What is Uttar Pradesh Mukhyamantri Durghatna Bima Yojana?

Uttar Pradesh Mukhyamantri Durghatna Bima Yojana is an accident assistance scheme for registered unorganised sector workers, run by the Uttar Pradesh State Social Security Board (Uttar Pradesh Rajya Samajik Suraksha Board) under the Labour Department, Government of Uttar Pradesh. The scheme gives the worker's family financial assistance where the worker dies or is permanently disabled in an accident.

The Board is one of five bodies the Labour Department lists on uplabour.gov.in, alongside the Labour Commissioner Organisation, the Employee State Insurance Scheme, Training and Employment, the Building and Other Construction Workers Welfare Board and the Shram Kalyan Parishad. The Board's own chairperson is the Minister for Labour and Employment, and the Principal Secretary, Labour and Employment is its secretary. Its office is at Rooms 752, 753 and 754, 7th Floor, Indira Bhawan, Hazratganj, Lucknow 226001, telephone 0522-2977711.

A note on verification. The Board's public scheme pages did not load for automated checking on the date of this fact check, so the benefit figure and the 30-day claim window below are taken from the departmental scheme listing rather than from a Board circular that could be read directly. Treat them as indicative and confirm the current amount and window with the Board or your District Labour Office before you file. The Board's identity, address and telephone number are verified from upssb.in itself.

What does the scheme cover?

According to the departmental scheme listing, Uttar Pradesh Mukhyamantri Durghatna Bima Yojana provides financial assistance of up to Rs 2 lakh where a registered unorganised worker suffers accidental death or disability. The scheme was framed to give social security to workers of the unorganised sector: people who fall outside the Employees' State Insurance and Employees' Provident Fund systems and who therefore carry the entire financial shock of an accident themselves.

In practice, that group covers street vendors, domestic workers, rickshaw and e-rickshaw drivers, head-loaders, cart-pullers, agricultural labourers, weavers, potters, tailors, small shop assistants, waste pickers, brick-kiln workers and similar workers with no formal employer-employee record.

The Board also administers other social security routes for the same group. Its home page lists e-Shram worker registration, an Ex-Gratia scheme, the Bharan Poshan Bhatta Yojana (maintenance allowance), NPS-Traders and PM-SYM. Gig and platform workers are separately enrolled on e-Shram, and the Board publishes a list of platform workers on its site.

Who is eligible for the accident assistance?

You can claim if:

  • You are a permanent resident of Uttar Pradesh.
  • You are a registered worker of the unorganised sector, that is, you appear on the unorganised worker rolls maintained through the Board or e-Shram.
  • The accident caused death or disability, and the claim is filed within the prescribed period.
  • In a death case, you are a dependant family member of the registered worker and can prove the relationship.

You cannot apply if:

  • The worker was never registered as an unorganised worker before the accident. Registration is the gateway to the benefit and cannot be done retrospectively for a past accident.
  • The worker is covered by ESI or is a formal-sector employee with statutory accident cover through the employer, the unorganised worker definition excludes them.
  • The cause of death was natural illness rather than an accident. This scheme is an accident benefit, not a life cover; the Board's other schemes deal with general distress.
  • The worker is a registered construction worker, in which case the correct route is the Building and Other Construction Workers Welfare Board's own Nirman Kamgar Mrityu evam Divyangata Sahayata Yojana, not this scheme.
  • You are a khatedar farmer or a family member of one. Uttar Pradesh runs a separate and larger accident scheme for farmers, the Mukhyamantri Krishak Durghatna Kalyan Yojana, administered by the Revenue Department. Check that first if the deceased held agricultural land.

How to apply for Uttar Pradesh Mukhyamantri Durghatna Bima Yojana

  1. Register the worker first. Complete registration on e-Shram at register.eshram.gov.in, or use the registration link on upssb.in. Registration is free and must exist before the accident.
  2. Log in to the Board portal at upssb.in with the login ID and password generated at registration.
  3. File the claim online, entering the worker's personal details, the particulars of the accident, and the bank account into which the assistance should be transferred.
  4. Upload the documents — the declaration form, Aadhaar, bank passbook copy, the worker's photograph, and the death certificate, post-mortem report, FIR or disability certificate as applicable.
  5. Submit the application and keep the acknowledgement number safe.
  6. Wait for verification. The application is verified by the concerned officer at district level, and the applicant is informed once it is approved. The sanctioned amount is transferred by DBT.

File within 30 days of the accident if you possibly can. Where a document such as the post-mortem report will take longer, register the claim first and add the document afterwards rather than letting the window lapse.

