What is Ganesh Shankar Vidyarthi Shramik Puraskar Rashi Yojana?

Ganesh Shankar Vidyarthi Shramik Puraskar Rashi Yojana is a merit award scheme of the Uttar Pradesh Labour Welfare Board, the Uttar Pradesh Shram Kalyan Parishad, which operates under the state Labour Department. On the Parishad's own portal it appears in Hindi as "गणेश शंकर विधार्थी श्रमिक पुरुस्कार राशि योजना", named after the Kanpur journalist and freedom fighter Ganesh Shankar Vidyarthi.

The scheme is deliberately simple. A child of a low-wage worker who performs well in a public examination receives a one-time cash award, Rs 5,000 or Rs 7,500 depending on the marks scored. There is no fee reimbursement, no instalments and no continuing obligation. It is a reward paid after a result, not a scholarship paid during a course.

A clarification worth making early, because the scheme is often misfiled under the wrong board. Ganesh Shankar Vidyarthi Shramik Puraskar Rashi Yojana is run by the Labour Welfare Board for factory and shop workers, not by the UP Building and Other Construction Workers Welfare Board. Its funds come from the Labour Welfare Fund created under the Uttar Pradesh Labour Welfare Fund Act, 1965, whose rules took effect in 1972. The Act covers factories in the private and public sector, plantations, and establishments carrying on trade, commerce or allied work where 20 or more employees work, and it excludes establishments of the central and state governments.

Who is eligible for the Ganesh Shankar Vidyarthi merit award?

Your child can receive the award if:

  • You work in an establishment in Uttar Pradesh registered under either the Shops and Commercial Establishments Act, 1962 or the Factories Act, 1948.
  • Your monthly basic pay plus dearness allowance is not more than Rs 24,000.
  • Your son or daughter has passed High School, Intermediate, graduation or post-graduation in Arts, Science, Commerce or Agriculture.
  • The student has scored 60 percent or more in that examination.

You cannot apply, or are not eligible, if:

  • Your monthly basic plus DA is above Rs 24,000.
  • You are employed in a central or state government establishment, which the Uttar Pradesh Labour Welfare Fund Act, 1965 excludes.
  • You are a registered construction worker with a UPBOCW labour card. The parallel benefit for construction worker families is Sant Ravidas Shiksha Protsahan Yojana on upbocw.in, and the two cannot be drawn together for the same result.
  • The student scored below 60 percent. There is no lower slab.
  • The examination is not one of the four listed levels, for example, a Class 8 or Class 9 result carries no award under this scheme.

How much is the award?

Marks scored Award amount
60 percent to 74.99 percent Rs 5,000
75 percent or above Rs 7,500

Ganesh Shankar Vidyarthi Shramik Puraskar Rashi Yojana therefore has exactly two slabs, and the difference between them is Rs 2,500. The award is a lump sum credited to the bank account recorded in the application, either the student's account or the worker's — and the Parishad sends an SMS confirmation when the transfer is made.

Because the award is tied to a single examination result, a family with two children who both clear the 60 percent threshold in the same year files two separate applications, one for each result.

What documents are required?

Document Mandatory Notes
Verified printout of the online application Yes Attested by the institution and the factory or establishment
Bank passbook copy of the student or the worker Yes Legible, showing the IFSC code
Marksheet of the qualifying examination Yes For graduation and post-graduation, the final-year marksheet

The marksheet is the document that decides the slab, so a provisional result slip that does not carry the aggregate percentage will usually be sent back. If your board issues marks and not a percentage, attach the full marksheet showing maximum marks so the percentage can be computed on the face of the record.

How to apply for the Ganesh Shankar Vidyarthi award

The Shram Kalyan Parishad publishes a ten-step online process on skpuplabour.in.

  1. Open a browser and go to www.skpuplabour.in.
  2. Click "श्रमिक आवेदन" (Worker Application).
  3. If you have not used the portal before, click "न्यू यूजर रजिस्टर करें" (Register New User), fill the registration form and submit it. Your user ID and password arrive by SMS on the mobile number you entered.
  4. Log in with that user ID and password.
  5. Select Ganesh Shankar Vidyarthi Shramik Puraskar Rashi Yojana from the scheme list, fill the form, upload the photograph and submit.
  6. Print a copy of the submitted application.
  7. Get the printout countersigned by the educational institution and by the factory or establishment where you work. Both attestations are needed.
  8. Log in again, open "योजना के आवेदन का विवरण" (Details of Scheme Application), upload the scanned attested application along with the marksheet and the bank passbook copy, and save.
  9. Once verification succeeds, the award amount is transferred to the beneficiary's bank account and an SMS is sent to the registered mobile number.
  10. Track the file under "आवेदन की स्थिति" (Application Status) on the portal.

There is no offline application form for this scheme. The only paper steps are the two attestations at step 7, the school or college confirming the result and the employer confirming that the parent is a covered worker.

How do you check the status of the award?

Sign in to skpuplabour.in with the same user ID and password and open "आवेदन की स्थिति". The screen shows where the file stands: awaiting establishment verification, under scrutiny at the district labour office, or paid. An SMS goes to the registered mobile number at the point of payment, so a status of "paid" with no SMS usually means the mobile number on the account is outdated.

Why do merit award claims fail?

  • Percentage below 60 in the qualifying examination.
  • Only one attestation obtained. The institution signed but the employer did not, or the other way round.
  • Wage above Rs 24,000 basic plus DA, which puts the parent outside the Labour Welfare Fund's beneficiary definition.
  • Wrong examination. A mid-course or non-final-year marksheet submitted for a degree course, where the portal specifically asks for the final year.
  • Illegible bank passbook copy or a missing IFSC code, which stops the transfer after sanction.
  • Duplicate claim for the same result, including a claim already settled under a construction workers' education scheme.

Most of these are fixable through the same login. Re-scan the deficient document at a higher resolution, upload it again under "योजना के आवेदन का विवरण" and save.

Where do you get help or complain?

  • Labour Department toll-free helpline: 1800-180-5160
  • Labour Welfare Commissioner, Uttar Pradesh: 0512-2219001, email lcup@uplabourdeptt.com
