Investment Promotion Assistance (Capital Subsidy) under the UP MSME Promotion Policy 2022
Uttar Pradesh state government scheme
Investment Promotion Assistance under the UP MSME Promotion Policy 2022 pays a capital subsidy of 10 to 25 percent of fixed capital investment to new micro, small and medium enterprises in Uttar Pradesh, capped at Rs 4 crore per unit. SC, ST and women entrepreneurs get 2 percent extra. Units apply online to the district Deputy Commissioner of Industries.
What is Investment Promotion Assistance under the UP MSME Policy 2022?
Investment Promotion Assistance is the capital subsidy offered by the Uttar Pradesh Micro, Small and Medium Enterprises Promotion Policy 2022, notified by the Government of Uttar Pradesh by order dated 28 September 2022. The Department of Micro, Small and Medium Enterprises and Export Promotion is the nodal department for implementing and monitoring the policy.
The idea is straightforward. A new manufacturing unit spends money on plant, machinery, equipment and a building before it earns a rupee. Investment Promotion Assistance returns a slice of that spending as a cash subsidy, and returns a larger slice in the parts of the state that have historically drawn less industry. The policy names four regions; Bundelkhand, Purvanchal, Madhyanchal and Paschimanchal, and openly sets higher rates for the first two to address regional imbalance.
Investment Promotion Assistance covers both the manufacturing sector and manufacturing-related services. Under the services head, the policy specifically includes facilities such as Common Effluent Treatment Plants, Common Facility Centres and research and design services.
Who is eligible for the UP MSME capital subsidy?
Your unit can claim Investment Promotion Assistance if:
- It is a new micro, small or medium enterprise as defined by the MSMED Act 2006 and its amendments, set up in Uttar Pradesh.
- It is a manufacturing unit, or a manufacturing-related service unit of the kind the policy names.
- It makes its fixed capital investment during the eligible investment period to 2 years from the date of application for micro units, 3 years for small units and 4 years for medium units, and commences commercial production within that period.
- The investment is made during the effective duration of the policy. The policy states that the eligible investment period is calculated from the date of promulgation of the policy.
Your unit is not eligible if:
- It manufactures tobacco products, gutkha or pan masala.
- It makes alcohol, aerated drinks or carbonated products.
- It manufactures firecrackers.
- It makes plastic carry bags below 40 microns, or bags of a thickness the state government categorises as prohibited.
- It falls in any other prohibited category notified by the state government from time to time.
- It is claiming the same head of benefit under another state policy. The policy is explicit that to avoid duplication, an enterprise is eligible for benefits under one policy only.
Two more limits shape a claim. Any past investment in land by a new unit, and part construction cost incurred earlier, are not counted as eligible fixed capital investment. And under the policy the total financial support to an enterprise is limited to the fixed capital investment it has actually made.
How much is the capital subsidy?
Investment Promotion Assistance is a percentage of fixed capital investment, varying by region and by the size of the unit.
| Region | Micro | Small | Medium |
|---|---|---|---|
| Bundelkhand and Purvanchal | 25% | 20% | 15% |
| Madhyanchal and Paschimanchal | 20% | 15% | 10% |
On top of these rates:
- An additional 2 percent is provided to Scheduled Caste, Scheduled Tribe and women entrepreneurs. A unit qualifies if it is under the ownership of such entrepreneurs or if they hold at least 51 percent of its share capital.
- The ceiling is Rs 4 crore per unit, whatever the percentage works out to.
What counts as fixed capital investment matters as much as the percentage. The assistance is payable on investment in plant, machinery, equipment and related building, and expressly not on land. For computing the unit's fixed capital investment, a maximum of 10 percent may be taken as the land component and a maximum of 10 percent as the building component for manufacturing. Land cost is taken at the original purchase price in the registered deed, excluding stamp duty and registration fee; where the land comes from a state industrial development authority, the allotment price excluding registration fee and stamp duty is used.
When is the subsidy paid?
The assistance reaches the unit in two equal instalments:
- First instalment: on partial progress of the project, for example on completion of the building.
- Second instalment, when the unit achieves at least 50 percent of its commercial production capacity.
