What is Mukhyamantri Laghu Sinchai Yojana?

Mukhyamantri Laghu Sinchai Yojana. The Chief Minister Minor Irrigation Scheme; is the umbrella programme under which the Minor Irrigation Department (Laghu Sinchai Vibhag) of Uttar Pradesh gives individual farmers their own irrigation source. The scheme's premise is simple and specific: canal water reaches a minority of fields on a fixed rotation, while a farmer with a private tube well irrigates when the crop needs it. The scheme funds that private source.

The department implements the scheme through five distinct categories of work, listed on its own online application system:

Category What it is Typical depth
Uthle Nalkoop (shallow tube well) Boring for small and marginal farmers up to about 30 metres
Madhyam Gehrayi Nalkoop (medium deep) Cost-shared boring for all categories 31 to 60 metres
Gehre Nalkoop (deep tube well) Hard-rock and plateau boring above 60 metres
Blast Koop Nalkoop (blast well) Blasted well in rocky strata site-dependent
Pump set / water tank / hauz Pumping and storage works not applicable

The scale of the programme is visible in the department's cumulative application counts: about 11,04,951 applications in the shallow tube well category, 42,419 medium-deep, 21,749 deep, 7,300 blast wells and 32,930 for pump sets, water tanks and reservoirs. Shallow boring is, by a very wide margin, the scheme's main channel.

The departmental headquarters is at Jawaharlal Nehru Bhawan, Lucknow 226001, and the scheme is administered down to development block level through Junior Engineers and boring technicians.

Who is eligible for Mukhyamantri Laghu Sinchai Yojana?

You can apply if:

  • You are a permanent resident of Uttar Pradesh engaged in farming.
  • Agricultural land is recorded in your own name in the current Khatauni or Form 61-B.
  • You are registered under PM-KISAN or on the state's transparent farmer service portal. This is checked at entry, and an application without it does not proceed.
  • For the shallow tube well category, you hold at least 0.2 hectare and fall in the small or marginal farmer band. SC and ST applicants are exempt from the minimum holding.
  • For the deeper categories, your site can support the command area the department expects for that depth, and you can deposit your 50% cost share.
  • Your development block still permits new groundwater structures.

You cannot apply if:

  • The land is not recorded in your name. Tenants, sharecroppers and family members cultivating land held in a relative's name are not eligible applicants, regardless of who actually farms it.
  • Your development block is over-exploited, critical or semi-critical for groundwater. The department excludes such blocks from its boring schemes as a groundwater-protection measure, and no district officer can waive it.
  • You have already taken a tube well under this or another government boring scheme. The Rs 100 stamp paper undertaking is specifically about this, and duplicate benefit found at verification cancels the sanction.
  • You are not registered under PM-KISAN or the state farmer portal.
  • You cannot meet the 50% contribution in the medium-deep or deep categories.
  • You are not a resident of Uttar Pradesh.

How much subsidy does each category give?

Shallow tube wells (up to about 30 metres). The free-boring component, where the department bears the cost within category ceilings rather than on a 50% basis:

Farmer category Boring Pump set Pipe system
Small farmer (general) Rs 5,000 Rs 4,500 Rs 3,000
Marginal farmer (general) Rs 7,000 Rs 6,000 Rs 3,000
SC / ST farmer Rs 10,000 Rs 9,000 Rs 3,000

Combined, this puts shallow tube well assistance in the range of roughly Rs 12,500 to Rs 19,000 for general-category applicants and higher for SC and ST applicants once all three components are sanctioned.

Medium-deep tube wells (31 to 60 metres); about Rs 1,53,000 in total: 50% of boring cost up to Rs 75,000, Rs 10,000 for the water distribution pipe system, and up to Rs 68,000 for energisation.

Deep tube wells (above 60 metres) — about Rs 1,78,000 in total: 50% of boring cost up to Rs 1,00,000, up to Rs 10,000 for the pipe system, and up to Rs 68,000 for energisation.

Two points decide what a farmer actually receives. First, every figure above is a ceiling, not an entitlement, the sanction is the lower of the actual cost and the ceiling. Second, in the two deeper categories the 50% share binds before the ceiling does on most jobs, so a farmer planning finances should work from the departmental estimate rather than from the headline number.

