What is Nandini Krishak Samriddhi Yojana?

Nandini Krishak Samriddhi Yojana is a capital subsidy scheme of the Animal Husbandry Department of Uttar Pradesh, run as one of the four component schemes of the Nand Baba Milk Mission (Nand Baba Dugdh Mission). The mission was launched in 2023 with a state outlay reported at about Rs 1,000 crore, and its stated purpose is to keep Uttar Pradesh at the top of India's milk production table while raising the share of indigenous breeds in the state's cattle population.

The scheme's design is unusual for an Indian dairy subsidy in one respect: it funds indigenous cows only. Sahiwal, Gir, Tharparkar and Gangatiri are the four permitted breeds. Crossbred and exotic animals, which dominate commercial dairying in western Uttar Pradesh, are deliberately excluded, because the mission's objective is desi breed conservation alongside milk output.

The other three schemes under the same mission are the Chief Minister Indigenous Cow Development Scheme (Mukhyamantri Swadeshi Gau-Samvardhan Yojana), the Chief Minister Progressive Livestock Keeper Incentive Scheme, and Mini Nandini Krishak Samriddhi Yojana. All four share the nandbabadugdhmission.up.gov.in portal, so an applicant sees them side by side and should read the unit sizes carefully before choosing.

How much subsidy does Nandini Krishak Samriddhi Yojana give?

The scheme works on 50 per cent capital subsidy against an approved project cost fixed by the department:

Unit Approved project cost Maximum subsidy
25 indigenous cows (Sahiwal, Gir or Tharparkar) Rs 62.50 lakh Rs 31.25 lakh
20 cows plus up to 5 Gangatiri cows Rs 61 lakh Rs 30.50 lakh

The project cost is not a reimbursement of whatever the applicant spends. It is a ceiling fixed by the department, covering the animals, the shed, milking and chilling equipment, fodder arrangements and initial working capital in the proportions the approved project report lays down. Spending more than the ceiling does not increase the subsidy.

The remaining money comes from two sources. About 35 per cent is expected to be raised as a bank term loan, and about 15 per cent must be the applicant's own margin money. On a Rs 62.50 lakh unit that is roughly Rs 21.87 lakh of loan and about Rs 9.37 lakh of the applicant's own funds. Anyone who cannot arrange that margin should not start this application, because the subsidy will not substitute for it.

Who is eligible for Nandini Krishak Samriddhi Yojana?

You can be selected if:

  • You are a permanent resident of Uttar Pradesh with a domicile certificate.
  • You have at least three years of documented livestock rearing experience, certified through the veterinary officer. This is a working dairy scheme, not a first-venture start-up grant.
  • You control at least 0.5 acre for the unit and about 1.5 acre for fodder, self-owned, jointly owned, or on a registered lease of at least seven years.
  • You can arrange the 15 per cent margin money and are creditworthy enough for a bank to sanction the loan component.
  • You will stock only Sahiwal, Gir, Tharparkar or Gangatiri cattle.

You cannot apply, or are not eligible, if:

  • You have already taken benefit under Kamdhenu, Mini Kamdhenu or Micro Kamdhenu Yojana. The department explicitly bars repeat beneficiaries of those earlier dairy schemes.
  • You are not domiciled in Uttar Pradesh.
  • You have no documented cattle rearing experience of three years.
  • You intend to stock crossbred or exotic cattle.
  • You cannot show land for the unit and for fodder in the prescribed minimum.

Where the number of applications exceeds the district target, which is normal, selection is made by a district-level committee and women applicants are given preference.

What documents are required?

Document Mandatory Notes
Aadhaar card Yes Identity and payment seeding
UP domicile certificate Yes Permanent residence proof
Livestock experience certificate Yes Three years, via veterinary officer
Land ownership or lease papers Yes 0.5 acre unit + about 1.5 acre fodder
Bank passbook Yes For subsidy credit
Passport photograph Yes Uploaded online
Project report and bank sanction Situational Needed before subsidy release

Lease documents attract the most scrutiny. An unregistered oral lease, or a lease shorter than seven years, will not clear district verification even if the land is genuinely in the applicant's use.

How to apply for Nandini Krishak Samriddhi Yojana

  1. Open the Nand Baba Milk Mission portal at nandbabadugdhmission.up.gov.in and read the current year's notification to confirm that your district's application window is open. Applications are accepted only in notified windows, against a district-wise target.
  2. Register on the portal's application system with your name, mobile number and Aadhaar number, and set a password.
  3. Log in and select Nandini Krishak Samriddhi Yojana, then choose the unit type to 25 cows, or 20 cows with up to 5 Gangatiri.
  4. Fill the application with your land details, existing livestock, proposed breed and the district where the unit will come up.
  5. Upload the scanned documents, Aadhaar, domicile, experience certificate, land papers, bank passbook and photograph — and submit the form. Save the application number.
  6. Take the printed application and original documents to the office of the Chief Veterinary Officer (Mukhya Pashu Chikitsa Adhikari) of your district for verification, when the office calls you.
  7. If selected, arrange the bank loan sanction and margin money, establish the unit and purchase the animals of the approved breed, and get them ear-tagged and registered.
  8. Apply for subsidy release after the district committee physically verifies the completed unit.

An applicant who cannot use the portal can collect the form from the Chief Veterinary Officer's office and submit it there with the documents; the office then enters the application into the system.

How is a selection made when applications exceed the target?

The department fixes an annual district-wise target, the number of units it will fund in each district that year, and publishes it on the mission portal. Where applications exceed the target, a district-level committee headed by the District Magistrate or the officer nominated by them selects beneficiaries. Preference is given to women applicants, and to applicants whose land, shed readiness and bank-loan eligibility are already in place, because those units can be commissioned within the financial year.