This two-stage release is why the commercial production certificate matters so much. A unit that has built its shed and installed machinery but has not reached half of rated capacity can draw only the first half of its entitlement.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Udyam Registration certificate | Yes | Establishes micro, small or medium status |
| Detailed Project Report | Yes | Sets out proposed fixed capital investment |
| Registered land deed or allotment letter | Yes | Establishes the project site |
| Plant and machinery invoices with payment proof | Yes | Basis of the actual investment claim |
| CA certificate of fixed capital investment | Yes | Used to compute the assistance |
| Commercial production certificate | Yes | Required for the second instalment |
| Caste certificate or women-ownership proof | No | Only to claim the extra 2 percent |
| Bank loan sanction letter | No | Where the project is bank-financed |
How to apply for the UP MSME capital subsidy
The policy states that to get financial assistance a unit has to apply through online mode, and that the applicant can track the application status online.
- Register the enterprise — obtain Udyam Registration, since the policy uses the MSMED Act definition of micro, small and medium enterprises.
- Complete the online industrial approvals for your project through the state's single window system, Nivesh Mitra, at niveshmitra.up.nic.in, so that the unit's clearances are in place before the incentive claim.
- File the incentive application online through the Directorate of Industry and Enterprise Promotion, addressed to the Deputy Commissioner of Industries of the district where the unit is located. The policy names the Deputy Commissioner as the receiving authority.
- Attach the project and investment record: DPR, Udyam certificate, land documents, machinery invoices and the chartered accountant's certificate of fixed capital investment.
- Face the district evaluation. The Deputy Commissioner evaluates the file and forwards it with recommendations to the Joint Commissioner of Industries of the division.
- Await divisional approval. All applications are approved by a committee chaired by the Divisional Joint Commissioner of Industries, with the district Deputy Commissioners as members, along with divisional officers of power, pollution control and labour and the district Lead Bank Managers.
- Claim the second instalment after commercial production reaches 50 percent of capacity, supported by the production certificate.
Because the claim is decided by a committee on documentary evidence, the quality of the investment file decides the outcome far more than the covering application.
How the claim is scrutinised above the division
Three tiers sit above the district office and are worth knowing about if a file stalls:
- The divisional committee chaired by the Joint Commissioner of Industries approves applications.
- A State Level supported Committee, chaired by the Commissioner and Director of Industry, Uttar Pradesh, technically evaluates financial claims, calculates the benefits and seeks the budget from government. Its members include state level officers of banks, Pollution Control, Power, Labour, the National Productivity Council and UPFC.
- A High Powered Committee under the Infrastructure and Industrial Development Commissioner reviews progress and ensures inter-departmental coordination.
Common reasons a capital subsidy claim fails
- Land cost claimed in the subsidy computation. The policy excludes land from Investment Promotion Assistance entirely; including it inflates the claim and triggers a re-computation.
- Investment made outside the eligible investment period, or before the policy came into effect. Past investment in land and part construction cost do not count.
- Commercial production not reached within the eligible period to 2 years for micro, 3 for small and 4 for medium units from the date of application.
- Prohibited product line, such as pan masala, liquor, firecrackers or thin plastic carry bags.
- Double-dipping across policies, where the same head of benefit has already been drawn under another Uttar Pradesh sectoral policy.
- Category claim unsupported, the extra 2 percent needs proof of ownership or of at least 51 percent share capital held by SC, ST or women entrepreneurs.
Other support that comes with this policy
A unit filing for Investment Promotion Assistance is usually eligible for several neighbouring benefits under the same 2022 policy, and it is worth claiming them in the same project file:
- Stamp duty exemption of 50 to 100 percent depending on the district.
- Capital interest subsidy for new micro enterprises to 50 percent of interest payable, up to Rs 25 lakh per unit over 5 years.
- One Time Guarantee Fee under CGTMSE borne by the state for collateral-free loans up to Rs 2 crore.
- 100 percent reimbursement of the employer's EPF share for 5 years from the date the unit commences production.
- Mandi fee waiver for five years for new food processing units with plant and machinery investment of Rs 5 crore or more.
Help and grievance redressal
- Deputy Commissioner, District Industries and Enterprise Promotion Centre (DIEPC) of your district. The first point of contact for the application and for its status.
- Directorate of Industries and Enterprise Promotion, Uttar Pradesh at msme.up.gov.in.
- Nivesh Mitra single window portal at niveshmitra.up.nic.in for approvals and clearances, which carries its own grievance and helpdesk route.
- UP Jansunwai (IGRS) at jansunwai.up.nic.in for a formal written grievance with an online tracking number.
