What is Uttar Pradesh Mukhyamantri Sukshm Udyami Durghatna Bima Yojana?
Uttar Pradesh Mukhyamantri Sukshm Udyami Durghatna Bima Yojana is a free accident insurance scheme for micro entrepreneurs, run by the MSME and Export Promotion Department through the Directorate of Industries and Enterprise Promotion, Government of Uttar Pradesh. The scheme is often written as Mukhyamantri Sookshm Udyamee Durghatana Beema Yojana on department pages, and was announced with effect from 15 August 2023, with registration opened on the Directorate's own portal.
The reasoning behind the scheme is straightforward. Uttar Pradesh has one of the largest concentrations of micro enterprises in India, one-person workshops, weavers, food processors, small fabricators, service units, and the owner is almost always the sole earner. An accident that kills or disables that owner usually ends the enterprise and pushes the family into debt. The state's GST Department already ran a Trader Accident Insurance Scheme, but a large number of micro units fell outside it. Sukshm Udyami Durghatna Bima Yojana was created to close that gap.
According to the MSME Department's own scheme page, the cover is up to Rs 5 lakh, the entrepreneur pays no premium at all, and the amount is released to the nominated heir through Direct Benefit Transfer within a maximum of one month of the Deputy Commissioner of Industries recommending the claim.
Who is eligible for the micro entrepreneur accident cover?
You can register if:
- You are the owner of a micro enterprise as classified under the MSMED Act, with a valid Udyam Registration.
- Your enterprise is located in Uttar Pradesh.
- You are aged between 18 and 60 years.
- You are not eligible under the GST Department's Trader Accident Insurance Scheme. This is the deliberate boundary between the two state schemes.
You are not eligible if:
- You are under 18 or over 60 years of age.
- Your enterprise is classified as small or medium rather than micro, since the scheme is targeted at the smallest units.
- Your unit is registered outside Uttar Pradesh, because the premium is paid from the state budget.
- You are already covered by the Trader Accident Insurance Scheme run by the Commercial Tax and GST Department.
- Your enterprise has no Udyam Registration, which is the document that proves micro status. Getting Udyam Registration is free and online, and should be done before applying here.
The cover attaches to the person of the entrepreneur, not to the premises, machinery or stock. Fire or theft at the workshop is not covered by this scheme; for that, an entrepreneur needs a separate commercial policy.
What does the scheme pay and when?
| Event | Amount |
|---|---|
| Accidental death | Up to Rs 5 lakh to the nominated heir |
| Permanent disability | Up to Rs 5 lakh |
| Partial disability | Settled against the certified medical percentage of disability |
| Premium paid by entrepreneur | Nil |
| Payment route | DBT from the Directorate of Industries |
| Settlement time | Within a maximum of one month of the Deputy Commissioner's recommendation |
Because the amount goes to the nominated heir, the nomination recorded at registration is the single most important field in the whole application. A unit registered without a nominee creates a legal heirship dispute at exactly the moment the family can least afford one.

