What is the Nivesh Mitra portal?

Nivesh Mitra is the single window system of the Government of Uttar Pradesh for industrial and business clearances. It is owned by the Infrastructure and Industrial Development Department and operated by Invest UP from PICUP Bhawan, Block A, 4th Floor, Lucknow, with the software built and hosted by the National Informatics Centre, Uttar Pradesh State Unit.

The portal exists to replace department-by-department paperwork with one login, one information form and one payment. Readers often search for it as Nivesh Mitra 3.0, the name used for the upgraded version of the platform; the portal itself currently carries the footer branding Nivesh Mitra (V2.0), and both names point to the same site at niveshmitra.up.nic.in.

The scale is substantial. The portal's own statistics panel records 21,31,209 licences and NOCs issued, which is 88.79 per cent of all requests handled, against 2,09,905 rejections (8.75 per cent), 50,790 queries or objections (2.12 per cent) and 8,339 requests pending (0.35 per cent). Its user feedback panel records 90.99 per cent of users as satisfied. Nivesh Mitra has won an Award of Excellence in the State Government Project category from the Computer Society of India (2020) and a SKOCH Gold Award for e-Governance (2019).

This is not a citizen welfare scheme. Nivesh Mitra pays no pension, no stipend and no personal grant. Its users are entrepreneurs, MSMEs, startups and companies, and the "benefit" it delivers is time, a clearance obtained online instead of across counters.

Who can use Nivesh Mitra?

You can register and apply if:

  • You are an entrepreneur, proprietor, partnership, LLP or company setting up or running a business or industrial unit in Uttar Pradesh.
  • You need a licence, NOC, consent, registration or certificate from a state department or a development authority.
  • You are applying for incentives under a sectoral policy of the state.
  • You hold land or premises in the state, whether privately owned or allotted by an industrial development authority.

The portal groups its work into sectors including food processing and dairy, handloom and textile, information technology, startups, tourism, MSME, electronics manufacturing, film, renewable energy, civil aviation, pharmaceuticals, logistics and warehousing, electric vehicle manufacturing, and defence and aerospace.

You cannot apply, or are not eligible, if:

  • You are an individual seeking a personal welfare benefit. Nivesh Mitra has no scheme for household income support, pension, scholarship or housing, and applying here for one is a wasted step.
  • Your enterprise is located outside Uttar Pradesh and needs no state clearance.
  • You want a central government approval such as GST registration or an import-export code, which is obtained on the relevant central portal.

Which departments are on Nivesh Mitra?

The portal's nodal officer directory lists the departments and authorities whose approvals run through the single window, including the Board of Revenue, the Department of Stamp and Registration, the Urban Development Department, the Housing Department, and the industrial development authorities, UPSIDA, NOIDA, Greater NOIDA, YEIDA, UPEIDA and GIDA, among others. Each department names a nodal officer and an alternate on the portal, and applications are routed to that officer's login.

Before applying, open the Comprehensive List of Approvals, Checklists, Procedures and Timelines under Investor Assistance. It tells you, per approval, what documents are needed, what fee applies and how many days the department has.

How to apply on Nivesh Mitra

The portal itself describes a 7-step application process:

  1. Know your approvals. Use the "Know Your Approvals and Incentives" wizard on the home page to find which clearances your sector and site actually need.
  2. Check the comprehensive list of approvals, with its checklists, procedures and timelines, so you can assemble documents before you start.
  3. Register and activate your account on niveshmitra.up.nic.in. Registration uses single sign-on, so one account covers every department.
  4. Fill the Common Application Form (CAF). Common information is submitted once and reused across departments instead of being retyped per application.
  5. Apply for the specific NOC or licence from the department concerned, uploading the checklist documents.
  6. Pay the consolidated fee in a single online payment covering the applications you have filed.
  7. Download the issued certificate, which is digitally signed or e-signed.

Two further options sit alongside the seven steps: user feedback and grievance, and apply for incentives under the applicable sectoral policy.

What happens after you apply?

Applications go to the department's nodal officer, who acts within the timeline mandated under the Public Service Delivery Guarantee Act. The portal enforces two rules that matter to an applicant:

  • Only one query may be raised on an application, and it must be raised within 7 days of submission. A department cannot keep coming back with fresh objections one at a time.
  • Applications must be accepted only through Nivesh Mitra, so a department cannot insist on a parallel paper file.

Status is tracked online and the system sends automated SMS and email notifications at each stage. There is a real-time escalation mechanism and a district-level Ease of Doing Business ranking, both intended to put pressure on slow districts. Third-party verification is used for some approvals in place of a departmental inspection.

What else does the portal offer?

