What is Mukhyamantri Yuva Swarojgar Yojana?

Mukhyamantri Yuva Swarojgar Yojana is a self-employment scheme of the Uttar Pradesh Department of MSME and Export Promotion, administered on the ground by the Directorate of Industries and Enterprise Promotion and its network of District Industries Centres. The scheme, often written in Hindi as मुख्यमंत्री युवा स्वरोजगार योजना, exists for one narrow purpose: to get an unemployed young person in Uttar Pradesh from an idea to a bank-financed working enterprise.

According to the Directorate of Industries and Enterprise Promotion, the scheme supports a project cost of up to Rs 25 lakh for a manufacturing or industry unit and up to Rs 10 lakh for a service sector unit. The state government does not lend the money itself. A commercial bank sanctions the loan, and the state adds margin money equal to 25 per cent of the project cost, subject to a ceiling of Rs 6.25 lakh on the industry side and Rs 2.50 lakh on the service side.

That structure matters for how you should think about the benefit. Margin money is the share of a project cost that a bank normally expects the promoter to put in from their own pocket. A young applicant rarely has Rs 6 lakh lying idle, and that gap is the usual reason a good project never gets financed. Mukhyamantri Yuva Swarojgar Yojana fills exactly that gap, which is why the department treats bank tie-up as the core of the process rather than an afterthought.

Main features

  • State scheme run by the MSME and Export Promotion Department of Uttar Pradesh.
  • Project cost ceiling of Rs 25 lakh (industry) and Rs 10 lakh (services).
  • Margin money of 25 per cent of project cost from the state.
  • Loan sanctioned and disbursed by a scheduled commercial bank, not by the state.
  • Delivered through the District Industries Centre in each of the state's districts.

Who is eligible for Mukhyamantri Yuva Swarojgar Yojana?

You can apply if:

  • You are a permanent resident of Uttar Pradesh.
  • Your age is between 18 and 40 years on the date of application.
  • You have passed high school (class 10) or higher.
  • You are not a defaulter with any bank, cooperative bank or financial institution.
  • You are setting up a new enterprise, not expanding an existing one.

You are not eligible if:

  • You are below 18 or above 40 years of age.
  • You are a defaulter with any bank or financial institution. Banks check CIBIL and the state's own defaulter list, and a live default ends the file at the branch stage regardless of how strong the project report is.
  • You did not pass high school.
  • You are not a resident of Uttar Pradesh. Working in the state is not the same as being domiciled in it, and the District Industries Centre asks for a residence or domicile certificate specifically to settle this.
  • You have already drawn margin money or a capital subsidy for the same unit under another state or central self-employment scheme. Double subsidy on one project is not permitted.

Reserved category applicants may receive relaxations and a share of the district target, which is why a caste certificate is listed as a supporting document even though it is not mandatory for a general category file.

What documents are required?

Document Mandatory Notes
Aadhaar card Yes Identity proof and de-duplication key
UP domicile or residence certificate Yes Proves permanent residence in Uttar Pradesh
High school certificate Yes Minimum qualification and date of birth proof
Detailed project report Yes Machinery, working capital, turnover, employment
Bank passbook Yes Margin money is credited to the loan account
Photograph Yes For the online form and bank KYC
Caste certificate No Only if claiming a reserved category relaxation
Machinery quotations No Usually asked for by the bank before sanction

Keep every scanned file legible and within the size limit the portal states. Blurred marksheets and unreadable domicile certificates are among the most common reasons a file is sent back for correction at the District Industries Centre stage.

How to apply for Mukhyamantri Yuva Swarojgar Yojana

  1. Prepare your detailed project report first. Decide the product or service, the machinery you need, where the unit will run from, and how much working capital the first six months need. Everything downstream depends on this number.
  2. Open the Uttar Pradesh Directorate of Industries and Enterprise Promotion portal linked from msme.up.gov.in and register as a new applicant using your mobile number and Aadhaar-linked details.
  3. Select Mukhyamantri Yuva Swarojgar Yojana from the list of schemes and fill in the application: personal details, education, project category (industry or service), project cost, and your preferred district.
  4. Choose the bank branch where you want the file to be sent. Pick a branch you can physically reach, because you will visit it more than once.
  5. Upload the scanned documents; Aadhaar, domicile, high school certificate, project report, photograph and any caste certificate, and submit the form.
  6. Note the application number shown on the acknowledgement screen. Every later query, at the District Industries Centre or the bank, starts with it.
  7. Attend the District Industries Centre scrutiny, where the district level task force committee examines the project and recommends viable files to the bank.
  8. Complete the bank appraisal: submit originals for verification, sign the loan documents, and accept the sanction. Margin money is released into the loan account by the state after the bank disburses.

How to apply offline

  1. Visit the District Industries Centre (DIC) in your district with your Aadhaar, domicile certificate, high school certificate and a draft project report.
  2. Ask the industry promotion officer to help you file the application on the departmental portal. The scheme is online-first, so the DIC staff enter the form for walk-in applicants rather than accepting paper files.
  3. Collect the acknowledgement with the application number before you leave.
  4. Follow the file at the DIC until it is forwarded to your chosen bank branch, then follow it at the branch until sanction.

