What is Chief Minister Kanya Sumangala Yojana?

Chief Minister Kanya Sumangala Yojana, written in official Uttar Pradesh records as Mukhyamantri Kanya Sumangala Yojana and commonly abbreviated MKSY, is a conditional cash transfer scheme for girl children run by the Directorate of Women Welfare under the Department of Women and Child Development, Government of Uttar Pradesh. The scheme launched on 25 October 2019 and its portal has been open to citizen applications since then.

Kanya Sumangala Yojana pays a family Rs 25,000 per eligible girl child, but not in one go. The money arrives as six separate one-time payments, each tied to a milestone in the girl's life: her birth, her full immunisation, and her admission to Class 1, Class 6, Class 9 and finally a degree course or a two-year diploma. The design is deliberate, the payment is attached to the moments at which families in Uttar Pradesh have historically been most likely to stop investing in a daughter.

The per-girl benefit was raised from Rs 15,000 to Rs 25,000, an increase announced by the Chief Minister in August 2023 and given effect from the 2024-25 financial year. The revised stage amounts described below are the ones in force. According to the Women Welfare Directorate, the scheme has reached roughly 26.81 lakh girls across Uttar Pradesh.

Every payment is made by direct benefit transfer into the bank account of the parent or guardian who files the application. No cash is disbursed at the anganwadi centre or block office.

What are the six stages and how much does each pay?

Stage Milestone Amount
1 Birth of the girl child, on or after 1 April 2019 Rs 5,000
2 Completion of full immunisation, for girls born on or after 1 April 2018 Rs 2,000
3 Admission to Class 1 in the current academic session Rs 3,000
4 Admission to Class 6 in the current academic session Rs 3,000
5 Admission to Class 9 in the current academic session Rs 5,000
6 Admission to a bachelor's degree or a certified two-year diploma after Class 10 or 12 Rs 7,000

Each stage is claimed once, and each is claimed separately. A family that hears about the scheme when its daughter is already in Class 6 does not get the birth and immunisation money retrospectively; it applies for the Class 6 stage and then for Class 9 and graduation as those milestones arrive. The application must be filed in the academic session in which the admission happens. A Class 9 claim made two years later is normally rejected as out of time.

Who is eligible for Kanya Sumangala Yojana?

A girl child can be enrolled if:

  • Her family are permanent residents of Uttar Pradesh, proved with a ration card, voter ID, Aadhaar, electricity bill, telephone bill or domicile certificate.
  • The combined annual family income is Rs 3 lakh or less, certified by the Tehsildar.
  • The family has not more than two children in total.
  • Not more than two girls in the family are receiving the benefit.
  • The girl meets the specific date or admission condition of the stage being claimed.

Special cases the scheme allows:

  • If the second delivery produces twins, the third girl child from that delivery is also eligible. The two-girl cap is relaxed to three in this one situation.
  • If the first delivery produces a girl and the second delivery produces twin girls, all three girls are covered.
  • Adopted girls and girls under a legal guardian are covered; the applicant attaches the adoption or guardianship certificate instead of establishing biological parentage.

A family cannot apply if:

  • Its annual income exceeds Rs 3 lakh.
  • It has more than two children.
  • Two girls in the family are already enrolled and no twin exception applies.
  • The family is not resident in Uttar Pradesh, even where the girl attends a school inside the state.
  • The milestone has already passed and the claim window for that academic session has closed.

  4. Create your login using the user ID and password generated after registration.
  5. Log in and open Applicant Login, then enter the girl child's details: name, date of birth, and the stage you are claiming.
  6. Enter the bank account number and IFSC code exactly as printed in the passbook of the parent or guardian.
  7. Upload the scanned documents for that stage: birth certificate, income certificate, residence proof, photograph, and the immunisation card or admission proof depending on the stage.
  8. Submit the application and note the application number shown on screen. Print or save the acknowledgement.
  9. Track the file later by logging in again and opening the application status screen.

Applications are examined by officers using a separate Officer Login dashboard on the same portal: first at block level, then at the district probation office, before sanction and payment.

How to apply for Kanya Sumangala Yojana offline

  1. Collect the printed Kanya Sumangala Yojana form from your anganwadi worker, the Child Development Project Officer's (CDPO) block office, or the District Probation Officer's office.
  2. Fill in the girl's details and the stage being claimed, and attach self-attested copies of the birth certificate, income certificate, residence proof, bank passbook page and the stage-specific document.
  3. Submit the completed form to the anganwadi worker, the block CDPO office or the District Probation Officer, and take a dated acknowledgement.
  4. The block office keys the form into the same MKSY portal, so the file can be tracked online afterwards using the application number on the receipt.

