Mini Nandini Krishak Samriddhi Yojana (Uttar Pradesh)
Uttar Pradesh state government scheme
Mini Nandini Krishak Samriddhi Yojana is an Uttar Pradesh dairy scheme under the Nand Baba Milk Mission that helps a livestock keeper set up a 10-cow unit of indigenous Sahiwal, Gir or Tharparkar cows. The unit cost is fixed at Rs 23.60 lakh and the state pays 50 per cent back as subsidy, up to Rs 11.80 lakh, released in two instalments. Applications are made online.
What is Mini Nandini Krishak Samriddhi Yojana?
Mini Nandini Krishak Samriddhi Yojana is a dairy capital-subsidy scheme of the Uttar Pradesh Animal Husbandry and Dairy Development Department, run under the umbrella of the Nand Baba Milk Mission (Nand Baba Dugdh Mission). The scheme pays half the cost of setting up a small commercial dairy unit of 10 indigenous cows, so that a farmer who already keeps a few animals can move up to a unit that actually earns a living.
The Nand Baba Milk Mission is the parent programme. According to the mission's own portal, it is funded at Rs 1,000 crore and its stated purpose is to keep Uttar Pradesh at the top of India's milk production table while building village-level dairy cooperative societies so producers get a fair price locally rather than through middlemen. Four schemes sit under the mission: Mukhyamantri Swadeshi Gau-Samvardhan Yojana, Mukhyamantri Pragatisheel Pashupalak Protsahan Yojana, Nandini Krishak Samriddhi Yojana and this one, the Mini Nandini Krishak Samriddhi Yojana. Readers searching in Hindi will find it written as मिनी नन्दिनी कृषक समृद्धि योजना.
The difference between Nandini and Mini Nandini is unit size. The full Nandini scheme funds a larger herd; Mini Nandini is built around a 10-cow unit, which brings the project cost and the required own-contribution down to a level a mid-sized farmer can realistically manage. Only indigenous breeds are allowed; Sahiwal, Gir and Tharparkar: because breed improvement in desi cattle is one of the mission's declared objectives.
How much money does Mini Nandini Krishak Samriddhi Yojana give?
Mini Nandini Krishak Samriddhi Yojana fixes the cost of one 10-cow unit at Rs 23.60 lakh. Against that cost the state pays a 50 per cent subsidy, capped at Rs 11.80 lakh.
The money is not paid in one go. The subsidy comes in two equal parts of 25 per cent each:
- First instalment (25 per cent): released after the shed, feed store, water arrangement and other infrastructure for the unit are built and verified.
- Second instalment (25 per cent): released after the 10 cows have actually been purchased, ear-tagged and insured.
The remaining half of the project cost is split as follows. The beneficiary puts in 15 per cent of Rs 23.60 lakh from their own funds. The other 35 per cent is expected to come as a bank loan. An applicant who prefers not to borrow may fund that 35 per cent themselves, but the portal then asks for six months of bank statements to prove the capacity to do so. The department will not take the claim on trust.
All subsidy payments are made by Direct Benefit Transfer into the beneficiary's bank account, so the account has to be live and Aadhaar-seeded before the first instalment falls due.
Who is eligible for Mini Nandini Krishak Samriddhi Yojana?
Mini Nandini Krishak Samriddhi Yojana is for individual livestock keepers in Uttar Pradesh who already have a working knowledge of dairying. The conditions published on the mission portal are specific.
You can apply if:
- You are a resident of Uttar Pradesh and apply in your own district.
- You have at least 3 years of experience rearing cows or buffaloes. This is not self-declared, it must be certified by the district Chief Veterinary Officer (Mukhya Pashu Chikitsa Adhikari).
- You have roughly 0.20 acre of land available for the unit — about 8,712 square feet, for the shed, fodder storage and open paddock. Owned or properly leased land both count.
- You can show a year-round supply of green and dry fodder. Where your own land does not produce enough, an agreement with a fodder supplier plus an affidavit on availability is accepted.
- You can arrange the 15 per cent own contribution and either a 35 per cent bank loan or proof of equivalent self-funding.
