What is Mukhyamantri Abhyuday Yojana?

Uttar Pradesh Mukhyamantri Abhyuday Yojana is a free competitive-exam coaching programme launched by Chief Minister Yogi Adityanath on 16 February 2021 and run by the Social Welfare Department (Samaj Kalyan Vibhag) of the state government. The scheme addresses a specific and well-documented problem: bright students from poor families in Uttar Pradesh routinely fail to convert their ability into a selection because private coaching in Prayagraj, Lucknow or Delhi costs more than their household earns in a year.

Mukhyamantri Abhyuday Yojana removes that cost entirely. Coaching, study material, mock tests and mentoring are provided free of charge, and the classes are taken not only by empanelled teachers but by serving IAS, IPS and IFS officers who give guidance and counselling sessions. For a student in a district town, a session with an officer who has actually cleared the exam is often worth more than another set of notes.

The programme runs on two tracks at once. Offline classroom batches operate from divisional and district centres, with limited seats filled through a selection test. Online delivery: recorded lectures, e-content, question banks and mock tests, is open far more widely, so a student who does not get a classroom seat is not shut out of the scheme.

Key features

  • Zero fee; no tuition, no admission charge, no cost for study material.
  • Coverage for UPSC, UPPSC, JEE, NEET, NDA, CDS, SSC, banking and TET streams.
  • Guidance by serving IAS, IPS and IFS officers, plus subject experts.
  • Mock interviews for candidates who reach the UPSC interview stage.
  • Run at divisional and district level by the Social Welfare Department.
  • Registration is online and free at abhyuday.up.gov.in.

Who is eligible for Mukhyamantri Abhyuday Yojana?

You can join if:

  • You are a student of Uttar Pradesh and can show residence or domicile proof of the state.
  • You have cleared the qualifying examination for your chosen stream, Class 12 with science subjects for JEE and NEET, Class 12 for NDA and CDS, and graduation completed or in the final year for UPSC and UPPSC.
  • You are within the age range for the target examination. The scheme does not impose a separate age bar of its own; it follows the age rules of the exam you are preparing for.
  • You are from an economically or socially weaker background. Where seats are scarce, this is the basis on which preference is given.

You cannot apply, or will not be selected, if:

  • You have no Uttar Pradesh residence proof. The scheme is a state welfare programme for students of the state.
  • You have not yet cleared the qualifying examination for the stream, a Class 10 student cannot register for the UPSC batch, and a non-science Class 12 student is not eligible for the NEET batch.
  • You register for a stream whose batch is not running in your division in the current cycle. Batch availability varies by division and by year.
  • You do not appear for the online selection test, in that case you may still use the free online content, but you are not eligible for a limited classroom seat.

Note carefully that this is not a scholarship scheme. Students sometimes register expecting a monthly stipend. Mukhyamantri Abhyuday Yojana pays no cash benefit at all; the entire value is the free coaching, material and mentoring.

What documents are required for Abhyuday Yojana?

Document Mandatory Notes
Aadhaar card Yes Identity at registration and at the centre
UP domicile or residence proof Yes Domicile certificate, ration card or voter ID
Latest qualification certificate Yes Class 12 marksheet or graduation certificate, by stream
Passport-size photograph Yes Used on the centre identity card
Mobile number and email ID Yes Registration OTP, class links, test schedules
Caste certificate No Only for a reserved-category claim
Income certificate No Where preference is given to low-income students

Keep scanned copies ready before opening the form. The registration session times out, and a half-filled form has to be started again.

How to apply for Mukhyamantri Abhyuday Yojana

  1. Open the official portal at abhyuday.up.gov.in and choose the Registration option on the home page.
  2. Select the examination stream you want to prepare for, UPSC, UPPSC, JEE, NEET, NDA, CDS, SSC, banking or TET, and your division and district.
  3. Fill in the application form with your name, date of birth, category, address, educational qualifications and marks.
  4. Enter your mobile number and email ID, then confirm the mobile number using the OTP the portal sends.
  5. Upload your photograph and the qualification certificate for the stream.
  6. Review every field, then submit the form and save or print the confirmation page carrying your registration number.
  7. Log back in when the schedule is announced and appear for the online selection test if you want a classroom seat.
  8. If selected, report to the allotted divisional or district centre with your original documents for verification and collect your identity card.

