Uttar Pradesh Mukhyamantri Krishak Durghatna Kalyan Yojana
Uttar Pradesh state government scheme
Uttar Pradesh Mukhyamantri Krishak Durghatna Kalyan Yojana pays up to Rs 5,00,000 to the family of a farmer aged 18 to 70 who dies or is permanently disabled in an accident, with no premium charged. Claims are filed at the tehsil within 45 days of the accident and settled by the District Magistrate.
What is Mukhyamantri Krishak Durghatna Kalyan Yojana?
Uttar Pradesh Mukhyamantri Krishak Durghatna Kalyan Yojana is a state accident compensation scheme for farmers, funded entirely by the Government of Uttar Pradesh and implemented through district collectors. Farming is physically dangerous work in a state where floods, lightning strikes, snakebite, tractor overturns and animal attacks kill and maim thousands of people every year, and the scheme exists so that the family of a farmer killed or crippled in such an accident is not left with nothing.
The scheme pays up to Rs 5,00,000 and charges no premium at all. That is the single most important thing to understand about it. Unlike a commercial accident policy, a farmer does not enrol, does not pay, and does not hold a policy document. Coverage follows automatically from being recorded in the Uttar Pradesh revenue records as a landholder, lessee farmer or sharecropper, aged between 18 and 70. The claim is made after the accident, not before.
Mukhyamantri Krishak Durghatna Kalyan Yojana replaced the earlier Mukhyamantri Kisan Evam Sarvhit Bima Yojana, and readers who search for the older name will find references to it in tehsil paperwork. The current scheme is administered by the Revenue Department working with the Agriculture Department, which is why the claim is filed at the tehsil rather than at an agriculture office.
Key features
- Rs 5,00,000 maximum for accidental death or complete permanent disability.
- Zero premium to 100 percent state funded.
- Covers recorded landholders, lessee farmers and sharecroppers, not only owners.
- Age band 18 to 70 at the time of the accident.
- 45-day claim window, extendable to 75 days by the District Magistrate.
- Compensation paid by DBT into the heir's or the injured farmer's account.
Who is eligible for Krishak Durghatna Kalyan Yojana?
A claim can be made if all of these hold:
- The victim was a permanent resident of Uttar Pradesh.
- The victim was aged 18 to 70 years on the date of the accident.
- The victim was a recorded landholder, lessee farmer, sharecropper or an eligible family member of such a farmer, per the revenue records.
- The death or disability was caused by an accident covered by the scheme guidelines.
- The claim is filed within 45 days, or within an extension granted by the District Magistrate.
A claim is not eligible, and the family cannot apply, where:
- The death was by suicide. The scheme guidelines exclude it.
- The death or injury occurred while the person was committing a criminal act.
- The victim was under 18 or over 70 at the time of the accident.
- There is no entry in the revenue records showing the person as a landholder, lessee or sharecropper. A purely agricultural labourer with no such entry falls outside this scheme.
- The death was from illness or natural causes rather than an accident. This is an accident scheme, not a life insurance scheme.
- The claim is filed long after the 75-day outer limit without any order of condonation.
What accidents does the scheme cover?
The scheme guidelines take a broad view of what counts as an accident, which is appropriate for rural Uttar Pradesh. Covered events include floods and drowning, lightning strikes, animal attacks and snakebite, road and vehicle accidents including tractor overturns, building or wall collapse, earthquakes, fire, and electrocution. What matters is that the event was sudden, unforeseen and external: not the specific label used in the FIR.
Two categories sit outside the cover regardless of the circumstances: suicide and death or injury during a criminal act. Investigating officers record these findings in the police papers, and once recorded they are very difficult to reverse at the tehsil stage.
How much compensation does the scheme pay?
Compensation is graded by the severity of the outcome, not by landholding size or income:
| Outcome | Amount |
|---|---|
| Death | Rs 5,00,000 |
| Complete permanent disability | Rs 5,00,000 |
| Loss of both hands, both feet or both eyes | Rs 5,00,000 |
| Loss of one hand and one foot | Rs 5,00,000 |
| Loss of one hand, one foot or one eye | Rs 2,50,000 |
| Disability above 50 percent | Rs 2,50,000 |
| Disability between 25 and 50 percent | Rs 1,25,000 |
Disability below 25 percent does not attract compensation under the scheme. The percentage is fixed by a medical board certificate, not by the treating doctor's opinion or by the family's assessment, so obtaining a proper board certificate is the decisive step in any disability claim.
What documents are required for a Krishak Durghatna claim?
| Document | Mandatory | Notes |
|---|---|---|
| Death certificate or disability certificate | Yes | Medical board certificate with percentage, in disability cases |
| FIR or Panchnama | Yes | Establishes that the death or injury was accidental |
| Post-mortem report | Yes | For death claims |
| Khatauni or Khasra | Yes | Revenue record showing farmer status |
| Aadhaar of claimant and victim | Yes | Identity and DBT |
| Heirship or family register extract | Yes | Establishes the claimant as legal heir |
| Bank passbook of claimant | Yes | Compensation is credited here |
| Age proof of the victim | No | Where age is not clear from other records |
How to apply for Mukhyamantri Krishak Durghatna Kalyan Yojana
- Report the accident to the police immediately and make sure an FIR or a panchnama is registered. In a death case, insist on a post-mortem — almost every rejected claim in this scheme traces back to a missing FIR or missing post-mortem report.
