What is Shravan Kumar Shramik Parivar Tirth Yatra Yojana?

Shravan Kumar Shramik Parivar Tirth Yatra Yojana is a travel assistance scheme of the Uttar Pradesh Labour Welfare Board, known in Hindi as the Uttar Pradesh Shram Kalyan Parishad, which functions under the Labour Department of the state government. The scheme is listed on the Parishad's own portal, skpuplabour.in, where it appears as "श्रवण कुमार श्रमिक परिवार तीर्थ यात्रा योजना".

The Parishad states the reasoning plainly. Workers in industrial establishments who work continuously without a break begin to feel worn down, and their productive capacity falls. A family holiday to a historic, religious or scenic place is treated as healthy recreation that restores that capacity. Shravan Kumar Shramik Parivar Tirth Yatra Yojana therefore reimburses the cost of such a journey up to Rs 12,000, paid once as a lump sum.

An important clarification first, because the scheme is frequently misattributed. Shravan Kumar Shramik Parivar Tirth Yatra Yojana is not a scheme of the Uttar Pradesh Building and Other Construction Workers Welfare Board (UPBOCW). It is funded from the Labour Welfare Fund created under the Uttar Pradesh Labour Welfare Fund Act, 1965, whose rules came into force in 1972. The Fund and the Parishad cover workers in factories and in shops and commercial establishments, which is a different population from registered construction workers. A construction worker with a UPBOCW labour card must use the UPBOCW schemes at upbocw.in instead.

Who is eligible for the Shravan Kumar pilgrimage assistance?

You can claim the benefit if all of the following are true:

  • You work in an establishment in Uttar Pradesh registered under the Factories Act, 1948.
  • Your monthly wage, basic pay plus dearness allowance: is not more than Rs 24,000.
  • You have completed at least 6 months of continuous service in that factory or establishment, and you are still in service on the date you apply.
  • You have not previously drawn this benefit at any point in your service.

You cannot apply, or are not eligible, in these situations:

  • Your monthly basic plus DA is above Rs 24,000.
  • You are employed in a central or state government establishment. The Uttar Pradesh Labour Welfare Fund Act, 1965 expressly excludes establishments of the central or state governments from its coverage.
  • You are a registered construction worker covered by the UPBOCW Board rather than the Labour Welfare Board.
  • You have already used this facility once. It is a once-in-a-service-life benefit.
  • Your spouse has already claimed it. Where both the worker and the spouse work in factories or establishments, only one of the two may take the assistance.
  • You have not completed 6 months of unbroken service, or you have left the job before applying.

Who counts as family for the journey?

The Shram Kalyan Parishad defines the travelling group tightly. Dependants recognised for this scheme are the wife, a maximum of 2 unmarried children, and the worker's mother and father. For a woman worker, the mother-in-law and father-in-law are included. The total number of people including the worker cannot exceed 6.

That ceiling matters when you calculate what to claim. The Rs 12,000 is a single household ceiling, not a per-head allowance, so a family of six shares the same maximum as a family of three.

How much does Shravan Kumar Shramik Parivar Tirth Yatra Yojana pay?

Shravan Kumar Shramik Parivar Tirth Yatra Yojana pays a maximum of Rs 12,000 in one lump sum towards the expenditure incurred on the pilgrimage. Two features of that sentence are worth reading carefully:

  • Maximum, not fixed. The Parishad settles the claim against the travel expenditure you can evidence with tickets, so a shorter, cheaper journey is settled at the lower actual figure.
  • Lump sum, paid after the journey. There is no advance. You travel first, keep the tickets, then apply for reimbursement.

The money is transferred directly to the bank account recorded in the application, and the portal sends an SMS to the registered mobile number when the transfer is made.

What are the key dates and the budget rule?

Two dates govern this scheme, and both catch applicants out.

  1. 30 September is the last date for receiving applications in each financial year. The Parishad states this as a fixed annual cut-off.
  2. Where the number of eligible applications in a financial year exceeds the budget provided for the scheme, beneficiaries are selected on the basis of seniority by age — the oldest eligible workers are taken first.

The practical reading is that a worker close to retirement has a materially better chance of being sanctioned in a crowded year than a worker in their twenties, and that applying in April rather than late September protects you from a rush at the deadline.

How to apply for Shravan Kumar Shramik Parivar Tirth Yatra Yojana

The Shram Kalyan Parishad publishes a ten-step online route on skpuplabour.in.