You cannot apply if:
- You have already received benefit under Kamdhenu, Mini Kamdhenu or Micro Kamdhenu, under the full Nandini Krishak Samriddhi Yojana, or under Mukhyamantri Swadeshi Gau-Samvardhan Yojana. The mission deliberately excludes repeat beneficiaries so that assistance spreads to new dairy entrepreneurs.
- You have less than three years of verifiable cattle or buffalo rearing experience.
- You cannot produce land and fodder documentation for the unit.
- You are not a resident of Uttar Pradesh.
A further condition shapes selection rather than eligibility: at least 50 per cent of beneficiaries must be women livestock producers. Districts apply this when drawing up their selected list.
What are the rules about the cows themselves?
Mini Nandini Krishak Samriddhi Yojana is strict about the animals, because the subsidy is meant to raise milk productivity and not simply to fund a shed.
- Only Sahiwal, Gir and Tharparkar indigenous cows qualify.
- Each cow must be in its first or second lactation.
- The lactation must not be older than 45 days at the time of purchase, so the department is funding animals with most of their yield still ahead of them.
- Animals should preferably be procured from outside Uttar Pradesh, which is how the mission brings improved indigenous genetics into the state.
- Ear tagging is compulsory for every animal in the unit.
- Livestock insurance is compulsory. An uninsured herd will hold up the second subsidy instalment.
What documents are needed?
Keep the following ready before you start the online form: Aadhaar card, proof of Uttar Pradesh residence, the Chief Veterinary Officer's certificate of three years' cattle-rearing experience, land ownership or lease papers for about 0.20 acre, an affidavit on year-round green and dry fodder availability (with the supplier agreement where relevant), a bank loan sanction letter or six months of bank statements if you are self-funding the loan share, your bank passbook for the DBT account, and a passport size photograph.
How to apply for Mini Nandini Krishak Samriddhi Yojana
- Watch for the vigyapti. The department issues a scheme advertisement (vigyapti) and a district-wise target list for each financial year. Both are published as PDFs on the announcements page at nandbabadugdhmission.up.gov.in/announcment.php. Applications open only during the announced window.
- Register on the mission portal. Go to nandbabadugdhmission.up.gov.in and use the signup option to create an account, then log in.
- Fill the Mini Nandini application form. Select Mini Nandini Krishak Samriddhi Yojana, enter your personal details, district, land details and bank details, and upload the scanned documents listed above.
- Submit and note the application number. Save or print the acknowledgement. You will need the number to track status and at verification.
- Attend document verification. The district Chief Veterinary Officer's office verifies your experience certificate, land and fodder papers.
- E-lottery, if required. Where applications in a district exceed the district target, a committee chaired by the Chief Development Officer conducts an electronic lottery to pick the beneficiaries. Selection results are published district-wise.
- Build the unit, then claim the instalments. After selection, complete the shed and infrastructure to claim the first 25 per cent, then buy, ear-tag and insure the 10 cows to claim the second 25 per cent.
An applicant who is not comfortable with the online form can complete the same steps with help at the district Chief Veterinary Officer's office, which is also where all physical verification happens.
How do I check my application status?
Log back into your account on nandbabadugdhmission.up.gov.in with the credentials used at signup; the application's current stage is shown against your application number. For selection results and district targets, check the announcements page, where the department posts the year's target PDF (for example mininandni_lakshay.pdf) and the scheme advertisement (mininandni_vigyapti.pdf). The district Chief Veterinary Officer's office can confirm where a file has reached when the portal is not clear.
Why do applications get rejected?
The commonest reasons are practical ones, and most are fixable before you apply again:
- No Chief Veterinary Officer certificate, or a certificate that does not clearly state three years of cattle or buffalo rearing. Get this attested before applying, not after.
- Land short of the requirement. Roughly 0.20 acre is the working figure; a plot that cannot take a 10-animal shed plus fodder storage will not clear verification.
- No credible fodder arrangement. An affidavit alone, with no land and no supplier agreement, is weak.
- Neither a loan sanction nor bank statements. The 35 per cent share has to be evidenced one way or the other.
