Mahadevi Verma Shramik Pustak Kraya Dhan Yojana
Uttar Pradesh state government scheme
Mahadevi Verma Shramik Pustak Kraya Dhan Yojana pays Rs 7,500 as one-time book money to a daughter of an Uttar Pradesh worker who is studying a postgraduate course. The worker's basic pay plus dearness allowance must be Rs 24,000 a month or less, and up to two daughters per family can claim. Applications are filed online at skpuplabour.in.
What is Mahadevi Verma Shramik Pustak Kraya Dhan Yojana?
Mahadevi Verma Shramik Pustak Kraya Dhan Yojana is a book-purchase grant run by the Uttar Pradesh Labour Welfare Board, known in Hindi as the Uttar Pradesh Shram Kalyan Parishad, which sits under the state Labour Department. The scheme pays Rs 7,500 as a one-time lump sum to the daughter of a registered worker who is studying a postgraduate course, so that the cost of textbooks does not become the reason she stops after graduation.
The scheme carries the name of Mahadevi Verma, the Hindi poet of the Chhayavad movement who spent much of her working life in Allahabad and campaigned for women's education. That framing matters for understanding the eligibility rules: this is a daughters-only scheme, and it is targeted at the single most expensive non-fee item in a postgraduate year.
According to the Labour Welfare Board portal at skpuplabour.in, the scheme sits inside a family of welfare measures financed from the Labour Welfare Fund, to which employers and employees of covered establishments contribute. There is no premium, no separate membership card and no annual renewal. What decides eligibility is where the parent works and what the parent earns.
Three conditions run through the whole scheme:
- The parent must work in an establishment registered under the Factories Act, 1948 or the Uttar Pradesh Shops and Commercial Establishments Act, 1962.
- The parent's basic pay plus dearness allowance must be Rs 24,000 a month or less.
- The parent must have completed six months of continuous service and must still be employed there.
Who is eligible for Mahadevi Verma Shramik Pustak Kraya Dhan Yojana?
The following are eligible:
- A dependent daughter of a worker employed in a covered factory, shop or commercial establishment in Uttar Pradesh, who is enrolled in a postgraduate course.
- A woman worker herself, employed in a covered establishment, who is pursuing a postgraduate course.
- Up to two daughters per worker family, each receiving Rs 7,500.
The worker parent must meet all of these conditions:
- Employment in a unit registered under the Factories Act, 1948 or the Uttar Pradesh Shops and Commercial Establishments Act, 1962.
- Basic salary plus dearness allowance of Rs 24,000 a month or less.
- At least six months of continuous service with the present employer.
- Currently in service on the date the application is filed.
You cannot apply, or the application will be treated as not eligible, if:
- The student is a son. The scheme is confined to daughters and to women workers.
- The student is in school, an undergraduate degree or a diploma. Only postgraduate study qualifies.
- The parent's basic plus DA exceeds Rs 24,000 a month.
- The parent works in an establishment that is not registered under either of the two Acts, for example agricultural labour, domestic work or an unregistered workshop.
- The parent has less than six months of continuous service with the current employer, or has already left that job.
- Two daughters in the same family have already been paid under this scheme.
- Both parents apply separately for the same daughter. Where both parents work in registered establishments, only one may claim.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Printed application verified by college and employer | Yes | Two attestations on one printout β institution and establishment |
| Postgraduate enrolment fee receipt | Yes | Self-attested, for the current session |
| Aadhaar cards of both parents | Yes | Self-attested copies |
| Dependency and relationship proof | Yes | Ration card, family register extract or equivalent |
| Bank passbook copy | Yes | Must show account number, name and IFSC |
| Salary record of the worker parent | Yes | To prove the Rs 24,000 ceiling and six months of service |
Every copy should be self-attested. Uploads must be legible: a fee receipt where the course name or session year is cut off is a routine cause of objection.
How to apply for Mahadevi Verma Shramik Pustak Kraya Dhan Yojana
- Open the Uttar Pradesh Labour Welfare Board portal at skpuplabour.in and choose the worker application option.
- Register as a new user. The portal sends the user ID and password by SMS, so enter a mobile number that is in active use. The first login forces a password change.
- Log in and select Mahadevi Verma Shramik Pustak Kraya Dhan Yojana from the scheme list.
- Fill in the worker parent's employment and salary details, the establishment's registration particulars, the daughter's postgraduate course and institution, and the bank account number with IFSC code. Upload the photograph where asked.
- Submit the form and print the completed application.
- Get the printout verified by the educational institution, which certifies the postgraduate enrolment, and then by the employer, which certifies the parent's service and salary.
- Log back in and upload the scanned verified form with the fee receipt, parents' Aadhaar, dependency proof, bank passbook copy and salary record.
- Save the application number and follow the claim from the portal dashboard.
How to apply offline
There is no separate paper channel that avoids the portal. Families without internet access should use one of these two routes:
- Visit the district Labour Office or the Labour Welfare Commissioner's office and ask for assistance with the online submission.
- Use a Jan Seva Kendra or Common Service Centre to complete registration, form filling and document upload.
Either way, the college attestation and the employer attestation still have to be collected in person, since only those two bodies can certify enrolment and service respectively.
How much is paid and when?
The scheme pays Rs 7,500 per eligible daughter, once. It is not paid year by year across a two-year postgraduate programme, and it is not repeated if the daughter later enrols in a second postgraduate course.