How to apply for Mukhyamantri Laghu Sinchai Yojana

  1. Register under PM-KISAN or the state transparent farmer service portal first. Every category of this scheme asks for that registration number, and this is the step most applicants discover too late.
  2. Get a current Khatauni / Form 61-B extract in your own name. Check the recorded area, it decides whether you are a marginal, small or other-category farmer, and therefore which slab you may claim.
  3. Decide the correct category. Ask the block boring technician what depth local tube wells are being sunk to. Applying for a shallow boring where the water table needs 45 metres wastes a season.
  4. Apply online at miuponline.in, reached from minorirrigationup.gov.in, selecting the category of work. Enter Aadhaar, land record details, category, bank account and mobile number, then save the application number. If the portal is showing that online application is temporarily unavailable, do not submit repeatedly: switch to the offline route.
  5. Or apply offline by giving the filled form and documents to the Junior Engineer or boring technician of your development block, or at the district Minor Irrigation office. For medium-deep and deep categories, deposit the Rs 1,500 survey fee and keep the receipt.
  6. Let the site survey happen. A departmental technician inspects the plot, checks distance from existing tube wells, and assesses the depth and yield likely at that site.
  7. Deposit your 50% share against the estimate, where the category requires it. Work does not start before this.
  8. Complete the work under departmental supervision and, for tube wells, apply separately for energisation so the electrification component is not left unclaimed.
  9. Receive the subsidy in your bank account after the completed work is verified.

How do you check your application or payment status?

  • Log in on miuponline.in with your application number and read the current stage of the file.
  • Contact the block Junior Engineer or boring technician, who holds the physical file and the survey report and usually knows the position before the portal reflects it.
  • For long-pending cases, approach the Executive Engineer, Minor Irrigation Department at district headquarters. Because each category has a fixed annual district target, this officer can tell you whether your application is inside or outside this year's target.
  • If sanction is recorded but money has not arrived, the usual cause is a mismatch between the name on the bank account and the name on the land record.

What are the common reasons for rejection?

  • Land not in the applicant's own name. The largest single cause across all categories.
  • Over-exploited or critical block, where no new boring can be sanctioned.
  • Wrong category chosen for the local water table, so the survey rules the site unsuitable.
  • Previous benefit under any government boring scheme, found at verification.
  • Missing PM-KISAN or state farmer registration at the entry stage.
  • 50% share not deposited in time, causing the sanction to lapse.
  • Category slab claimed does not match the recorded holding on the 61-B.
  • Application filed late in the financial year, when the district target is already committed.

Each of these has a practical answer. Mutate the land record; move the site; change category; complete the PM-KISAN registration; apply in April rather than February. Very few rejections under this scheme are permanent, and the block technician is usually willing to say which of these applies to a given file.

Where do you get help?

  • Minor Irrigation Department helpline: 0522-2286627, 0522-2286601, 0522-2286670.
  • Headquarters: Minor Irrigation Department, Jawaharlal Nehru Bhawan, Lucknow
  • Online portals: minorirrigationup.gov.in for scheme information and miuponline.in for applications.
  • Block level: Junior Engineer / boring technician of the development block.
  • District level: Executive Engineer, Minor Irrigation Department.
  • Grievance: jansunwai.up.nic.in, the Uttar Pradesh integrated grievance system, which issues a complaint number and routes the matter for a time-bound reply.

Applying under Mukhyamantri Laghu Sinchai Yojana costs nothing beyond the Rs 1,500 survey fee in the deeper categories and the farmer's own 50% share where it applies. No agent has authority to charge for a sanction, and no boring done privately in advance becomes eligible for the subsidy afterwards.

Frequently asked questions

What does Mukhyamantri Laghu Sinchai Yojana actually cover?

The scheme covers five categories of private irrigation work — shallow tube wells, medium-deep tube wells, deep tube wells, blast wells, and pump sets with water tanks or reservoirs. Each category has its own depth band, eligibility and subsidy ceiling.

How much subsidy is available under each category?

Assistance is roughly Rs 12,500 to Rs 19,000 for a shallow tube well up to 30 metres, about Rs 1,53,000 for a medium-deep tube well of 31 to 60 metres, and about Rs 1,78,000 for a deep tube well beyond 60 metres.

Which department runs the scheme?

The Minor Irrigation Department (Laghu Sinchai Vibhag) of the Government of Uttar Pradesh runs the scheme, from its headquarters at Jawaharlal Nehru Bhawan, Lucknow 226001.

Do SC and ST farmers get a higher subsidy?

Yes. In the shallow tube well category SC and ST farmers get the top slab — up to Rs 10,000 for boring and Rs 9,000 for a pump set — and are exempt from the 0.2 hectare minimum land condition that applies to general-category applicants.

Who cannot apply under this scheme?

Farmers whose land is not recorded in their own name are not eligible, nor are farmers in development blocks classified as over-exploited or critical for groundwater, nor anyone who has already received a tube well under a government boring scheme.

Where do I apply online?

Applications are filed on the Minor Irrigation Department's online system at miuponline.in, linked from minorirrigationup.gov.in. The portal has at times displayed a notice that online application is temporarily unavailable; when that happens, use the offline route through the block Junior Engineer rather than submitting repeatedly.

Is a survey fee payable?

A Rs 1,500 survey fee applies to the medium-deep and deep tube well categories, deposited with the offline application. The shallow tube well category for small and marginal farmers does not carry this fee.

What is the minimum land holding to apply?

For the shallow tube well category a general-category applicant needs at least 0.2 hectare of agricultural land in their own name, with SC and ST applicants exempt. The deeper categories are judged on command area rather than a fixed minimum holding.