- Prior benefit under a sister scheme. Kamdhenu, Mini or Micro Kamdhenu, Nandini and Swadeshi Gau-Samvardhan beneficiaries are screened out at de-duplication.
- Wrong animals bought. Crossbred or exotic cows, or desi cows past the second lactation or more than 45 days into lactation, do not qualify for the second instalment.
- Not selected in the e-lottery. This is not a rejection on merit. The district target was simply smaller than the number of valid applicants, and you can apply again in the next year's window.
Where to get help
Contact the Nand Baba Milk Mission directly on 0522-4251709, or by email at info[at]nandbabadugdhmission[dot]up[dot]gov[dot]in. At district level, the Chief Veterinary Officer (Mukhya Pashu Chikitsa Adhikari) is the officer responsible for verification and for the scheme's ground-level implementation, and the Chief Development Officer chairs the selection committee. General departmental information is published at animalhusb.upsdc.gov.in. Complaints that are not resolved at district level can be raised through the Uttar Pradesh grievance portal, jansunwai.up.nic.in, quoting your application number.
A note on dates
The Nand Baba Milk Mission publishes a fresh advertisement and district-wise targets each financial year rather than keeping applications open permanently. As of this update the mission's announcements page carried the Mini Nandini target and advertisement documents for 2025-26, with a 2026-27 target file also listed on the site. Because the window changes every year, check the announcements page before assuming applications are open.

Frequently asked questions
How much subsidy does Mini Nandini Krishak Samriddhi Yojana give?
Mini Nandini Krishak Samriddhi Yojana gives 50 per cent of the unit cost as subsidy, up to Rs 11.80 lakh. The unit cost is fixed at Rs 23.60 lakh for a 10-cow indigenous dairy unit. The subsidy is released in two instalments of 25 per cent each — the first when the shed and infrastructure are complete, the second after the cows have been bought.
How many cows does a Mini Nandini unit have, and which breeds?
A Mini Nandini unit has 10 cows of indigenous breeds — Sahiwal, Gir or Tharparkar. Each cow must be in its first or second lactation, and the lactation must not be more than 45 days old at the time of purchase. The department prefers that the animals be bought from outside Uttar Pradesh.
Who is not eligible for Mini Nandini Krishak Samriddhi Yojana?
Anyone who has already taken benefit under the Kamdhenu, Mini Kamdhenu, Micro Kamdhenu, Nandini Krishak Samriddhi or Mukhyamantri Swadeshi Gau-Samvardhan schemes cannot apply again. Applicants with less than three years of cattle or buffalo rearing experience, and those without the required land or fodder arrangement, are also not eligible.
How much money does the applicant have to put in?
The applicant contributes 15 per cent of the Rs 23.60 lakh unit cost from their own pocket. Another 35 per cent is expected to come from a bank loan, and the remaining 50 per cent is the state subsidy. An applicant who does not want a loan can self-fund the 35 per cent share by submitting six months of bank statements as proof of capacity.
What happens if more people apply than there are units available?
An e-lottery is held. The Nand Baba Milk Mission portal states that when applications exceed the district target, a committee headed by the Chief Development Officer conducts an electronic lottery to select beneficiaries. District-wise targets are published as separate PDFs in the announcements section of the mission website.
Is there any reservation for women under Mini Nandini Krishak Samriddhi Yojana?
Yes. At least 50 per cent of the beneficiaries must be women livestock producers. This is a stated condition of the scheme and is applied at the district selection stage.
Do the cows have to be insured and ear-tagged?
Yes, both are compulsory. Every animal in a Mini Nandini unit must carry an ear tag and must be covered by livestock insurance. The second instalment of subsidy is linked to verification of the purchased animals, and untagged or uninsured cattle hold that payment up.
Which department runs Mini Nandini Krishak Samriddhi Yojana?
The Animal Husbandry and Dairy Development Department of Uttar Pradesh runs it, through the Nand Baba Milk Mission. The mission's helpline is 0522-4251709 and its portal is nandbabadugdhmission.up.gov.in.