  • Land Bank (GIS) — a mapped inventory of available industrial land, useful before you commit to a site.
  • Nivesh Sarathi, the investor relationship interface.
  • Policies and Government Orders, including sectoral policies that define incentives, and a draft policy feedback route.
  • SOPs (standard operational procedures) of services and a user manual.
  • Criminal Provisions List, setting out which business laws still carry penal provisions.
  • Search NOC, to verify an issued NOC.
  • Refund policy, for fees paid on the portal.
  • Dashboards and MIS at district level for real-time data analytics.

Common problems and how to fix them

  • Applying without checking the approval list, then discovering mid-way that a prerequisite NOC from another department is missing. Run the wizard first.
  • Query raised and not answered. A department may raise one query within 7 days; leaving it unanswered is the commonest cause of the 8.75 per cent rejection rate.
  • Land documents that do not match the site, particularly where an authority allotment letter is in a different entity's name from the applicant.
  • Wrong entity type in the CAF, which then blocks department-level validation.
  • Fee paid but application not submitted. The consolidated fee step is separate from final submission; confirm the application shows as submitted.

How Nivesh Mitra differs from a scheme portal

Readers arriving from a list of "UP government schemes" often expect an eligibility test and a benefit amount. Nivesh Mitra has neither, and the distinction is worth stating once clearly. A scheme portal such as sspy-up.gov.in decides whether a named individual qualifies for a fixed sum. A single window portal decides whether a proposed enterprise has cleared the statutory approvals it needs to operate lawfully. The Nivesh Mitra account belongs to the business, not the person, and the output is a digitally signed NOC, licence or certificate rather than a bank credit.

Where money does change hands, it moves in the opposite direction from a welfare scheme: the applicant pays statutory fees through the consolidated fee gateway. The one route on the portal that can result in money flowing to the applicant is the incentives module, and even there the entitlement comes from the relevant sectoral policy. The food processing, textile, IT, electronics, tourism, film, EV or defence and aerospace policy: not from the portal. Read the policy document under the Policies section before filing an incentive claim, because the eligibility conditions, capital subsidy rates and claim windows are set there and vary sharply between sectors.

Where to get help

  • Invest UP helpline: 0522-6923000, 9.30 AM to 6 PM, Monday to Saturday on working days.
  • Email: info@investup.org.in.
  • Query and grievance redressal module on the portal, with a chatbot for common questions.
  • Department nodal officers, listed with name, designation and email under Contact Us → Nodal Officers.
  • Invest UP, PICUP Bhawan, Block A, 4th Floor, Lucknow for escalation.
  • Jansunwai-Samadhan, linked from the portal footer, for a state-tracked grievance.

Registration and account creation on Nivesh Mitra are free. Statutory fees for individual licences and NOCs are payable through the consolidated fee gateway on the portal itself, and no agent is needed to file an application.

How to check your application status

Nivesh Mitra tracks every application against the department nodal officer's login, so status is visible to the applicant at all times rather than only at the end of the process.

Online, through your own account (the primary method):

  1. Go to niveshmitra.up.nic.in and log in with the credentials created at registration.
  2. Open the applicant dashboard, which lists every Common Application Form and every department-level application filed under that account, each against its own reference or application number.
  3. Each entry shows one of a small set of states: submitted, under process, query raised, approved and issued, or rejected. An application that shows "query raised" needs a reply from the applicant before the department can act further, since the portal allows only one query per application within 7 days of submission.
  4. Where a licence or NOC has been issued, the dashboard links to the digitally signed or e-signed certificate for download; there is no separate step to request a physical copy.

Without logging in:

  • The portal's Search NOC facility lets anyone verify whether a specific NOC has actually been issued, useful when a third party (a bank, a buyer, a contractor) needs to confirm that a certificate shown to them is genuine rather than forged.

Automated notifications, without checking the dashboard:

  • The system pushes SMS and email alerts at each stage change: submission acknowledgement, query raised, approval, or rejection. These go to the mobile number and email entered on the Common Application Form, so an applicant who mistypes either loses this channel and must rely on the dashboard alone.

If the dashboard shows no movement for an unusually long time:

  • Check first whether the delay is on the department side or the applicant side; a query sitting unanswered looks identical to a stalled department review unless you open the application detail.
  • Escalate through the portal's query and grievance redressal module, which routes the complaint to the same nodal officer structure rather than to a generic helpdesk queue.
  • If the online escalation gets no response, call the Invest UP helpline at 0522-6923000 (9.30 AM to 6 PM, Monday to Saturday) with the application reference number ready, or write to info@investup.org.in.
  • For a grievance that needs a state-level paper trail outside the portal, Jansunwai-Samadhan, linked from the Nivesh Mitra footer, gives a separately tracked complaint number.

Because Nivesh Mitra is an account for the enterprise rather than an individual, whoever holds the login can check status for every application filed under that business, including ones a colleague originally submitted, without needing a separate authorization step.