Registration is free at every step. No coaching institute, agent or "centre coordinator" is authorised to charge a student for admission to Abhyuday Yojana, and any demand for money should be treated as fraud.

What does a student actually get?

  • Classroom coaching at divisional and district centres for the selected batches, on a published timetable.
  • Online lectures and e-content covering the syllabus of each supported examination, accessible without a classroom seat.
  • Free study material and previous years' question papers for the target exam.
  • Mock tests with performance feedback, so a student can benchmark against the wider cohort rather than against classmates alone.
  • Guidance and counselling sessions conducted by serving IAS, IPS and IFS officers on strategy, optional subject choice and time management.
  • Online mock interviews for candidates shortlisted for the UPSC personality test — the stage at which candidates from small towns are historically most disadvantaged.

How to check your Abhyuday Yojana registration and selection status

  1. Open abhyuday.up.gov.in and use the student login.
  2. Enter your registration number and password, or your registered mobile number with an OTP.
  3. Check the dashboard for selection test dates, admit card downloads, batch allotment and centre details.
  4. Watch your registered email and SMS, batch and test announcements go out on those channels first, and a missed test date cannot be rescheduled.

Common problems and how to fix them

  • OTP not arriving, the number may already be registered against another application. Use the "forgot password" route on the portal rather than creating a second registration.
  • Stream mismatch, a student who selected the wrong exam stream at registration must correct it before verification, since the qualification certificate is checked against the stream.
  • Certificate not accepted: upload a clear scan of the marksheet itself, not a photograph of a photocopy.
  • No batch in the district; batches are allotted division by division. If your stream is not running locally in the current cycle, use the online content and register again in the next cycle.
  • Verification failure at the centre; carry the original of every document you uploaded. Centres do not admit students on photocopies alone.

Key dates and how the cycle works

Mukhyamantri Abhyuday Yojana was launched on 16 February 2021, deliberately timed with Basant Panchami, and has run in cycles since. Registration does not stay open permanently. It opens ahead of each batch, generally aligned to the calendar of the target examinations, so JEE and NEET batches open around the board exam season while UPSC and UPPSC batches follow the notification cycle of those exams. There is no single published permanent last date, which is why the practical advice is to check abhyuday.up.gov.in at the start of each academic term rather than waiting for an announcement to reach you.

Help and grievance redressal

  • Abhyuday programme contact: 0522-3538700, listed for the scheme.
  • District Social Welfare Officer at your collectorate, for centre-level problems such as verification, identity cards and class scheduling.
  • Integrated Grievance Redressal System at jansunwai.up.nic.in, for a written complaint with a trackable number.

A last word on expectations. Mukhyamantri Abhyuday Yojana gives a student the teaching, material and mentoring that money would otherwise buy. It does not give a seat in the services, and no one associated with the scheme can promise one. Students who treat the free classroom as seriously as a paid one are the ones the programme was built for.

Common reasons for rejection

Mukhyamantri Abhyuday Yojana does not "reject" a registration in the way a subsidy scheme rejects a bank claim, but a student can still be turned away at three separate points: the registration form itself, the online selection test shortlist, and physical verification at the divisional or district centre. Each stage has its own real, specific failure points.

At registration:

  • Wrong exam stream selected. A student preparing for UPPSC who registers under the UPSC stream (or the reverse) gets flagged the moment the qualification certificate is checked, because the certificate has to match the stream applied for. The fix is to register again under the correct stream before the window for that cycle closes; there is no in-form correction option once submitted.
  • Qualifying exam not yet cleared. Registering for a stream before finishing the qualifying exam it depends on, such as a Class 11 student applying for the JEE or NEET batch, or a final-year graduate applying for UPSC before results are out, gets the application dropped at scrutiny. Wait for the result and register in the next cycle.
  • Domicile proof missing or mismatched. The scheme is restricted to students of Uttar Pradesh, so an application with no residence or domicile document attached, or one where the address on the domicile paper does not match the address entered in the form, does not go through verification. Carry a domicile certificate, ration card, or voter ID that matches the address typed into the form exactly.
  • Mobile number already used on another registration. The portal treats a mobile number as unique per applicant. A second registration attempt on the same number, often made because the first attempt seemed to fail, gets blocked rather than rejected outright; the OTP never lands because the number is already tied to an existing record.