A Common Service Centre (Jan Seva Kendra) will also file the online form for a small notified typing fee.

How to check your Kanya Sumangala Yojana application status

  1. Open mksy.up.gov.in and go to the Citizen Services Portal.
  2. Log in with the user ID and password created at registration.
  3. Open the application status screen; it shows whether the file is pending at block level, forwarded to the district, sanctioned, or returned for correction.
  4. Once sanctioned, confirm the credit in the parent's bank passbook: payment is made by direct benefit transfer and no separate intimation letter is posted.

Why Kanya Sumangala Yojana applications get rejected

  • Income certificate showing more than Rs 3 lakh, or a certificate from an earlier financial year that the verifying officer treats as stale.
  • A third child in the family, which breaches the two-children condition unless the twin exception applies.
  • Two girls already enrolled from the same household.
  • Bank details mismatched, wrong IFSC, a closed account, or an account name that does not match the applicant's Aadhaar.
  • Admission proof from the wrong academic session, the usual problem with late Class 6 and Class 9 claims.
  • Birth certificate missing or showing a date that puts the girl outside the stage's date condition.
  • Duplicate application for the same girl and the same stage, filed once through the anganwadi worker and once online.

Most rejections are correctable. Log back into the citizen portal, fix the document or bank detail flagged in the remarks, and resubmit. Where the objection is on income or family composition, the District Probation Officer is the officer who reviews the verification report.

Where to get help with Kanya Sumangala Yojana

The scheme is administered by the Directorate of Women Welfare, 8th Floor, Jawahar Bhawan, Ashok Marg, Lucknow 226001, and the portal is maintained by the National Informatics Centre, Lucknow. At district level the District Probation Officer is the nodal officer for Kanya Sumangala Yojana, and at village level the anganwadi worker is the first point of contact for families who cannot use the portal themselves.

Grievances that do not move at district level can be registered on Jansunwai, the Uttar Pradesh integrated grievance redressal portal at jansunwai.up.nic.in, against the Department of Women and Child Development, quoting the MKSY application number.

Applying is free. Any demand for money to "add a girl's name" to Kanya Sumangala Yojana is unauthorised and should itself be reported through Jansunwai.

Frequently asked questions

How much money does Kanya Sumangala Yojana give?

Kanya Sumangala Yojana gives Rs 25,000 per eligible girl child, spread over six one-time payments — Rs 5,000 at birth, Rs 2,000 after full immunisation, Rs 3,000 on Class 1 admission, Rs 3,000 on Class 6 admission, Rs 5,000 on Class 9 admission and Rs 7,000 on admission to a degree course or a two-year diploma.

What is the income limit for Kanya Sumangala Yojana?

The combined annual income of the family must be Rs 3 lakh or less. The limit applies to the whole family, not just one earning member, and is proved with an income certificate issued by the Tehsildar through the Uttar Pradesh e-District portal.

How many girls in one family can get Kanya Sumangala Yojana?

A maximum of two girls per family can receive the benefit. The family may have at most two children in total, with one exception — if the second delivery produces twins, a third girl child from that delivery is also covered.

Who is not eligible for Kanya Sumangala Yojana?

Families with annual income above Rs 3 lakh are not eligible, and neither are families that already have two girls receiving the benefit or more than two children. Residents of other states cannot apply even if the girl studies in Uttar Pradesh.

Do I get all Rs 25,000 at once?

No. Each of the six stages is claimed separately when the girl reaches that milestone, so the full Rs 25,000 is received over roughly two decades. A family joining late claims only the stages the girl currently qualifies for, not the earlier ones already passed.

How do I apply for Kanya Sumangala Yojana online?

Register as a citizen on mksy.up.gov.in, verify your mobile number by OTP, log in, fill the girl child's details, select the stage you are claiming, upload the documents and submit. The portal issues an application number you use to track the file.

Which stage applies to a girl born before 1 April 2019?

A girl born before 1 April 2019 cannot claim the birth-stage Rs 5,000, but she remains eligible for the later stages she qualifies for — the immunisation stage covers girls born on or after 1 April 2018, and the school-admission stages depend on the class she is entering this session.

Is there any fee to apply for Kanya Sumangala Yojana?

No. Registration and application on mksy.up.gov.in are completely free. A Common Service Centre may charge a small notified fee for typing assistance, but no anganwadi worker or agent may charge for enrolment.
