Uttar Pradesh state government scheme
Uttar Pradesh Mukhyamantri Sahbhagita Yojana pays Rs 50 per day per animal, about Rs 1,500 a month, to any resident who adopts and rears stray cattle from a government cow shelter. A family may keep up to four animals and earn close to Rs 72,000 a year. Apply at your Block Development Office.
What is Uttar Pradesh Mukhyamantri Sahbhagita Yojana?
Uttar Pradesh Mukhyamantri Nirashrit/Besahara Govansh Sahbhagita Yojana is a stray cattle management scheme run by the Animal Husbandry Department of the Government of Uttar Pradesh. The scheme is widely known in villages simply as Sahbhagita Yojana, and the word sahbhagita means participation, the state is not asking citizens to donate to cow shelters, it is paying them a daily allowance to take an animal home and look after it.
Uttar Pradesh has the largest cattle population of any Indian state, and abandoned unproductive cattle damaging standing crops has been one of the most persistent rural complaints in the state. Government cow shelters, the Gau Ashray Sthal and Kanha Gaushala network, cannot absorb every animal. Sahbhagita Yojana was designed as the release valve: animals from these shelters are handed to willing households, and the state pays for their feed.
According to the state cabinet decision that created the scheme, the rearer receives a daily maintenance allowance for each animal taken. The rate began at Rs 30 per day and was raised to Rs 50 per day by the state government, which comes to about Rs 1,500 a month per animal. A family may hold up to four animals, so a household rearing the full quota receives roughly Rs 6,000 a month, or close to Rs 72,000 across a year.
Who is eligible for Mukhyamantri Sahbhagita Yojana?
You can take part if:
- You are a resident of Uttar Pradesh and an adult.
- You are willing to shelter, feed and water the animals and can show a cow shed or covered space.
- You have a bank account that can receive Direct Benefit Transfer.
- You accept the undertaking that the animal will not be sold, abandoned or slaughtered, and will be returned to the shelter if you can no longer keep it.
Priority in selection goes to farmers and to members of dairy cooperative societies, because they already have fodder, sheds and a milk route, and the animal is more likely to survive well in their care.
You cannot take part / will not be selected if:
- You are not a resident of Uttar Pradesh.
- You have no shelter, fodder or water arrangement. The block veterinary officer inspects before handover and will refuse if the arrangement is inadequate.
- You already hold four animals under the scheme; that is the ceiling per family.
- You have previously breached the undertaking by selling or abandoning an adopted animal.
- You want to adopt the animal as private property. Ownership does not transfer, and this is the point applicants most often misunderstand.
What exactly does the rearer get?
| Item | Detail |
|---|---|
| Daily maintenance allowance | Rs 50 per animal per day |
| Monthly equivalent | About Rs 1,500 per animal |
| Maximum animals per family | 4 |
| Maximum monthly amount | About Rs 6,000 |
| Approximate annual amount for 4 animals | About Rs 72,000 |
| Payment route | Direct Benefit Transfer to the rearer's bank account |
| Milk and dung | Retained by the rearer at no cost |
| Veterinary care and ear tagging | Provided by the Animal Husbandry Department |
The allowance is separate from the value of the milk and the dung. For a household that already keeps cattle, the marginal cost of feeding one more animal is small, and this is the economic logic on which the scheme rests.

How to apply for Mukhyamantri Sahbhagita Yojana
- Visit your Block Development Office and ask for the Nirashrit/Besahara Govansh Sahbhagita Yojana application. In most blocks the form is with the Block Development Officer's clerk or with the block veterinary officer (Pashu Chikitsa Adhikari).
- Fill in the form with your name, village, block, Aadhaar number, bank account number with IFSC code, the number of animals you want to take, and details of the shed and fodder you can provide.
- Attach a photocopy of your Aadhaar card and bank passbook along with two passport photographs, and mention your dairy cooperative membership if you have one.
- Submit the form to the Block Development Officer and the block veterinary officer. Keep the acknowledgement.
- Field inspection. The veterinary officer visits to see the shed, the water arrangement and the fodder availability. This step decides the application in practice.
- Take handover of the animals at the Gau Ashray Sthal. Each animal is ear-tagged and its tag number is recorded against your name in the shelter register. Sign the undertaking at handover.
- Payment begins from the date of handover and is credited by DBT to your bank account.
How to check payment status
- Check your bank passbook or SMS alerts, the credit appears against the Animal Husbandry Department or the district panchayat account.