There is no fee for filing the application. Any person asking for money to "pass" your file is not acting for the department.

How much money do you actually receive?

Mukhyamantri Yuva Swarojgar Yojana pays nothing directly to the applicant. The sequence is: bank sanctions the loan, bank disburses, state releases margin money to the loan account.

  • On a Rs 25 lakh manufacturing project, margin money is 25 per cent, or Rs 6.25 lakh.
  • On a Rs 10 lakh service project, margin money is 25 per cent, or Rs 2.50 lakh.
  • On smaller projects the same 25 per cent applies proportionately. A Rs 8 lakh project attracts Rs 2 lakh.

The remaining project cost is a normal bank term loan plus working capital, and it carries the bank's usual interest rate and repayment schedule. Read the sanction letter carefully: the state's contribution reduces your effective borrowing, it does not make the loan free.

How to check your application status

  1. Log in to the same portal account you used to apply.
  2. Open the application status or dashboard section and enter your application number.
  3. The status will show one of the stages; submitted, under DIC scrutiny, forwarded to bank, sanctioned, disbursed, or returned for correction.
  4. If the status has stayed at "forwarded to bank" for several weeks, visit the branch in person with the application number. Bank-stage delays are not visible to the district office unless you raise them.

Common reasons applications are rejected

  • Age outside 18 to 40 as computed from the high school certificate, not from Aadhaar.
  • Defaulter status flagged by the bank at appraisal.
  • Weak or copied project report — a project report that shows no realistic market, no costing and no repayment capacity is declined by the bank even after the district committee recommends it.
  • Domicile not proved. A ration card or electricity bill is not always accepted in place of a domicile certificate.
  • Duplicate subsidy claim for a project already supported under another scheme.
  • Documents illegible or missing pages in the uploaded scans.

The fix in most cases is a corrected re-submission rather than a fresh application, so do not close the original file until the district office tells you to.

What other MSME schemes should you compare it with?

The same department also runs, according to msme.up.gov.in, the One District One Product (ODOP) financing scheme, which has no minimum education requirement, sets the minimum age at 18, and scales margin money by project size to 25 per cent or up to Rs 6.25 lakh below Rs 25 lakh, and 10 per cent or up to Rs 20 lakh above Rs 150 lakh. It also runs a Micro and Small Enterprise technical upgradation scheme offering a capital subsidy of 50 per cent up to Rs 5 lakh and an interest subsidy of 5 per cent a year for five years.

If your project is larger than Rs 25 lakh, or if you did not pass high school, ODOP is usually the better route. If your unit already exists and needs new machinery, the technical upgradation scheme fits better than either.

Help and grievance redressal

  • District Industries Centre of your district, the first and most effective point of contact for any delay or rejection.
  • Department of MSME and Export Promotion, Uttar Pradesh: msme.up.gov.in carries the current scheme text and district office contact list.
  • Jansunwai-Samadhan portal at jansunwai.up.nic.in, file a written grievance against a district office or bank branch if the file has stalled without explanation, and track it with your registered mobile number.

Applying is free. Margin money reaches the loan account through the bank, so no official or intermediary has any occasion to hand you cash or ask you for it.

Frequently asked questions

How much loan can I get under Mukhyamantri Yuva Swarojgar Yojana?

The Uttar Pradesh MSME department fixes the project cost ceiling at Rs 25 lakh for a manufacturing or industry project and Rs 10 lakh for a service sector project. The loan itself is sanctioned by a bank on normal commercial terms; the state contributes margin money on top.

How much subsidy does the state government give?

The state gives margin money of 25 per cent of the project cost, capped at Rs 6.25 lakh for an industry project and Rs 2.50 lakh for a service project. Margin money is credited to the loan account, so it reduces what you eventually repay rather than arriving as cash.

What is the age limit for Mukhyamantri Yuva Swarojgar Yojana?

The applicant must be between 18 and 40 years of age. Date of birth is taken from the high school certificate, which is why that document is mandatory even for applicants with higher qualifications.

What is the minimum education needed?

High school (class 10) pass is the minimum qualification listed by the Directorate of Industries and Enterprise Promotion. There is no upper qualification bar.

Who cannot apply for this scheme?

A person who is a defaulter with any bank or financial institution cannot apply. Applicants outside the 18 to 40 age band, non-residents of Uttar Pradesh, and people who have already taken subsidy under another state or central self-employment scheme for the same unit are also not eligible.

Can I use the money for an existing business?

No. Mukhyamantri Yuva Swarojgar Yojana finances the setting up of a new unit. Expansion or working capital for a running enterprise is handled through other MSME department and bank products, not through this scheme.

Where do I apply?

Apply online through the Uttar Pradesh Directorate of Industries and Enterprise Promotion portal reachable from msme.up.gov.in. After online submission the file moves to your District Industries Centre and then to the bank branch you selected.

How is this different from the ODOP margin money scheme?

The One District One Product financing scheme has no education requirement, only a minimum age of 18, and it scales margin money on larger projects — for example 10 per cent or up to Rs 20 lakh above Rs 150 lakh. Mukhyamantri Yuva Swarojgar Yojana is capped at Rs 25 lakh and requires high school pass.