- Obtain the death certificate from the local body, or in a disability case get the injured farmer examined by the district medical board and collect a certificate stating the disability percentage.
- Collect the revenue papers, the current khatauni or khasra extract showing the victim as landholder, lessee farmer or sharecropper, from the Lekhpal.
- Obtain the heirship certificate or family register extract from the gram panchayat or the tehsil, naming the claimant as the legal heir.
- File the application at the tehsil through the Lekhpal or directly with the Tehsildar, within 45 days of the accident. Attach every document listed above and keep a photocopy set for yourself.
- Get a dated receiving on your copy. Without a receiving stamp there is no proof that you filed inside the 45-day window.
- Follow the file as the Lekhpal reports, the Tehsildar verifies and the Sub-Divisional Magistrate forwards it to the District Magistrate for sanction.
- Check the credit in the claimant's bank account once sanction is communicated; the amount comes by DBT.
Applications also move through the e-District and revenue portals of the Uttar Pradesh government, but for most families the practical route remains the tehsil counter, because the supporting revenue papers are generated there anyway.
What if the 45 days have already passed?
The rule is 45 days, and the District Magistrate may extend it to a maximum of 75 days in exceptional cases. Delay in obtaining a post-mortem report, a hospitalised claimant, or a family displaced by the same flood that caused the death are the kinds of reasons district offices do consider. File the claim anyway with a written explanation of the delay addressed to the DM, rather than abandoning it, a late claim within 75 days that carries a reason has a real chance, while an unfiled claim has none.
Why Krishak Durghatna claims get rejected
- No FIR or panchnama, so the death cannot be established as accidental.
- No post-mortem report in a death case.
- Victim's name absent from the revenue records as landholder, lessee or sharecropper.
- Age outside 18 to 70 at the time of the accident.
- Claim filed beyond 45 days with no condonation order.
- Disability certificate not from a medical board, or showing less than 25 percent.
- Heirship dispute between family members, which holds the file until the tehsil settles who the legal heir is.
- Cause of death recorded as suicide in the police papers.
The fixable ones are worth chasing hard. A missing heirship certificate or an incomplete bank detail can be supplied within days; a missing post-mortem usually cannot be cured after burial, which is why step one above matters more than any other step in this guide.
Help and grievance redressal
- Tehsildar and Sub-Divisional Magistrate of your tehsil, for the status of a filed claim.
- District Magistrate's office, which is the sanctioning authority and the right forum for a delay-condonation request.
- Integrated Grievance Redressal System at jansunwai.up.nic.in, for a written complaint with a trackable number where a file has been sitting without movement.
- Agriculture Department portal, upagriculture.com, for departmental circulars and district contacts.
No fee is payable at any stage of this scheme, and no premium was ever due. If anyone asks a bereaved family for money to "pass the file", that is a matter to report at jansunwai.up.nic.in with the receiving number of your application.
How to check your application status
There is no single online tracker where a claimant types in a reference number and sees a green tick, so status checking under this scheme is mostly a matter of following the file through the same offices that process it. Keep the dated receiving from step 6 of the application process at hand for every follow-up; officials ask for it before they will look up a file.
At the tehsil, in person
- Go to the tehsil where the claim was filed and ask the Lekhpal first. The Lekhpal is usually the one who verified the revenue entry and knows whether the file has moved to the Tehsildar.
- If the Lekhpal cannot say, ask the Tehsildar's office directly, quoting the receiving number and the date of filing. The Tehsildar's staff can tell you whether the file is still with them, has gone to the Sub-Divisional Magistrate, or has already reached the District Magistrate's office for sanction.
- Once a file reaches the District Magistrate's office, the DM's establishment section is the one to ask, since that office issues the sanction order and triggers the DBT payment.
Through the e-District and revenue portals
Uttar Pradesh's e-District portal carries case tracking for many revenue-linked services, and applications filed or logged through it can sometimes be checked online with the application or case ID given at the time of filing. Because this scheme runs through ordinary revenue channels rather than a dedicated scheme portal, treat the e-District login as a secondary check, useful when the ID is available, and the tehsil counter as the primary and more reliable one.
If the file appears stuck
- Wait a reasonable interval, at least a few weeks, since the file must pass through three levels (Lekhpal verification, Tehsildar and Sub-Divisional Magistrate scrutiny, District Magistrate sanction) before payment.
- If there is no movement after that, file a written complaint on the Integrated Grievance Redressal System at jansunwai.up.nic.in, quoting the receiving number, the tehsil, and the date of filing. This generates a separate grievance number you can track online, and it puts the delay on record with the district administration.
- A visit to the Tehsildar with the same receiving number, asking pointedly which of the three stages is holding the file, usually gets a faster answer than an online query alone.
After sanction
Once the District Magistrate's office confirms sanction, the compensation is credited by DBT directly to the claimant's bank account. Check the account rather than expecting a phone call or SMS confirming payment. If the sanction has been communicated but the account has not been credited after a reasonable number of days, that delay itself is a valid ground for a jansunwai.up.nic.in complaint, since the money has already been approved and the credit is a bank-side or treasury-side process, not a fresh decision.
