EWS (Income and Asset) Certificate in Uttar Pradesh
Uttar Pradesh state government scheme
EWS Certificate in Uttar Pradesh is the आय एवं परिसंपत्ति प्रमाण पत्र issued by the Tehsildar and applied for through e-District UP at edistrict.up.gov.in or the e-Sathi citizen portal. Aadhaar e-KYC is mandatory during the application. Gross annual family income must be below Rs 8 lakh and the family must clear four asset tests.
EWS Certificate in Uttar Pradesh is issued as the आय एवं परिसंपत्ति प्रमाण पत्र. The Income and Asset Certificate for Economically Weaker Sections, and it is the document a general-category family must hold before claiming the 10 per cent EWS reservation created by the 103rd Constitutional Amendment. Uttar Pradesh issues it through the Revenue Department under the Tehsildar's signature, and takes applications on e-District UP at edistrict.up.gov.in and its citizen front end, e-Sathi.
What is the UP EWS certificate and how does it differ from an income certificate?
The EWS certificate is a combined income-and-property document. The prescribed national format certifies two facts together: that the family's gross annual income for the relevant financial year is below Rs 8 lakh, and that the family does not own or possess any of four listed categories of property. Uttar Pradesh's ordinary income certificate, one of the most-used services on e-District UP, certifies only the first of those. It says nothing about land, flats or plots, which is exactly why recruiting bodies reject it when an EWS claim is made, the two are separate services and separate certificates.
Uttar Pradesh places the service with the Revenue Department. The verification chain runs from the lekhpal, who holds the village record and knows the household, through the Naib Tehsildar, to the Tehsildar, who signs. The rank requirement is central rather than local: the national format states that the income and assets must be certified by an officer not below the rank of Tehsildar in the states and union territories.
The delivery layer is e-District UP, which the state operates as its main government-to-citizen platform. Citizens apply through the e-Sathi citizen login at esathi.up.gov.in, while Jan Seva Kendra operators use the e-District login. Current applications run through Aadhaar e-KYC, with name and photograph auto-populated from Aadhaar after verification. Two practical consequences follow: an Aadhaar whose linked mobile number is out of date will stop you at the OTP step, and a name spelled differently on Aadhaar and on your school records will propagate that spelling onto the certificate.
Who can and cannot apply for an EWS certificate in Uttar Pradesh?
You can apply if you are a resident of Uttar Pradesh, your caste is not recognised in the Scheduled Caste, Scheduled Tribe or central Other Backward Classes lists, your family's gross annual income is below Rs 8 lakh for the relevant financial year, and your family clears all four asset tests.
The four asset limits are absolute. A family owning 5 acres of agricultural land or more cannot apply. A family owning a residential flat of 1,000 sq ft or more cannot apply. A family owning a residential plot of 100 sq yards or more inside a notified municipality cannot apply, and the ceiling is 200 sq yards in areas outside notified municipalities. Holdings in different villages, towns or cities are clubbed together before the tests are applied. In Uttar Pradesh this catches a great many otherwise eligible families: khatauni-recorded agricultural land in the ancestral village, plus a house plot in a city, are assessed as a single family holding.
You cannot apply if you already hold Scheduled Caste, Scheduled Tribe or central-list OBC status, whatever your income. EWS reservation exists for those outside the three reserved categories, and the certificate itself carries a clause certifying that the applicant's caste is not recognised in any of them. You cannot apply as a resident of another state, and an EWS certificate issued in another state will not support a UP state-quota claim.
"Family" has a fixed statutory meaning: the applicant, their parents, their siblings below the age of 18, their spouse, and their children below the age of 18. An earning elder sibling above 18 does not count against you. A parent's salary or pension does.
What documents are required for the UP EWS certificate?
The core set is Aadhaar, a Uttar Pradesh residence proof, a signed self-declaration of gross annual family income for the relevant financial year, and a declaration of the family's agricultural land, residential flat and residential plot holdings. e-District UP publishes downloadable स्वप्रमाणित घोषणा पत्र formats for exactly this purpose — use the portal's own format rather than a typed letter, because tehsil clerks reject non-standard declarations routinely. Add a salary certificate, Form 16 or income tax return for each earning member, and khatauni extracts where the family holds agricultural land, since that is the record the lekhpal checks the 5-acre test against. A recent passport-size photograph is required, as the prescribed format carries an attested photograph.
How to apply for an EWS certificate in Uttar Pradesh online
- Open edistrict.up.gov.in and use the citizen login (ई-साथी) at esathi.up.gov.in, registering with your mobile number if you do not already have an account.
- Complete Aadhaar e-KYC when prompted. Basic details including your name and photograph are filled in from Aadhaar once verification succeeds.
- Select the Income and Asset Certificate service (आय एवं परिसंपत्ति प्रमाण पत्र) from the Revenue Department services list.
- Fill in family details, gross annual family income for the relevant financial year, and each of the four asset declarations separately.
- Download, print, fill and sign the self-declaration format from the portal, then scan and upload it along with Aadhaar, residence proof, income proof, khatauni where applicable, and the photograph.
- Pay the fee shown on the payment screen and save the application number printed on the acknowledgement receipt.
- Track the application number until the Tehsildar approves it, then download the digitally signed certificate from your e-Sathi account.
How to apply through a Jan Seva Kendra or the tehsil office
- Take Aadhaar, residence proof, the signed self-declaration, income documents and khatauni to a Jan Seva Kendra or CSC.
