the district-level selection committee examine the papers and the viability of the project.
- Follow the file to the bank. Approved applications are forwarded to a bank for loan appraisal and sanction. Once the loan is disbursed, the state's margin money is released to the bank and credited against your account.
To apply for the Training and Toolkit Scheme, the route is the same portal and the same login: create or log in to your profile at diupmsme.upsdc.gov.in and select the training scheme in the beneficiary section, then attend the 10-day programme when your district schedules it.
How do I check my ODOP application status?
Log back into your profile on diupmsme.upsdc.gov.in with the credentials used at registration; the beneficiary dashboard shows where the file has reached, DIC verification, committee approval, bank forwarding, or sanction. For anything the dashboard does not explain, call the state MSME helpline on 155343 (Monday to Saturday, 10 am to 6 pm) or email ramp@upsic.in. Your District Industries Centre is the physical office that can pull up the file.
Why do ODOP applications get rejected?
- Wrong product for the district. The most common rejection: applying for a product that is not the district's notified ODOP item.
- Bank rejection at appraisal. The state can approve the file, but if the bank finds the project unviable or the applicant's credit record poor, no loan means no margin money.
- Existing subsidy under PMEGP or a similar scheme, discovered during cross-verification.
- Defaulter status with a bank or government financial institution.
- Weak or padded project report: costs not backed by quotations, or a project cost inflated to reach a higher slab.
- Incomplete documents at DIC verification, particularly missing residence proof or an unreadable Aadhaar upload.
What else does ODOP do beyond finance?
ODOP works as an ecosystem programme rather than a cash counter. Its other components include Common Facility Centres, where a cluster of small producers shares expensive machinery, testing and finishing equipment none of them could buy alone; design and packaging support, which is often the difference between a product that sells locally and one that sells to a national buyer; and marketing and export promotion, including participation in national exhibitions and ODOP stalls at trade fairs. ODOP has also been taken up at the national level as a district-export-hub idea, which has widened the buyer base for Uttar Pradesh clusters.
Where do I complain about ODOP?
Start with the District Industries Centre (DIC) of your district, which is the implementing office for both the Margin Money and Training and Toolkit schemes. The state MSME helpline 155343 and the email ramp@upsic.in handle scheme queries. For a grievance that is not resolved at the department level, file it on the Uttar Pradesh Integrated Grievance Redressal System at jansunwai.up.nic.in, quoting your online application number. No agent or middleman is authorised to charge you for an ODOP sanction; the online application on diupmsme.upsdc.gov.in is free.

Frequently asked questions
How much subsidy does the ODOP Margin Money Scheme give?
Uttar Pradesh pays 25 per cent of the project cost subject to a maximum of Rs 6.25 lakh for units with a total project cost up to Rs 25 lakh. For projects above Rs 25 lakh and up to Rs 50 lakh the margin money is Rs 6.25 lakh or 20 per cent, whichever is higher; above Rs 50 lakh and up to Rs 1.5 crore it is Rs 10 lakh or 10 per cent, whichever is higher; and above Rs 1.5 crore it is 10 per cent capped at Rs 20 lakh.
Who is eligible for the ODOP scheme in Uttar Pradesh?
Any resident of Uttar Pradesh aged 18 years or above who is setting up, modernising or expanding a unit making their own district's notified ODOP product can apply. There is no minimum educational qualification, and the applicant must not be a defaulter of any bank or government financial institution.
Is ODOP a loan or a grant?
ODOP margin money is a credit-linked subsidy, not a standalone grant. The applicant first obtains a bank loan for the project, and the state's margin money contribution is then released to the bank and adjusted against the loan account, which is why an approved bank appraisal is essential.
What is my district's ODOP product?
Every one of Uttar Pradesh's 75 districts has one notified product — Kanpur leather, Bhadohi carpets, Moradabad metalware, Firozabad glassware, Varanasi silk sarees, Aligarh locks and so on. The current district-wise list is published on odopup.in, and only that district's notified product qualifies for assistance there.
Can I get ODOP help if I already took PMEGP or another self-employment subsidy?
No. Applicants who have already availed benefit under the Pradhan Mantri Rozgar Yojana, the Prime Minister's Employment Generation Programme, the state's own Chief Minister's employment scheme or any other central or state self-employment subsidy are not eligible for ODOP margin money for the same purpose.
What does the ODOP Training and Toolkit Scheme give?
The ODOP Training and Toolkit Scheme provides a free, non-residential 10-day skill and entrepreneurship training programme with an honorarium of Rs 200 per day, and an advanced toolkit relevant to the district's product is given to the trainee after completion.
Where do I apply for ODOP?
Applications are filed online on the Directorate of Industries UPMSME portal at diupmsme.upsdc.gov.in, where you create a profile and then select the ODOP scheme in the beneficiary section. The District Industries Centre of your district verifies the papers before the file goes to a bank.
Is there a helpline for ODOP and MSME schemes in UP?
Yes, the Uttar Pradesh MSME helpline is 155343, available Monday to Saturday from 10 am to 6 pm, with email support at ramp@upsic.in.