Where two daughters of the same worker qualify, the family receives Rs 7,500 for each, a maximum of Rs 15,000. The money is credited by bank transfer to the account entered on the form, and the Labour Welfare Board sends an SMS to the registered mobile number when the claim is sanctioned.
How to check the status of an application
- Log in at skpuplabour.in using the user ID and password issued at registration.
- Open the dashboard, which lists every scheme the worker has applied under.
- Read the status against the application number, which shows whether the claim is awaiting verification, under departmental scrutiny, sanctioned or rejected.
Applicants who have lost the SMS credentials can regenerate them from the login page using the registered mobile number, so a fresh registration is unnecessary and should be avoided, since duplicate registrations complicate scrutiny.
Why applications get rejected, and how to fix them
- Course is not postgraduate. Applications filed for BA, BSc, BCom or diploma students are rejected. Check the course level before filing.
- Missing college attestation. The employer signature alone is not enough; the institution must certify enrolment.
- Salary entered as gross. Enter basic plus dearness allowance only. Entering gross salary is what pushes many genuinely eligible families past Rs 24,000 on paper.
- Service below six months. A parent who changed jobs recently should wait out the six months with the current employer before filing.
- Third daughter claimed. The scheme is capped at two daughters per worker.
- Both parents applied. Where both work in registered establishments, withdraw one claim and let a single parent proceed.
- Bank name mismatch. A passbook name that does not match Aadhaar causes the transfer to fail even after sanction. Correct the account detail rather than filing a fresh application.
What related Labour Welfare Board schemes may also apply?
The same skpuplabour.in login and the same Rs 24,000 salary ceiling cover several other benefits, and a worker's household often qualifies for more than one:
- Ganesh Shankar Vidyarthi Shramik Puraskar Rashi Yojana pays Rs 5,000 for scoring 60 to 74.99 per cent and Rs 7,500 for 75 per cent or more, in high school, intermediate, graduate or postgraduate exams.
- Dr A P J Abdul Kalam Shramik Pravidhi Shiksha Sahayata Yojana pays Rs 25,000 a year for degree courses such as B.Tech, MBBS, MBA and MCA, Rs 15,000 a year for diplomas including polytechnic, and Rs 10,000 a year for certificate courses including ITI.
- Jyotiba Phule Shramik Kanyadan Yojana pays Rs 51,000 towards the marriage of a worker's daughter aged 18 or above.
A daughter doing a postgraduate degree with strong marks can therefore hold both the Rs 7,500 book grant under this scheme and the Rs 7,500 merit award under the Ganesh Shankar Vidyarthi scheme, since they reward different things.
Key dates to remember
- Apply during the postgraduate course, once the enrolment fee receipt for the current session is in hand.
- Collect the college and employer attestations early, as they are the slowest part of the process.
- No annual last date is published for this scheme on the Labour Welfare Board portal; applications are accepted through the year.
Help and grievance redressal
- Uttar Pradesh Labour Department toll-free helpline: 1800-180-5160
- Labour Department landlines: 0512-2295176 and 0512-2297142
- Portal: skpuplabour.in, and the department's help desk at uplabourhelp.in

Applying is free. The Labour Welfare Board charges nothing at any stage, and no agent can charge a fee for getting the Rs 7,500 sanctioned. A Common Service Centre may charge only its notified fee for assisted form filling.

Frequently asked questions
How much does Mahadevi Verma Shramik Pustak Kraya Dhan Yojana pay?
Mahadevi Verma Shramik Pustak Kraya Dhan Yojana pays Rs 7,500 as a one-time lump sum per eligible daughter, meant for buying postgraduate course books. It is not an annual grant and is not repeated for a second postgraduate degree.
How many daughters in one family can get the benefit?
Up to two daughters per worker family can receive Rs 7,500 each, taking the household maximum to Rs 15,000. If both parents work in registered establishments, only one parent may claim, so the two-daughter cap cannot be doubled by applying through both.
Which courses are covered?
Only postgraduate study is covered. The scheme is aimed at daughters enrolled in a postgraduate course, so undergraduate, school and diploma students are not eligible under this particular scheme.
What is the income limit?
The worker parent's basic salary plus dearness allowance must not exceed Rs 24,000 a month. This ceiling is calculated on basic plus DA only, not on gross salary, and it applies across every Uttar Pradesh Labour Welfare Board scheme.
Can a woman worker claim this for her own studies?
Yes. A woman worker who is herself registered in a covered establishment and is pursuing a postgraduate course can claim the Rs 7,500 for her own books, in addition to the route for a worker's dependent daughter.
Is a minimum period of service required?
Yes, the worker parent must have completed at least six months of continuous service with the current employer and must still be employed there when the application is filed. A worker who has just changed jobs must wait out the six months.
Does the college have to sign the form?
Yes. The printed application needs verification from both the educational institution, which confirms the postgraduate enrolment, and the employer, which confirms the parent's service and salary. An application missing either attestation is not processed.
Is a son eligible for this scheme?
No. Mahadevi Verma Shramik Pustak Kraya Dhan Yojana is specifically for daughters and for women workers. Sons of workers should instead look at the Labour Welfare Board's Ganesh Shankar Vidyarthi merit award and the Dr A P J Abdul Kalam technical education scheme, both of which are open regardless of gender.