Applicants who miss selection in one year are not carried forward automatically. A fresh application has to be filed when the next year's window opens.

Why applications get rejected, and how to fix them

  • Prior benefit under a Kamdhenu scheme. This is an absolute bar and cannot be corrected; consider whether a family member who is not a prior beneficiary is separately eligible in their own right.
  • Experience certificate missing or too short. Get the certificate from the veterinary officer covering a continuous three-year period, not a general statement.
  • Lease not registered. Convert the arrangement into a registered lease of at least seven years before applying.
  • Bank loan not sanctioned. The subsidy cannot be released against an incomplete funding plan; approach a bank with the departmental project report, not a self-written estimate.
  • Wrong breed purchased. Buying crossbred animals after selection voids the claim. Purchase only Sahiwal, Gir, Tharparkar or Gangatiri, and get them ear-tagged.
  • Unit not established within the sanctioned period. Selection lapses if the unit is not commissioned in the financial year of sanction.

Where to get help

  • Nand Baba Milk Mission helpline: 0522-4251709.
  • Chief Veterinary Officer of your district, who is the scheme's operating officer for applications, verification and subsidy release.
  • Nand Baba Milk Mission portal, nandbabadugdhmission.up.gov.in, which publishes the government orders, application forms and annual district targets for each scheme.
  • Jansunwai portal at jansunwai.up.nic.in, for a formal grievance if a district office does not act on a verified application.

No fee is charged for the application, and no official or agent may demand money for selection or for subsidy release.

How to check your application status

Nandini Krishak Samriddhi Yojana does not have a single-click public tracking number the way a bank transfer scheme does, because the file moves through district-level verification rather than a purely automated pipeline. Even so, there are three concrete ways to check where an application stands.

  1. Log in to the portal with your registered credentials. Go to nandbabadugdhmission.up.gov.in and sign in with the mobile number and password used at the time of registration. The applicant dashboard shows the current stage of your file: submitted, under district verification, selected, or rejected. Keep the application number generated at submission; the helpline and the district office will both ask for it before they look up anything.
  2. Call or visit the Chief Veterinary Officer's office of your district. Because the district committee, not the state portal, actually verifies land, experience certificates and does the physical unit inspection, the CVO office is often ahead of what the portal dashboard shows, especially between the verification visit and the portal status being updated. Carry your application number and a copy of the submitted form when you go.
  3. Call the Nand Baba Milk Mission helpline, 0522-4251709, if the portal status has not moved for several weeks after you know your district's selection window has closed. Ask specifically whether your file is still waiting on the district committee's decision or has moved to the subsidy release stage, since these are handled by different offices.

If your status shows "selected" but you have not yet been contacted for verification, do not wait indefinitely: a unit that is not commissioned within the sanctioned financial year loses its selection, so it is worth proactively following up with the CVO office once the loan sanction and margin money are ready on your side. If the portal shows no record of your application at all despite a submission confirmation, treat this as a data-entry problem rather than a rejection, and raise it with the CVO office with your application number and the confirmation message or printout as proof, before escalating to the Jansunwai portal.

Frequently asked questions

How much subsidy does Nandini Krishak Samriddhi Yojana give?

Nandini Krishak Samriddhi Yojana gives a 50 per cent capital subsidy, up to Rs 31.25 lakh, on a 25-cow indigenous dairy unit with an approved project cost of Rs 62.50 lakh. A variant combining 20 cows with up to 5 Gangatiri cows carries a project cost of Rs 61 lakh and a subsidy up to Rs 30.50 lakh.

Which cattle breeds are allowed under the scheme?

Only indigenous Indian breeds are allowed — Sahiwal, Gir, Tharparkar and Gangatiri. Crossbred or exotic cattle such as Holstein Friesian and Jersey do not qualify, because the scheme's purpose under the Nand Baba Milk Mission is to expand desi breed numbers in Uttar Pradesh.

How is the Rs 62.50 lakh project cost funded?

The funding pattern is 50 per cent government subsidy, about 35 per cent bank loan and about 15 per cent beneficiary contribution. On a Rs 62.50 lakh unit that works out to roughly Rs 31.25 lakh subsidy, about Rs 21.87 lakh loan and about Rs 9.37 lakh of the applicant's own money.

How much land is needed for a Nandini dairy unit?

A minimum of 0.5 acre is needed for the cattle shed and unit, plus about 1.5 acre for green fodder cultivation. The land may be self-owned, jointly owned, or held on a registered lease of at least seven years.

Who cannot apply for Nandini Krishak Samriddhi Yojana?

Applicants who have already taken benefit under the Kamdhenu, Mini Kamdhenu or Micro Kamdhenu schemes are not eligible, and neither are people from outside Uttar Pradesh or first-time entrants with no documented livestock rearing experience.

Is there a smaller version of this scheme?

Yes. Mini Nandini Krishak Samriddhi Yojana funds a smaller unit of indigenous cows on the same 50 per cent subsidy principle, with a correspondingly smaller project cost and subsidy ceiling. Applicants who cannot arrange the margin money and loan for a 25-cow unit should look at the mini variant first.

Do women applicants get any preference?

Yes. The Animal Husbandry Department gives preference to women applicants during selection when applications exceed the district target, which is the normal situation in most districts.

When is the subsidy actually paid?

The subsidy is not paid in advance. It is released after the unit is physically established, the cattle are purchased and ear-tagged, and the district-level committee verifies the unit against the approved project report.