At the online selection test stage (for the limited classroom seats):

  • No batch running in the applicant's division that cycle. Classroom batches are allotted division by division and stream by stream, not every division runs every stream in every cycle. A student is not personally rejected here; the batch simply is not offered where they registered, and they fall back to the online content until the next cycle.
  • Test not attempted. A registered student who does not sit the online selection test forfeits the classroom seat allocation for that cycle by default; missed tests are not rescheduled individually.
  • Score below the cutoff for available seats. Classroom seats are limited and filled by the selection test ranking within each division and stream. A registered, eligible student can still miss the classroom seat purely on rank, in which case the free online lectures, material, and mock tests remain available regardless.

At physical verification (for students shortlisted for a classroom seat):

  • Original documents not carried. Centres verify against the physical original of every document uploaded online, a photocopy or a photo of a certificate is not accepted in place of the original at this stage, and a student who arrives without originals is turned away from that batch, not permanently barred from the scheme.
  • Certificate does not match the uploaded scan. If the physical marksheet or domicile certificate at verification differs from what was uploaded online (a different roll number, a mismatched name spelling), the seat is held back pending correction rather than confirmed on the spot.

None of these outcomes bar a student from the scheme permanently. Since Abhyuday Yojana runs in fresh cycles, a corrected, complete registration in the next cycle, with the right stream, matching documents, and domicile proof, is the standard way to fix a rejected or lapsed application.

Frequently asked questions

Is Mukhyamantri Abhyuday Yojana coaching really free?

Yes, the coaching is completely free. Uttar Pradesh Mukhyamantri Abhyuday Yojana charges no tuition fee, no admission fee and no fee for study material; the Social Welfare Department funds the programme, and students pay only their own travel and living costs for offline classes.

Which exams does Abhyuday Yojana cover?

Abhyuday Yojana covers UPSC civil services, UPPSC and other state PCS exams, JEE, NEET, NDA, CDS, paramilitary and defence recruitment, SSC, banking PO and B.Ed or TET examinations, with the exact set of batches varying by division and by cycle.

Who can join Mukhyamantri Abhyuday Yojana?

A student of Uttar Pradesh who has cleared the qualifying examination for the stream they want — Class 12 with science for JEE or NEET, and graduation or final year for UPSC and PCS — can register, with the programme aimed at economically and socially weaker students.

Where do I register for Abhyuday Yojana?

Register online on the Uttar Pradesh Abhyuday portal at abhyuday.up.gov.in, choose your target examination, fill the form and confirm your mobile number by OTP. Registration is free and takes about ten minutes.

Is there an entrance test for the classroom batches?

Yes. Offline classroom seats at the divisional centres are limited, so registered students are shortlisted through an online selection test. Students who are not selected for classroom seats can still use the free online lectures, study material and mock tests.

Who teaches in Abhyuday Yojana classes?

Serving IAS, IPS and IFS officers along with subject experts and empanelled teachers take the classes and counselling sessions, which is the distinguishing feature of the programme compared with ordinary coaching.

Does Abhyuday Yojana pay any stipend or cash?

No cash benefit is paid. Mukhyamantri Abhyuday Yojana is a coaching and mentoring scheme only; students receive free classes, free study material and free mock tests, but no scholarship money under this scheme.

Can a student from outside Uttar Pradesh join?

The scheme is meant for students of Uttar Pradesh, and residence proof of the state is asked for at verification, so a student with no Uttar Pradesh domicile is generally not eligible for a classroom seat.