- Verification is done by the District Industries Centre of your district, after which your unit appears in the covered list.
How to file a claim after an accident
- Register an FIR or get a panchnama drawn at the police station, and ensure a post-mortem is done in a death case. Get a government medical board disability certificate in a disability case.
- Approach the District Industries Centre of the district where the unit is registered, with the entrepreneur's Udyam certificate, the scheme acknowledgement, the death or disability papers, and the nominee's Aadhaar and bank passbook.
- Submit the claim form to the office of the Deputy Commissioner of Industries, who verifies the papers and the registration.
- Recommendation goes from the Deputy Commissioner of Industries to the Directorate of Industries at Kanpur.
- Payment is released from the Directorate level to the nominated heir by Direct Benefit Transfer within a maximum of one month of the recommendation.
How to check registration and claim status
- Log in to diupmsme.upsdc.gov.in with your registered mobile number and open the application under the scheme to see whether it is pending, verified or approved.
- For a claim, contact the District Industries Centre with the application number and ask whether the file is at DIC verification, Deputy Commissioner recommendation, or Directorate payment stage.
- Call the MSME helpline 155343, open Monday to Saturday from 10 am to 6 pm, quoting the application number.
- Check the nominee's bank passbook for the DBT credit once the Directorate confirms release.
Why registrations and claims get rejected
- No Udyam Registration, or a Udyam certificate showing small or medium rather than micro classification.
- Age outside 18 to 60 on the date of registration or on the date of the accident.
- Already covered under the Trader Accident Insurance Scheme, which makes the entrepreneur ineligible here.
- No nominee recorded, which forces the family to obtain a succession certificate before the money can be released.
- Death from illness rather than accident. This is an accident cover only, and a claim without an FIR, panchnama or post-mortem cannot establish the accidental cause.
- Unit address outside Uttar Pradesh on the Udyam certificate.
- Bank details mismatched between the nominee's Aadhaar and the account, which stalls the DBT credit even after approval.
Grievance redressal and help
- MSME helpline 155343 β Monday to Saturday, 10 am to 6 pm.
- District Industries Centre in your district headquarters, the office that physically handles registration verification and claims.
- Deputy Commissioner of Industries of your division for escalation on a stalled claim.
- jansunwai.up.nic.in for a written grievance with a tracking number.
- The MSME Department's msme1connect.up.gov.in portal lists the scheme guidelines, the government order and current contact channels.
Registration under Uttar Pradesh Mukhyamantri Sukshm Udyami Durghatna Bima Yojana is free, and no premium is ever collected from the entrepreneur. Any person asking for money to enrol a unit or to "pass" a claim is acting without authority, and should be reported on the helpline. Every micro entrepreneur in Uttar Pradesh should treat the ten minutes needed to register, and above all to record a nominee, as the cheapest insurance decision available to them.

Frequently asked questions
How much cover does Mukhyamantri Sukshm Udyami Durghatna Bima Yojana give?
The scheme gives accident insurance cover of up to Rs 5 lakh. Rs 5 lakh is paid to the nominated heir on accidental death and on permanent disability, while partial disability is settled at a lower amount fixed against the certified medical percentage.
Does the micro entrepreneur pay any premium?
No, the entrepreneur pays nothing. The Government of Uttar Pradesh bears the full premium, which is why the scheme is described as free accident cover for registered micro units rather than an insurance product to be bought.
Who is eligible for the micro entrepreneur accident insurance scheme?
Owners of registered micro enterprises located in Uttar Pradesh, aged between 18 and 60 years, are eligible. The scheme was specifically designed for micro entrepreneurs who are not covered by the GST Department's Trader Accident Insurance Scheme.
How do I register for the scheme?
Register online on the Directorate of Industries portal at diupmsme.upsdc.gov.in by creating a profile, selecting the Mukhyamantri Sukshm Udyami Durghatna Bima Yojana, entering your Udyam registration number, Aadhaar number and nominee details, and submitting.
How long does a claim take to be paid?
The insurance amount reaches the nominated heir within a maximum of one month after the Deputy Commissioner of Industries recommends the claim. The payment is made from the Directorate level by Direct Benefit Transfer.
Who files the claim after an accident?
The nominated heir or the legal heir files the claim through the District Industries Centre of the district where the enterprise is registered. The Deputy Commissioner of Industries verifies the papers and recommends the claim to the Directorate.

A trader already eligible under the GST Department's Trader Accident Insurance Scheme is not covered here, because the two schemes are designed not to overlap. This scheme fills the gap for micro manufacturing and service units that fall outside the trader cover.
What is the helpline for this scheme?
The Uttar Pradesh MSME helpline 155343 operates Monday to Saturday, 10 am to 6 pm. The department also runs a WhatsApp support line and an email helpdesk listed on the msme1connect.up.gov.in portal.
Why do registrations and claims get rejected under this scheme?
Common reasons include no Udyam Registration or a Udyam certificate showing small or medium rather than micro classification, age outside 18 to 60, the entrepreneur already being covered under the Trader Accident Insurance Scheme, no nominee recorded, death from illness rather than accident, the unit's address being outside Uttar Pradesh on the Udyam certificate, or bank details mismatched between the nominee's Aadhaar and the account.
