What is Uttar Pradesh Mukhyamantri Swarozgar Yojana?

Uttar Pradesh Mukhyamantri Swarozgar Yojana, officially the Mukhyamantri Yuva Swarozgar Yojana, is the state's long-running credit-linked subsidy programme for people who want to start their own enterprise. The scheme is run by the Micro, Small and Medium Enterprises and Export Promotion Department through the Directorate of Industries and Enterprise Promotion, and the file is handled in each district by the District Industries and Enterprise Promotion Centre, usually called the DIEPC or district industry centre.

The design is straightforward. A young resident of Uttar Pradesh puts up a project, a bank sanctions a term loan and working capital against it, and the state government pays in margin money equal to 25 per cent of the project cost so that the borrower does not have to find that share from their own savings. Margin money goes into the loan account rather than into the applicant's hands, which means it directly cuts the amount that eventually has to be repaid.

According to the MSME department, the project cost ceiling is Rs 25 lakh for an industry or manufacturing project and Rs 10 lakh for a service sector project. The margin money is capped correspondingly at Rs 6.25 lakh and Rs 2.50 lakh.

The purpose stated by the department is to reduce educated unemployment in the state by turning job seekers into job creators, and every project report is assessed partly on how many people the proposed unit will employ.

Who is eligible for Mukhyamantri Swarozgar Yojana?

You can apply if:

  • You are a permanent resident of Uttar Pradesh, supported by a domicile or residence certificate.
  • You are between 18 and 40 years old on the date of application.
  • You have passed at least high school (class 10).
  • You are proposing a new enterprise in the industry or service sector.
  • You are not a defaulter with any bank, financial institution or government body.

You are not eligible if:

  • You are below 18 or above 40 years on the date of application.
  • You have not passed class 10.
  • You are seeking finance for an existing running business rather than a new unit.
  • You have already drawn a comparable self-employment subsidy from the state or the centre, for example PMEGP or another margin money scheme, for the same activity.
  • You are a defaulter with any bank or government institution, or a loan in your name has been classified as a non-performing asset.
  • You are not a resident of Uttar Pradesh.

Reserved-category applicants, women and applicants with disabilities are given weight during district-level selection, but the core eligibility conditions above apply to everyone equally. Where a category relaxation or quota is claimed, the relevant caste or disability certificate becomes a mandatory attachment.

How much benefit does the scheme provide?

The state's contribution is margin money of 25 per cent of project cost, and the two ceilings work like this:

Sector Maximum project cost Margin money rate Maximum margin money
Industry / manufacturing Rs 25 lakh 25 per cent Rs 6.25 lakh
Service sector Rs 10 lakh 25 per cent Rs 2.50 lakh

A worked example makes it concrete. On a Rs 20 lakh manufacturing project, the state's margin money is Rs 5 lakh. The bank finances the remainder as a term loan plus working capital, and the borrower's own contribution shrinks accordingly.

Two points that applicants often get wrong. First, the margin money is not released to you in cash, it is credited into the loan account maintained by the bank. Second, the loan itself carries ordinary commercial interest. This scheme provides capital subsidy, not an interest subsidy. If you specifically want an interest-free loan, the state's separate Mukhyamantri Yuva Udyami Vikas Abhiyaan (MYUVA) offers an interest-free, collateral-free loan up to Rs 5 lakh with a lower class 8 education bar.

What documents are required?

Document Mandatory Notes
Aadhaar card Yes Identity proof and de-duplication across schemes
UP residence / domicile certificate Yes Scheme is limited to state residents
High school certificate Yes Minimum qualification and date of birth proof
Detailed project report Yes Machinery, working capital, turnover, employment
Bank passbook Yes Margin money is credited to the loan account
Machinery quotations No Usually asked for by the bank before sanction
Caste certificate No Only where a category relaxation is claimed
Passport photograph Yes For the application and bank KYC
Notarised non-default affidavit Yes Declaration of clean credit record

The detailed project report is the document that determines whether a bank sanctions or returns the case. It should carry a realistic machinery list with supplier quotations, a working capital calculation, a projected monthly turnover that a lender can believe, and a clear statement of how many people the unit will employ. District industry centres prepare these for applicants free of charge and it is worth using that help rather than paying a private consultant.