How the Board's other schemes fit around the accident cover

Uttar Pradesh Mukhyamantri Durghatna Bima Yojana is one strand of a wider social security package, and a family hit by an accident is often eligible for more than one strand at once. The Board's home page lists these alongside it:

  • e-Shram worker registration, the national database of unorganised workers, which is the entry point for almost everything else. Registration is free at register.eshram.gov.in.
  • Ex-Gratia scheme, notified through the Board's own gazette document, for discretionary relief in specified circumstances.
  • Bharan Poshan Bhatta Yojana, the maintenance allowance paid to unorganised workers when work stops, the mechanism Uttar Pradesh used at scale to support daily-wage workers during the COVID-19 lockdowns.
  • NPS-Traders, the pension scheme for small traders and self-employed persons, notified by gazette.
  • PM-SYM (Pradhan Mantri Shram Yogi Maandhan), the contributory pension scheme for unorganised workers, which pays a monthly pension after the age of 60.

The Board also maintains a separate register for gig and platform workers under e-Shram and publishes a list of platform workers on upssb.in. A family filing an accident claim should ask the District Labour Office to check whether the deceased or disabled worker was also enrolled under PM-SYM or NPS-Traders, because those benefits are claimed on separate forms and are not triggered automatically by the accident claim.

How to check the status of your claim

  1. Log in to upssb.in with the credentials created at registration.
  2. Open your application and check whether it shows as pending at district level, verified, sanctioned or rejected.
  3. If it is stuck at district level, contact the District Labour Office, which is the verifying authority for Board schemes in your district.
  4. If the DBT has been sanctioned but the money has not arrived, check that the bank account entered is Aadhaar-seeded, active and in the claimant's own name, the most common payment failure in every UP DBT scheme.

Why accident claims get rejected

  • Worker not registered before the accident. Nothing can be done about this after the event, which is why free e-Shram registration matters.
  • Claim filed after the window closed.
  • Death not established as accidental. Without a post-mortem report, FIR or medical record connecting the death to an accident, the claim is treated as a natural death and disallowed.
  • Registration lapsed or not renewed, so the worker is no longer active on the rolls.
  • Bank account mismatch, a name mismatch between Aadhaar and the bank record, or an account not seeded with Aadhaar, freezes the payment even after sanction.
  • Wrong scheme. A construction worker's family filing here instead of with the BOCW Board, or a farmer's family filing here instead of under the Mukhyamantri Krishak Durghatna Kalyan Yojana, loses time and sometimes the claim window.

  • Jansunwai at jansunwai.up.nic.in for a formal, trackable state grievance.

Frequently asked questions

How much does Uttar Pradesh Mukhyamantri Durghatna Bima Yojana pay?

The departmental scheme listing states financial assistance of up to Rs 2 lakh where a registered unorganised sector worker dies or becomes disabled in an accident. The exact amount payable in a disability case depends on the degree of disability assessed, so confirm the applicable slab with the Board before filing.

Who is covered by the scheme?

Registered workers of the unorganised sector in Uttar Pradesh are covered, along with their families in a death case. The applicant must be a permanent resident of Uttar Pradesh and must appear on the unorganised worker rolls of the Uttar Pradesh State Social Security Board.

How soon must the claim be filed after an accident?

The departmental listing states that the family of a registered unorganised worker must apply within 30 days of the accident. Delay is the most common reason a genuine claim is turned down, so file first and complete papers afterwards if some documents are still awaited.

Which department runs this scheme?

The Uttar Pradesh State Social Security Board, a body under the Labour Department, Government of Uttar Pradesh, is the nodal agency. Its office is at Rooms 752, 753 and 754, 7th Floor, Indira Bhawan, Hazratganj, Lucknow 226001, telephone 0522-2977711.

Is this the same as the farmer accident scheme?

No. Uttar Pradesh runs a separate and larger scheme for farmers — the Mukhyamantri Krishak Durghatna Kalyan Yojana, administered by the Revenue Department for khatedar farmers and their family members. A farming family should check that scheme first, because the cover there is higher.

How do I register as an unorganised worker?

Register on e-Shram at register.eshram.gov.in, or through the registration link on the Uttar Pradesh State Social Security Board portal at upssb.in. Registration is free and is the precondition for every scheme the Board runs, including the accident assistance.

Can a worker who never registered claim after an accident?

No. The benefit is tied to registration on the unorganised worker rolls before the accident. A person who was never registered cannot apply retrospectively, which is why the Board pushes e-Shram enrolment so hard.

Where do I complain if the claim is stuck?

Use the Online Complaint (Online Shikayat) link on upssb.in, call the Board on 0522-2977711, or use the Labour Department toll-free helpline 1800-180-5160. A complaint about district-level delay can also be filed on jansunwai.up.nic.in.