  1. Open a browser and go to www.skpuplabour.in.
  2. Click "श्रमिक आवेदन" (Worker Application).
  3. If you are a new user, click "न्यू यूजर रजिस्टर करें" (Register New User), fill the registration form and submit it. Your user ID and password are sent to your mobile number by SMS.
  4. Log in with that user ID and password.
  5. Select Shravan Kumar Shramik Parivar Tirth Yatra Yojana from the scheme list, fill the form and upload your photograph, then submit.
  6. Print the submitted application, you will need the paper copy.
  7. Get the printed application countersigned and verified by your factory or establishment.
  8. Log in again, open "योजना के आवेदन का विवरण" (Details of Scheme Application), upload the scanned verified copy along with the tickets, bank passbook, ration card and Aadhaar copies, and save.
  9. After successful verification the sanctioned amount is credited to the beneficiary's bank account, and an SMS is sent to the registered mobile number.
  10. Track the file at any time using "आवेदन की स्थिति" (Application Status) on the portal.

There is no separate offline form for this scheme. The one physical step in the process is getting the printed application attested at your workplace, which is what converts a self-declaration into a verified claim.

How do you check your application status?

Log in to skpuplabour.in with the same user ID and password and open "आवेदन की स्थिति". The status screen shows whether the establishment verification is complete, whether the file is with the district labour office, and whether payment has been released. An SMS is also sent to your registered mobile number when the amount is transferred.

Why do applications get rejected?

  • Applying after 30 September in the relevant financial year.
  • No travel tickets attached, this is a reimbursement, and a claim with no evidence of the journey cannot be settled.
  • Wage above Rs 24,000 basic plus DA, which puts the worker outside the Labour Welfare Fund's beneficiary definition.
  • Less than 6 months of continuous service, or having left the job before applying.
  • The application was never countersigned by the factory, so step 7 was skipped and the uploaded copy is unverified.
  • Duplicate claim; either a second claim by the same worker, or a claim by a spouse who is also a factory worker and has already received it.
  • Bank details unreadable or the IFSC code missing from the passbook copy, which stops the transfer.

Most rejections are curable. A missing countersignature or an unreadable passbook page can be fixed and re-uploaded through the same login, provided the 30 September date has not passed.

Frequently asked questions

How much money does Shravan Kumar Shramik Parivar Tirth Yatra Yojana give?

Shravan Kumar Shramik Parivar Tirth Yatra Yojana pays a maximum of Rs 12,000 as a single lump sum against the actual expenditure of the pilgrimage. The Uttar Pradesh Labour Welfare Board treats this as a reimbursement, so the amount sanctioned cannot exceed what the travel documents support.

How many times can a worker claim the Shravan Kumar pilgrimage assistance?

Once. The Shram Kalyan Parishad rule is that a worker may use this facility only one time in the entire service period, so a second application after a later pilgrimage is not admissible.

What is the last date to apply each year?

30 September is the last date for receiving applications in each financial year, as stated on skpuplabour.in. Applications that arrive after that date are carried to the next year's cycle rather than the current one.

How many family members are covered?

A maximum of 6 people including the worker. The portal defines dependants as the wife, up to 2 unmarried children and the worker's parents, and for a woman worker the mother-in-law and father-in-law.

Who is not eligible for this scheme?

Construction workers, government employees and anyone whose monthly basic pay plus dearness allowance exceeds Rs 24,000 cannot apply. The scheme is limited to workers of factories registered under the Factories Act 1948 in Uttar Pradesh who have completed at least 6 months of continuous service.

What happens if more applications are received than the budget allows?

Older workers get priority. The Shram Kalyan Parishad states that where applications in a financial year exceed the budget provided, eligible workers are selected in order of seniority by age.

Can both husband and wife claim the benefit if both are factory workers?

No. Where the worker and the spouse are both employed in factories or establishments, the portal allows the facility to only one of them.

Why do Shravan Kumar Yojana applications get rejected?

Common reasons include applying after the 30 September deadline, no travel tickets attached (since this is a reimbursement against actual expenditure), wages above the Rs 24,000 basic plus DA ceiling, less than 6 months of continuous service, the application not countersigned by the factory, duplicate claims, and bank details that are unreadable or missing the IFSC code. Most of these are curable if fixed before 30 September.
