Non-Creamy-Layer / OBC Certificate in Uttar Pradesh
Uttar Pradesh state government scheme
The OBC certificate in Uttar Pradesh is the caste certificate (jati praman patra) issued by the Tehsildar through the e-District portal at edistrict.up.gov.in and its citizen app e-Sathi. Uttar Pradesh now requires Aadhaar e-KYC for income, caste and residence certificate applications, and the portal helpline runs on 0522-2304706 on working days from 10 AM to 5 PM.
What is the OBC certificate in Uttar Pradesh?
The OBC certificate in Uttar Pradesh is the caste certificate; jati praman patra: issued by the Revenue Department recording that a named person belongs to a caste notified on the Uttar Pradesh Other Backward Classes list. Uttar Pradesh delivers it through the e-District Uttar Pradesh platform at edistrict.up.gov.in, whose citizen-facing front end is e-Sathi at esathi.up.gov.in, available both as a web portal and as a mobile app. The Tehsildar is the officer who signs the certificate.
Uttar Pradesh runs the largest volume of caste, income and residence certificate applications of any state in India, and the process is correspondingly standardised. Three points define the current process:
- The e-District portal states that applications for income, caste and residence certificates must now be submitted through Aadhaar e-KYC. This changed the old flow and is the single most common reason an application now stalls at the first screen.
- A signed self-declaration (swaghoshna patra) in the prescribed format replaces the stamped affidavit that older guides still ask for.
- The same application goes through whether you file it yourself on e-Sathi or a Jan Seva Kendra operator files it for you. There is no faster private channel.
Who can and who cannot apply?
You can apply for a Uttar Pradesh OBC certificate if you ordinarily reside in Uttar Pradesh and your family's caste appears on the list of Other Backward Classes notified for Uttar Pradesh. Descent is traced through the father in the normal case, so the file is decided largely on the paternal family's oldest surviving record in that tehsil.
You cannot apply in Uttar Pradesh if your family's caste record belongs to another state and you have merely moved here, reservation follows the state on whose backward-class list your community is notified, and Uttar Pradesh will not convert a Bihar, Madhya Pradesh, Rajasthan or Haryana certificate into a UP one. You are also not eligible if your caste does not appear on any Uttar Pradesh backward-class notification, or if your family's income and status place it inside the creamy layer for the purpose the certificate is needed for.
Scheduled Caste and Scheduled Tribe applicants in Uttar Pradesh apply for the same caste certificate service but under their own category, and the creamy-layer exclusion does not apply to SC or ST reservation at all.
What documents does Uttar Pradesh ask for?
- Aadhaar card of the applicant, with the Aadhaar-linked mobile number available, because e-KYC is now the entry point.
- Self-declaration (swaghoshna patra) in the format published on the e-District portal; not a stamp-paper affidavit.
- Residence proof; voter ID, ration card, electricity bill or an existing UP residence certificate showing the tehsil.
- Caste proof of the family — the father's or another blood relative's caste certificate, or an old family record carrying the caste entry.
- School leaving certificate or high school certificate, which carries the caste recorded at admission. It is optional on paper but is the strongest single document at the lekhpal enquiry.
- Family ration card, commonly attached to establish the family unit and the address.
- Passport-size photograph in the size the upload screen specifies.
How to apply for a UP OBC certificate online
- Open edistrict.up.gov.in or esathi.up.gov.in and register. Choose the citizen registration option, enter your name, mobile number, email and district, and set the login ID and password. Activation details come by SMS and email.
- Log in and complete Aadhaar e-KYC. The portal states that income, caste and residence certificate applications must be filed through Aadhaar e-KYC, so enter the Aadhaar number and complete the OTP verification on the Aadhaar-linked mobile before opening the form.
- Open the caste certificate service. From the certificates (प्रमाण पत्र) group, choose the caste certificate application, and select Other Backward Class as the category.
- Fill the application form. Enter your name as it appears on Aadhaar, the father's name, the caste and sub-caste claimed, date of birth, and the full address down to village or ward, tehsil and district.
- Upload the documents and photograph, the self-declaration, residence proof, caste proof and any school record, at the file sizes the upload screen states.
- Pay the government fee at the payment step by net banking, card or UPI. The portal displays the amount before you pay and issues a receipt.
- Note the application number printed on the receipt. You will need it to track the file, and to download and verify the digitally signed certificate.
How to apply offline at a Jan Seva Kendra or the tehsil
- Visit a Jan Seva Kendra, a Common Service Centre, or the tehsil office in your area with originals and photocopies of Aadhaar, residence proof, caste proof and the self-declaration.
- Ask the operator to file the caste certificate application on e-District in your name, under the Other Backward Class category. The file joins the same online queue as a self-filed application.
- Pay the government fee plus the notified operator charge, and collect the printed receipt carrying the application number.
- Collect the printed certificate from the same centre, or download it from the e-District portal once the Tehsildar has signed it.
What happens after you apply?
The application goes first to the lekhpal of your area, who verifies residence and the caste claim on the ground and files a report. The Kanungo and the tehsil scrutiny clerk check the file, and the Tehsildar signs the certificate. A digitally signed copy becomes downloadable from your e-District login, and the portal carries a certificate verification page so a recruiter or college can confirm the certificate is genuine from its number.
Where the paternal caste record is strong; particularly a father's or grandfather's school record. The lekhpal enquiry is largely a formality. Where the only support is the self-declaration, expect a field visit.