How to apply for Mukhyamantri Swarozgar Yojana

  1. Open the MSME and Export Promotion Department portal at msme.up.gov.in and go to the applicant registration section for departmental schemes. Applications for the department's industry schemes are also routed through niveshmitra.up.nic.in, the state's single-window investment portal.
  2. Create an applicant login using your name, mobile number and email, and verify the OTP sent to your mobile.
  3. Log in and select Mukhyamantri Yuva Swarozgar Yojana from the scheme list.
  4. Fill the form with your personal and educational details, the proposed activity, the sector (industry or service), the total project cost, and the bank branch where you want the loan to be sanctioned.
  5. Upload the scanned documents — Aadhaar, residence certificate, high school certificate, photograph, affidavit, bank passbook and the detailed project report.
  6. Submit the application and save the application number shown on screen. Print the acknowledgement for your records.
  7. The application is scrutinised at the District Industries and Enterprise Promotion Centre, then placed before the district-level task force committee which selects cases against the district target.
  8. Attend the bank interview when the branch calls you, carrying originals of every uploaded document. The bank appraises the project, sanctions the loan and the department releases the margin money into the loan account.

How to apply with offline help

  1. Visit your District Industries and Enterprise Promotion Centre. Every district of Uttar Pradesh has one, usually in the district headquarters.
  2. Ask for the Mukhyamantri Yuva Swarozgar Yojana desk. Staff will help you complete the online form, since submission is online only.
  3. Ask the centre to help prepare or check your detailed project report before the file is sent to the bank.

There is no paper-only application route. The DIEPC visit is for guidance and document checking, not for a separate manual submission.

How do I check my application status?

Log back into the applicant account on the department portal and open your submitted application. The status will show which of the stages the file has reached, submitted, under district scrutiny, placed before the task force, selected, forwarded to bank, sanctioned, or disbursed.

If your case has been "forwarded to bank" for several weeks with no movement, the hold-up is at the branch. Take your application printout there and ask for the loan application reference. Where a branch declines a case that the district task force has already recommended, it is expected to record the reason in writing, and you are entitled to ask for it.

Why do applications get rejected?

  • Age outside 18 to 40 on the application date.
  • Below the high school qualification bar.
  • A weak or copied project report that the bank cannot appraise.
  • An adverse credit record, an existing default, a written-off loan or a poor CIBIL history surfacing during bank due diligence.
  • An existing business presented as a new unit.
  • Duplicate subsidy. The applicant has already taken PMEGP or another comparable margin money benefit.
  • Missing or expired residence certificate.
  • District target exhausted for the financial year, in which case the case is carried forward rather than rejected outright.

Where do I complain?

Raise the first complaint in writing with the General Manager, District Industries and Enterprise Promotion Centre, quoting your application number and the date of submission. The DIEPC is the nodal office for the scheme.

If the matter does not move, file a grievance on jansunwai.up.nic.in against the MSME and Export Promotion Department. Jansunwai gives you a complaint number and tracks the department's response against a deadline. Contact numbers for each district industry centre are published on msme.up.gov.in; use the number listed there for your own district rather than a number given by an agent.

For bank-side problems, escalate in writing to the bank's regional or zonal office and mention that the case has been recommended by the district task force under a Government of Uttar Pradesh margin money scheme.

Frequently asked questions

How much loan can I get under Mukhyamantri Swarozgar Yojana in UP?

The project cost ceiling is Rs 25 lakh for an industry or manufacturing project and Rs 10 lakh for a service sector project. The loan itself is sanctioned by a bank on ordinary commercial terms, and the state adds margin money on top of it.

How much subsidy does the state government give?

The state contributes margin money of 25 per cent of project cost, capped at Rs 6.25 lakh for an industry project and Rs 2.50 lakh for a service project. Margin money is credited into the loan account, so it reduces what you ultimately repay rather than arriving as cash in hand.

What is the age limit for Mukhyamantri Swarozgar Yojana?

Applicants must be between 18 and 40 years old. Someone below 18 or above 40 on the date of application is not eligible, and the age is checked against the high school certificate or another accepted date-of-birth document.

What education is required?

A high school (class 10) pass is the minimum qualification. Applicants with only class 8 should look instead at Mukhyamantri Yuva Udyami Vikas Abhiyaan, which sets a lower education bar and offers an interest-free loan up to Rs 5 lakh.

Is the loan under this scheme interest-free?

No. The bank loan under Mukhyamantri Swarozgar Yojana carries normal commercial interest. What the state provides is margin money, not an interest subsidy. The interest-free option in Uttar Pradesh is the separate MYUVA scheme.

Can I apply for an existing business?

No. The scheme funds a new enterprise. An already-running unit is not eligible, and neither is an applicant who has already drawn a comparable state or central self-employment subsidy such as PMEGP for the same unit.

Where is the application processed after I submit it?

Your application goes to the District Industries and Enterprise Promotion Centre for scrutiny, then to a district-level task force committee for selection, and then to the bank branch you nominated for loan appraisal and sanction.

Is there any fee to apply?

No. The online application is free and District Industries and Enterprise Promotion Centres provide guidance and project report help at no charge. No agent is authorised to charge for getting a case sanctioned.