One note on the policy document itself: the English text published by Invest UP carries a caution that it is a translation and that in case of any discrepancy the Hindi Government Order prevails. For a large claim, work from the Hindi notification of 28 September 2022.
How to check your Investment Promotion Assistance application status
The UP MSME Promotion Policy 2022 itself states that an applicant can track the status of the incentive application online, so the first place to look is the same portal used to file the claim, not a phone call.
Check the online application tracker first. Log in to the account used to file the incentive application through the Directorate of Industries and Enterprise Promotion and look for the application reference number generated at the time of filing. The status shown will usually read as pending at the district office, forwarded to the division, or approved and sent for payment, reflecting where the file sits in the district-to-division chain described above.
Match the status to the approval stage, not just a yes or no. Because the claim moves from the Deputy Commissioner of Industries at the district level to the divisional committee chaired by the Joint Commissioner of Industries, and from there to the State Level Committee for budget sanction, a status of "under process" can mean the file is sitting at any one of these three levels. Ask the district office which level currently holds the file rather than assuming it is stuck at the first stage.
Follow up offline with the district DIEPC if the portal status has not moved. The Deputy Commissioner, District Industries and Enterprise Promotion Centre (DIEPC) of the district where the unit is located is the office that actually holds the physical file and can confirm what supporting document, if any, is pending from the applicant's side.
Track any linked clearance separately on Nivesh Mitra. Since the industrial approvals for the same project are processed through the Nivesh Mitra single window system, an incentive claim can also stall on account of an approval still pending there. Checking the Nivesh Mitra dashboard for the same unit shows whether all clearances are marked complete.
Escalate through UP Jansunwai (IGRS) only after a reasonable wait at the district and divisional level. Filing a grievance on jansunwai.up.nic.in generates its own tracking number and routes the complaint to the department, which is useful when the application has shown no movement for an extended period despite the documents being complete.
Since the two instalments are tied to physical milestones (building completion for the first, 50 percent commercial production for the second) rather than to a fixed calendar date, checking status is really about confirming which milestone certificate the district office has received and verified, more than about a processing deadline.

Frequently asked questions
How much capital subsidy does the UP MSME Promotion Policy 2022 give?
The policy gives Investment Promotion Assistance of 25 percent for micro, 20 percent for small and 15 percent for medium units in Bundelkhand and Purvanchal, and 20, 15 and 10 percent respectively for micro, small and medium units in Madhyanchal and Paschimanchal. The assistance is capped at Rs 4 crore per unit.
Is the capital subsidy paid on the cost of land?
No. Investment Promotion Assistance is payable on plant, machinery, equipment and related building only, and the policy states expressly that it is not applicable on land cost. Land is counted at a maximum of 10 percent of fixed capital investment purely for computing the project's fixed capital investment.
When is the capital subsidy actually released?
The assistance is paid in two equal instalments. The first comes on partial progress of the project, for example on completion of the building, and the second when the unit achieves at least 50 percent of its commercial production capacity.
Do SC, ST and women entrepreneurs get extra capital subsidy in UP?
Yes, an additional 2 percent Investment Promotion Assistance is provided to Scheduled Caste, Scheduled Tribe and women entrepreneurs. The policy defines such a unit as one owned by entrepreneurs of that category or holding at least 51 percent of its share capital.
Which businesses cannot claim the UP MSME capital subsidy?
The policy does not apply to tobacco products, gutkha and pan masala, alcohol, aerated and carbonated drinks, firecracker manufacturing, plastic carry bags below 40 microns, and any other product placed in the prohibited category by the state government from time to time.
Can a unit claim both this capital subsidy and benefits under another UP policy?
No. To avoid duplication, an enterprise is eligible for benefits under one policy only where the same head of benefit is available from several state policies such as the Food Processing Policy, Bio-energy Policy, IT Policy or Biotechnology Policy.
How long does a new unit have to complete its investment?
The eligible investment period is 2 years from the date of application for micro enterprises, 3 years for small enterprises and 4 years for medium enterprises. The unit must commence commercial production within that period, and only investment made during the effective duration of the policy counts.
Who approves the capital subsidy claim?
A committee chaired by the Divisional Joint Commissioner of Industries approves all applications. The unit first applies to the Deputy Commissioner of Industries of its district, who evaluates the file and forwards it with recommendations to the Joint Commissioner of the division.