How do you check the application status?
Use the Application Status option on edistrict.up.gov.in or in the e-Sathi app, and enter the application number from your receipt. The portal publishes a helpline on 0522-2304706, open Monday to Saturday from 10 AM to 5 PM excluding government holidays, and the email address ceghelpdesk@gmail.com for written queries.
Uttar Pradesh notifies its citizen services under the Uttar Pradesh Janhit Guarantee Adhiniyam, which fixes a time limit for each notified service and gives an appeal to a designated appellate officer once that limit passes. Check the time limit shown against the caste certificate on the e-District services list, and escalate to the Sub-Divisional Magistrate and then the District Magistrate if the file has not moved.
How long is a UP OBC certificate valid, and when do you need a new one?
The caste entry itself does not expire. The non-creamy-layer position does change, because it rests on the family's income and on the posts held by parents in recent years. Most recruiters and admission bodies therefore expect an OBC certificate issued within the current financial year, and central government recruiters, central universities and central examination bodies usually demand the certificate in the central non-creamy-layer format with a cut-off date named in the advertisement. Read the notice you are applying under before assuming a certificate from two years ago will be accepted, and apply fresh at the start of each recruitment or admission cycle.
Why are UP OBC certificate applications rejected?
- Aadhaar e-KYC fails because the mobile number linked to Aadhaar is out of date or unavailable.
- The caste claimed is notified as backward in another state but not on the Uttar Pradesh list.
- The spelling of the caste or sub-caste in the form does not match the entry in the state notification.
- Names differ across Aadhaar, the school record and the relative's caste certificate.
- No old family record supports the claim and the lekhpal enquiry does not corroborate it.
- The applicant is not ordinarily resident in the tehsil where the application was filed.
- Uploaded scans are unreadable, or a document has been attached to the wrong slot.
- The certificate produced is a plain state OBC certificate where the recruiter demanded the central non-creamy-layer format.
What does it cost, and what about agents?
The Uttar Pradesh caste certificate is issued at the small fixed government fee that the e-District portal displays at the payment step, plus the notified operator charge if you file at a Jan Seva Kendra or Common Service Centre. Nothing beyond that is payable, not to a lekhpal, not to a tehsil clerk, not to a tout outside the tehsil gate. Because Uttar Pradesh has replaced the affidavit with a free self-declaration, anyone insisting you buy stamp paper is adding a cost the state does not ask for.
Agents promising a certificate "in 24 hours" for a few thousand rupees are charging for a form you can complete yourself on e-Sathi in about fifteen minutes, and the file still waits for the same lekhpal enquiry and the same Tehsildar's signature. Keep the receipt the portal generates, call 0522-2304706 if the file stalls, and report any demand for money to the Sub-Divisional Magistrate or through the Uttar Pradesh integrated grievance redressal system.

Frequently asked questions
Which portal issues the OBC certificate in Uttar Pradesh?
The e-District Uttar Pradesh portal at edistrict.up.gov.in issues the caste certificate that records Other Backward Class status, and its citizen front-end e-Sathi at esathi.up.gov.in lets an individual apply without going through a Jan Seva Kendra. The Tehsildar is the officer who signs the certificate.
Is Aadhaar e-KYC now compulsory for a UP caste certificate?
Yes — the e-District Uttar Pradesh portal states that applications for income, caste and residence certificates must now be submitted through Aadhaar e-KYC. Keep the Aadhaar-linked mobile number with you when you apply, because the OTP goes to that number.
What is e-Sathi and how is it different from e-District?
e-Sathi is the citizen-facing front end of Uttar Pradesh's e-District system, available as a web portal at esathi.up.gov.in and as a mobile app, and it lets a citizen file the same application that a Jan Seva Kendra operator would file. The back-end processing, the lekhpal enquiry and the Tehsildar's signature are identical either way.
Who verifies and signs a UP caste certificate?
The lekhpal of your area conducts the field verification, the Kanungo and the tehsil office scrutinise the file, and the Tehsildar signs the caste certificate in Uttar Pradesh. The signed certificate is issued digitally and can be downloaded and verified from the e-District portal.
Do I need a stamped affidavit for a UP caste certificate?
No — Uttar Pradesh accepts a signed self-declaration (swaghoshna patra) in the prescribed format instead of a stamped affidavit for caste, income and residence certificates. The format is downloadable from the e-District portal, and anyone insisting you buy stamp paper for it is adding a cost the state does not require.
How do I check my UP caste certificate application status?
Use the "Application Status" option on edistrict.up.gov.in or in the e-Sathi app with the application number printed on your receipt. The e-District helpline on 0522-2304706 answers on working days between 10 AM and 5 PM, and the portal publishes ceghelpdesk@gmail.com for written queries.
What does a UP OBC certificate cost?
Uttar Pradesh charges only the government fee that the e-District portal displays at the payment step, plus the notified operator charge if you file at a Jan Seva Kendra or Common Service Centre. The fee is a small fixed amount; no lekhpal, tehsil clerk or agent is entitled to anything beyond what the portal shows and receipts.
How long is a UP OBC certificate valid?
The caste entry does not change, but the non-creamy-layer position rests on the family's recent income and status, so most recruiters and admission bodies require an OBC certificate issued within the current financial year. Read the advertisement — central government posts and central institutions usually name a cut-off date and demand the certificate in the central non-creamy-layer format.