- If a month is missing, take your handover receipt and ear tag numbers to the block veterinary officer, who maintains the monthly payment roll.
- Confirm at the block office that all your animals are still shown as alive and in your custody in the register. A tag marked dead or returned stops payment for that animal.
- For unresolved delays, complain on jansunwai.up.nic.in with your application number, or call the Chief Minister helpline 1076.
Why applications and payments fail
- No cattle shed or fodder arrangement found at inspection. Build a covered shed and a water trough before reapplying.
- Bank account not Aadhaar-seeded, so the DBT credit fails and the amount is returned to the treasury.
- Ear tag missing or damaged. An untagged animal cannot be verified as a scheme animal, and payment for it stops until retagged.
- Animal not present at verification. Surprise verification is part of the scheme, and an absent animal is treated as sold or abandoned.
- Family already holds four animals and applies for more.
- No shelter animals available in your block at the time you apply. Blocks hand over animals as shelters fill up, so ask the veterinary officer to keep your application on the waiting list.
Grievance redressal and help
- Block veterinary officer (Pashu Chikitsa Adhikari) โ the officer who actually controls handover and payment for your block.
- Chief Veterinary Officer at the district headquarters for escalation.
- 1962. The Uttar Pradesh mobile veterinary unit helpline, for a sick or injured animal that needs a vet at your doorstep.
- jansunwai.up.nic.in for a written, trackable complaint.
- Chief Minister Helpline 1076 for delays by a block or district office.
An important clarification about this scheme
Uttar Pradesh Mukhyamantri Sahbhagita Yojana is sometimes listed under industry or MSME headings because of its generic name. It is not an enterprise scheme. It is an Animal Husbandry Department programme for stray cattle, and its full official name is Mukhyamantri Nirashrit/Besahara Govansh Sahbhagita Yojana. Micro-entrepreneurs looking for state support in Uttar Pradesh should instead look at the MSME Department's own programmes, such as the Chief Minister Yuva Udyami Vikas Abhiyan and the micro-entrepreneur accident insurance scheme, all of which are handled by the Directorate of Industries and not by the Animal Husbandry Department. Applying at the wrong office is the most common wasted trip under this scheme's name.

Frequently asked questions
How much money does Mukhyamantri Sahbhagita Yojana pay per cow?
Uttar Pradesh pays Rs 50 per day per adopted animal, which works out to roughly Rs 1,500 a month. The rate was raised from the original Rs 30 per day, and the money is credited by Direct Benefit Transfer to the rearer's bank account.
How many cattle can one family adopt under the scheme?
A family may adopt a maximum of four animals. At Rs 50 per day per animal that is about Rs 6,000 a month, or close to Rs 72,000 over a full year, on top of whatever the household earns from the milk and dung.
Who can apply for Mukhyamantri Sahbhagita Yojana?
Any adult resident of Uttar Pradesh who is willing and able to shelter and feed stray cattle can apply. Farmers and members of dairy cooperative societies are given priority, and the block veterinary officer checks that you have a shed, fodder and water before animals are handed over.
Where do I apply for the stray cattle adoption scheme?
Apply at your Block Development Office to the Block Development Officer and the block veterinary officer, carrying an Aadhaar card and a photocopy of your bank passbook. Several districts also take applications directly at the Gau Ashray Sthal, the government cow shelter.
Do I get to keep the milk from the adopted cow?
Yes, the rearer keeps the milk, the dung and any other produce from the adopted animal. The Rs 50 per day is a maintenance allowance for feed and upkeep, not a purchase price, and this is why the scheme is described as sahbhagita, meaning participation.
Does ownership of the cattle transfer to me?
No, ownership of the animal stays with the state and the animal remains traceable through the shelter's records and its ear tag. The rearer holds the animal in custody, must not sell or slaughter it, and must return it if the arrangement ends.
What happens if the adopted animal dies or is sold?
Report the death immediately to the block veterinary officer, who records the ear tag number and stops the payment for that animal. Selling, abandoning or slaughtering an adopted animal is a breach of the undertaking and leads to recovery of the amounts paid and possible legal action.
Is Mukhyamantri Sahbhagita Yojana an MSME scheme?
No, it is run by the Animal Husbandry Department of Uttar Pradesh, not the MSME Department. The scheme's full name is Mukhyamantri Nirashrit/Besahara Govansh Sahbhagita Yojana and its purpose is stray cattle management through public participation.