- Ask for the आय एवं परिसंपत्ति प्रमाण पत्र service. The operator files the same e-District application under your Aadhaar-verified identity.
- Pay the government fee plus the notified Jan Seva Kendra charge and insist on a printed receipt showing both separately.
- Keep the application number and download the certificate yourself once it is approved, or collect the print from the kendra.
The tehsil office counter takes the same application on paper for applicants who prefer it. It is not faster: the lekhpal enquiry is the same step in both routes, and the file is entered into e-District either way.
What does the EWS certificate cost in Uttar Pradesh?
Pay only the amount the e-District payment screen displays, plus the notified Jan Seva Kendra service charge if a centre files for you, and take a printed receipt showing both amounts separately. Uttar Pradesh does not publish a single consolidated EWS certificate fee on a page we could verify, so the figure on your own payment screen is the one that governs. Anything an agent charges above the receipt total is a private markup, and it buys nothing at all: no payment influences the lekhpal's field enquiry or the timing of the Tehsildar's signature.
How do I check my UP EWS application status?
Log in to e-Sathi and use the application status option with the number from your acknowledgement receipt, or ask a Jan Seva Kendra to run the same query. Status typically moves from submitted, to pending with the lekhpal for verification, to pending with the Tehsildar, to issued. Where a file sits with the lekhpal for weeks, taking the application number and your khatauni and salary papers to the lekhpal in person usually clears it faster than anything you can do online. The e-District helpline on 0522-2304706 handles platform-level problems on working days between 10 am and 5 pm.
How long is a UP EWS certificate valid?
Plan on one financial year, and be careful with a widely repeated claim. UP income certificates are frequently described as valid for three years, and that is true of the ordinary income certificate. The EWS Income and Asset Certificate is governed by the central format, which instructs plainly that the certificate must have been issued on or after 1 April of the relevant year. UPPSC, UPSSSC, railway recruitment boards and NEET counselling authorities apply that literally, so a two-year-old certificate will be refused even if the certificate itself carries a longer validity line. File a fresh application each year with updated income figures, and read the notification you are applying against, because it states which financial year's certificate it accepts.
Why do EWS applications get rejected in Uttar Pradesh?
The largest category is an asset declaration that does not match the khatauni. A family declaring one plot while the record shows clubbed holdings across villages that together cross 5 acres. Second is income that the documents do not support, typically a salaried parent with no salary certificate attached. Third are portal-level defects specific to UP: failed Aadhaar e-KYC because the linked mobile number is dead, a self-declaration on a non-standard format instead of the portal's own, illegible uploads, and a missing photograph. Applying while holding a valid SC, ST or OBC certificate is a straight bar, not a curable defect. Fixing the underlying record and reapplying works; resubmitting the identical file does not.
Where do I complain about delay or overcharging?
Start with the e-District UP helpline on 0522-2304706, open Monday to Saturday from 10 am to 5 pm excluding government holidays, or email ceghelpdesk@gmail.com with your application number. Departmental escalation runs to the Sub-Divisional Magistrate and then to the District Magistrate, who supervises revenue administration in the district. Overcharging by a Jan Seva Kendra is a separate complaint and worth filing, because the service charge is notified and fixed. Keep the receipt in every case; every escalation route asks for the application number first.

Frequently asked questions
What is the EWS certificate called in Uttar Pradesh?
Uttar Pradesh issues it as the आय एवं परिसंपत्ति प्रमाण पत्र, the Income and Asset Certificate for Economically Weaker Sections. It is a separate service from the ordinary UP income certificate, which does not record property and cannot be used to claim the EWS quota.
Who issues the EWS certificate in Uttar Pradesh?
The Tehsildar issues it under the Revenue Department, after the lekhpal verifies income and property on the ground. The central certificate format requires an officer not below the rank of Tehsildar to sign, which is why a lekhpal's report alone is not the certificate.
How do I apply for a UP EWS certificate online?
Register on e-District UP at edistrict.up.gov.in or through the e-Sathi citizen login, complete Aadhaar e-KYC, open the Income and Asset Certificate service, fill in family income and the four asset declarations, upload the documents and pay the fee. Save the application number from the receipt.
Is Aadhaar e-KYC compulsory for UP e-District applications?
Yes, Aadhaar e-KYC verification is part of the current e-District UP flow, and once it succeeds the portal auto-fills basic details such as name and photograph from Aadhaar. An Aadhaar with an out-of-date mobile number will block the OTP step, so update it first.
What is the income limit for a UP EWS certificate?
Gross annual family income must be below Rs 8 lakh for the relevant financial year, counting salary, agriculture, business and profession together. Family means the applicant, their parents, siblings below 18, spouse and children below 18.
How long is a UP EWS certificate valid?
Treat it as valid for one financial year, not three. Although UP income certificates are commonly described as valid for three years, the EWS format itself requires the certificate to have been issued on or after 1 April of the relevant year, and UPPSC, UPSSSC and NEET counselling authorities apply that requirement literally.
What does the certificate cost and can an agent get it faster?
Pay only the fee the e-District portal shows, plus the notified Jan Seva Kendra charge if a centre files for you, and take a printed receipt. An agent cannot speed up the lekhpal enquiry or the Tehsildar's signature, so extra money buys nothing.
Whom do I contact if my UP e-District application is delayed?
Call the e-District UP helpline on 0522-2304706, available Monday to Saturday from 10 am to 5 pm excluding government holidays, or email ceghelpdesk@gmail.com, quoting the application number. Departmental escalation runs to the Sub-Divisional Magistrate and then the District Magistrate.
